    Description

    We adjust SNAP maximum allotments, deductions, and income eligibility standards at the beginning of each Federal fiscal year. The changes are based on changes in the cost of living. COLAs take effect on October 1 each year. Maximum allotments are calculated from the cost of a market basket based on the Thrifty Food Plan for a family of four, priced in June that year. The maximum allotments for households larger and smaller than four persons are determined using formulas that account for economies of scale. Smaller households get slightly more per person than the four-person household. Larger households get slightly less. Income eligibility standards are set by law. Gross monthly income limits are set at 130 percent of the poverty level for the household size. Net monthly income limits are set at 100 percent of poverty.

    DESCRIPTION Poverty refers to the share of the population living in households that earn less than 200 percent of the federal poverty limit, which varies based on the number of individuals in a given household. It reflects the number of individuals who are economically struggling due to low household income levels.

    METHODOLOGY NOTES (across all datasets for this indicator) The U.S. Census Bureau defines a national poverty level (or household income) that varies by household size, number of children in a household, and age of householder. The national poverty level does not vary geographically even though cost of living is different across the United States. For the Bay Area, where cost of living is high and incomes are correspondingly high, an appropriate poverty level is 200% of poverty or twice the national poverty level, consistent with what was used for past equity work at MTC and ABAG. For comparison, however, both the national and 200% poverty levels are presented.

    For Vital Signs, the poverty rate is defined as the number of people (including children) living below twice the poverty level divided by the number of people for whom poverty status is determined. Poverty rates do not include unrelated individuals below 15 years old or people who live in the following: institutionalized group quarters, college dormitories, military barracks, and situations without conventional housing. The household income definitions for poverty change each year to reflect inflation. The official poverty definition uses money income before taxes and does not include capital gains or noncash benefits (such as public housing, Medicaid, and food stamps).     For the American Community Survey datasets, 1-year data was used for region, county, and metro areas whereas 5-year rolling average data was used for city and census tract.

    To be consistent across metropolitan areas, the poverty definition for non-Bay Area metros is twice the national poverty level. Data were not adjusted for varying income and cost of living levels across the metropolitan areas.

    In May 2025, the average hourly earnings of all employees in the United States was at 11.30 U.S. dollars. The data have been seasonally adjusted. The deflators used for constant-dollar earnings shown here come from the Consumer Price Indexes Programs. The Consumer Price Index for All Urban Employees (CPI-U) is used to deflate the data for all employees. A comparison of the rate of wage growth versus the monthly inflation since 2020 rate can be accessed here. Real wages are wages that have been adjusted for inflation.

    Over the past 30 years, there has been an almost constant reduction in the poverty rate worldwide. Whereas nearly ** percent of the world's population lived on less than 2.15 U.S. dollars in terms of 2017 Purchasing Power Parity (PPP) in 1990, this had fallen to *** percent in 2022. This is even though the world's population was growing over the same period. However, there was a small increase in the poverty rate during the COVID-19 pandemic in 2020 and 2021, when thousands of people became unemployed overnight. Moreover, the rising cost of living in the aftermath of the pandemic and spurred by the Russian invasion of Ukraine in 2022 meant that many people were struggling to make ends meet. Poverty is a regional problem Poverty can be measured in relative and absolute terms. Absolute poverty concerns basic human needs such as food, clothing, shelter, and clean drinking water, whereas relative poverty looks at whether people in different countries can afford a certain living standard. Most countries that have a high percentage of their population living in absolute poverty, meaning that they are poor compared to international standards, are regionally concentrated. African countries are most represented among the countries in which poverty prevails the most. In terms of numbers, Sub-Saharan Africa and South Asia have the most people living in poverty worldwide. Inequality on the rise How wealth, or the lack thereof, is distributed within the global population and even within countries is very unequal. In 2022, the richest one percent of the world owned almost half of the global wealth, while the poorest 50 percent owned less than two percent in the same year. Within regions, Latin America had the most unequal distribution of wealth, but this phenomenon is present in all world regions.

    Description

    The European Union Statistics on Income and Living Conditions (EU-SILC) collects timely and comparable multidimensional microdata on income, poverty, social exclusion and living conditions.

    The EU-SILC collection is a key instrument for providing information required by the European Semester ([1]) and the European Pillar of Social Rights, and the main source of data for microsimulation purposes and flash estimates of income distribution and poverty rates.

    AROPE remains crucial to monitor European social policies, especially to monitor the EU 2030 target on poverty and social exclusion. For more information, please consult EU social indicators.

