    Abstract

    The main objective of the HEIS survey is to obtain detailed data on household expenditure and income, linked to various demographic and socio-economic variables, to enable computation of poverty indices and determine the characteristics of the poor and prepare poverty maps. Therefore, to achieve these goals, the sample had to be representative on the sub-district level. The raw survey data provided by the Statistical Office was cleaned and harmonized by the Economic Research Forum, in the context of a major research project to develop and expand knowledge on equity and inequality in the Arab region. The main focus of the project is to measure the magnitude and direction of change in inequality and to understand the complex contributing social, political and economic forces influencing its levels. However, the measurement and analysis of the magnitude and direction of change in this inequality cannot be consistently carried out without harmonized and comparable micro-level data on income and expenditures. Therefore, one important component of this research project is securing and harmonizing household surveys from as many countries in the region as possible, adhering to international statistics on household living standards distribution. Once the dataset has been compiled, the Economic Research Forum makes it available, subject to confidentiality agreements, to all researchers and institutions concerned with data collection and issues of inequality.

    Data collected through the survey helped in achieving the following objectives: 1. Provide data weights that reflect the relative importance of consumer expenditure items used in the preparation of the consumer price index 2. Study the consumer expenditure pattern prevailing in the society and the impact of demographic and socio-economic variables on those patterns 3. Calculate the average annual income of the household and the individual, and assess the relationship between income and different economic and social factors, such as profession and educational level of the head of the household and other indicators 4. Study the distribution of individuals and households by income and expenditure categories and analyze the factors associated with it 5. Provide the necessary data for the national accounts related to overall consumption and income of the household sector 6. Provide the necessary income data to serve in calculating poverty indices and identifying the poor characteristics as well as drawing poverty maps 7. Provide the data necessary for the formulation, follow-up and evaluation of economic and social development programs, including those addressed to eradicate poverty

    Sampling procedure

    The Household Expenditure and Income survey sample for 2010, was designed to serve the basic objectives of the survey through providing a relatively large sample in each sub-district to enable drawing a poverty map in Jordan. The General Census of Population and Housing in 2004 provided a detailed framework for housing and households for different administrative levels in the country. Jordan is administratively divided into 12 governorates, each governorate is composed of a number of districts, each district (Liwa) includes one or more sub-district (Qada). In each sub-district, there are a number of communities (cities and villages). Each community was divided into a number of blocks. Where in each block, the number of houses ranged between 60 and 100 houses. Nomads, persons living in collective dwellings such as hotels, hospitals and prison were excluded from the survey framework.

    A two stage stratified cluster sampling technique was used. In the first stage, a cluster sample proportional to the size was uniformly selected, where the number of households in each cluster was considered the weight of the cluster. At the second stage, a sample of 8 households was selected from each cluster, in addition to another 4 households selected as a backup for the basic sample, using a systematic sampling technique. Those 4 households were sampled to be used during the first visit to the block in case the visit to the original household selected is not possible for any reason. For the purposes of this survey, each sub-district was considered a separate stratum to ensure the possibility of producing results on the sub-district level. In this respect, the survey framework adopted that provided by the General Census of Population and Housing Census in dividing the sample strata. To estimate the sample size, the coefficient of variation and the design effect of the expenditure variable provided in the Household Expenditure and Income Survey for the year 2008 was calculated for each sub-district. These results were used to estimate the sample size on the sub-district level so that the coefficient of variation for the expenditure variable in each sub-district is less than 10%, at a minimum, of the number of clusters in the same sub-district (6 clusters). This is to ensure adequate presentation of clusters in different administrative areas to enable drawing an indicative poverty map.

    It should be noted that in addition to the standard non response rate assumed, higher rates were expected in areas where poor households are concentrated in major cities. Therefore, those were taken into consideration during the sampling design phase, and a higher number of households were selected from those areas, aiming at well covering all regions where poverty spreads.

    Cleaning operations

    Raw Data: - Organizing forms/questionnaires: A compatible archive system was used to classify the forms according to different rounds throughout the year. A registry was prepared to indicate different stages of the process of data checking, coding and entry till forms were back to the archive system. - Data office checking: This phase was achieved concurrently with the data collection phase in the field where questionnaires completed in the field were immediately sent to data office checking phase. - Data coding: A team was trained to work on the data coding phase, which in this survey is only limited to education specialization, profession and economic activity. In this respect, international classifications were used, while for the rest of the questions, coding was predefined during the design phase. - Data entry/validation: A team consisting of system analysts, programmers and data entry personnel were working on the data at this stage. System analysts and programmers started by identifying the survey framework and questionnaire fields to help build computerized data entry forms. A set of validation rules were added to the entry form to ensure accuracy of data entered. A team was then trained to complete the data entry process. Forms prepared for data entry were provided by the archive department to ensure forms are correctly extracted and put back in the archive system. A data validation process was run on the data to ensure the data entered is free of errors. - Results tabulation and dissemination: After the completion of all data processing operations, ORACLE was used to tabulate the survey final results. Those results were further checked using similar outputs from SPSS to ensure that tabulations produced were correct. A check was also run on each table to guarantee consistency of figures presented, together with required editing for tables' titles and report formatting.

    Harmonized Data: - The Statistical Package for Social Science (SPSS) was used to clean and harmonize the datasets. - The harmonization process started with cleaning all raw data files received from the Statistical Office. - Cleaned data files were then merged to produce one data file on the individual level containing all variables subject to harmonization. - A country-specific program was generated for each dataset to generate/compute/recode/rename/format/label harmonized variables. - A post-harmonization cleaning process was run on the data. - Harmonized data was saved on the household as well as the individual level, in SPSS and converted to STATA format.

