    Data on enterprise births, deaths, active enterprises and survival rates across boroughs.

    Data includes:

    1. the most recent annual figures for enterprise births and deaths
    2. a time series of the number of births and deaths of entrprises together with a percentage of births and deaths to active enterprises in a given year
    3. a time series of the number of active enterprises.
    4. survival rates of enterprises for up to 5 years after birth

    Notes and definitions:

    • The starting point for business demography is the concept of a population of active businesses in a reference year (t). These are defined as businesses that had either turnover or employment at any time during the reference period.
    • A birth is identified as a business that was present in year t, but did not exist in year t-1 or t-2. Births are identified by making comparison of annual active population files and identifying those present in the latest file, but not the two previous ones.
    • A death is defined as a business that was on the active file in year t, but was no longer present in the active file in t+1 and t+2. In order to provide an early estimate of deaths, an adjustment has been made to the 2007 and 2008 deaths to allow for reactivations. These figures are provisional and subject to revision.

    Description

    The Business Dynamics Statistics (BDS) includes measures of establishment openings and closings, firm startups, job creation and destruction by firm size, age, and industrial sector, and several other statistics on business dynamics. The U.S. economy is comprised of over 6 million establishments with paid employees. The population of these businesses is constantly churning -- some businesses grow, others decline and yet others close. New businesses are constantly replenishing this pool. The BDS series provide annual statistics on gross job gains and losses for the entire economy and by industrial sector, state, and MSA. These data track changes in employment at the establishment level, and thus provide a picture of the dynamics underlying aggregate net employment growth.

    There is a longstanding interest in the contribution of small businesses to job and productivity growth in the U.S. Some recent research suggests that it is business age rather than size that is the critical factor. The BDS permits exploring the respective contributions of both firm age and size.

    BDS is based on data going back through 1976. This allows business dynamics to be tracked, measured and analyzed for young firms in their first critical years as well as for more mature firms including those that are in the process of reinventing themselves in an ever changing economic environment.

    This table contains data from the December release of Canadian Business Counts for 2007 until the latest complete year. The data includes the year, 2-digit North American Industry Classification System (NAICS) code, and a count of the number of businesses by number of employees. The table data shows the number of businesses categorized by the number of employees they have. Please ensure you read the notes provided below, as there is very important information on classification and comparability. NotesStatistics Canada advises users not to use these data as a time series. Further, the counts may reflect some of the business openings and closures caused by the COVID-19 pandemic, although they will not be fully represented as the evolving resumption or permanent closure of businesses may not yet be fully processed and confirmed by Statistics Canada's Business Register (The Daily — Canadian business counts, December 2021 (statcan.gc.ca)).Changes in methodology or in business industrial classification strategies used by Statistics Canada's Business Register can create increases or decreases in the number of active businesses reported in the data on Canadian business patterns. As a result, these data do not represent changes in the business population over time. Statistics Canada recommends users not to use these data as a time series. Beginning in December 2014, there were several important changes that were made:

    The data appear in two separate series, one covering locations with employees, the other covering locations without employees. The second series corresponds to locations previously coded to the employment category called "indeterminate." A new North American Industrial Classification System (NAICS) category has been added to include locations that have not yet received a NAICS code: unclassified. It represents an additional 78,718 locations with employees and 313,107 locations without employees. The second series, locations without employees, also includes locations that were not previously included in tables but that meet the criteria used to define the Business Register coverage. The impact of the change will be the inclusion of approximately 600,000 additional locations.

    Before 2014, the following notes apply:

    The establishments in the "Indeterminate" category do not maintain an employee payroll, but may have a workforce which consists of contracted workers, family members or business owners. However, the Business Register does not have this information available, and has therefore assigned the establishments to an "Indeterminate" category. This category also includes employers who did not have employees in the last 12 months. Please note that the employment size ranges are based on data derived from payroll remittances. As such, it should be viewed solely as a business stratification variable. Its primary purpose is to improve the efficiency of samples selected to conduct statistical surveys. It should not be used in any manner to compile industry employment estimates. Employment, grouped in employment size ranges, is more often than not an estimation of the annual maximum number of employees. For example, a measure of "10 employees" could represent "10 full-time employees", "20 part-time employees" or any other combination.For more information refer to Statistics Canada's Definitions and Concepts used in Business Register.

