    ZIP Codes are administrative codes generated by the United States Postal Service (USPS) that refer to the geographic area covered by a specific set of mail delivery routes. The U.S. Census Bureau calculates and distributes aggregated social, economic, and demographic information for the population associated with "ZIP Code Tabulation Areas" (ZCTAs), which are roughly analogous to ZIP Codes and serve as identifiers for specific neighborhoods and communities. These aggregated census data, however, are unable to account for changes in ZIP Code boundaries that occur between decennial censuses, leading to measurement error and missing data problems for scholars who attempt to use the aggregated ZCTA data. The purpose of this crosswalk file is to allow researchers to overcome this limitation, enabling them to appropriately link spatial reference information (ZIP Codes) with characteristics of the populations to which they refer. Most ZIP Codes do not change boundaries in a decade, but a large enough percentage do as to create a problem with missing or mis-specified data. Boundary changes typically involve one or more of the following three processes, although a small number of cases do not conform to these typologies: (1) two or more existing ZIP Codes are combined to create a single surviving ZIP Code, (2) an existing ZIP Code is divided into multiple resulting ZIP Codes, and (3) boundaries between two or more existing ZIP Codes are altered. Each of these types of changes alters the geographic area that a ZIP Code refers to, and as such, the spatial unit identified by the ZIP Code includes a different population, with a different array of characteristics. By linking the spatial units associated with ZIP Codes as these boundary changes are enacted, the research team can both prevent the loss of observations due to missing data, and more accurately measure social, demographic, and economic characteristics associated with each ZIP Code. This data set identifies changes in ZIP Code boundaries between 1990 and 2020, and provides numeric codes that cluster the ZIP Codes into the smallest geographic unit, or group of ZIP Codes, that are consistent across a decade: 1990 - 2000, 2000 - 2010, and 2010 - 2020. This "crosswalk" covers the contiguous United States, Alaska, Hawaii, and the District of Columbia. Since much administrative data is available with ZIP Code as the smallest identifiable geography, ZIP Codes are often used to embed observations from administrative data (patients, businesses, survey respondents, etc.) within their social, demographic, and economic contexts. However, ZIP Code boundaries change over time, resulting in measurement error (matching observations to the wrong contextual unit) or missing data (due to an observation reporting a ZIP Code that did not exist at the beginning of the observational period). These data were collected, and the crosswalk created, in an attempt to resolve these data quality issues.

    Census data plays a pivotal role in academic data research, particularly when exploring relationships between different demographic characteristics. The significance of this particular dataset lies in its ability to facilitate the merging of various datasets with basic census information, thereby streamlining the research process and eliminating the need for separate API calls.

    The American Community Survey is an ongoing survey conducted by the U.S. Census Bureau, which provides detailed social, economic, and demographic data about the United States population. The ACS collects data continuously throughout the decade, gathering information from a sample of households across the country, covering a wide range of topics

    Methodology

    The Census Data Application Programming Interface (API) is an API that gives the public access to raw statistical data from various Census Bureau data programs.

    We used this API to collect various demographic and socioeconomic variables from both the ACS and the Deccenial survey on different geographical levels:

    ZCTAs:

    ZIP Code Tabulation Areas (ZCTAs) are generalized areal representations of United States Postal Service (USPS) ZIP Code service areas. The USPS ZIP Codes identify the individual post office or metropolitan area delivery station associated with mailing addresses. USPS ZIP Codes are not areal features but a collection of mail delivery routes.

    Census Tract:

    Census Tracts are small, relatively permanent statistical subdivisions of a county or statistically equivalent entity that can be updated by local participants prior to each decennial census as part of the Census Bureau’s Participant Statistical Areas Program (PSAP).

    Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. A census tract usually covers a contiguous area; however, the spatial size of census tracts varies widely depending on the density of settlement. Census tract boundaries are delineated with the intention of being maintained over a long time so that statistical comparisons can be made from census to census.

    Block Groups:

    Block groups (BGs) are the next level above census blocks in the geographic hierarchy (see Figure 2-1 in Chapter 2). A BG is a combination of census blocks that is a subdivision of a census tract or block numbering area (BNA). (A county or its statistically equivalent entity contains either census tracts or BNAs; it can not contain both.) A BG consists of all census blocks whose numbers begin with the same digit in a given census tract or BNA; for example, BG 3 includes all census blocks numbered in the 300s. The BG is the smallest geographic entity for which the decennial census tabulates and publishes sample data.

