    Description

The tables below provide statistics on the sales of social housing stock – whether owned by local authorities or private registered providers. The most common of these sales are by the Right to Buy (and preserved Right to Buy) scheme and there are separate tables for sales under that scheme.

The tables for Right to Buy, tables 691, 692 and 693, are now presented in annual versions to reflect changes to the data collection following consultation. The previous quarterly tables can be found in the discontinued tables section below.

From April 2005 to March 2021 there are quarterly official statistics on Right to Buy sales – these are available in the quarterly version of tables 691, 692 and 693. From April 2021 onwards, following a consultation with local authorities, the quarterly data on Right to Buy sales are management information and not subject to the same quality assurance as official statistics and should not be treated the same as official statistics. These data are presented in tables in the ‘Right to Buy sales: management information’ below.

    Regulator of Social Housing
    Description

This statistical release presents the National Statistics on the stock owned by local authority registered providers in England on 31 March 2021. Based on data from the Regulator of Social Housing’s Local Authority Data Return, it provides details of local authority registered provider owned stock and details rents reported for low cost rental stock (social and Affordable Rents).

The release comprises a briefing note, a dynamic look-up tool (Excel based) allowing users to view details of stock in individual local authority areas and regions, additional data tables, raw data from the LADR and technical documentation.

The statistics derived from the LADR data and published as local authority registered provider social housing stock and rents in England are considered by the United Kingdom Statistics Authority’s regulatory arm – the Office for Statistics Regulation – to have met the highest standards of trustworthiness, quality and public value, and are considered a national statistic. For more information see the data quality and methodology note.

The responsible statistician for this statistical release was Amanda Hall. The lead official was Will Perry.

These statistics are based on data from the LADR. This return, which was collected by the RSH for the first time in 2020, collects data on stock size, types, location and rents as at 31 March. All registered local authority providers of social housing in England are required to complete the LADR, providing the regulator with data on stock and rent levels in order that it may regulate social housing rents.

Prior to 2020, the Department for Levelling Up, Housing and Communities (formerly MHCLG) published similar statistics on stock and rents for local authorities based on data collected through their Local Authority Housing Statistic. The differences in collection methodology between the LADR and LAHS and the statistical methodology employed between MHCLG, DLUHC and RSH statistical releases are explored in detail in the technical notes.

Statistical queries on this publication should be directed to the Referrals and Regulatory Enquiries team on 0300 124 5225 or mail enquiries@rsh.gov.uk.

Users are encouraged to provide comments and feedback on how these statistics are used and how they meet their needs either through our feedback rating icons on all published documents or through direct email contact (please send these entitled “LARP statistics feedback” to enquiries@rsh.gov.uk).

An accessible HTML summary of the key findings from the report has been included on this page. If you require any further information, please contact enquiries@rsh.gov.uk.

Notes on Local Authority Housing Statistics (LAHS) open data

These datafiles contain the underlying data used to create the main LAHS tables and reflect the latest revisions to historical LAHS data. There will therefore be some minor discrepancies when compared to individual historical publications of LAHS tables.

LAHS questions are represented in this open data file by the question codes as recorded in the latest form (the 2023-24 return). This may differ from the code they were originally assigned, but the aim is to facilitate a time series analysis. Variables that have been discontinued are usually not included in this file, with only a few exceptions where they provide information that helps understand other data.

A data dictionary for this open data can be found in the accessible Open Document Spreadsheet file.<

The NYC Department of City Planning’s (DCP) Housing Database contains all NYC Department of Buildings (DOB) approved housing construction and demolition jobs filed or completed in NYC since January 1, 2010. It includes the three primary construction job types that add or remove residential units: new buildings, major alterations, and demolitions, and can be used to determine the change in legal housing units across time and space. Records in the Housing Database Project-Level Files are geocoded to the greatest level of precision possible, subject to numerous quality assurance and control checks, recoded for usability, and joined to other housing data sources relevant to city planners and analysts. Data are updated semiannually, at the end of the second and fourth quarters of each year. Please see DCP’s annual Housing Production Snapshot summarizing findings from the 21Q4 data release here. Additional Housing and Economic analyses are also available. The NYC Department of City Planning’s (DCP) Housing Database Unit Change Summary Files provide the net change in Class A housing units since 2010, and the count of units pending completion for commonly used political and statistical boundaries (Census Block, Census Tract, City Council district, Community District, Community District Tabulation Area (CDTA), Neighborhood Tabulation Area (NTA). These tables are aggregated from the DCP Housing Database Project-Level Files, which is derived from Department of Buildings (DOB) approved housing construction and demolition jobs filed or completed in NYC since January 1, 2010. Net housing unit change is calculated as the sum of all three construction job types that add or remove residential units: new buildings, major alterations, and demolitions. These files can be used to determine the change in legal housing units across time and space.