    Description

    A. SUMMARY This dataset shows San Francisco COVID-19 deaths by population characteristics. This data may not be immediately available for recently reported deaths. Data updates as more information becomes available. Because of this, death totals may increase or decrease.

    Population characteristics are subgroups, or demographic cross-sections, like age, race, or gender. The City tracks how deaths have been distributed among different subgroups. This information can reveal trends and disparities among groups.

    B. HOW THE DATASET IS CREATED As of January 1, 2023, COVID-19 deaths are defined as persons who had COVID-19 listed as a cause of death or a significant condition contributing to their death on their death certificate. This definition is in alignment with the California Department of Public Health and the national https://preparedness.cste.org/wp-content/uploads/2022/12/CSTE-Revised-Classification-of-COVID-19-associated-Deaths.Final_.11.22.22.pdf">Council of State and Territorial Epidemiologists. Death certificates are maintained by the California Department of Public Health.

    Data on the population characteristics of COVID-19 deaths are from: *Case reports *Medical records *Electronic lab reports *Death certificates

    Data are continually updated to maximize completeness of information and reporting on San Francisco COVID-19 deaths.

    To protect resident privacy, we summarize COVID-19 data by only one population characteristic at a time. Data are not shown until cumulative citywide deaths reach five or more.

    Data notes on select population characteristic types are listed below.

    Race/ethnicity * We include all race/ethnicity categories that are collected for COVID-19 cases.

    Gender * The City collects information on gender identity using these guidelines.

    C. UPDATE PROCESS Updates automatically at 06:30 and 07:30 AM Pacific Time on Wednesday each week.

    Dataset will not update on the business day following any federal holiday.

    D. HOW TO USE THIS DATASET Population estimates are only available for age groups and race/ethnicity categories. San Francisco population estimates for race/ethnicity and age groups can be found in a dataset based on the San Francisco Population and Demographic Census dataset.These population estimates are from the 2018-2022 5-year American Community Survey (ACS).

    Description

    As of July 2nd, 2024 the COVID-19 Deaths by Population Characteristics Over Time dataset has been retired. This dataset is archived and will no longer update. We will be publishing a cumulative deaths by population characteristics dataset that will update moving forward.

    A. SUMMARY This dataset shows San Francisco COVID-19 deaths by population characteristics and by date. This data may not be immediately available for recently reported deaths. Data updates as more information becomes available. Because of this, death totals for previous days may increase or decrease. More recent data is less reliable.

    Population characteristics are subgroups, or demographic cross-sections, like age, race, or gender. The City tracks how deaths have been distributed among different subgroups. This information can reveal trends and disparities among groups.

    B. HOW THE DATASET IS CREATED As of January 1, 2023, COVID-19 deaths are defined as persons who had COVID-19 listed as a cause of death or a significant condition contributing to their death on their death certificate. This definition is in alignment with the California Department of Public Health and the national https://preparedness.cste.org/wp-content/uploads/2022/12/CSTE-Revised-Classification-of-COVID-19-associated-Deaths.Final_.11.22.22.pdf">Council of State and Territorial Epidemiologists. Death certificates are maintained by the California Department of Public Health.

    Data on the population characteristics of COVID-19 deaths are from: *Case reports *Medical records *Electronic lab reports *Death certificates

    Data are continually updated to maximize completeness of information and reporting on San Francisco COVID-19 deaths.

    To protect resident privacy, we summarize COVID-19 data by only one characteristic at a time. Data are not shown until cumulative citywide deaths reach five or more.

    Data notes on each population characteristic type is listed below.

    Race/ethnicity * We include all race/ethnicity categories that are collected for COVID-19 cases.

    Gender * The City collects information on gender identity using these guidelines.

    C. UPDATE PROCESS Updates automatically at 06:30 and 07:30 AM Pacific Time on Wednesday each week.

    Dataset will not update on the business day following any federal holiday.

    D. HOW TO USE THIS DATASET Population estimates are only available for age groups and race/ethnicity categories. San Francisco population estimates for race/ethnicity and age groups can be found in a view based on the San Francisco Population and Demographic Census dataset. These population estimates are from the 2016-2020 5-year American Community Survey (ACS).

