The reason I made this dataset is because it had not been updated since 2016 and the scrapping script was outdated, so I decided to make a new scrapper and update the dataset till present. I got this idea from the FiveThirtyEight group and a fellow kaggler, Satoshi Datamoto, who uploaded the dataset on kaggle. Thank you for inspiration.

TwitterThe killing of Tyre Nichols in January 2023 by Memphis Police Officers has reignited debates about police brutality in the United States. Between 2013 and 2024, over 1,000 people have been killed by police every year. Some of the most infamous examples include the murder of George Floyd in May 2020 and the shooting of Breonna Taylor earlier that year. Within the provided time period, the most people killed by police in the United States was in 2024, at 1,375 people. Police Violence in the U.S. Police violence is defined as any instance where a police officer’s use of force results in a civilian’s death, regardless of whether it is considered justified by the law. While many people killed by police in the U.S. were shot, other causes of death have included tasers, vehicles, and physical restraints or beatings. In the United States, the rate of police shootings is much higher for Black Americans than it is for any other ethnicity, and recent incidents of police killing unarmed Black men and women in the United States have led to widespread protests against police brutality, particularly towards communities of color. America’s Persistent Police Problem Despite increasing visibility surrounding police violence in recent years, police killings have continued to occur in the United States at a consistently high rate. In comparison to other countries, police in the U.S. have killed people at a rate three times higher than police in Canada and 60 times the rate of police in England. While U.S. police have killed people in almost all 50 states, as well as the District of Columbia, New Mexico was reported to have the highest rate of people killed by the police in the United States, with 8.03 people per million inhabitants killed by police.

The Arrest-Related Deaths (ARD) program is an annual national census of persons who die either during the process of arrest or while in the custody of state or local law enforcement personnel. The Bureau of Justice Statistics (BJS) implemented the ARD program in 2003 as part of the Deaths in Custody Reporting Program (DCRP). The DCRP was initiated to fulfill the data collection requirement of the Deaths in Custody Reporting Act of 2000 (DICRA, P.L. 106- 247). It collects in-depth information on deaths during arrest and incarceration, and it provides national-level information on the deaths of suspects and offenders from their initial contact with law enforcement personnel through the time they are incarcerated in a jail or prison. ARD data are collected to quantify and describe the circumstances surrounding civilian deaths that take place during an arrest or while in the custody of law enforcement. These data describe the prevalence and incidence of arrest-related deaths across the nation, identify the circumstances or activities that contribute to these deaths, and reveal trends in the causes and circumstances of these deaths in custody at national and state levels. These data can be used to inform specific policies that may increase the safety of law enforcement officers and citizens, identify training needs in law enforcement agencies, and assist in developing prevention strategies. The current ARD program relies on state reporting coordinators (SRCs) in each of the 50 states and the District of Columbia to identify and report on all eligible cases of arrest-related deaths. BJS compiles data from the states to produce national-level statistics on deaths that occur in the process of arrest by, or while in the custody of, state and local law enforcement personnel.

Police treatment Since as early as the 18th century, police brutality has been a significant issue in the United States. Black Americans have been especially marginalized by police officers, as they have faced higher rates of fatal police shootings compared to other ethnicities. Disparities also exist in perceptions of police treatment depending on ethnicity. A majority of Black Americans think that Black and White people do not receive equal police treatment, while more than half of White and Hispanic Americans think the same. Police reform The upsurge in Black Lives Matter protests in response to the killing of Black Americans as a result of police brutality has created a call for police reform. In 2019, it was found that police killings decreased by a quarter in police departments that implemented a policy that requires officers to use all other means before shooting. Since the killing of George Floyd in May 2020, 21 states, including New York and California, have passed bills that focused on police supervision.

In 2023, there were 1,164 fatal police shootings. Additionally, the rate of fatal police shootings among Black Americans was much higher than that for any other ethnicity, standing at 6.1 fatal shootings per million of the population per year between 2015 and 2024. Police brutality in the U.S. In recent years, particularly since the fatal shooting of Michael Brown in Ferguson, Missouri in 2014, police brutality has become a hot button issue in the United States. The number of homicides committed by police in the United States is often compared to those in countries such as England, where the number is significantly lower. Black Lives Matter The Black Lives Matter Movement, formed in 2013, has been a vocal part of the movement against police brutality in the U.S. by organizing “die-ins”, marches, and demonstrations in response to the killings of black men and women by police. While Black Lives Matter has become a controversial movement within the U.S., it has brought more attention to the number and frequency of police shootings of civilians.

