Data are the foundation of science, and there is an increasing focus on how data can be reused and enhanced to drive scientific discoveries. However, most seemingly “open data” do not provide legal permissions for reuse and redistribution. The inability to integrate and redistribute our collective data resources blocks innovation and stymies the creation of life-improving diagnostic and drug selection tools. To help the biomedical research and research support communities (e.g. libraries, funders, repositories, etc.) understand and navigate the data licensing landscape, the (Re)usable Data Project (RDP) (http://reusabledata.org) assesses the licensing characteristics of data resources and how licensing behaviors impact reuse. We have created a ruleset to determine the reusability of data resources and have applied it to 56 scientific data resources (e.g. databases) to date. The results show significant reuse and interoperability barriers. Inspired by game-changing projects like Creative Commons, the Wikipedia Foundation, and the Free Software movement, we hope to engage the scientific community in the discussion regarding the legal use and reuse of scientific data, including the balance of openness and how to create sustainable data resources in an increasingly competitive environment.

NOT CURRENT DATA - This dataset contains past records from the Public Passenger Vehicle Licenses dataset. It is intended for historical reference, not current licensing information. It follows the format of the Public Passenger Vehicle Licenses dataset, with the addition of two additional columns at the end. The Last Valid Date column indicates the most recent timestamp when that set of values appeared in the Public Passenger Vehicle Licenses dataset. It indicates when that version of the license record stopped being valid (was replaced by an updated version), not when it started being valid (replaced a previous version or was created for a newly added license). Due to various technical limitations, the Last Valid Date may be artificially late and intervening versions not shown are possible. The Record Version ID is a unique identifier that has no meaning beyond distinguishing different versions of the same RecordID. Please read the article linked below for more information. Active Dog Licenses.

All dog owners residing in NYC are required by law to license their dogs. The data is sourced from the DOHMH Dog Licensing System (https://a816-healthpsi.nyc.gov/DogLicense), where owners can apply for and renew dog licenses. Each record represents a unique dog license that was active during the year, but not necessarily a unique record per dog, since a license that is renewed during the year results in a separate record of an active license period. Each record stands as a unique license period for the dog over the course of the yearlong time frame.

When we look at the rapid growth of scientific databases on the Internet in the past decade, we tend to take the accessibility and provenance of the data for granted. As we see a future of increased database integration, the licensing of the data may be a hurdle that hampers progress and usability. We have formulated four rules for licensing data for open drug discovery, which we propose as a starting point for consideration by databases and for their ultimate adoption. This work could also be extended to the computational models derived from such data. We suggest that scientists in the future will need to consider data licensing before they embark upon re-using such content in databases they construct themselves.