    The EU-SILC instrument provides two types of data:

    • Cross-sectional data pertaining to a given time or a certain time period with variables on income, poverty, social exclusion and other living conditions.
    • Longitudinal data pertaining to individual-level changes over time, observed periodically over four‐or more year rotation scheme (Annex III (2) of 2019/1700).

    EU-SILC collects:

    • annual variables,
    • three-yearly modules,
    • six-yearly modules,
    • ad-hoc new policy needs modules,
    • optional variables.

    The variables collected are grouped by topic and detailed topic and transmitted to Eurostat in four main files (D-File, H-File, R-File and P-file).

    The domain ‘Income and Living Conditions’ covers the following topics: persons at risk of poverty or social exclusion, income inequality, income distribution and monetary poverty, living conditions, material deprivation, and EU-SILC ad-hoc modules, which are structured into collections of indicators on specific topics.

    In 2023, in addition to annual data, in EU-SILC were collected: the three yearly module on labour market and housing, the six yearly module on intergenerational transmission of advantages and disadvantages, housing difficulties, and the ad hoc subject on households energy efficiency.

    Starting from 2021 onwards, the EU quality reports use the structure of the Single Integrated Metadata Structure (SIMS).

    There is more to housing affordability than the rent or mortgage you pay. Transportation costs are the second-biggest budget item for most families, but it can be difficult for people to fully factor transportation costs into decisions about where to live and work. The Location Affordability Index (LAI) is a user-friendly source of standardized data at the neighborhood (census tract) level on combined housing and transportation costs to help consumers, policymakers, and developers make more informed decisions about where to live, work, and invest.     The data is measured in international-$ at 2021 prices – this adjusts for inflation and for differences in living costs between countries.

    Depending on the country and year, the data relates to income (measured after taxes and benefits) or to consumption, per capita. 'Per capita' means that the incomes of each household are attributed equally to each member of the household (including children).

    Non-market sources of income, including food grown by subsistence farmers for their own consumption, are taken into account.

    Regional and global estimates are extrapolated up until the year of the data release using GDP growth estimates and forecasts

    For most countries in the PIP dataset, estimates relate to either disposable income or consumption, for all available years. A number of countries, however, have a mix of income and consumption data points, with both data types sometimes available for particular years.

    Out of all OECD countries, Cost Rica had the highest poverty rate as of 2022, at over 20 percent. The country with the second highest poverty rate was the United States, with 18 percent. On the other end of the scale, Czechia had the lowest poverty rate at 6.4 percent, followed by Denmark.

    The significance of the OECD

    The OECD, or the Organisation for Economic Co-operation and Development, was founded in 1948 and is made up of 38 member countries. It seeks to improve the economic and social well-being of countries and their populations. The OECD looks at issues that impact people’s everyday lives and proposes policies that can help to improve the quality of life.

    Poverty in the United States

    In 2022, there were nearly 38 million people living below the poverty line in the U.S.. About one fourth of the Native American population lived in poverty in 2022, the most out of any ethnicity. In addition, the rate was higher among young women than young men. It is clear that poverty in the United States is a complex, multi-faceted issue that affects millions of people and is even more complex to solve.

    How Poverty is Calculated in the ACS

    Poverty statistics presented in ACS reports and tables adhere to the standards specified by the Office of Management and Budget in Statistical Policy Directive 14. The Census Bureau uses a set of dollar value thresholds that vary by family size and composition to determine who is in poverty. Further, poverty thresholds for people living alone or with nonrelatives (unrelated individuals) and two-person families vary by age (under 65 years or 65 years and older).

    If a family’s total income is less than the dollar value of the appropriate threshold, then that family and every individual in it are considered to be in poverty. Similarly, if an unrelated individual’s total income is less than the appropriate threshold, then that individual is considered to be in poverty. The poverty thresholds do not vary geographically. They are updated annually to allow for changes in the cost of living (inflation factor) using the Consumer Price Index (CPI).

    Poverty status was determined for all people except institutionalized people, people in military group quarters, people in college dormitories, and unrelated individuals under 15 years old. These groups were excluded from the numerator and denominator when calculating poverty rates.