The COntinuous REcording of Lettings and Sales (CORE) is a national information source that provides annual official statistics on new lettings and sales of social housing stock. All datasets are based on administrative data collected via the government's CORE system.
    • The CORE lettings data include information on the characteristics of both private registered providers and local authority new social housing tenants and the homes they rent. For each year, data is structured into four datasets based on type of letting (social rent general needs and supported needs, and affordable rent general needs and supported needs). It is a regulatory requirement for providers registered with the Homes and Communities Agency to supply the data. For those who are not registered, submissions are voluntary. Local authorities have participated in CORE since 2004-5 on a voluntary basis. Weighting is applied to adjust for non-response by local authorities for social rent datasets, and imputation is also carried out to address item-level non-response of key data on tenant characteristics for both local authorities and privately registered providers. The three datasets for affordable rent are not weighted or imputed.
    • The CORE sales data include information on sales of local authority dwellings and some summary details on sales of registered provider stock (previously known as Registered Social Landlords or housing associations). Collecting these data allows for a better understanding of the socio-economic and demographic make-up of affordable housing customers and local housing markets and products. The sales dataset is imputed, with more information on the imputations within the data dictionary.
The CORE data are used by central government to inform national housing policy and by local government to inform their Strategic Housing Market Assessments. The data are also used by academics, researchers, charities and the wider public to understand social housing issues. Further information may be found on the GOV.UK Social housing lettings and Social housing sales webpages.
Users should note that the Lettings and Sales data are now held in separate datasets at each access level (see below). Previously, they were held in combined studies, SNs 7603, 7604 and 7686, which have now been withdrawn.
End User Licence, Special Licence and Secure Access datasets The CORE datasets are available at three access levels, depending on the level of detail in the data.
    • For the standard End User Licence (EUL) version (SNs 9237 and 9238), the geographic level of the data is set at Government Office Region (GOR). Letting and voiding dates are provided at month and year only; age variables are top-coded at 90 years; income, benefits, earnings, charge and shortfall variables are banded to disguise unique values; landlords are grouped into coded categories.
    • For the Special Licence access (SL) version (SNs 9239 and 9240), geographic level is set at Local Authority. The SL data have more restrictive access conditions than those made available under the standard EUL. Prospective users of the SL version will need to complete an extra application form and demonstrate to the data owners exactly why they need access to the additional variables in order to get permission to use that version.
    • For Secure Access (SNs 9241 and 9242), the full CORE datasets are available, with some key variables recoded. Prospective users of the Secure Access version will need to fulfil additional requirements, including completion of face-to-face training and agreement to further stringent access conditions.

SN 9238: Continuous Recording of Social Housing Sales (CORE):

This study contains the EUL-level CORE Sales data only. The EUL CORE Lettings data are held under SN 9238.

    Main Topics:

    The following topics are covered:

    • Lettings data: tenant income; tenant benefits; household demographics (including economic status, nationality, etc.); number of affordable or social lettings; reason for requiring social housing; void periods/ number of times offered; rent and other charges; Reasonable Preference Group (including homelessness status); size and type of property.
    • Sales data: number of private registered providers of social housing (PRP) sales; type of sale; household demographics; size of property; type of property; tenant income; financial characteristics of sale (mortgage, % discount, equity, etc.); reason for leaving last home; location of new housing; whether served in the Armed Forces.

    Description

This dataset contains responses to the question: In the tenant’s view what was the main reason the household left their last settled home?

These data are for new social housing lettings at the local authority area level, and are derived from record level data recorded through the COntinous REcording of social housing lettings. They cover new General Needs lettings, at social rent levels, owned by Local Authorities (LAs). All figures are unweighted and are therefore not fully consistent with the weighted social rent data at national level in the 'Social Housing Lettings in England' statistical release.

Some Local Authority areas are missing from the Local Authority owned datasets due to there being either no LA owned lettings in that area, or there being too few lettings in an area for the data to be released, as it is deemed disclosive.

Data are given for the tenant’s reason for housing, as reported by the tenant. Some categories have been combined into ‘Other’ for disclosure purposes due to their sensitive nature and/or risk of re-identification.

    Description

Following large transfers of Social Housing stock from the Public Sector over the past twenty years, Housing Associations are now the major provider of social housing in the UK. The largest own thousands of houses but at the other end of the scale are very small organisations such as ancient Almshouse Charities, each owning a cottage or two and overseen by a part time Chairman or a Secretary.

The legal status and ownership of Housing Associations and Trusts is often complex. In some instances, a single management team may manage two or more Housing Associations which are distinct legal entities, for example one Charitable and one non-Charitable.

