Purpose and brief description The consumer price index is an economic indicator whose main task is to objectively reflect the price evolution over time for a basket of goods and services purchased by households and considered representative of their consumer habits. The index does not necessarily measure the price level of this basket for a specific period of time, but rather the fluctuation between two periods, the first one acting as basis for comparison. Moreover, this difference in the price level is not measured in absolute, but in relative terms. The consumer price index can be determined as a hundred times the ratio between the observed prices of a range of goods and services at a given time and the prices of the same goods and services, observed under the same circumstances during the reference period, chosen as basis for comparison. Price observations always take place in the same regions. Since 2014, the consumer price index has been a chain index in which the weighting reference period is regularly shifted and prices and quantities are no longer compared between the current period and a fixed reference period, but the current period is compared with an intermediate period. By multiplying these short-term indices, and so creating a chain, we get a long-term series with a fixed reference period. Smoothed index: The smoothed health index, also called smoothed index (the average value of the health indexes of the last 4 months) is used as a basis for the indexation of retirement pensions, social security benefits and some salaries and wages. Public wages and social benefits are indexed as soon as the smoothed index reaches a given value, called the central index. The smoothed index is also called moving average. In order to perform a 2% index jump (laid down in the Law of 23 April 2015 on employment promotion), the smoothed health index has been temporarily blocked at its value of March 2015 (100.66). The smoothed health index was then reduced by 2% from April 2015. When the reduced smoothed health index (also called the reference index) had increased again by 2% or in other words when it had exceeded the value of 100.66, the index was no longer blocked. It occurred in April 2016. Since April 2016 the smoothed health index is calculated in the same manner as the reference index and therefore corresponds to the arithmetical mean of the health indexes of the last 4 months multiplied by a factor of 0.98. The central index is a predetermined threshold value against which the smoothed health index is compared. If the central index is reached or exceeded, there is an indexation of the wages and salaries or benefits. This indexation is proportional to the percentage between the old and the new central index. For the public sector and social benefits, the difference between the central indices always amounts to 2 %. Therefore, a 2 % indexation is applied every time the central index is reached. There are also collective labour agreements according to which the difference between the central indices amounts to 1 % or 1.5 %. The Consumer Price Index (CPI) measures over time the prices of goods and services in major expenditure categories typically purchased by urban consumers. The expenditure categories include food, housing, apparel, transportation, and medical care. Essentially, the Index measures consumer purchasing power by comparing the cost of a fixed set of goods and services (called a market basket) in a specific month relative to the cost of the same market basket in an earlier reference period, designated as the base period. The CPI is calculated for two population groups: urban wage earners and clerical workers (CPI-W) and all urban consumers (CPI-U). The CPI-W population includes those urban families with clerical workers, sales workers, craft workers, operatives, service workers, or laborers in the family unit and is representative of the prices paid by about 40 percent of the United States population. The CPI-U population consists of all urban households (including professional and salaried workers, part-time workers, the self-employed, the unemployed, and retired persons) and is representative of the prices paid by about 80 percent of the United States population. Both populations specifically exclude persons in the military, in institutions, and all persons living outside of urban areas (such as farm families). National indexes for both populations are available for about 350 consumer items and groups of items. In addition, over 100 of the indexes have been adjusted for seasonality. The indexes are monthly with some beginning in 1913. Area indexes are available for 27 urban places. For each area, indexes are presented for about 65 items and groups. The area indexes are produced monthly for 5 areas, bimonthly for 10 areas, and semiannually for 12 urban areas. Regional indexes are available for four regions with about 95 items and groups per region. Beginning with January 1987, regional indexes are monthly, with some beginning as early as 1966. City-size indexes are available for four size classes with about 95 items and groups per class. Beginning with January 1987, these indexes are monthly and most begin in 1977. Regional and city-size indexes are available cross-classified by region and city-size class. For each of the 13 cross-classifications, about 60 items and groups are available. This particular index includes roughly 88 percent of the total population, accounting for wage earners, clerical workers, technical workers, self-employed, short-term workers, unemployed, retirees, and those not in the labor force.(1)
The CPIs are based on prices for food, clothing, shelter, and fuels; transportation fares; service fees (e.g., water and sewer service); and sales taxes. Prices are collected monthly from about 4,000 housing units and approximately 26,000 retail establishments across 87 urban areas.(1) To calculate the index, price changes are averaged with weights representing their importance in the spending of the particular group. The index measures price changes (as a percent change) from a predetermined reference date.(1) In addition to the original unadjusted index distributed, the Bureau of Labor Statistics also releases a seasonally adjusted index. The unadjusted series reflects all factors that may influence a change in prices. However, it can be very useful to look at the seasonally adjusted CPI, which removes the effects of seasonal changes, such as weather, school year, production cycles, and holidays.(1)
The CPI can be used to recognize periods of inflation and deflation. Significant increases in the CPI within a short time frame might indicate a period of inflation, and significant decreases in CPI within a short time frame might indicate a period of deflation. However, because the CPI includes volatile food and oil prices, it might not be a reliable measure of inflationary and deflationary periods. For a more accurate detection, the core CPI (Consumer Price Index for All Urban Consumers: All Items Less Food & Energy [CPILFESL]) is often used. This table presents figures on the price development of a package of goods and services that an average household on the islands of Bonaire, Sint Eustatius and Saba purchases. This is referred to as the consumer price index (CPI). In addition, the table shows the quarterly and annual change of the CPI. The figures are available for 12 product groups. For each product group, it also shows how much consumers spend on it in relation to their total expenditure. We call this the weighting coefficient.
The table also includes the flash estimate for Bonaire. The flash estimate is made only for the total level.
Data available from: first quarter 2010 and for the flash estimate from the first quarter of 2025.
Status of figures: price indices in this table for the first quarter of 2025 are provisional. At the publication for the second quarter of 2025, they will be final.
The flash for Bonaire gives an indication of the price development at the total level for Bonaire during one quarter. The flashes are calculated based on the first and first two months of a quarter, respectively. In the second month of a quarter the CPI changes are published based on the data of the first month. In the third month of the quarter, a second flash follows based on the data for the first two months of the quarter. The second estimate overwrites the first estimate and the second estimate is overwritten, after the end of the quarter, by the provisional quarterly index. The flash is not suitable to be used for indexation, hence no indices are published. The flash is marked as provisional.
