    Population density per pixel at 100 metre resolution. WorldPop provides estimates of numbers of people residing in each 100x100m grid cell for every low and middle income country. Through ingegrating cencus, survey, satellite and GIS datasets in a flexible machine-learning framework, high resolution maps of population counts and densities for 2000-2020 are produced, along with accompanying metadata. DATASET: Alpha version 2010 and 2015 estimates of numbers of people per grid square, with national totals adjusted to match UN population division estimates (http://esa.un.org/wpp/) and remaining unadjusted.     Description

    In Patterns of Democracy, Arend Lijphart (1999) not only contends that democratic institutions cluster in two distinct forms, but also that consensus democracies—when contrasted with majoritarian arrangements—are “kinder, gentler” types of institutional settings (Lijphart 1999: 301-302). the present article reveals that Lijphart’s two dimensional map of democracy, although applicable to established democracies, does not apply equally well to post-communist countries. Nevertheless, multivariate empirical verification reveals that some elements included in the consensus democracy framework should be introduced in new constitutions, but perhaps not as the monolithic cluster of basic laws of constitutions originally suggested by Lijphart. Hence the present study casts a shadow on the relevance of the majoritarian versus consensus classification of democratic regimes.

    This layer shows the overall 2016 Environmental Democracy Index for 70 countries around the world. The map also shows the total population of each country for reference.The Environmental Democracy Index is an average of three overall pillars: transparency, participation, and justice. These pillars are made up of 23 guidelines adopted by the United Nations Environment Programme (UNEP), which are arithmetic averages of 75 legal indicators. As described on the Background and Methodology page, the Environmental Democracy Index rides on the following:"Environmental democracy is rooted in the idea that meaningful public participation is critical to ensure that land and natural resource decisions adequately and equitably address citizens’ interests. At its core, environmental democracy involves three mutually reinforcing rights:the right to freely access information on environmental quality and problemsthe right to participate meaningfully in decision-makingthe right to seek enforcement of environmental laws or compensation for harm.Protecting these rights, especially for the most marginalized and vulnerable, is the first step to promoting equity and fairness in sustainable development.     Description

    The Covid-19 pandemic was a stress test to democracies. To date, literature lacks a comprehensive assessment of the political legitimacy of governments’ crisis responses in the context of multi-level political decision-making systems. LEGITIMULT aims to fill this gap in literature by analyzing the relationship between multilevel governance and political legitimacy from different angles. Work package 3 focuses on the role of democratic participation and the rule of law in a politically legitimate crisis governance. This working paper aims to develop a model of a democratic crisis governance and its empirical indicators based on the example of the Covid19 crisis. Thereby, it draws on the insights from a review of the extant literature on the democratic quality of the Covid-19 crisis governance. In addition, it presents an overview of the available datasets which assess the democratic quality and political legitimacy of governments’ Covid-19 crisis responses. Finally, it formulates first ideas on case selection for more in-depth analyses. Thus, this first deliverable provides the conceptual foundations of work package 3. Based on the suggested conceptualization and indicators of a democratic crisis governance, we will map the democratic quality of the Covid-19 crisis governance in 31 countries. To study the patterns of the results of this mapping, we will select a set of countries for an in-depth analysis of the impact of multi-level governance on the political legitimacy of Covid-19 crisis governance.

Methodology These high-resolution maps are created using machine learning techniques to identify buildings from commercially available satellite images. This is then overlayed with general population estimates based on publicly available census data and other population statistics at Columbia University. The resulting maps are the most detailed and actionable tools available for aid and research organizations. The UN estimate for a given country (or state/territory) is divided by the total census estimate of population for the given country. The resulting adjustment factor is multiplied by each administrative unit census value for the target year.     In response to the alleged legitimacy crisis, representative democracies have in recent years witnessed increased demands for democratic innovations aimed at giving citizens a more direct say in decision-making. Such initiatives, however, often rock the foundations of the model of representative democracy which assumes a more indirect link between citizens and political decisions, and which puts political power more firmly in the hands of elected representatives. In this paper, we study how these elected members of parliament (MPs)–who are key actors in representative democracy, yet potentially see their role reduced in deliberative or participatory models of democracy–think about democratic innovations. We study to what extent and why they support two common types of democratic innovations, namely referendums and deliberative events. While it is generally assumed that MPs' positions toward these initiatives are driven by their ideological predispositions, we propose and test a comprehensive framework which considers the role played by 3 “I's”: ideas, interests and institutions. Using original data from the PARTIREP MP survey, this paper maps variations in MPs' preferences for democratic innovations across 15 European countries, and shows that these variations can be explained by differences in MPs' ideological (left/right) views, legitimacy perceptions and role conceptions, their strategic position in government or opposition, and their electoral incentives. The 3I framework predicts MPs' support for both types of innovations, but more strongly so for referendums than for deliberative events.
