There were approximately 1.94 million violence against the person crime offences recorded by the police in England and Wales in 2024/25, compared with almost 2.01 million offences in the previous reporting year. The number of recorded violent crime offences in England and Wales has increased considerably in the last decade, with only around 600,000 violent crimes recorded in 2013/14. Other types of crime climbing After falling to relatively low levels in the mid-2010s, overall crime in England and Wales has been increasing at a substantial rate. From 62 crimes per 1,000 people in 2013/14, the crime rate shot up to a peak of 93.5 by 2022/23. The sharp uptick in the number of sexual offences recorded by the police accounts for part of this rise, with the number of sexual offences increasing from just over 64,000 in 2013/14 to almost 195,000 in 2022/23. While overall theft crime has gradually fallen in a similar time period, there has been a recent spike in shoplifting offences, with almost 444,000 incidents recorded in 2023/24, compared with 342,200 in 2022/23. Prisons under pressure The increase in violent and sexual crime offences, which typically result in longer sentences for offenders, has added to the problem of overcrowding at prisons in England and Wales. With prisons dangerously close to capacity in 2024, the government even released thousands of prisoners early that September. Prisons in England and Wales are also increasingly violent, for both staff and inmates, with assaults on staff reaching a high of over 2,700 incidents in the third quarter of 2024. Incidences of self-harm have also increased rapidly, from around 5,700 in early 2014 to almost 20,000 ten years later.
There were approximately 6.59 million crimes recorded by the police in England and Wales in 2024/25, compared with approximately 6.66 million in the previous reporting year. Although there was a slight decline on the previous two reporting years, 2024/25 saw the third-highest number of crimes recorded in the provided time period, with the dip in crime figures reported in 2020/21 due to the COVID-19 restrictions in place throughout that reporting year. In general, the number of crime offenses in England and Wales increased at a fairly rapid pace from 2014 onward, rising from just over four million to a peak of 6.74 million offences in 2022/23. Reversing the trend after a decade of cuts The uptick in crime since the mid-2010s has led to serious questions about how to further reverse this trend and if the police have enough manpower and resources to counter it. Due to austerity measures pursued by the 2010 coalition government, police forces had to contend with fewer resources, leading to cuts in personnel. Between 2010 and 2017, officer numbers across the UK were reduced by 22,000 In more recent years, public sector expenditure on the police force has started to increase and reached 27.3 billion British pounds in 2023/24. As of 2024, there were around 170,500 police officers in the UK, 1,500 fewer than in 2010. Crime rates are highest in Northern England In 2024/25, the police force area with the highest crime rate in this year was Cleveland, located in the North East of England, which had approximately 122 crimes per 1,000 people, compared with the England and Wales average of 87.2. After Cleveland, the highest crime rates were reported by forces that are responsible for policing major UK cities, such as West Yorkshire Police, Greater Manchester, South Yorkshire, and the Metropolitan Police in London. The areas with the lowest crime rates are typically more rural in nature, such as Wiltshire, which had the lowest crime rate in this reporting year.

Overall offences also rising The overall crime figures for London also show a trend of increasing crime in the UK capital. In 2015/16 for example, there were ******* crimes recorded in London, compared to ******* in 2023/24. This follows a similar pattern seen in the rest of the United Kingdom, which has witnessed an uptick in crime after reaching historic lows in the mid-2010s. In 2013/14 for example, there were approximately ** crimes per 100,000 people in England and Wales, compared with **** in 2023/24. Police budgets rising again Due to the austerity policies enacted by UK governments in the 2010s, the amount the UK government spent on the police was effectively frozen between 2013/14 and 2016/17. This policy has since been reversed, with the overall UK police budget reaching **** billion pounds in 2022/23. The amount budgeted for the Metropolitan Police by the Mayor of London for 2023/24 was **** billion British pounds, a significant increase on the **** billion budgeted in 2018/19.
This report presents key statistics on activity in the criminal justice system for England and Wales. It provides information up to the year ending December 2024 with accompanying commentary, analysis and presentation of longer-term trends.
Continuing the recent trend, 2024 saw increases in the volumes of prosecutions and convictions at criminal courts. Prosecutions for theft presented the largest annual increase, followed by violence against the person and drugs offences. Prosecutions for sexual offences rose for the 6th consecutive year and represents a series high.
In the case of the more serious indictable offences, conviction levels are now at their highest since 2017.
The proportion of defendants dealt with for serious indictable offences who were remanded in custody continued to rise, with levels reaching a series peak in the magistrates’ courts.
Average custodial sentence length fell slightly for both indictable offences and all offences, driven in part by an increased proportion of conviction and custodial sentences being for theft offences which attract shorter sentence lengths but also a reduction in average sentences for some offence groups.

