Much of the data requested by the Strengthen Families Locally communities to inform their planning, and thus contained in these initial dashboards and datasets, are what we know about children entering out-of-home care (OOH care) – age distribution, counts, rates, trends over time, and race/ethnicity. In 2022, about 3,370 children entered out of home care statewide, a record low for Washington State.
The prevention dashboards and datasets also include descriptive data on children in Child Protection Services (CPS) intakes – rates of intakes “screened-in” for a CPS response, as well as the types of referents referring to CPS. In 2022, DCYF received CPS intakes involving over 89,000 children statewide, and 46,000 total children in intakes screened in for a CPS response.
Some of the data focus on children aged 0 to 1 (or birth to just under 2 years old). This group of children enter out-of-home care at a high rate, and the Strengthen Families Locally communities have identified that early intervention with this group of children and their families can be especially impactful.
OIAA expects to update these dashboards and datasets annually. In addition, we will be working to develop additional dashboards to support other related DCYF prevention efforts.

TwitterThis federally-funded study examined factors that influenced the decision not to substantiate a child protective services (CPS) referral after a child protective services investigation in Washington State. The study was conducted in three distinct phases. Phase I: Child Protective Record Review consisted of a review of administrative records. Records were extracted from the state child protective database (CAMIS) and a rich dataset of child, family and allegation variables was created. The variables include demographic information, variables coded from the Washington Assessment of Risk Matrix (WARM) and the Modified Maltreatment Classification System (MMCS) as well as variables derived from a public assistance records match. The Phase I data file includes 2000 cases. Phase II: Child Protective Caseworker Survey was a mail and telephone survey of child protective services caseworkers in Washington State. All current child protective caseworkers in Washington State who had more than six months of job experience were invited to participate in the telephone and mail surveys. The Phase II data file includes the 106 respondents who answered both the telephone and mail surveys. Phase III: Child Protective Client Survey was a telephone survey of investigated CPS clients approximately 90 days post investigation. This dataset also includes records extracted from the state child protective database similar to those in the Phase I dataset. In addition to variables related to the interviews, the variables include demographic information, variables coded from the WARM and the Maltreatment MMCS as well as variables derived from a public assistance records match. The Phase III data includes data from 303 clients with completed interviews. The data from Phases I, II and III cannot be combined, as there is no common unit of analysis.

Data are provided on labor force activity for the week prior to the survey. Comprehensive data are available on the employment status, occupation, and industry of persons 15 years old and over. Also shown are personal characteristics such as age, sex, race, marital status, veteran status, household relationship, educational background, and Hispanic origin. The CPS Food Security Supplement was conducted by the U.S. Census Bureau for the Economic Research Service (ERS) of the U.S. Department of Agriculture (USDA). Supplement questions were asked of all interviewed households, as appropriate. The supplement was intended to research the full range of severity of food insecurity as experienced in U.S. households. The Annual Social and Economic (ASEC) 2017 Supplement is part of the Current Population Survey (CPS) Series. The CPS is a source of the official Government statistics on employment and unemployment. The Census Bureau conducts the ASEC (known as the Annual Demographic File prior to 2003) over a three-month period, in February, March, and April, with most of the data collected in the month of March. The ASEC uses two sets of survey questions, the basic CPS and a set of supplemental questions. The CPS, administered monthly, is a labor force survey providing current estimates of the economic status and activities of the population of the United States. Specifically, the CPS provides estimates of total employment (both farm and nonfarm), nonfarm self-employed persons, domestics, and unpaid helpers in nonfarm family enterprises, wage, and salaried employees, and estimates of total unemployment. In addition to the basic CPS questions, respondents were asked questions from the ASEC, which provides supplemental data on poverty, geographic mobility/migration, and work experience. Comprehensive work experience information was given on the employment status, occupation, and industry of persons aged 15 and over. Additional data for persons aged 15 and older were available concerning weeks worked and hours per week worked, reason not working full-time, total income and supplemental income components. Demographic variables include age, sex, race, Hispanic origin, marital status, veteran status, educational attainment, occupation, and income. Data on employment and income refer to the previous calendar year, although demographic data refer to the time of the survey. The occupation and industry information variables in this data collection can help the data users identify individuals who worked in arts and culture related fields. The occupations are listed in a category entitled "Arts, Design, Entertainment, Sports, and Media Occupations," which includes professions such as artists, designers, actors, musicians, and writers (see Appendix B of the User Guide for further category details). Industries related to the arts and culture are in the "Arts, Entertainment, and Recreation" category (see Appendix C of the User Guide for further category details). For example, using the occupation and industry information variables from the ASEC help data users to obtain statistics about people in artists occupations that receive supplemental income, live public housing, or are full-time students. The ASEC data provided by the Census Bureau are distributed in a hierarchical file structure, with three record types present: Household, Family, and Person. The ASEC is designed to be a multistage stratified sample of housing units, where the hierarchical file structure can be thought of as a person within a family within a household unit. Questions covering training and assistance received under welfare reform programs, such as job readiness training, child care services, or job skill training were also asked in the March supplement.The April supplement, sponsored by the Department of Health and Human Services, queried respondents on the economic situation of persons and families for the previous year. Moreover, all household members 15 years of age and older that are a biological parent of children in the household that have an absent parent were asked detailed questions about child support and alimony. Information regarding child support was collected to determine the size and distribution of the population with children affected by divorce or separation, or other relationship status change. Moreover, the data were collected to better understand the characteristics of persons requiring child support, and to help develop and maintain programs designed to assist in obtaining child support. These data highlight alimony and child support arrangements made at the time of separation or divorce, amount of payments actually received, and value and type of any property settlement.The April supplement data were matched to March supplement data for households that were in the sample in both March and April 2008. In March 2008, there were 4,522 household members eligible, of which 1,431 required imputation of child support data. When matching the March 2008 and April 2008 data sets, there were 170 eligible people on the March file that did not match to people on the April file. Child support data for these 170 people were imputed. The remaining 1,261 imputed cases were due to nonresponse to the child support questions. Demographic variables include age, sex, race, Hispanic origin, marital status, veteran status, educational attainment, occupation, and income. Data on employment and income refer to the preceding year, although other demographic data refer to the time at which the survey was administered.

