The California Department of Water Resources (DWR) has been collecting land use data throughout the state and using it to develop agricultural water use estimates for statewide and regional planning purposes, including water use projections, water use efficiency evaluations, groundwater model developments, climate change mitigation and adaptations, and water transfers. These data are essential for regional analysis and decision making, which has become increasingly important as DWR and other state agencies seek to address resource management issues, regulatory compliances, environmental impacts, ecosystem services, urban and economic development, and other issues. Increased availability of digital satellite imagery, aerial photography, and new analytical tools make remote sensing-based land use surveys possible at a field scale that is comparable to that of DWR’s historical on the ground field surveys. Current technologies allow accurate large-scale crop and land use identifications to be performed at desired time increments and make possible more frequent and comprehensive statewide land use information. Responding to this need, DWR sought expertise and support for identifying crop types and other land uses and quantifying crop acreages statewide using remotely sensed imagery and associated analytical techniques. Currently, Statewide Crop Maps are available for the Water Years 2014, 2016, 2018- 2022 and PROVISIONALLY for 2023.

An accurate depiction of the spatial distribution of habitat types within California is required for a variety of legislatively-mandated government functions. The California Department of Forestry and Fire Protection's CALFIRE Fire and Resource Assessment Program (FRAP), in cooperation with California Department of Fish and Wildlife VegCamp program and extensive use of USDA Forest Service Region 5 Remote Sensing Laboratory (RSL) data, has compiled the "best available" land cover data available for California into a single comprehensive statewide data set. The data span a period from approximately 1990+. Typically the most current, detailed and consistent data were collected for various regions of the state. Decision rules were developed that controlled which layers were given priority in areas of overlap. Cross-walks were used to compile the various sources into the common classification scheme, the California Wildlife Habitat Relationships (CWHR) system. National Hydrography Dataset (NHD) high resolution NHDFlowline features for California were originally dissolved on common GNIS_ID or StreamLevel* attributes and routed from mouth to headwater in meters. The results are measured polyline features representing entire streams. Routes on these streams are measured upstream, i.e., the measure at the mouth of a stream is zero and at the upstream end the measure matches the total length of the stream feature. Using GIS tools, a user of this dataset can retrieve the distance in meters upstream from the mouth at any point along a stream feature.** CA_Streams_v3 Update Notes: This version includes over 200 stream modifications and additions resulting from requests for updating from CDFW staff and others***. New locator fields from the USGS Watershed Boundary Dataset (WBD) have been added for v3 to enhance user's ability to search for or extract subsets of California Streams by hydrologic area. *See the Source Citation section of this metadata for further information on NHD, WBD, NHDFlowline, GNIS_ID and StreamLevel. **See the Data Quality section of this metadata for further explanation of stream feature development. ***Some current NHD data has not yet been included in CA_Streams. The USGS National Hydrography Dataset (NHD) downloadable data collection from The National Map (TNM) is a comprehensive set of digital spatial data that encodes information about naturally occurring and constructed bodies of surface water (lakes, ponds, and reservoirs), paths through which water flows (canals, ditches, streams, and rivers), and related entities such as point features (springs, wells, stream gages, and dams). The information encoded about these features includes classification and other characteristics, delineation, geographic name, position and related measures, a "reach code" through which other information can be related to the NHD, and the direction of water flow. The network of reach codes delineating water and transported material flow allows users to trace movement in upstream and downstream directions. In addition to this geographic information, the dataset contains metadata that supports the exchange of future updates and improvements to the data. The NHD supports many applications, such as making maps, geocoding observations, flow modeling, data maintenance, and stewardship. DWR was the steward for NHD and Watershed Boundary Dataset (WBD) in California. We worked with other organizations to edit and improve NHD and WBD, using the business rules for California. California's NHD improvements were sent to USGS for incorporation into the national database. The most up-to-date products are accessible from the USGS website. Please note that the California portion of the National Hydrography Dataset is appropriate for use at the 1:24,000 scale.

In September 2022, USGS officially notified DWR that the NHD would become static as USGS resources will be devoted to the transition to the new 3D Hydrography Program (3DHP). 3DHP will consist of LiDAR-derived hydrography at a higher resolution than NHD. Upon completion, 3DHP data will be easier to maintain, based on a modern data model and architecture, and better meet the requirements of users that were documented in the Hydrography Requirements and Benefits Study (2016). The initial releases of 3DHP include NHD data cross-walked into the 3DHP data model. It will take several years for the 3DHP to be built out for California. Please refer to the resources on this page for more information.
The FINAL,STATIC version of the National Hydrography Dataset for California was published for download by USGS on December 27, 2023. This dataset can no longer be edited by the state stewards. The next generation of national hydrography data is the USGS 3D Hydrography Program (3DHP).