This is intended to bring greater transparency, clarity and coherence for all users of the Criminal Court Statistics series.
In the coming months we plan to move the Criminal Justice System statistics to the One Crown data model. Historically the two MoJ published series have been produced independently from distinct pipelines which is inefficient and risks undermining the transparency between the two publications. Moving to the same data model will improve the coherence and provide a clearer read across for users of the two CJS statistical series and our understanding of the underlying administrative systems.
Moving to the One Crown model will require a large amount of work in a short period of time. For this reason, we will be cancelling the planned publication of the CJS statistics to Q1 2025 in August 2025. We expect to bring forward the publication of CJS statistics by a month and publish Q2 2025 in October 2025 rather than November 2025. This change will be made to all subsequent releases and will ensure more timely release of CJS data.

In 2024, violent crime in France declined to approximately ******* recorded offenses, marking a notable drop compared to previous years. According to police crime statistics, this represents a decrease of over ****** cases from 2023, when ******* violent offenses were reported. This decline contrasts with the consistent rise in violent crime since 2016, when police recorded just ******* offenses against the person.
This is an Official Statistics bulletin produced by statisticians in the Ministry of Justice, Home Office and the Office for National Statistics. It brings together, for the first time, a range of official statistics from across the crime and criminal justice system, providing an overview of sexual offending in England and Wales. The report is structured to highlight: the victim experience; the police role in recording and detecting the crimes; how the various criminal justice agencies deal with an offender once identified; and the criminal histories of sex offenders.
Providing such an overview presents a number of challenges, not least that the available information comes from different sources that do not necessarily cover the same period, the same people (victims or offenders) or the same offences. This is explained further in the report.
Based on aggregated data from the ‘Crime Survey for England and Wales’ in 2009/10, 2010/11 and 2011/12, on average, 2.5 per cent of females and 0.4 per cent of males said that they had been a victim of a sexual offence (including attempts) in the previous 12 months. This represents around 473,000 adults being victims of sexual offences (around 404,000 females and 72,000 males) on average per year. These experiences span the full spectrum of sexual offences, ranging from the most serious offences of rape and sexual assault, to other sexual offences like indecent exposure and unwanted touching. The vast majority of incidents reported by respondents to the survey fell into the other sexual offences category.
It is estimated that 0.5 per cent of females report being a victim of the most serious offences of rape or sexual assault by penetration in the previous 12 months, equivalent to around 85,000 victims on average per year. Among males, less than 0.1 per cent (around 12,000) report being a victim of the same types of offences in the previous 12 months.
Around one in twenty females (aged 16 to 59) reported being a victim of a most serious sexual offence since the age of 16. Extending this to include other sexual offences such as sexual threats, unwanted touching or indecent exposure, this increased to one in five females reporting being a victim since the age of 16.
Around 90 per cent of victims of the most serious sexual offences in the previous year knew the perpetrator, compared with less than half for other sexual offences.
Females who had reported being victims of the most serious sexual offences in the last year were asked, regarding the most recent incident, whether or not they had reported the incident to the police. Only 15 per cent of victims of such offences said that they had done so. Frequently cited reasons for not reporting the crime were that it was ‘embarrassing’, they ‘didn’t think the police could do much to help’, that the incident was ‘too trivial or not worth reporting’, or that they saw it as a ‘private/family matter and not police business’
In 2011/12, the police recorded a total of 53,700 sexual offences across England and Wales. The most serious sexual offences of ‘rape’ (16,000 offences) and ‘sexual assault’ (22,100 offences) accounted for 71 per cent of sexual offences recorded by the police. This differs markedly from victims responding to the CSEW in 2011/12, the majority of whom were reporting being victims of other sexual offences outside the most serious category.
This reflects the fact that victims are more likely to report the most serious sexual offences to the police and, as such, the police and broader criminal justice system (CJS) tend to deal largely with the most serious end of the spectrum of sexual offending. The majority of the other sexual crimes recorded by the police related to ‘exposure or voyeurism’ (7,000) and ‘sexual activity with minors’ (5,800).
Trends in recorded crime statistics can be influenced by whether victims feel able to and decide to report such offences to the police, and by changes in police recording practices. For example, while there was a 17 per cent decrease in recorded sexual offences between 2005/06 and 2008/09, there was a seven per cent increase between 2008/09 and 2010/11. The latter increase may in part be due to greater encouragement by the police to victims to come forward and improvements in police recording, rather than an increase in the level of victimisation.
After the initial recording of a crime, the police may later decide that no crime took place as more details about the case emerge. In 2011/12, there were 4,155 offences initially recorded as sexual offences that the police later decided were not crimes. The violent crime rate indicator includes both the total number of violent crime incidents per year in Champaign County, and the number of violent crime incidents per 100,000 people per year in Champaign County. “Violent crimes” are those counted in the following categories in the Illinois State Police’s annual Crime in Illinois report: Criminal Homicide, Criminal Sexual Assault (Rape), Robbery, Aggravated Assault, and Aggravated Battery. The incidence of violent crime is an integral part of understanding the safety of a given community.
Both the total number of offenses in Champaign County and the rate per 100,000 population were significantly lower in 2021 than at the start of the measured time period, 1996. The most recent rise in both of these figures was in 2019-2020, before falling again in 2021. The year with the lowest number of total offenses and the rate per 100,000 population in the study period was 2015; both measures are slightly higher since then.