Measures that combine information from multiple items (HRFS12M1 and following) are generally considered to be more reliable measures of food security and food insecurity. The food security questions were asked of all interviewed households, as appropriate. Respondents were queried on how much the household spent for food, their use of federal and community food assistance programs, food sufficiency, and ways of coping with not having enough food. The Current Population Survey Food Security Supplement (CPS-FSS) is the source of national and State-level statistics on food insecurity used in USDA's annual reports on household food security. The CPS is a monthly labor force survey of about 50,000 households conducted by the Census Bureau for the Bureau of Labor Statistics. Once each year, after answering the labor force questions, the same households are asked a series of questions (the Food Security Supplement) about food security, food expenditures, and use of food and nutrition assistance programs. Food security data have been collected by the CPS-FSS each year since 1995. Four data sets that complement those available from the Census Bureau are available for download on the ERS website. These are available as ASCII uncompressed or zipped files. The purpose and appropriate use of these additional data files are described below: 1) CPS 1995 Revised Food Security Status data--This file provides household food security scores and food security status categories that are consistent with procedures and variable naming conventions introduced in 1996. This includes the "common screen" variables to facilitate comparisons of prevalence rates across years. This file must be matched to the 1995 CPS Food Security Supplement public-use data file. 2) CPS 1998 Children's and 30-day Food Security data--Subsequent to the release of the April 1999 CPS-FSS public-use data file, USDA developed two additional food security scales to describe aspects of food security conditions in interviewed households not captured by the 12-month household food security scale. This file provides three food security variables (categorical, raw score, and scale score) for each of these scales along with household identification variables to allow the user to match this supplementary data file to the CPS-FSS April 1998 data file. 3) CPS 1999 Children's and 30-day Food Security data--Subsequent to the release of the April 1999 CPS-FSS public-use data file, USDA developed two additional food security scales to describe aspects of food security conditions in interviewed households not captured by the 12-month household food security scale. This file provides three food security variables (categorical, raw score, and scale score) for each of these scales along with household identification variables to allow the user to match this supplementary data file to the CPS-FSS April 1999 data file. 4) CPS 2000 30-day Food Security data--Subsequent to the release of the September 2000 CPS-FSS public-use data file, USDA developed a revised 30-day CPS Food Security Scale. This file provides three food security variables (categorical, raw score, and scale score) for the 30-day scale along with household identification variables to allow the user to match this supplementary data file to the CPS-FSS September 2000 data file. Food security is measured at the household level in three categories: food secure, low food security and very low food security. Each category is measured by a total count and as a percent of the total population. Categories and measurements are broken down further based on the following demographic characteristics: household composition, race/ethnicity, metro/nonmetro area of residence, and geographic region. The food security scale includes questions about households and their ability to purchase enough food and balanced meals, questions about adult meals and their size, frequency skipped, weight lost, days gone without eating, questions about children meals, including diversity, balanced meals, size of meals, skipped meals and hunger. Questions are also asked about the use of public assistance and supplemental food assistance. The food security scale is 18 items that measure insecurity. A score of 0-2 means a house is food secure, from 3-7 indicates low food security, and 8-18 means very low food security. The scale and the data also report the frequency with which each item is experienced. Data are available as .dat files which may be processed in statistical software or through the United State Census Bureau's DataFerret http://dataferrett.census.gov/. Data from 2010 onwards is available below and online. Data from 1995-2009 must be accessed through DataFerrett. DataFerrett is a data analysis and extraction tool to customize federal, state, and local data to suit your requirements. Through DataFerrett, the user can develop an unlimited array of customized spreadsheets that are as versatile and complex as your usage demands then turn those spreadsheets into graphs and maps without any additional software. The Current Population Survey is one of the oldest, largest, and most recognized surveys in the United States. This survey provides information about individuals in society such as work, earnings, and our education. The CPS is used to collect data for a variety of other studies that keep the nation informed of the economic and social well-being of its people. The August 2016 CPS dataset can be found in a raw .CSV format on Kaggle.com via the following link:

My goal was to create a dataset that is much like the UCI Adult dataset (from 1995):

The 2016 CPS dataset has many columns and many incomplete survey answers, so I edited the to capture the most relevant data. It is important to note that I have stripped the data of any multiple-job holding individuals, so the data only reflects individuals with a single occupation. This updated version of the 2016 CPS dataset is very similar to the UCI adult dataset with some added columns.
