    Description

    While women are underrepresented in politics, recent improvements in women’s representation in legislative and executive bodies have spurred academic interest in the effects of electing women on a wide array of outcomes. Effects on bureaucracies, however, have received less attention. Do women mayors reform local bureaucracies differently than their men counterparts? We take advantage of rich administrative data from Chile to explore the effects of having a woman mayor on the size and gender composition of municipal bureaucracies. Using a regression discontinuity design in close electoral races, we find that women mayors reduce the size of local bureaucracies while simultaneously increasing the share of women public employees. Our findings thus show that women mayors’ approach to bureaucratic reform once in office differs from that of their men counterparts, and contribute to existing research on the consequences of electing women.

    Description

    Do women elected officials contribute to the creation of public sector workforces that are more representative of the populations they serve? A more representative bureaucracy is expected to produce better outcomes, and thus understanding the role that elected leadership plays in diversifying the bureaucracy is important. Using data from over 5000 Brazilian municipalities from 2001 to 2012, we examine whether the election of women mayors leads to the formation of municipal executive bureaucracies that are more representative in terms of gender. In addition, we test whether the presence of a woman mayor leads to increased wages for women bureaucrats and smaller wage gaps between men and women bureaucrats. We find that while women mayors do not increase women’s numerical representation in the municipal executive bureaucracy, they do contribute to the creation of bureaucracies with fewer gender inequalities. Electing a woman mayor increases the average wages of women bureaucrats and decreases the gender wage gap in the bureaucracy. These findings suggest that women mayors advocate for the promotion of women to leadership positions and reduce the gap between men’s and women’s ranks in the bureaucracy since the salaries of Brazilian civil servants are linked to their positions.

    Description

    In federal presidential democracies, discretionary transfers are often mentioned as a tool used by the national executive to build and strengthen subnational support, typically governors. Funds to local mayors, however, have been much less studied. With original data, in this study, we analyze the distribution of a particular discretionary transfer (ATN) to the Argentine municipalities during two periods: 1997-2000 and 2016-2019. We show that the main driver for transfers is the mayor´s political alignment. Indeed, the president is more likely to reward loyal mayors, but especially when both the latter and the President oppose the provincial governor. By this token, we highlight a nested political game, in which the President considers the loyalty of both mayors and governors combined to decide when to reward (or when not to reward) municipalities. Furthermore, we find that the Executive provides aid to smaller municipalities to circumvent the possibility of funding mayors from larger cities who may pose a threat as political rivals in the future. Since this pattern is more evident in localities with aligned mayors, we can infer that the President's strategy is aimed at preventing future challengers from within their own coalition.

    This special topic poll, fielded February 16-22, 2000, is part of a continuing series of monthly surveys that solicit public opinion on the presidency and a range of other political and social issues. The focus of this data collection was on the upcoming presidential and New York State senatorial campaigns. Residents of New York State were asked to give their opinions of President Bill Clinton, New York governor George Pataki, Vice President Al Gore, Texas governor George W. Bush, former New Jersey senator Bill Bradley, Arizona senator John McCain, First Lady Hillary Rodham Clinton, New York City mayor Rudolph Giuliani, and civil rights activist Al Sharpton. Respondents were then asked a series of questions on a hypothetical senatorial contest between Democrat Hillary Rodham Clinton and Republican Rudolph Giuliani. Respondents were queried as to whether they were paying attention to the upcoming race, whether they were likely to vote and, if so, which candidate they were leaning toward, or if they preferred another candidate to run. Respondents were asked to compare Clinton and Giuliani in terms of whether they cared about the needs and problems of people like them, would represent their interests, would be better at reforming the health care system, would improve education and reduce crime, would get along with other members of the Senate, would protect access to legal abortions, had the right kind of experience, honesty, and integrity, and would vote as respondents would like on potential Supreme Court nominations. Respondents were asked to assess Rudolph Giuliani's job as mayor, including his handling of crime, education, race relations, and economic development, and Hillary Rodham Clinton's role as First Lady, and whether she could represent New York State effectively without having lived in New York State for very long. Regarding the presidential election, respondents were asked if they were paying attention to the campaign, whether they were registered with a party, whether they intended to vote in the upcoming New York State primary and, if so, for whom. Respondents were also queried regarding whether they believed campaign contributions influenced candidates, and whether contributions affected the honesty and trust of candidates. On a separate matter, respondents with school-aged children were asked whether they felt comfortable in letting their children engage in various activities without an accompanying adult, such as riding the subway, going outside after dark, crossing the street or going to a nearby store, sleeping over at another child's house, or going to a movie with friends. Parents were also asked whether their children traveled to school by themselves, dated, and had a recognized curfew hour. Other questions asked of respondents covered preferred uses of a projected federal budget surplus, views on access to abortion services, and the posting of the Ten Commandments in public schools. Background information on respondents includes age, sex, race, education, religion, voter registration and participation history, political party, political orientation, Hispanic descent, marital status, age of children in household, and family income.

The index assumes an squared inverse distance as a criteria for determining the amount of jobs accesible from a Census Tract to all, this way nearer tracts have a mayor contribution for the index than tracts far away. In the table there are three variables: clavegeo = Identificator ee_pot = Accesibility index of total employment with crow flight distance em_pot = Accesibility index of total employment with manhattan distance