    Census Blocks:

    Census blocks, the smallest geographic area for which the Bureau of the Census collects and tabulates decennial census data, are formed by streets, roads, railroads, streams and other bodies of water, other visible physical and cultural features, and the legal boundaries shown on Census Bureau maps.

    This is a MD iMAP hosted service. Find more information on http://imap.maryland.gov. The American Community Survey (ACS) is a nationwide - continuous survey designed to provide communities with reliable and timely demographic - housing - social and economic data. The ACS replaces the decennial census long form in 2010 and every year thereafter.The annual ACS sample is smaller than that of previous long form surveys resulting in a larger sampling error. Coefficients of Variation (CVs) - which are statistical measures that show the relative amount of sampling error associated with an estimate - are presented here as a measure of reliability and usability of the data.The unit of geography used for the 2008 - 2012 data is the ZIP Code Tabulation Area (ZCTA). ZCTAs are statistical geographic areas produced by the Census Bureau by aggregating census blocks to create generalized areas closely resembling the U.S. Postal Service's postal ZIP codes.     Description

    This dataset contains model-based ZIP Code Tabulation Area (ZCTA) level estimates for the PLACES project by the Centers for Disease Control and Prevention (CDC), Division of Population Health, Epidemiology and Surveillance Branch. It represents a first-of-its kind effort to release information uniformly on this large scale. Data sources used to generate these model-based estimates include Behavioral Risk Factor Surveillance System (BRFSS) 2019 or 2018 data, Census Bureau 2010 population estimates, and American Community Survey (ACS) 2015–2019 or 2014–2018 estimates. The 2021 release uses 2019 BRFSS data for 22 measures and 2018 BRFSS data for 7 measures (all teeth lost, dental visits, mammograms, cervical cancer screening, colorectal cancer screening, core preventive services among older adults, and sleeping less than 7 hours a night). Seven measures are based on the 2018 BRFSS data because the relevant questions are only asked every other year in the BRFSS. This data only covers the health of adults (people 18 and over) in East Baton Rouge Parish. All estimates lie within a 95% confidence interval.

    U.S. ZIP Code Boundaries represents five-digit ZIP Code areas used by the U.S. Postal Service to deliver mail more effectively. The first digit of a five-digit ZIP Code divides the United States into 10 large groups of states (or equivalent areas) numbered from 0 in the Northeast to 9 in the far West. Within these areas, each state is divided into an average of 10 smaller geographical areas, identified by the second and third digits. These digits, in conjunction with the first digit, represent a Sectional Center Facility (SCF) or a mail processing facility area. The fourth and fifth digits identify a post office, station, branch or local delivery area.

    As of the time this layer was published, in January 2025, Esri's boundaries are sourced from TomTom (June 2024) and the 2023 population estimates are from Esri Demographics. Esri updates its layer annually and those changes will immediately be reflected in this layer. Note that, because this layer passes through Esri's data, if you want to know the true date of the underlying data, click through to Esri's original source data and look at their metadata for more information on updates.

    Cautions about using Zip Code boundary data
    Zip code boundaries have three characteristics you should be aware of before using them:
    1. Zip code boundaries change, in ways small and large - these are not a stable analysis unit. Data you received keyed to zip codes may have used an earlier and very different boundary for your zip codes of interest.
    2. Historically, the United States Postal Service has not published zip code boundaries, and instead, boundary datasets are compiled by third party vendors from address data. That means that the boundary data are not authoritative, and any data you have keyed to zip codes may use a different, vendor-specific method for generating boundaries from the data here.
    3. Zip codes are designed to optimize mail delivery, not social, environmental, or demographic characteristics. Analysis using zip codes is subject to create issues with the Modifiable Areal Unit Problem that will bias any results because your units of analysis aren't designed for the data being studied.
    As of early 2025, USPS appears to be in the process of releasing boundaries, which will at least provide an authoritative source, but because of the other factors above, we do not recommend these boundaries for many use cases. If you are using these for anything other than mailing purposes, we recommend reconsideration. We provide the boundaries as a convenience, knowing people are looking for them, in order to ensure that up-to-date boundaries are available.

Information produced by the Economic, Demographic and Statistical Research unit is used by every county department, board, authority and the Fairfax County Public Schools.