    This dataset includes many different types of characteristics. Filter the “Characteristic Type” column to explore a topic area. Then, the “Characteristic Group” column shows each group or category within that topic area and the number of deaths on each date.

    New deaths are the count of deaths within that characteristic group on that specific date. Cumulative deaths are the running total of all San Francisco COVID-19 deaths in that characteristic group up to the date listed.

    Abstract

    This survey was conducted in Hungary between February 2013 and August 2013 as part of the fifth round of the Business Environment and Enterprise Performance Survey (BEEPS V), a joint initiative of the World Bank Group and the European Bank for Reconstruction and Development. The objective of the survey is to obtain feedback from enterprises on the state of the private sector as well as to help in building a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the survey assesses the constraints to private sector growth and creates statistically significant business environment indicators that are comparable across countries.

    Data from 310 establishments was analyzed. Stratified random sampling was used to select the surveyed businesses.

    The survey topics include firm characteristics, information about sales and suppliers, competition, infrastructure services, judiciary and law enforcement collaboration, security, government policies, laws and regulations, financing, overall business environment, bribery, capacity utilization, performance and investment activities, and workforce composition.

    In 2011, the innovation module was added to the standard set of Enterprise Surveys questionnaires to examine in detail how introduction of new products and practices influence firms' performance and management.

    The primary sampling unit of the study is an establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.

    Universe

    The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors.

    Sampling procedure

    The sample was selected using stratified random sampling. Three levels of stratification were used in this country: industry, establishment size, and region.

    Industry stratification was designed in the way that follows: the universe was stratified into one manufacturing industry, and two service industries (retail, and other services).

    Size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposes, the number of employees was defined on the basis of reported permanent full-time workers. This seems to be an appropriate definition of the labor force since seasonal/casual/part-time employment is not common practice, apart from the construction and agriculture sectors which are not included in the survey.

    Regional stratification was defined in 3 regions (city and the surrounding business area) throughout Hungary.

    The database from Hungarian Central Statistical Office was used as the frame for the selection of a sample with the aim of obtaining interviews at 270 establishments with five or more employees.

    Given the impact that non-eligible units included in the sample universe may have on the results, adjustments may be needed when computing the appropriate weights for individual observations. The percentage of confirmed non-eligible units as a proportion of the total number of sampled establishments contacted for the survey was 9.2% (102 out of 1,106 establishments).

    In the dataset, the variables a2 (sampling region), a6a (sampling establishment's size), and a4a (sampling sector) contain the establishment's classification into the strata chosen for each country using information from the sample frame. Variable a4a is coded using ISIC Rev 3.1 codes for the chosen industries for stratification. These codes include most manufacturing industries (15 to 37), retail (52), and (45, 50, 51, 55, 60-64, 72) for other services.

    Three different versions of the questionnaire were used. The basic questionnaire, the Core Module, includes all common questions asked to all establishments from all sectors. The second expanded variation, the Manufacturing Questionnaire, is built upon the Core Module and adds some specific questions relevant to manufacturing sectors. The third expanded variation, the Retail Questionnaire, is also built upon the Core Module and adds to the core specific questions.

    The innovation module was added to the standard set of Enterprise Surveys questionnaires to examine how introduction of new products and practices influence firms' performance and management.

    Cleaning operations

    Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.

    Response rate

    Survey non-response must be differentiated from item non-response. The former refers to refusals to participate in the survey altogether, while the latter refers to the refusals to answer some specific questions. Enterprise Surveys suffer from both problems and different strategies were used to address these issues.

    Item non-response was addressed by two strategies: a- For sensitive questions that may generate negative reactions from the respondent, such as corruption or tax evasion, enumerators were instructed to collect the refusal to respond as a different option from don’t know. b- Establishments with incomplete information were re-contacted in order to complete this information, whenever necessary.

    Survey non-response was addressed by maximizing efforts to contact establishments that were initially selected for interview. Attempts were made to contact the establishment for interview at different times/days of the week before a replacement establishment (with similar strata characteristics) was suggested for interview. Survey non-response did occur but substitutions were made in order to potentially achieve strata-specific goals.

