Census Tracts are small, relatively permanent statistical subdivisions of a county or statistically equivalent entity delineated by local participants as part of the U.S. Census Bureau's Participant Statistical Areas Program. The primary purpose of Census Tracts is to provide a stable set of geographic units for the presentation of decennial census data. In 1980 the New Orleans City Planning Commission, for planning and decision-making purposes, divided the city into Census Tract based 'neighborhoods'. Additional neighborhoods were created after the 1990 and 2000 Censuses. Following Hurricane Katrina the Greater New Orleans Community Data Center (GNOCDC) settled on these boundaries to facilitate the use of local data in decision-making. These neighborhoods underwent further change during the 2010 Census due to modifications (consolidation and/or splitting) of Census Tracts, the resulting boundaries were renamed as 'Neighborhood Statistical Areas' to reflect their actual function.

New Orleans voting precincts are drawn according to the New Orleans Home Rule Charter as required by the State of Louisiana. A precinct is defined in the state of Louisiana's election code as the smallest political unit of a ward having defined geographical boundaries. Except as otherwise provided in this Paragraph, on and after July 1, 1997, any precinct boundary which does not coincide with a visible feature shall be changed by the parish governing authority to coincide with a visible feature in accordance with R.S. 18:532.1.(b) For the purposes of this Paragraph, the term "approved extension" shall mean an extension of one visible feature to another visible feature which has been approved by the secretary of the Senate and the clerk of the House of Representatives or their designees and which is or which will be a census tabulation boundary.(2) No precinct shall be wholly contained within the territorial boundaries of another precinct, except that a precinct which contains the entire geographical area of an incorporated place and in which the total number of registered voters at the last general election was less than three hundred may be so contained.(3) No precinct shall contain more than two thousand two hundred registered voters within its geographic boundaries. Within thirty days after the completion of each canvass, the registrar of voters of each parish shall notify the parish governing authority of every precinct in the parish which contains more than two thousand two hundred registered voters within its geographic boundaries. Within sixty days of such notification, the parish governing authority shall divide such precincts by a visible feature in accordance with R.S. 18:532.1.(4)(a) No precinct shall contain less than three hundred registered voters within its geographical boundaries, except:(i) When necessary to make it more convenient for voters in a geographically isolated and unincorporated area to vote. This map shows a simple summary of the social vulnerability of populations in the United States. Using Census 2010 information, the map answers the question “Where are the areas of relatively greater potential impact from disaster events within the U.S.?” from the perspective of social vulnerability to hazards. In other words, all areas of the U.S. are assessed relative to each other. Local and regional assessments of social vulnerability should apply the same model to their multi-county or multi-state region. For emergency response planning and hazard mitigation, populations can be assessed by their vulnerability to various hazards (fire, flood, etc). Physical vulnerability refers to a population’s exposure to specific potential hazards, such as living in a designated flood plain. There are various methods for calculating the potential or real geographic extents for various types of hazards. Social vulnerability refers to sensitivity to this exposure due to population and housing characteristics: age, low income, disability, home value or other factors. The social vulnerability score presented in this web service is based upon a 2000 article from the Annals of the Association of American Geographers which sums the values of 8 variables as a surrogate for "social vulnerability". For example, low-income seniors may not have access to a car to simply drive away from an ongoing hazard such as a flood. A map of the flood’s extent can be overlaid on the social vulnerability layer to allow planners and responders to better understand the demographics of the people affected by the hazard. This map depicts social vulnerability at the block group level. A high score indicates an area is more vulnerable. This web service provides a simplistic view of social vulnerability. There are more recent methods and metrics for determining and displaying social vulnerability, including the Social Vulnerability Index (SoVI) which capture the multi-dimensional nature of social vulnerability across space. The 170 mile river is fed by the Mississippi and Red Rivers, which are connected via the Old River Lock. Navigation is therefore reduced by almost 172 miles for vessels sailing between the Mississippi above the Old River Lock and the Intracoastal Waterway in southern Louisiana saving time, money, energy and reducing river traffic congestion near the Port of New Orleans.
The USACE Navigation Data Center – Waterborne Commerce Statistics Center reported that in 2009, 13,619,674 tons of commodities were transported on the Atchafalaya River.
The Atchafalaya River is a natural outlet for the Atchafalaya River Basin and it is the only riverine area building new ground near the Gulf of Mexico. The U.S. Army Corps of Engineers (USACE) is responsible for providing data pertaining to navigation on and along the river. As part of a comprehensive mapping project, the USACE develops updated flood control and navigation maps as well as hydrographic survey maps for the Atchafalaya River.