This dataset was updated April, 2024.This ownership dataset was generated primarily from CPAD data, which already tracks the majority of ownership information in California. CPAD is utilized without any snapping or clipping to FRA/SRA/LRA. CPAD has some important data gaps, so additional data sources are used to supplement the CPAD data. Currently this includes the most currently available data from BIA, DOD, and FWS. Additional sources may be added in subsequent versions. Decision rules were developed to identify priority layers in areas of overlap.Starting in 2022, the ownership dataset was compiled using a new methodology. Previous versions attempted to match federal ownership boundaries to the FRA footprint, and used a manual process for checking and tracking Federal ownership changes within the FRA, with CPAD ownership information only being used for SRA and LRA lands. The manual portion of that process was proving difficult to maintain, and the new method (described below) was developed in order to decrease the manual workload, and increase accountability by using an automated process by which any final ownership designation could be traced back to a specific dataset.The current process for compiling the data sources includes: Clipping input datasets to the California boundary Filtering the FWS data on the Primary Interest field to exclude lands that are managed by but not owned by FWS (ex: Leases, Easements, etc) Supplementing the BIA Pacific Region Surface Trust lands data with the Western Region portion of the LAR dataset which extends into California. Filtering the BIA data on the Trust Status field to exclude areas that represent mineral rights only. In addition, any topological errors (like overlaps or gaps) that exist in the input datasets may thus carry over to the ownership dataset. CAL FIRE's Fire and Resource Assessment Program (FRAP) annually maintains and distributes an historical fire perimeter dataset from across public and private lands in California. The GIS data is developed with the cooperation of the United States Forest Service Region 5, the Bureau of Land Management, the National Park Service and the United States Fish and Wildlife Service and is released in the spring with added data from the previous calendar year. Although the dataset represents the most complete digital record of fire perimeters in California, it is still incomplete, and users should be cautious when drawing conclusions based on the data. This app contains three pages of maps and documentation of the historical fire perimeter metadata: Historical Fire Perimeters: The landing page highlights the recent large fires (≥5,000 acres) on a backdrop of all of the dataset's documented fire perimeters dating back to 1878. This map includes perimeters symbolized by decade, county boundaries, California Vegetation, and NAIP imagery back to 2005. This page provides users the ability to add their own data or filter the fire perimeter data. It cleanly lists fire perimeters shown on the map with their name, year, and GIS calculated acreage. The user can navigate to the CAL FIRE current incident webpage or provide comments to the dataset's steward. Times Burned: The second page provides a map showing an analysis performed annually on the fire perimeter dataset to show case burn frequency from 1950 to present for fires greater than one acre. Fire Across Time: This third page provides a time enabled layer of the fire perimeter dataset, featuring a time slider to allow users to view the perimeter dataset across time. The final page provides the user with the dataset's metadata, including its most current data dictionary. Following the devastating Los Angeles, California wildfires in January 2025, AlertCalifornia sponsored NV5 to acquire high-resolution airborne lidar data for the Palisades and Eaton impact areas. Through its partnership with University of California San Diego (UCSD), NV5 donated the interim data via the USGS to make them publicly available for use by the emergency response community and others.
This dataset contains preliminary digital elevation model data for response and recovery as part of the Palisades wildfire in California. Lidar was collected and used to create a 0.5 meter raster DTM and DSM. DEMs have not been manually reviewed and should be considered preliminary. The response and recovery for the Palisades wildfire in California called for the planning, acquisition, processing, and derivative products of lidar data to be collected at a nominal pulse spacing (NPS) of 0.25 meters. This data is provisional and was created for the immediate disaster response for the Palisades wildfire. NV5 Inc, UCSD, and USGS make no guarantee or warrantee as to the data's completeness and accuracy, and as a result, anyone using this data is doing so at their sole risk. Lidar was collected in winter 2025, while no snow was on the ground and rivers were at or below normal levels.

The Water Quality Control Policy for Recycled Water (Recycled Water Policy) requires wastewater and recycled water dischargers (including dischargers that do not produce any recycled water) to annually report monthly volumes of influent, wastewater produced, and effluent, including treatment level and discharge type. As applicable, dischargers are additionally required to annually report recycled water use by volume and category of reuse. Data is self reported and submitted by dischargers through a reporting module in GeoTracker and collected on an annual basis.

Kings County’s dataset was delivered as individual shapefiles for each of the 50 assessor’s books maintained at the county. Each row correspond with a unique application ID and its associated data. The list include basic summary information about the Water Right record, such as the type and status, the location of the Points of Diversion, the amount of water allowed (Face Value), and summary data associated with the electronic Water Right record. This file is in flat file format and may not include all information associated to a water right such all Points of Diversion, all uses and seasons or the amounts reported used for every month. That information may be available in the associated flat files for each category.
CAL FIRE has a legal responsibility to provide fire protection on all State Responsibility Area (SRA) lands, which are defined based on land ownership, population density and land use. For example, CAL FIRE does not have responsibility for densely populated areas, incorporated cities, agricultural lands, or lands administered by the federal government. The SRA dataset provides areas of legal responsibility for fire protection, including State Responsibility Areas (SRA), Federal Responsibility Areas (FRA), and Local Responsibility Areas (LRA). SRA designations undergo a thorough 5 year review cycle, as well as annual updates for incorporations/annexations, error fixes, and ownership changes (automatic changes that do not require Board of Forestry approval). This service represents the latest official version, and is updated when new versions are released. As of November 15th, 2024, this represents SRA 25_1. Changes from SRA24_1 include those resulting from acquisitions and disposals of federal lands transmitted through the yearly California Wildfire Coordinating Group (CWCG) Direct Protection Area (DPA) agreement process, from city annexations and de-annexations, from changes in county parcel boundaries, as well as corrections to any data errors discovered during the editing process.