TwitterThe Boston Police Department's Homicide Investigation Unit, in conjunction with the Suffolk County District Attorney’s Office, investigates deaths that occur while a prisoner is under police custody. This may include incidents that occur during arrest, transport, while in a holding cell, etc.
The Suffolk County District Attorney’s Office has legal authority over all death investigations in Suffolk County. They investigate all in custody deaths in conjunction with BPD, and make a determination as to whether there is a violation of criminal law.
Due to the infrequency of in-custody deaths, this dashboard will be updated as soon as possible following an incident, or a new medical examiner report is received. If there are no incidents in a year the dashboard will be updated annually to record a zero for the previous year.

The Death in Custody Reporting Act of 2013 (DICRA) requires the head of each federal law enforcement agency to submit to the U.S. attorney general, information about the death of any person who is detained, under arrest, or in the process of being arrested by a federal law enforcement officer (or by a state or local law enforcement officer while participating in a federal law enforcement operation, task force, or other capacity) being transported to, incarcerated at, or detained at any facility (including immigration or juvenile facilities) pursuant to a contract with a federal law enforcement agency, state or local government facility used by a federal law enforcement agency, or federal correctional or pre-trial detention facility located within the United States (Death in Custody Reporting Act of 2013, P.L. 113-242). The Bureau of Justice Statistics (BJS) created the Federal Deaths in Custody Reporting Program (FDCRP) to collect the data required of federal law enforcement agencies. Federal law enforcement agencies are surveyed on an annual basis about deaths that fall under the scope of DICRA. This data collection includes the 2020 Arrest-Related Death Incident Report (CJ-13A) data and the 2020 Detention/Incarceration Incident Report (CJ-13B) data.

On June 08th, 2020, I listened to an interview on National Public Radio (NPR) between Rachel Martin - An NPR's journalist - and D. Brian Burgharton about police brutality in the US. D. Brian Burghart has been studying police killings since 2012 and is the founder of Fatal Encounters. Fatal Encounters is the first national database to track how many people are killed by police. It began as a crowdsourced effort to compile public records about incidents where law enforcement officials killed someone. Although, he later changed his approach to compiling news reports that he finds with Google alerts.

For most of the last 35 years, the number of police officers who die on the job in the U.S. declined, but one grim statistic held steady: The most common cause of death was gun homicide. Those numbers grew significantly on Thursday night when five police officers were shot and killed at a demonstration in Dallas that was protesting recent killings by police officers in other states. President Obama called it “a vicious, calculated and despicable attack on law enforcement.” Per officer, policing had become even safer in recent years than the overall death counts suggest, which makes the Dallas shooting that much more of a singular, horrific massacre. That’s because the decline in the number of deaths by police officers in the line of duty has occurred as the number of officers has risen. The number of full-time, sworn local police officers increased by 35 percent from 1987 to 2013, according to the Bureau of Justice Statistics. During that same period, the number of officers killed declined by 34 percent. 1 And a growing share of officer deaths are happening in accidental or deliberate car collisions.

To assess the impact of the traumatic event, a wide variety of clinical and psychiatric measures of psychological disorder were employed. The data are stored in two files. Included in the first file are variables concerning the respondent's personal characteristics such as age, sex, ethnic origin, marital status, educational level, relationship to deceased officer, and employment. Also included are experiences and emotional reactions to the death of the officer and clinical symptoms of psychological distress. The file also offers information on the deceased officer's demographic characteristics such as age at time of death, sex, ethnic origin, educational level, number of times married, and number of years in law enforcement, as well as the date and time of the incident. The second file contains variables on the respondent's relationship with friends and relatives before and after the traumatic event, behavioral changes of survivors' children following the death, financial impacts on survivors, and satisfaction with treatment and responses received from police departments.

This dataset was created by Fatal Encounters. This dataset contains incidents in which an individual meets death during an encounter with law enforcement officials. The majority of encounters occur as a result of police homicide, as when officers shoot a person who is presenting a lethal threat to them or others. However, there are other types of Encounters that do not involve acts of police homicide, but in which police are otherwise involved or are present. Examples include a vehicle crash during a police chase or a suicide in a barricade situation.