The report is released by the Ministry of Justice and produced in accordance with the UK Statistics Authority code of conduct.
The Ministry of Justice committed in its 2011-2015 business plan to establish a gateway to scrutinise all legislation containing criminal offences. It also committed to publish annual figures as part of the planned information strategy.
This publication provides users with information concerning the activity of government departments in creating new criminal offences in England and Wales during the period 1st June 2010 to 31st May 2012, with comparison made to figures from the previous 12 months where available.
In the 12 months ending May 2012 new criminal offences were contained in 52 pieces of legislation; this compares to 33 legislative provisions passed in the 12 months to May 2011.
From the 52 pieces of legislation 292 new criminal offences were created, an increase of 67.8 per cent on the previous total of 174 for the 12 months ending May 2011.
According to estimates based on data extracted from the Police National Legal Database, 188 offences were repealed in England and Wales in the 12 months ending May 2012. This compares to 155 offences repealed in the preceding 12 months to May 2011.

Each quarter, ACT Policing issues crime statistics illustrating the offences reported or becoming known in suburbs across Canberra.
The selected offences highlighted in the statistics include: assault, sexual offences, robbery, burglary, motor vehicle theft, other theft (such as shoplifting and fraud) and property damage. It is important to note that these numbers may fluctuate as new complainants come forward, more Traffic Infringement Notices are downloaded into the system, or when complaints are withdrawn.
It should also be noted that the individual geographical areas will not combine to the ACT totals due to the exclusion of rural sectors and other regions.
It is important for the community to understand there may be a straight-forward explanation for a spike in offences in their neighbourhood.
For example, sexual offences in Narrabundah increased from two in the January to March last year, to 32 in the first quarter of 2012. These 32 sexual offences relate to one historical case which was reported to police in January 2012, and which has since been finalised.
The smaller the number of reported offences involved, the greater the chance for a dramatic percentage increase.