    The number of realized interviews per contacted establishment was 0.26. This number is the result of two factors: explicit refusals to participate in the survey, as reflected by the rate of rejection (which includes rejections of the screener and the main survey) and the quality of the sample frame, as represented by the presence of ineligible units. The number of rejections per contact was 0.28.

    Description

    This table contains data on land use, arable farming, horticulture, grassland, grazing livestock and housed animals, at regional level, by general farm type.

    The figures in this table are derived from the agricultural census. Data collection for the agricultural census is part of a combined data collection for a.o. agricultural policy use and enforcement of the manure law.

    Regional breakdown is based on the main location of the holding. Due to this the region where activities (crops, animals) are allocated may differ from the location where these activities actually occur.

    The agricultural census is also used as the basis for the European Farm Structure Survey (FSS). Data from the agricultural census do not fully coincide with the FSS. In the FSS years (2000, 2003, 2005, 2007 and 2010) additional information was collected to meet the requirements of the FSS.

    Reference date for livestock is 1 April and for crops 15 May.

    In 2022, equidae are not part of the Agricultural Census. This affects the farm type and the total number of farms in the Agricultural Census. Farms with horses, ponies and donkeys that were previously classified as ‘specialist grazing livestock' could be classified, according to their dominant activity, as another farm type in 2022.

    From 2020 onwards, the SO2017, based on the years 2015 to 2019, will apply (see also the explanation for SO: Standard Output).

    From 2018 onwards the number of calves for fattening, pigs for fattening, chicken and turkey are adjusted in the case of temporary breaks in the production cycle (e.g. sanitary cleaning). The agricultural census is a structural survey, in which adjustment for temporary breaks in the production cycle is a.o. relevant for the calculation of the economic size of the holding, and its farm type. In the livestock surveys the number of animals on the reference day is relevant, therefore no adjustment for temporary breaks in the production cycle are made. This means that the number of animals in the tables of the agricultural census may differ from those in the livestock tables (see ‘links to relevant tables and relevant articles).

    From 2017 onwards, animal numbers are increasingly derived from I&R registers (Identification and Registration of animals), instead of by means of the combined data collection. The I&R registers are the responsibility of RVO (Netherlands Enterprise Agency). Since 2017, cattle numbers are derived from I&R cattle, and from 2018 sheep, goats and poultry are also derived from the relevant I&R registers. The registration of cattle, sheep and goats takes place directly at RVO. Poultry data is collected via the designated database Poultry Information System Poultry (KIP) from Avined. Avined is a branch organization for the egg and poultry meat sectors. Avined passes the data on to the central database of RVO. Due to the transition to the use of I&R registers, a change in classification will occur for sheep and goats from 2018 onwards.

    Since 2016, information of the Dutch Business Register is used to define the agricultural census. Registration in the Business Register with an agricultural standard industrial classification code (SIC), related to NACE/ISIC, (in Dutch SBI: ‘Standaard BedrijfsIndeling’) is leading to determine whether there is an agricultural holding. This aligns the agricultural census as closely as possible to the statistical regulations of Eurostat and the (Dutch) implementation of the definition of 'active farmer' as described in the common agricultural policy.

    The definition of the agricultural census based on information from the Dutch Business Register mainly affects the number of holdings, a clear deviation of the trend occurs. The impact on areas (except for other land and rough grazing) and the number of animals (except for sheep, horses and ponies) is limited. This is mainly due to the holdings that are excluded as a result of the new delimitation of agricultural holdings (such as equestrian centres, city farms and organisations in nature management).

    In 2011 there were changes in geographic assignment of holdings with a foreign main seat. This may influence regional figures, mainly in border regions.

    Until 2010 the economic size of agricultural holdings was expressed in Dutch size units (in Dutch NGE: 'Nederlandse Grootte Eenheid'). From 2010 onwards this has become Standard Output (SO). This means that the threshold for holdings in the agricultural census has changed from 3 NGE to 3000 euro SO. For comparable time series the figures for 2000 up to and including 2009 have been recalculated, based on SO coefficients and SO typology. The latest update took place in 2016.

    Abstract

    The documented dataset covers Enterprise Survey (ES) panel data collected in Sierra Leone in 2009 and 2017, as part of the Enterprise Survey initiative of the World Bank. An Indicator Survey is similar to an Enterprise Survey; it is implemented for smaller economies where the sampling strategies inherent in an Enterprise Survey are often not applicable due to the limited universe of firms.

