The purpose of the design review process is to: Allow for special projects to be approved by the Zoning Commission after a public hearing and a finding of no adverse impact; Recognize that some areas of the District of Columbia warrant special attention due to particular or unique characteristics of an area or project; Permit some projects to voluntarily submit themselves for design review in exchange for flexibility because the project is superior in design but does not need extra density; Promote high-quality, contextual design; and Provide for flexibility in building bulk control, design, and site placement without an increase in density or a map amendment.
The ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) Project Package includes all of the layers that are in the NTIA Permitting and Environmental Information Application as well as the APPEIT Tool which will allow users to input a project area and determine what layers from the application overlap with it. An overview of the project package and the APPEIT tool is provided below.

Project Package Overview
This map package includes all of the layers from the NTIA Permitting and Environmental Information Application. The layers included are all feature services from various Federal and State agencies. The map package was created with ArcGIS Pro 3.4.0. The map package was created to allow users easy access to all feature services including symbology. The map package will allow users to avoid downloading datasets individually and easily incorporate into their own GIS system. The map package includes three maps.
Permitting and Environmental Information Application Layers for GIS Analysis - This map includes all of the map tabs shown in the application, except State Data which is provided in another tab. This map includes feature services that can be used for analysis with other project layers such as a route or project area.
Permitting and Environmental Information Application Layers – For Reference Only - This map includes layers that cannot be used for analysis since they are either imagery or tile layers.
State Data - Reference Only - This map includes all relevant state data that is shown in the application.
The NTIA Permitting and Environmental Information Application was created to help with your permitting planning and environmental review preparation efforts by providing access to multiple maps from publicly available sources, including federal review, permitting, and resource agencies. The application should be used for informational purposes only and is intended solely to assist users with preliminary identification of areas that may require permits or planning to avoid potentially significant impacts to environmental resources subject to the National Environmental Policy Act (NEPA) and other statutory requirements. Multiple maps are provided in the application which are created from public sources. This application does not have an exhaustive list of everything you need for permitting or environmental review for a project but is an initial starting point to see what might be required.
APPEIT Tool OverviewThe Department of Commerce’s National Telecommunications and Information Administration (NTIA) is providing the ArcGIS Pro Permitting and Environmental Information Tool (APPEIT) to help federal broadband grant recipients and subgrantees identify permits and environmental factors as they plan routes for their broadband deployments. Identifying permit requirements early, initiating pre-application coordination with permitting agencies, and avoiding environmental impacts help drive successful infrastructure projects. NTIA’s public release of the APPEIT tool supports government-wide efforts to improve permitting and explore how online and digital technologies can promote efficient environmental reviews.
This Esri ArcGIS Pro tool is included in the map package and was created to support permitting, planning, and environmental review preparation efforts by providing access to data layers from publicly available sources, including federal review, permitting, and resource agencies. An SOP on how to use the tool is available here. For the full list of APPEIT layers, see Appendix Table 1 in the SOP. The tool is comprised of an ArcGIS Pro Project containing a custom ArcGIS Toolbox tool, linked web map shared by the NTIA’s National Broadband Map (NBAM), a report template, and a Tasks item to guide users through using the tool. This ArcGIS Pro project and its contents (maps and data) are consolidated into this (.ppkx) project file.
To use APPEIT, users will input a project area boundary or project route line in a shapefile or feature class format. The tool will return as a CSV and PDF report that lists any federal layers from the ArcGIS Pro Permitting and Environmental Information Web Map that intersect the project. Users may only input a single project area or line at a time; multiple projects or project segments will need to be screened separately. For project route lines, users are required to specify a buffer distance. The buffer distance that is used for broadband projects should be determined by the area of anticipated impact and should generally not exceed 500 feet. For example, the State of Maryland recommends a 100-foot buffer for broadband permitting. The tool restricts buffers to two miles to ensure relevant results.

Layers identified with a double asterisk include information relevant to determining if an “extraordinary circumstance” may warrant more detailed environmental review when a categorical exclusion may otherwise apply. While NTIA continues to make amendments to its websites to comply with Section 508, NTIA cannot ensure Section 508 compliance of federal and non-federal websites or resources users may access from links on NTIA websites.