The number of defendants prosecuted has fallen over the last decade and figures published today continue that trend, with a slight decrease in the year ending March 2020. The figures released today cover the period to the end of March 2020 and any COVID-19 impacts, for example on the level of prosecutions, are likely to be small. There have been increases in prosecutions for some of the most serious offence groups in the latest year, in particular violence, drug offences, robbery and sexual offences. The increase in prosecutions and convictions for violence continue to be driven by the legislation that introduced the new offence of ‘assaults on emergency workers’ from November 2018, while the increases for other offences groups are driven by an increase in charges brought forward by the police.
The publication also shows the different pattern for custody rates across offences – with a continued increase in custody rates for the most serious, indictable, offences, alongside a reduction in rates for summary offences. Average custodial sentence lengths continue to rise and were the highest in a decade. Although we often consider crimes to correlate with prosecutions, we would not expect prosecutions to move directly in line with the ONS published police recorded crime series, or Crime Survey for England and Wales as only those crimes that result in a charge are likely to flow into courts – in addition criminal court prosecutions cover a much broader range of offences than police recorded crime or the survey.

This table contains figures on the number of recorded crimes and clarifications per month and per year. These are broken down by type of crime and by police unit. Attempts are also included in the recorded crimes. For some crimes (e.g. murder/homicide), this results in a much higher number than just the number of completed crimes.
Since July 2018, it is no longer possible to record multiple offences, which are related to each other (concurrence), in one registration. An example of this is a street robbery in which a firearm (gun possession) is used. If several offences occur in one registration, only the most serious offence was counted before July 2018.
As a result of this adjustment, a number of offences show an increase compared to 2018. This mainly concerns trespassing, special laws including money laundering, arms trafficking including possession of weapons, drug trafficking, violation of public order and other social integrity including insults. The increase was therefore mainly visible in the last 6 months of 2018. This adjustment has only a limited impact on the total number of crimes. For the whole of 2018, this causes an increase of approximately 1.0%.
Since 30 April 2020, it is possible to report WhatsApp fraud via the Internet (also known as friend-in-emergency fraud). This was immediately used extensively. In the months of May to December 2020, approximately 20,000 reports of WhatsApp fraud were made. WhatsApp fraud is registered under Horizontal fraud.
The increase in the clearing rate in the first 6 months of 2022 year is partly due to the decrease in online crime (crimes with relatively low clearing rate). Furthermore, there has been a system change whereby the old date of a number of registrations has been overwritten by a date in the first half of 2022. As a result, the clearing rate in the last months of the reporting period is temporarily somewhat higher.
Declarations concern registered crimes for which a Pv of declarations has been drawn up. Several reports can be made per crime.
Internet reporting can only be done for a selected number of offences and only if there is no detection indication.
A registered crime is considered to be cleared up as soon as a suspect is linked to it and it has been heard. A suspect doesn't have to confess. The fact that a reporter continues to classify him/her as a suspect after questioning means that, in the reporter's opinion, he/she was rightly classed as a suspect. The clarification rate is calculated by dividing the number of clarifications from a period by the number of recorded crimes from the same period. The clarifications can therefore relate to crimes from another period. This has been chosen because otherwise it will take a long time before the figures are final due to the lack of time (a registration can be clarified much later than a crime has been registered). As a result, the elucidation rates over recent periods would be too low.
For crimes with little detection indication (internet reports and/or offences where no physical contact has taken place), the clearing rate is lower than where physical contact has taken place (e.g. robberies and street robberies).

This table contains figures on the number of registered crimes per year. These are broken down by type of crime and by district and neighbourhood. Attempts are also included in the recorded crimes. For some crimes (e.g. murder/homicide), this results in a much higher number than the number of completed crimes. The data per neighborhood are presented for all years according to the neighborhood classification of 2023. This geographical refinement follows from the agreements made at the start of the publication of police figures in 2018.
The publication of sexual offences (including child pornography and child prostitution) is limited to annual totals per municipality, as agreed, in connection with the risk of disclosure.
Since July 2018, it is no longer possible to record multiple offences, which are related to each other (concurrence), in one registration. An example of this is a street robbery in which a firearm (gun possession) is used. If several offences occur in one registration, only the most serious offence was counted before July 2018. As a result of this adjustment, a number of offences show an increase compared to 2018. This mainly concerns trespassing (10%), special laws (9%) including money laundering, arms trafficking (16%) including possession of weapons, drug trafficking (5%), violation of public order (8%) and other social integrity (9%) including insults. The increase was therefore mainly visible in the last 6 months of 2018. This adjustment has only a limited impact on the total number of crimes. For 2018, this causes an increase of around 0.5%.
The number of registered crimes fireworks 2023 is not final. In the first half of 2024, many incidents with retroactive effect will still be classified as crimes in this offence and included in the census.