    The objective of the 2009-2017 survey is to obtain feedback from enterprises in client countries on the state of the private sector as well as to build a panel of enterprise data that will make it possible to track changes in the business environment over time and allow, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the Indicator Survey data provides information on the constraints to private sector growth and is used to create statistically significant business environment indicators that are comparable across countries. As part of its strategic goal of building a climate for investment, job creation, and sustainable growth, the World Bank has promoted improving the business environment as a key strategy for development, which has led to a systematic effort in collecting enterprise data across countries. The Enterprise Surveys (ES) are an ongoing World Bank project in collecting both objective data based on firms' experiences and enterprises' perception of the environment in which they operate.

    Questionnaire topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, land and permits, taxation, business-government relations, performance measures, AIDS and sickness. The mode of data collection is face-to-face interviews.

    The sample for registered establishments in Sierra Leone was selected using stratified random sampling, following the methodology explained in the Sampling Note.

    Stratified random sampling was preferred over simple random sampling for several reasons: a. To obtain unbiased estimates for different subdivisions of the population with some known level of precision. b. To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities-sectors. c. To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions. d. To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.) e. Stratification may produce a smaller bound on the error of estimation than would be produced by a simple random sample of the same size. This result is particularly true if measurements within strata are homogeneous. f. The cost per observation in the survey may be reduced by stratification of the population elements into convenient groupings.

    Three levels of stratification were used in the Sierra Leone sample: firm sector, firm size, and geographic region.

    Industry stratification was designed as follows: the universe was stratified into one manufacturing industry and one services industry (retail).

    Size stratification was defined following the standardized definition used for the Indicator Surveys: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposes, the number of employees was defined on the basis of reported permanent full-time workers.

    Regional stratification was defined in terms of the geographic regions with the largest commercial presence in the country: Kenema and W/A Urban. In 2017, regional stratification was done across four regions: Bo, Western Urban, Kenema, and Bombali.

    Given the stratified design, sample frames containing a complete and updated list of establishments as well as information on all stratification variables (number of employees, industry, and region) are required to draw the sample. Great efforts were made to obtain the best source for these listings.

    The sample frame consisted of listings of firms from two sources: For panel firms the list of 150 firms from the Sierra Leone 2009 ES was used and for fresh firms (i.e., firms not covered in 2009) firm data from 2016 Business Establishment Census and Dun & Bradstreet Global database (June 2017), was used.

    Necessary measures were taken to ensure the quality of the frame; however, the sample frame was not immune to the typical problems found in establishment surveys: positive rates of non-eligibility, repetition, non-existent units, etc.

    Given the impact that non-eligible units included in the sample universe may have on the results, adjustments may be needed when computing the appropriate weights for individual observations. The percentage of confirmed non-eligible units as a proportion of the total number of sampled establishments contacted for the survey was 8.9% (18 out of 202 establishments).

    There was a high response rate especially as a result of positive attitude towards the international community in collaboration with the government in their reconstruction efforts after a period of civil strife. It is period in which a lot of statistics is being collected by the Sierra Leone Statistics for reconstruction thus most respondents were enlightened on research benefits.

    Description

    Data collected as part of the City of Melbourne's Census of Land Use and Employment (CLUE). The data covers the period 2002-2023. It show business establishments with their business address, industry (ANZSIC4) classification, location and CLUE block and small area allocation.

    A business establishment is defined as a • Commercial occupant in a building • Separate land use • Any permanent presence of economic activity in accordance with standard Industry classification (ANZSIC).

    Hence, if one organisation has its presence in several buildings in the CLUE area, each time it will be counted as a separate establishment. Consequently, the count of establishments presented in CLUE represents the number of locations, rather than 'enterprises'.

    The documented dataset covers Enterprise Survey (ES) panel data collected in Myanmar in 2014 and 2016. The objective of the Enterprise Survey is to obtain feedback from enterprises on the state of the private sector as well as to help in building a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms.

    Enterprise Surveys target a sample consisting of longitudinal (panel) observations and new cross-sectional data. Panel firms are prioritized in the sample selection, comprising up to 50% of the sample. For all panel firms, regardless of the sample, current eligibility or operating status is determined and included in panel datasets.

