In 2022, disputes and unaccepted separations were the main motives for the male perpetrators of domestic homicide. 29 men killed their spouses due to an unaccepted separation in that year. Unknown causes were also common, as well as jealousy. The number of women killed by their spouse has fluctuated in France since 2006 but has decreased overall. There were 148 in that year, compared to 118 in 2022. Spikes in the number of deaths of women by their partners were also recorded for the years 2007, 2012, and 2019.

In June 2019, the Minister of Justice entrusted the Inspection Générale de la Justice (IGJ) with the mission of reviewing the cases which have been definitively judged to date involving homicides related to domestic violence committed during 2015 and 2016. The report resulting from this mission, which required the exploitation of 88 criminal files that led to a trial at the assizes, showed that in nearly two thirds of the cases, conjugal violence had already been suffered by the victims. In two out of five cases, the victim had already reported the violence to the police.

If there is penetration under the same conditions, the act is no longer considered sexual assault but rape.

In France, the first period of lockdown (March 17 to May 11, 2020) saw an increase in rates of domestic violence, with almost one woman in ten claiming to have suffered some form of domestic violence. Moreover, it appears that younger women were the most affected by this violence: the proportion of victims among women aged 18-24 was 15 percent, compared to four percent among women over 65.

The belief that sexist and sexual harassment would disappear from the public space following the implementation of successive containment and physical distancing measures is utopian. Indeed, according to an international study conducted in early 2021, nearly one in five women in France has experienced at least one form of sexual harassment in the public space since the beginning of the pandemic. The most frequently encountered forms of harassment were suggestive noises and gestures.

In 2020, the public prosecutors' offices of the French courts of first instance dealt with 44,230 perpetrators for whom the nature of the case involved an offence of sexual violence against a minor or adult (rape, sexual assault and sexual harassment). Among the rape cases, almost 80 percent were closed without prosecution. This proportion rose to 83.24 percent for sexual harassment cases, and more than 78 percent of sexual assault cases were dismissed.

In France, nearly one in ten women reported having been a victim of domestic violence during lockdown. For approximately two thirds of the victims, the violence had started before the first period of containment (March 17 to May 11), however, 30 percent of victims indicated that their ordeal began during this period.

During his speech on November 25, 2017 on the occasion of the International Day for the Elimination of Violence against Women, he had indeed announced, or confirmed several measures, such as extending the statute of limitations for sexual crimes against minors, the alignment of the age of consent with the age of sexual majority, 15 years, the creation of a "sexist offence" punishing street harassment, or the introduction of a teaching module in all public schools dedicated to the prevention and fight against sexism, harassment and violence. Four years later, as the end of the quinquennium approaches, many feminist associations denounced the lack of means put in place by the government, the absence of structural reforms, and perceive the "great cause of the quinquennium" as effects of announcement having produced very few results in reality. Moreover, according to a survey conducted at the end of October 2021, less than half of French women are satisfied with Emmanuel Macron's actions in terms of women's rights. The most critical are the sympathizers of Europe Ecologie - Les Verts and Rassemblement National, while, without much surprise, supporters of the presidential party are almost unanimously satisfied, with 96 percent saying they were satisfied with Macron's actions.

In France, the moment of separation from an ex-spouse is the one that presents the most risk for female victims of domestic violence. One of the measures put in place by the government to limit these risks and protect victims is the protection order, which allows a family court judge to ensure the protection of victims of domestic violence in an emergency. To protect the victim, a judge can impose several prohibitions on the defendant: from contacting the victim, from going to certain designated places, from possessing or carrying a weapon, and from approaching the victim within a certain distance. The court may also require the offender to wear a restraining bracelet, if the victim requests a restraining order in advance. Failure to comply with the measures imposed in the protection order is an offence punishable by two years imprisonment and a fine of 15,000 euros. In 2020, the jurisdictions in which the greatest number of protection orders were issued per Court of Appeal were Île-de-France (361), Provence-Alpes-Côte d'Azur (167), and Occitanie (127).

In 2021, half of French women had been victims of at least one form of sexual harassment or assault on a beach or swimming area. The situations described by these women are not very different from those experienced in public spaces such as the street or public transport. One in three women in this study reported having been stared at by someone to whom they had shown a lack of interest, or having been subjected to whistling, gestures, or rude comments. More than a quarter of them said they had been approached insistently despite their lack of consent. These assaults can even take a more serious turn, such as forced exposure (one in five women), sexual threats (nine percent), or even sexual touching (13 percent).

Between 2016 and 2023, the police recorded every year more complaints of rape against women in France. In 2023, 37,693 cases were recorded, of which more than half were against minor women.

Nine percent of French women report having been victims of domestic violence during the period of the first lockdown (March 17 to May 11, 2020), and many reported suffering long-term effects as a result of this violence. 26 percent of victims reported having encountered health problems, and more than one fifth faced professional or economic difficulties. Additionally, one fifth also feared for their own life in the wake of the attack(s).