Housing Associations vary in the scope of their operations. The largest may cater for all types of tenants requiring public housing, whilst many of the smaller ones may cater for specific groups, for example, elderly residents of a certain parish or retired miners. The YMCAs and Foyers provide housing accommodation for single young people whilst the Abbeyfield Societies are voluntary bodies providing sheltered accommodation or nursing homes for the elderly.

    How the data is organised:

Parent/Subsidiary Organisations - Housing Associations are regularly merging and renaming themselves. They are often managed in complex groups, with parent and subsidiaries organisations, some sharing their corporate management. Where there is a shared management team across a group, we list these contacts at the group organisation and not against each subsidiary, in order to avoid duplication.

Principal Contact - One person at each Association is identified as the "Chief Officer". In larger organisations this will normally be the Chief Executive or Director. In smaller Associations, it may be the Secretary or occasionally the Chairman, as requested by each organisation.

Job Functions - In addition to the Chief Officers we list a large number of other management posts. Due to the variety of job titles among Associations, we categorise by job function to identify responsibilities.

Units Owned/Managed - As well as recording the organisational structures, we also record the number of "units" each organisation owns/manages. "Units" can be anything from a detached house to a flat or a room or bed space in a nursing home or hostel.

    Regulator of Social Housing
    Description

This statistical release presents details of the stock owned by local authority registered providers in England on 31 March 2020. Based on data from the Regulator of Social Housing’s Local Authority Data Return it provides details of LARP owned social housing stock and details rents reported for low cost rental (social and Affordable Rents).

The release comprises a briefing note, a dynamic look-up tool (Excel based) allowing users to view details of stock in individual local authority areas and regions, additional data tables, raw data from the LADR and technical documentation.

The LADR data collection is reliant on definitions and guidance from the Policy Statement on Rents for Social Housing that apply from 2020, as this is the basis by which RSH will regulate rents post 1 April 2020.

This is the first publication of these statistics based on the LADR data collected by RSH. Previously, MHCLG published similar statistics on stock and rents for Local Authorities based on data collected through their Local Authority Housing Statistic. The differences in collection methodology between the LADR and LAHS and the statistical methodology employed between MHCLG and RSH statistical releases are explored in detail in the technical notes.

In 2020/21 the publication of these statistics was delayed due to the Coronavirus pandemic, with the release occurring in February 2021 rather than the originally planned September 2020.

The responsible statistician for this statistical release was Amanda Hall. The lead official was Jonathan Walters.

Datasets present number of household members residing in Public Housing (PH) and State Owned and Managed Indigenous Housing (SOMIH) across Local Government Areas (LGAs) in South Australia as at 30 June. PH and SOMIH refers to dwellings owned and managed by the SA Housing Authority. These rentals are accessed by those on low income and/or with special needs. Strategies have been employed to mitigate the risk of releasing any identifying data, which may occur in smaller areas. Data specifications of measures and data quality statements for these files are maintained by the Australian Institute of Health and Welfare (AIHW) and available in their metadata online registry (METEOR), see https://meteor.aihw.gov.au/content/711016 and https://meteor.aihw.gov.au/content/749351 .

    Description

Data is from the United States' Census Bureau's American Community Survey. The American Community Survey (ACS) is an ongoing survey that provides vital information on a yearly basis about our nation and its people. Information from the survey generates data that help determine how more than $675 billion in federal and state funds are distributed each year.

Through the ACS, we know more about jobs and occupations, educational attainment, veterans, whether people own or rent their homes, and other topics. Public officials, planners, and entrepreneurs use this information to assess the past and plan the future. When you respond to the ACS, you are doing your part to help your community plan for hospitals and schools, support school lunch programs, improve emergency services, build bridges, and inform businesses looking to add jobs and expand to new markets, and more.

Data Profiles have the most frequently requested social, economic, housing, and demographic data. Each of these four subject areas is a separate data profile. The data profiles summarize the data for a single geographic area, both numbers and percent, to cover the most basic data on all topics.

    Description

Birmingham City Council owned and managed social housing aggregated to Lower Super Output Areas ( http://en.wikipedia.org/wiki/ONS_coding_system ) to release more information that is captured in the Housing IT system. The aggregation of data is an automatic process that is intended to be used on many datasets. Therefore some of the data in this file results in a lot of columns in the CSV often counting by data attribute types. The whole of the data per property is aggregated to a Lower Super Output Area. Date fields are counted, number fields are totaled, averaged and have a minimum and maximum number. All textual fields are counted based on the number of attribute types. This file covers: * rents * insulation * smoke alarms * heating types * property types * construction types * number of floors * council tax bands * number of bedrooms The full list of columns in the file are as follows: 1. Lower Super Output Area (KeyField) 1. Average Rent per month (BASIC_RENT_VAL_avg) 1. Number of Properties (BASIC_RENT_VAL_count) 1. Max Rent (BASIC_RENT_VAL_max) 1. Min Rent (BASIC_RENT_VAL_min) 1.