    Myanmar ES 2014 was conducted in February - April 2014, ES 2016 was carried out in October 2016 - April 2017. Stratified random sampling was used to select the surveyed businesses. Data was collected using face-to-face interviews.

    Data from 1,239 establishments was analyzed: 354 businesses were from 2014 ES only, 329 - from 2016 only, and 556 firms were from 2014 and 2016.

    The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs and labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures.     In 2014 ES, in consultation with the contractor, the World Bank decided to undertake block enumeration, i.e. the contractor would physically create a list of establishments from which to sample from. In total, the contractor enumerated 8,130 eligible establishments for the survey fieldwork; the block enumeration elicited firms for both the Enterprise Survey and the Microenterprise Survey (a total of 6,595 registered businesses), as well as the Informal Survey (1,535 unregistered businesses). The businesses were classified as formal (registered) enterprises if they were registered with either 1) DICA, 2) Directorate of Industrial Supervision and Inspection of the Ministry of Industry, or 3) City Development Committees or Department of Development Affairs.

    Abstract

    The documented dataset covers Enterprise Survey (ES) panel data collected in Liberia in 2009 and 2017, as part of the Enterprise Survey initiative of the World Bank. An Indicator Survey is similar to an Enterprise Survey; it is implemented for smaller economies where the sampling strategies inherent in an Enterprise Survey are often not applicable due to the limited universe of firms.

    The objective of the 2009-2017 Enterprise Survey is to obtain feedback from enterprises in client countries on the state of the private sector as well as to build a panel of enterprise data that will make it possible to track changes in the business environment over time and allow, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the Indicator Survey data provides information on the constraints to private sector growth and is used to create statistically significant business environment indicators that are comparable across countries.

    As part of its strategic goal of building a climate for investment, job creation, and sustainable growth, the World Bank has promoted improving the business environment as a key strategy for development, which has led to a systematic effort in collecting enterprise data across countries. The Enterprise Surveys (ES) are an ongoing World Bank project in collecting both objective data based on firms' experiences and enterprises' perception of the environment in which they operate.

    Analysis unit

    The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.

    Universe

    The whole population, or the universe, covered in the Enterprise Surveys is the non-agricultural economy. It comprises: all manufacturing sectors according to the ISIC Revision 3.1 group classification (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this population definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities sectors.

    Sampling procedure

    The sample for the 2009-2017 Liberia Enterprise Survey (ES) was selected using stratified random sampling, following the methodology explained in the Sampling Note. Stratified random was preferred over simple random sampling for several reasons: - To obtain unbiased estimates for different subdivisions of the population with some known level of precision. - To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except subsector 72, IT, which was added to the population under study), and all public or utilities sectors.

    • To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions.
    • To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.)
    • Stratification may produce a smaller bound on the error of estimation than would be produced by a simple random sample of the same size. This result is particularly true if measurements within strata are homogeneous.
    • The cost per observation in the survey may be reduced by stratification of the population elements into convenient groupings.

      Three levels of stratification were used in this country: industry, establishment size, and region. Industry stratification was designed as follows: the universe was stratified as into manufacturing and services industries. Manufacturing (ISIC Rev. 3.1 codes 15 - 37), and Services (ISIC codes 45, 50-52, 55, 60-64, and 72). For the Liberia ES, size stratification was defined as follows: small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
      Regional stratification for the Liberia ES was done across three regions: Montserrado, Margibi, and Nimba.

    Research instrument

    The current survey instruments are available: - Services and Manufacturing Questionnaire - Screener Questionnaire.

    The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures. Over 90% of the questions objectively ascertain characteristics of a country's business environment. The remaining questions assess the survey respondents' opinions on what are the obstacles to firm growth and performance.

    Cleaning operations

    Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.

    Response rate

    There was a high response rate especially as a result of positive attitude towards the international community in collaboration with the government in their reconstruction efforts after a period of civil strife.There was also very positive attitude towards World Bank initiatives.

    Abstract

    The survey of unregistered businesses was conducted in Somalia, between October and December 2019, simultaneously with the Somolia Enterprise Survey 2019. The survey covers two cities: Bosaso and Mogadishu. The fieldwork was implemented by Altai Consulting in collaboration with Tusmo Research and Consulting.