The crime rate in London was 105.8 crime offences per thousand people for the 2023/24 reporting year, compared with 100.9 in the previous year. Between 2015/16 and 2019/20 the crime rate in the UK capital increased in every reporting year, with the sudden drop seen in 2019/20 due to the COVID-19 pandemic causing a sharp reduction in certain types of crime such as robbery and theft. Police record over 938,00 crimes in 2023/24 The number of crimes reported by the police in London was 938,020 in 2023/24, compared with 887,870 in the previous reporting year. Although there was a slight dip in overall recorded crime in the aftermath of the pandemic, this was not the case for violent crimes which have risen consistently. One positive is that the number of homicide offences in 2023/24 has remained beneath the 159 reported in 2017/18. Additionally, the Metropolitan Police force area has a lower crime rate than many of the UK's other major police forces, such as West Yorkshire, Greater Manchester, and Merseyside. Police recruitment drive ends era of cuts The rise in crime in London happened alongside a decline in both personnel and funding for the London Metropolitan Police. Compared with 2010 for example, there were around 3,000 fewer police officers in 2018, while annual funding was reduced to around 3.3 billion pounds between 2013/14 and 2018/19, compared with 3.62 billion in 2012/13. These cuts were due to the policy of austerity that was implemented by the UK government during that time period, but this has recently been replaced by pledges to increase spending and to recruit more police. In 2023/24, the budget for the Metropolitan Police was 4.53 billion pounds, while the number of officers in 2023 increased to around 34,900.

The data per municipality are presented for all years according to the municipal classification of 1 January 2024.

For the whole of 2018, this causes an increase of approximately 1.0%. Since 30 April 2020, it is possible to report WhatsApp fraud via the Internet (also known as friend-in-emergency fraud). This was immediately used extensively. In the months of May to December 2020, approximately 20,000 reports of WhatsApp fraud were made.

Declarations concern registered crimes for which a ‘reporting record’ has been drawn up. Several reports can be made per crime. Internet reporting can only be done for a selected number of offences and only if there is no detection indication.

There were approximately 1.94 million violence against the person crime offences recorded by the police in England and Wales in 2024/25, compared with almost 2.01 million offences in the previous reporting year. The number of recorded violent crime offences in England and Wales has increased considerably in the last decade, with only around 600,000 violent crimes recorded in 2013/14. Other types of crime climbing After falling to relatively low levels in the mid-2010s, overall crime in England and Wales has been increasing at a substantial rate. From 62 crimes per 1,000 people in 2013/14, the crime rate shot up to a peak of 93.5 by 2022/23. The sharp uptick in the number of sexual offences recorded by the police accounts for part of this rise, with the number of sexual offences increasing from just over 64,000 in 2013/14 to almost 195,000 in 2022/23. While overall theft crime has gradually fallen in a similar time period, there has been a recent spike in shoplifting offences, with almost 444,000 incidents recorded in 2023/24, compared with 342,200 in 2022/23. Prisons under pressure The increase in violent and sexual crime offences, which typically result in longer sentences for offenders, has added to the problem of overcrowding at prisons in England and Wales. With prisons dangerously close to capacity in 2024, the government even released thousands of prisoners early that September. Prisons in England and Wales are also increasingly violent, for both staff and inmates, with assaults on staff reaching a high of over 2,700 incidents in the third quarter of 2024. Incidences of self-harm have also increased rapidly, from around 5,700 in early 2014 to almost 20,000 ten years later.