The USDA Long-Term Agroecosystem Research was established to develop national strategies for sustainable intensification of agricultural production. As part of the Agricultural Research Service, the LTAR Network incorporates numerous geographies consisting of experimental areas and locations where data are being gathered. Starting in early 2019, two working groups of the LTAR Network (Remote Sensing and GIS, and Data Management) set a major goal to jointly develop a geodatabase of LTAR Standard GIS Data Layers. The purpose of the geodatabase was to enhance the Network's ability to utilize coordinated, harmonized datasets and reduce redundancy and potential errors associated with multiple copies of similar datasets. Project organizers met at least twice with each of the 18 LTAR sites from September 2019 through December 2020, compiling and editing a set of detailed geospatial data layers comprising a geodatabase, describing essential data collection areas within the LTAR Network. The LTAR Standard GIS Data Layers geodatabase consists of geospatial data that represent locations and areas associated with the LTAR Network as of late 2020, including LTAR site locations, addresses, experimental plots, fields and watersheds, eddy flux towers, and phenocams. There are six data layers in the geodatabase available to the public. This geodatabase was created in 2019-2020 by the LTAR network as a national collaborative effort among working groups and LTAR sites. The creation of the geodatabase began with initial requests to LTAR site leads and data managers for geospatial data, followed by meetings with each LTAR site to review the initial draft. Edits were documented, and the final draft was again reviewed and certified by LTAR site leads or their delegates. Revisions to this geodatabase will occur biennially, with the next revision scheduled to be published in 2023. Summer Steelhead Distribution October 2009 Version This dataset depicts observation-based stream-level geographic distribution of anadromous summer-run steelhead trout, Oncorhynchus mykiss irideus (O. mykiss), in California. It was developed for the express purpose of assisting with steelhead recovery planning efforts. The distributions reported in this dataset were derived from a subset of the data contained in the Aquatic Species Observation Database (ASOD), a Microsoft Access multi-species observation data capture application. ASOD is an ongoing project designed to capture as complete a set of statewide inland aquatic vertebrate species observation information as possible. Please note: A separate distribution is available for winter-run steelhead. Contact information is the same as for the above. ASOD Observation data were used to develop a network of stream segments. These lines are developed by "tracing down" from each observation to the sea using the flow properties of USGS National Hydrography Dataset (NHD) High Resolution hydrography. Lastly these lines, representing stream segments, were assigned a value of either Anad Present (Anadromous present). The end result (i.e., this layer) consists of a set of lines representing the distribution of steelhead based on observations in the Aquatic Species Observation Database. This dataset represents stream reaches that are known or believed to be used by steelhead based on steelhead observations. Thus, it contains only positive steelhead occurrences. The absence of distribution on a stream does not necessarily indicate that steelhead do not utilize that stream. Additionally, steelhead may not be found in all streams or reaches each year. This is due to natural variations in run size, water conditions, and other environmental factors. The information in this data set should be used as an indicator of steelhead presence/suspected presence at the time of the observation as indicated by the 'Late_Yr' (Latest Year) field attribute. The line features in the dataset may not represent the maximum extent of steelhead on a stream; rather it is important to note that this distribution most likely underestimates the actual distribution of steelhead. This distribution is based on observations found in the ASOD database. The individual observations may not have occurred at the upper extent of anadromous occupation. In addition, no attempt was made to capture every observation of O. mykiss and so it should not be assumed that this dataset is complete for each stream. The distribution dataset was built solely from the ASOD observational data. No additional data (habitat mapping, barriers data, gradient modeling, etc.) were utilized to either add to or validate the data. It is very possible that an anadromous observation in this dataset has been recorded above (upstream of) a barrier as identified in the Passage Assessment Database (PAD). In the near future, we hope to perform a comparative analysis between this dataset and the PAD to identify and resolve all such discrepancies. Such an analysis will add rigor to and help validate both datasets. This dataset has recently undergone a review. Data source contributors as well as CDFG fisheries biologists have been provided the opportunity to review and suggest edits or additions during a recent review. Data contributors were notified and invited to review and comment on the handling of the information that they provided. The distribution was then posted to an intranet mapping application and CDFG biologists were provided an opportunity to review and comment on the dataset. During this review, biologists were also encouraged to add new observation data. This resulting final distribution contains their suggestions and additions.