All water right holders are required to submit an annual report including information related to the measurement devices and measurement methods associated with the diversion or storage of water. SummaryThe Essential Connectivity Map shows a statewide network of 850 relatively intact Natural Landscape Blocks (ranging in size from 2,000 to about 3.7 million acres) connected by 192 Essential Connectivity Areas (Table 3.1). There are fewer Essential Connectivity Areas than Natural Landscape Blocks, because each Essential Connectivity Area serves to connect at least two, and as many as 15 Natural Landscape Blocks. Due to the broad, statewide nature of this map, and its focus on connecting very large blocks of mostly protected natural lands, the network omits many areas that are important to biological conservation. The purpose of the map is to focus attention on large areas important to maintaining ecological integrity at the broadest scale. Natural areas excluded from this broad-brush Essential Connectivity Network can therefore not be "written off" as unimportant to connectivity conservation or to sustaining California's natural heritage.DescriptionThe California Department of Transportation (Caltrans) and California Department of Fish and Game (CDFG) commissioned the California Essential Habitat Connectivity Project because a functional network of connected wildlands is essential to the continued support of California's diverse natural communities in the face of human development and climate change. The Essential Connectivity Map depicts large, relatively natural habitat blocks that support native biodiversity (Natural Landscape Blocks) and areas essential for ecological connectivity between them (Essential Connectivity Areas). This coarse-scale map was based primarily on the concept of ecological integrity, rather than the needs of particular species. Essential Connectivity Areas are placeholder polygons that can inform land-planning efforts, but that should eventually be replaced by more detailed Linkage Designs, developed at finer resolution based on the needs of particular species and ecological processes. It is important to recognize that even areas outside of Natural Landscape Blocks and Essential Connectivity Areas support important ecological values that should not be "written off" as lacking conservation value. Furthermore, because the Essential Habitat Connectivity Map was created at the statewide scale, based on available statewide data layers, and ignored Natural Landscape Blocks smaller than 2,000 acres squared, it has errors of omission that should be addressed at regional and local scales.CEHC Least Cost Corridors (LACo)Mosaic of least-cost corridor results for all Essential Connectivity Areas and clipped to the LA County Boundary. Vertical displacement estimates are derived from Interferometric Synthetic Aperture Radar (InSAR) data that are collected by the European Space Agency (ESA) Sentinel-1A satellite and processed by TRE ALTAMIRA Inc. (TRE), under contract with the California Department of Water Resources (DWR) as part of DWR’s SGMA technical assistance to provide important SGMA-relevant data to GSAs for GSP development and implementation. Sentinel-1A InSAR data coverage began in late 2014 for parts of California, and coverage for the entire study area began in June 13, 2015. Included in this dataset are point data that represent average vertical displacement values for 100 meter by 100 meter areas, as well as GIS rasters that were interpolated from the point data; rasters for total vertical displacement relative to June 13, 2015, and rasters for annual vertical displacement rates with earlier coverage for some areas, both in monthly time steps. Towill Inc. (Towill), also under contract with DWR as part of DWR’s SGMA technical assistance, conducted an independent study comparing the InSAR-based vertical displacement point time series data to data from Continuous Global Positioning System (CGPS) stations. The goal of this study was to ground-truth the InSAR results to best available independent data.

Color infrared (CIR) imagery acquired during NAIP 2005 flights. The source CIR 1-meter resolution imagery was purchased from the North West Group (NWG) by three state agencies (California Dept. of Fish and Game, California Dept. of Transportation, and California Dept. of Water Resources). No access constraints, but there are use constraints. CIR coverage was not available in all areas. THIS CIR IMAGERY IS NOT A NAIP PRODUCT. The California Department of Water Resources (DWR) has been collecting land use data throughout the state and using it to develop agricultural water use estimates for statewide and regional planning purposes, including water use projections, water use efficiency evaluations, groundwater model developments, climate change mitigation and adaptations, and water transfers. These data are essential for regional analysis and decision making, which has become increasingly important as DWR and other state agencies seek to address resource management issues, regulatory compliances, environmental impacts, ecosystem services, urban and economic development, and other issues. Increased availability of digital satellite imagery, aerial photography, and new analytical tools make remote sensing-based land use surveys possible at a field scale that is comparable to that of DWR’s historical on the ground field surveys. Current technologies allow accurate large-scale crop and land use identifications to be performed at desired time increments and make possible more frequent and comprehensive statewide land use information. Responding to this need, DWR sought expertise and support for identifying crop types and other land uses and quantifying crop acreages statewide using remotely sensed imagery and associated analytical techniques. Currently, Statewide Crop Maps are available for the Water Years 2014, 2016, 2018- 2022 and PROVISIONALLY for 2023.