Background: Police officers are at high risk for mental and physical health problems and suicidal ideation. The specific risk factors are numerous and concern stressful missions and administrative aspects of the police profession. So far, the police get only little training on specific missions as well as on coping with stress and suicidal ideation in the police profession. In this study we test the efficacy of the online training COPS (Coping with Suicide) for police officers.Methods: A total of 142 police officers from Germany and Switzerland participated in the study; complete data (baseline and post) are available from 102 participants. The training consisted of three modules covering the topics of delivering death notifications, dealing with individuals with suicidal ideation and dealing with one's own distress and suicidal ideation in the police profession. The primary outcomes are perceived knowledge and self-rated competence regarding the contents of the program, actual knowledge as well as symptoms of depression and anxiety (PHQ-9), and attitudes toward suicide (ATTS). The data are collected at baseline and after completing the training.Results: We found a significant increase in knowledge as well as in perceived competence after completing the training. Mental health and attitudes toward suicide did not change significantly. Years on the job had no moderating effect on the effectiveness of the training.Discussion: The results suggest that a short e-learning program significantly improves knowledge and self-rated competence in delivering death notifications, in suicide prevention and stress management. It can be easily integrated into the daily routine of police-officers, and participants could participate at their own pace and from any location. One limitation of this study is the lack of a control-group. TwitterThis article presents evidence that exposure to officer-involved deaths of low-threat black victims increases political interest and voter turnout among black CMPS respondents under age 40. The analysis takes advantage of variation in the timing of exposure to officer-involved deaths, relative to survey participation, to randomly assign survey respondents to treatment and control conditions. The analysis considers socioeconomic status, police contact, police performance, and other factors that might confound this relationship. The results reveal that victim race, threat level, and visibility affect the likelihood that an officer-involved death will mobilize political interest. Political interest and voter turnout are higher among the treatment group, who were exposed to high-visibility/low-threat Black victims only before they participated in the CMPS, than in the control group, who were exposed to such victims only after they took the survey. Exposing young black respondents to all victims without accounting for threat, visibility, or race does not affect political interest or voter turnout, suggesting the importance of these factors for mobilization. The findings clarify role that Black Lives Matter activists, journalists, and watchdog groups can play in countering the police actions that shape the visibility and framing of black victims of police violence.

The study was a comprehensive analysis of felonious killings of officers. The purposes of the study were (1) to analyze the nature and circumstances of incidents of felonious police killings and (2) to analyze trends in the numbers and rates of killings across different types of agencies and to explain these differences. For Part 1, Incident-Level Data, an incident-level database was created to capture all incidents involving the death of a police officer from 1983 through 1992. Data on officers and incidents were collected from the Law Enforcement Officers Killed and Assaulted (LEOKA) data collection as coded by the Uniform Crime Reporting (UCR) program. In addition to the UCR data, the Police Foundation also coded information from the LEOKA narratives that are not part of the computerized LEOKA database from the FBI. For Part 2, Agency-Level Data, the researchers created an agency-level database to research systematic differences among rates at which law enforcement officers had been feloniously killed from 1977 through 1992. The investigators focused on the 56 largest law enforcement agencies because of the availability of data for explanatory variables. Variables in Part 1 include year of killing, involvement of other officers, if the officer was killed with his/her own weapon, circumstances of the killing, location of fatal wounds, distance between officer and offender, if the victim was wearing body armor, if different officers were killed in the same incident, if the officer was in uniform, actions of the killer and of the officer at entry and final stage, if the killer was visible at first, if the officer thought the killer was a felon suspect, if the officer was shot at entry, and circumstances at anticipation, entry, and final stages. Demographic variables for Part 1 include victim's sex, age, race, type of assignment, rank, years of experience, agency, population group, and if the officer was working a security job. Part 2 contains variables describing the general municipal environment, such as whether the agency is located in the South, level of poverty according to a poverty index, population density, percent of population that was Hispanic or Black, and population aged 15-34 years old. Variables capturing the crime environment include the violent crime rate, property crime rate, and a gun-related crime index. Lastly, variables on the environment of the police agencies include violent and property crime arrests per 1,000 sworn officers, percentage of officers injured in assaults, and number of sworn officers.

TwitterThe National Violent Death Reporting System (NVDRS) collects data on violent deaths, i.e., suicides, homicides, and legal intervention, including terrorism-related incidents. The system also includes some other types of deaths, namely deaths due to undetermined intent and unintentional deaths due to firearms. One of the main reasons for including these types of deaths is that there is overlap in how these deaths are coded. For example, a particular poisoning case may be classified as an undetermined death in one state, but in a neighboring state, the same case may be coded as a suicide or an unintentional poisoning. NVDRS is an incident-based system that collects data from different data sources, including death certificates, coroner and medical examiner records, police reports, crime lab data, and child fatality review records. The system collects data on a violent incident, the deaths belonging to that incident, the injury mechanisms leading to death, and the alleged perpetrators (suspects) involved in the violent incident. The relationship of the victim to the suspect is also recorded, as are the relationships of each person to the injury mechanisms included. State health departments participating in NVDRS typically identify relevant violent deaths as their death certificates are filed and then establish the details of the cases from medical examiner, coroner, and law enforcement records. Data collection is ongoing as the source documents from the different data providers become available at different times and intervals. The data represent the violent incidents that occurred between January and December of that data year as submitted by the participating states.
