    Description

    This dataset identifies areas throughout the State that meet the final disadvantaged community definition as voted on by the Climate Justice Working Group on March 27th, 2023. It contains the 4,918 census tracts in New York State and identifies the 1,736 census tracts that make up the current Disadvantaged Communities (DAC) definition. The dataset also includes the 45 indicators, expressed as a percentile ranking, used to determine each census tracts’ Environmental Burden and Climate Change Risks, and Population Characteristics and Health Vulnerabilities. The source for the Census Tract data is the US Census Bureau, Geography Division, Year 2019. For more information, please visit https://www.census.gov/cgi-bin/geo/shapefiles/index.php.     The following data were used for the Department of Water Resources' (DWR) Disadvantaged Communities (DAC) Mapping Tool: https://gis.water.ca.gov/app/dacs/. The data source is from the US Census (American Community Survey), that may include attribute table additions by DWR. The DAC Mapping Tool was designed, and the related datasets made publicly available, to assist in the evaluation of DACs throughout the state, as may relate to the various Grant Programs within the Financial Assistance Branch (FAB) at DWR. The definition of DAC may vary by grant program (within FAB, DWR or grant programs of other public agencies). As such, users should be familiar with the specific requirements for meeting DAC status, based on the particular grant solicitation/program of interest.

    Description

    The IRWM web based DAC mapping tool uses this GIS layer. Created by joining ACS 2019-2023 5 year estimates to the Census 2020 Block Group feature class. The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Block Groups (BGs) are defined before tabulation block delineation and numbering, but are clusters of blocks within the same census tract that have the same first digit of their 4-digit census block number from the same decennial census. For example, Census 2020 tabulation blocks 3001, 3002, 3003,.., 3999 within Census 2020 tract 1210.02 are also within BG 3 within that census tract. Census 2020 BGs generally contained between 600 and 3,000 people, with an optimum size of 1,500 people. Most BGs were delineated by local participants in the Census Bureau's Participant Statistical Areas Program (PSAP). The Census Bureau delineated BGs only where the PSAP participant declined to delineate BGs or where the Census Bureau could not identify any local PSAP participant. A BG usually covers a contiguous area. Each census tract contains at least one BG, and BGs are uniquely numbered within census tract. Within the standard census geographic hierarchy, BGs never cross county or census tract boundaries, but may cross the boundaries of other geographic entities like county subdivisions, places, urban areas, voting districts, congressional districts, and American Indian / Alaska Native / Native Hawaiian areas. BGs have a valid code range of 0 through 9. BGs coded 0 were intended to only include water area, no land area, and they are generally in territorial seas, coastal water, and Great Lakes water areas. For Census 2020, rather than extending a census tract boundary into the Great Lakes or out to the U.S. nautical three-mile limit, the Census Bureau delineated some census tract boundaries along the shoreline or just offshore. The Census Bureau assigned a default census tract number of 0 and BG of 0 to these offshore, water-only areas not included in regularly numbered census tract areas.

    This map was developed to help potential applicants of the Rural Electric Vehicle (REV) 2.0 grant funding opportunity (GFO) identify eligible project sites for electric vehicle (EV) infrastructure deployment as described in the REV 2.0 GFO manual. The map displays several layers which represent the site eligibility requirements for this funding opportunity:Eligible rural and rural center tractsDisadvantaged (DAC) and/or low-income (LIC) communities, as defined by Senate Bill (SB) 535 and Assembly Bill (AB) 1550 and designated by the California Environmental Protection Agency (CalEPA) and the California Air Resources Board (CARB)For a site to be eligible for this GFO, it must be located either in a rural tract or rural center tract.     The IRWM web based DAC mapping tool uses this GIS layer. Created by joining ACS 2019-2023 5 year estimates to the 2020 Census Place feature class. A Census Place is a location that is incorporated (city or town), unincorporated areas are CDP (Census Designated Place). The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The TIGER/Line shapefiles include both incorporated places (legal entities) and census designated places or CDPs (statistical entities). An incorporated place is established to provide governmental functions for a concentration of people as opposed to a minor civil division (MCD), which generally is created to provide services or administer an area without regard, necessarily, to population. Places always nest within a state, but may extend across county and county subdivision boundaries. An incorporated place usually is a city, town, village, or borough, but can have other legal descriptions. CDPs are delineated for the decennial census as the statistical counterparts of incorporated places. CDPs are delineated to provide data for settled concentrations of population that are identifiable by name, but are not legally incorporated under the laws of the state in which they are located. The boundaries for CDPs often are defined in partnership with state, local, and/or tribal officials and usually coincide with visible features or the boundary of an adjacent incorporated place or another legal entity. CDP boundaries often change from one decennial census to the next with changes in the settlement pattern and development; a CDP with the same name as in an earlier census does not necessarily have the same boundary. The only population/housing size requirement for CDPs is that they must contain some housing and population. The boundaries of all incorporated places are as of April 1, 2020 as reported through the Census Bureau's Boundary and Annexation Survey (BAS). The boundaries of all CDPs were delineated as part of the Census Bureau's Participant Statistical Areas Program (PSAP) for the 2020 Census.

    This layer shows a multi-component analysis for California stream gage priorities at the Hydrologic Unit Code 12 (HUC12) watershed resolution. The Stream Gage Prioritization Analysis is part of the Senate Bill 19 Stream Gaging Plan, which seeks to prioritize areas for additional stream gaging efforts. The dataset includes the gaged proportion of each HUC12 based on a Gage Gap Analysis and information on prioritization results based on five management criteria. The management criteria include scores for ecosystem, water quality, water supply, flood, and reference gages. The priorities are the top scoring 200 watersheds for each management criteria area, for a total of 921 watersheds with overlap between the priorities. The 921 priorities are assigned a primary (highest scoring) benefit. Included is the presence of gages that could be reactivated or upgraded in the watershed.     Description

    CAP ilots used in the processing of applications for CAD (Sustainable Agriculture Contract), contracts related to the 2006-2010 programme, these contracts were completed in 2012. History: CAP ilots (possibly before full validation by the DDAF as part of the RPG’s instruction) the most recent used as the basis for the CAD commitment requests (DAC request localisation plan), for consultation in ACTE. This data has been imported from CartoCAD, the ADASEA input software, using a locally defined frequency and modality of shipments between DDAF and ADASEA. This layer can be different from the layer of CAP ilots: it may be more recent than the layer of CAP islets on the basis of consultation (update of islets when applying for CAD filed in year n compared to those declared in campaign n-1), but it is not valid for the purposes of Instruction of area declarations.

Description

This dataset identifies areas throughout the State that meet the final disadvantaged community definition as voted on by the Climate Justice Working Group on March 27th, 2023. It contains the 4,918 census tracts in New York State and identifies the 1,736 census tracts that make up the current Disadvantaged Communities (DAC) definition. The dataset also includes the 45 indicators, expressed as a percentile ranking, used to determine each census tracts’ Environmental Burden and Climate Change Risks, and Population Characteristics and Health Vulnerabilities. The source for the Census Tract data is the US Census Bureau, Geography Division, Year 2019. For more information, please visit https://www.census.gov/cgi-bin/geo/shapefiles/index.php. The chosen 45 indicators represent a variety of data sources, both private and public.