    Since the ACS is a continuous survey, people respond throughout the year. Because the income items specify a period covering the last 12 months, the appropriate poverty thresholds are determined by multiplying the base-year poverty thresholds (1982) by the monthly inflation factor based on the 12 monthly CPIs and the base-year CPI. Concepts: In assessing poverty in a given country, and how best to reduce poverty, one naturally focuses on a poverty line that is considered appropriate for that country. Since World Development Report 1990, the World Bank has aimed to apply a common standard in measuring extreme poverty, anchored to what poverty means in the world's poorest countries. The commonly used $1 a day standard, measured in 1985 international prices and adjusted to local currency using purchasing power parity (PPP) exchange rates, was chosen for World Development Report 1990 because it was typical of the poverty lines in lowincome countries at the time. As differences in the cost of living across the world evolve, the international poverty line has to be periodically updated using new PPP price data to reflect these changes. The last change was in September 2022, when the World Bank adopted $2.15 as the international poverty line using the 2017 PPP. Prior to that, the 2015 update set the international poverty line at $1.90 using the 2011 PPP.     The European Union Statistics on Income and Living Conditions (EU-SILC) collects timely and comparable multidimensional microdata on income, poverty, social exclusion and living conditions.

    The EU-SILC collection is a key instrument for providing information required by the European Semester ([1]) and the European Pillar of Social Rights, and the main source of data for microsimulation purposes and flash estimates of income distribution and poverty rates.

    The EU-SILC instrument provides two types of data:

    • Cross-sectional data pertaining to a given time or a certain time period with variables on income, poverty, social exclusion and other living conditions.
    • Longitudinal data pertaining to individual-level changes over time, observed periodically over four‐or more year rotation scheme (Annex III (2) of 2019/1700).

    EU-SILC collects:

    • annual variables,
    • three-yearly modules,

    In 2024, the median household income in the United States was 83,730 U.S. dollars. This reflected an increase from the previous year. Household income The median household income depicts the income of households, including the income of the householder and all other individuals aged 15 years or over living in the household.     The English Housing Survey (EHS) Fuel Poverty Datasets are comprised of fuel poverty variables derived from the EHS, and a number of EHS variables commonly used in fuel poverty reporting. The EHS is a continuous national survey commissioned by the Ministry of Housing, Community and Local Government (MHCLG) that collects information about people's housing circumstances and the condition and energy efficiency of housing in England.

    Safeguarded and Special Licence Versions
    Similar to the main EHS, two versions of the Fuel Poverty dataset are available from 2014 onwards. The Special Licence version contains additional, more detailed, variables, and is therefore subject to more restrictive access conditions. Users should check the Safeguarded Licence (previously known as End User Licence (EUL)) version first to see whether it meets their needs, before making an application for the Special Licence version.



    The English Housing Survey: Fuel Poverty Dataset, 2022: Special Licence is the outcome of analysis conducted to produce estimates of fuel poverty in England in 2022 undertaken by the Department for Energy Security and Net Zero (DESNZ).

    Fuel poverty in England is measured using the Low Income Low Energy Efficiency (LILEE) indicator, which considers a household to be fuel poor if:

    • it is living in a property with an energy efficiency rating of band D, E, F or G as determined by the most up-to-date Fuel Poverty Energy Efficiency Rating (FPEER) Methodology; and
    • its disposable income (income after housing costs (AHC) and energy costs) would be below the poverty line. The poverty line (income poverty) is defined as an equivalised disposable income of less than 60 per cent of the national median in Section 2 of the ONS publication 'Persistent poverty in the UK and EU: 2017'.

    The Low Income Low Energy Efficiency model is a dual indicator, which allows us to measure not only the extent of the problem (how many fuel poor households there are), but also the depth of the problem (how badly affected each fuel poor household is). The depth of fuel poverty is calculated using the fuel poverty gap. This is the reduction in fuel costs needed for a household to not be in fuel poverty. This is either the change in required fuel costs associated with increasing the energy efficiency of a fuel poor household to a Fuel Poverty Energy Efficiency Rating (FPEER) of band C or reducing the costs sufficiently to meet the income threshold.

    The fuel poverty dataset is derived from the English Housing Survey, 2022 database created by the MHCLG. This database is constructed from fieldwork carried out between April 2021 and March 2023. The midpoint of this period is April 2022, which can be considered as the reference date for this dataset.

Description

We adjust SNAP maximum allotments, deductions, and income eligibility standards at the beginning of each Federal fiscal year. The changes are based on changes in the cost of living. COLAs take effect on October 1 each year. Maximum allotments are calculated from the cost of a market basket based on the Thrifty Food Plan for a family of four, priced in June that year. The maximum allotments for households larger and smaller than four persons are determined using formulas that account for economies of scale. Smaller households get slightly more per person than the four-person household. Larger households get slightly less. Income eligibility standards are set by law. Gross monthly income limits are set at 130 percent of the poverty level for the household size. Net monthly income limits are set at 100 percent of poverty.