    The primary objectives of the survey was to: i) to understand the business demographics of the sector in the two cities, and ii) to describe the environment within which these businesses operate.

    A secondary objective of the survey is to provide an estimate of the number of informal businesses operating in these cities.

    For the survey in Bosaso and Mogadishu, a business that does not have any of the following two items is considered as informal: i) Registration with the Ministry of Commerce; and ii) Registration with the respective Municipality.

    Universe

    The universe includes informal businesses, where informality is defined based on whether or not a business is formally registered with the government. The definition of formal registration can vary by country. For the survey in Bosaso and Mogadishu, a business that does not have any of the following two items is considered as informal: i) Registration with the Ministry of Commerce; and ii) Registration with the respective Municipality.

    Sampling procedure

    The 2019 Somalia ISBS uses an innovative technique to survey informal businesses. The survey follows an area-based sampling methodology with geographic area rather than an establishment or a business unit as a primary sampling unit. To account for potential clustering of informal business, the survey uses an area-based sampling called (stratified) Adaptive Cluster Sampling (ACS), whereby one selects a sample of starting squares and adaptively samples surrounding squares based on the number of informal firms discovered in the enumerated squares. All informal business in selected squares are enumerated using a 2 to 3-minutes questionnaire, referred to in this document as the short-form questionnaire. The short form questionnaire is a listing questionnaire where basic information about the business is collected. A randomly selected subset of the enumerated businesses is given a 20-minutes questionnaire, referred to in this document as the long-form questionnaire. This is the main questionnaire of the survey and the basis of the database posted on the ES portal.

    The survey is adaptive in the sense that if the number of informal units in a square exceeds a predefined threshold, all the squares surrounding the starting square are surveyed, following the same approach of enumeration and randomly conducting the main interview. If one of the surrounding squares exceed the threshold, then the squares surrounding that square in turn are also surveyed. This process continues until either the network is exhausted, or an arbitrary cut-off point is defined.

    The first step in the sampling approach is the construction of a spatial grid as the Primary Sampling Units (PSU) frame, as shown in Appendix A - 1 for Bosaso, and 2 for Mogadishu respectively. The grid covered the total of municipal areas and each cell had a size of 150 by 150 meters. This produced a total of about 3100 squares between the two cities, excluding squares that are considered inaccessible. The second step was to stratify each grid, with in each city, based on land use type. The grids were categorized into five strata: residential, commercial/industrial, mixed (commercial and residential), Market centres and open area. The stratification was based on local knowledge of the survey implementing contractor with approval from the WBG task team leader. The third step in the sampling process was to select a pre-defined number of starting squares from each stratum for enumeration and main data collection (see Appendix B for the number of starting squares selected for each city).

    It is important to note that for Mogadishu, because of security challenges data collection was conducted only in areas considered as safe (as of November 2019) for field team to conduct in person face-to-face interviews. Consequently, data for Mogadishu is representative only for these safe areas (with Bakara market among areas excluded), highlighted in light green in the map in Appendix A-2.

    The survey data was collected using a standardized questionnaire, i.e., the long-form questionnaire. The questionnaire was developed building on previous modules used by the Enterprise Analysis Unit of the World Bank to survey informal businesses.

Description

Data on enterprise births, deaths, active enterprises and survival rates across boroughs.

Data includes:

  1. the most recent annual figures for enterprise births and deaths
  2. a time series of the number of births and deaths of entrprises together with a percentage of births and deaths to active enterprises in a given year
  3. a time series of the number of active enterprises.
  4. survival rates of enterprises for up to 5 years after birth

Notes and definitions:

  • The starting point for business demography is the concept of a population of active businesses in a reference year (t). These are defined as businesses that had either turnover or employment at any time during the reference period.
  • A birth is identified as a business that was present in year t, but did not exist in year t-1 or t-2. Births are identified by making comparison of annual active population files and identifying those present in the latest file, but not the two previous ones.
  • A death is defined as a business that was on the active file in year t, but was no longer present in the active file in t+1 and t+2. In order to provide an early estimate of deaths, an adjustment has been made to the 2007 and 2008 deaths to allow for reactivations. These figures are provisional and subject to revision.