    Censuses are principal means of collecting basic population and housing statistics required for social and economic development, policy interventions, their implementation and evaluation. The Post-Apartheid South African government has conducted three Censuses, in 1996, 2001 and 2011.

    The South African Census 2011 covered every person present in South Africa on Census Night, 9-31 October 2011 including all de jure household members and residents of institutions.

    Sampling procedure

    The sampling frame for the PES was the complete list of Census 2011 EAs, amounting to 103 576 EAs. The primary sampling units (PSUs) were the Census EAs. The principle for selecting the PES sample is that the EA boundaries for sampled EAs should have well defined boundaries, and these boundaries should correspond with those of Census EAs to allow for item-by-item comparison between the Census and PES records. The stratification and sampling process followed will allow for the provision of estimates at national, provincial, urban (geography type = urban) and non-urban (geography type = farm and traditional) levels, but estimates will only be reliable at national and provincial levels. The sample of 600 EAs was selected and allocated to the provinces based on expected standard errors which were based on those obtained in PES 2001. Populations in institutions (other than Workers' Hostels), floating and homeless individuals were excluded from the PES sample.

    The data files in the dataset include Household, Person, and Mortality files. The 10% sample for the Mortality data file was sampled separately and is not the same as the 10% sample for Household file and Person file.

    Three sets of questionnaires were developed for Census 2011: 1. Questionnaire A - the household questionnaire - administed to the population in a household set-up including those households that were found within an institution, such as staff residences 2. Questionnaire B - the population in transit (departing) and those on holiday on reference night (9/10 October 2011). The homeless were also enumerated using this set of questions 3. Questionnaire C - the institutions questionnaire administered to the population in collective living quarters (people who spent census night 9/10 October 2011 at the institution)

    A Post-Enumeration Survey was carried out after the census, which used a PES questionnaire.

    Comparison of Census 2011 with previous Censuses requires alignment of the data to 2011 municipal boundaries Questions on disability asked in former censuses were replaced in census 2011 with General health and functioning questions. Misreporting on general health and functioning for children younger than five years means data for this variable are only profiled for persons five years and older.

    Census data plays a pivotal role in academic data research, particularly when exploring relationships between different demographic characteristics. The significance of this particular dataset lies in its ability to facilitate the merging of various datasets with basic census information, thereby streamlining the research process and eliminating the need for separate API calls.

    The American Community Survey is an ongoing survey conducted by the U.S. Census Bureau, which provides detailed social, economic, and demographic data about the United States population. The ACS collects data continuously throughout the decade, gathering information from a sample of households across the country, covering a wide range of topics

    Methodology

    The Census Data Application Programming Interface (API) is an API that gives the public access to raw statistical data from various Census Bureau data programs.

    We used this API to collect various demographic and socioeconomic variables from both the ACS and the Deccenial survey on different geographical levels:

    ZCTAs:

    ZIP Code Tabulation Areas (ZCTAs) are generalized areal representations of United States Postal Service (USPS) ZIP Code service areas. The USPS ZIP Codes identify the individual post office or metropolitan area delivery station associated with mailing addresses. USPS ZIP Codes are not areal features but a collection of mail delivery routes.

    Census Tract:

    Census Tracts are small, relatively permanent statistical subdivisions of a county or statistically equivalent entity that can be updated by local participants prior to each decennial census as part of the Census Bureau’s Participant Statistical Areas Program (PSAP).

    Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. A census tract usually covers a contiguous area; however, the spatial size of census tracts varies widely depending on the density of settlement. Census tract boundaries are delineated with the intention of being maintained over a long time so that statistical comparisons can be made from census to census.

    Block Groups:

    Block groups (BGs) are the next level above census blocks in the geographic hierarchy (see Figure 2-1 in Chapter 2). A BG is a combination of census blocks that is a subdivision of a census tract or block numbering area (BNA). (A county or its statistically equivalent entity contains either census tracts or BNAs; it can not contain both.) A BG consists of all census blocks whose numbers begin with the same digit in a given census tract or BNA; for example, BG 3 includes all census blocks numbered in the 300s. The BG is the smallest geographic entity for which the decennial census tabulates and publishes sample data.

    Census Blocks:

    Census blocks, the smallest geographic area for which the Bureau of the Census collects and tabulates decennial census data, are formed by streets, roads, railroads, streams and other bodies of water, other visible physical and cultural features, and the legal boundaries shown on Census Bureau maps.

    Abstract

    The Quarterly Labour Force Survey (QLFS) is a household-based sample survey conducted by Statistics South Africa (StatsSA). It collects data on the labour market activities of individuals aged 15 years or older who live in South Africa. Since 2008, StatsSA have produced an annual dataset based on the QLFS data, "Labour Market Dynamics in South Africa". The dataset is constructed using data from all all four QLFS datasets in the year. The dataset also includes a number of variables (including income) that are not available in any of the QLFS datasets from 2010.

    The QLFS sample covers the non-institutional population except for those in workers' hostels. However, persons living in private dwelling units within institutions are enumerated. For example, within a school compound, one would enumerate the schoolmaster's house and teachers' accommodation because these are private dwellings. Students living in a dormitory on the school compound would, however, be excluded.

    Sampling procedure

    The Quarterly Labour Force Survey (QLFS) uses a master sample frame which has been developed as a general-purpose household survey frame that can be used by all other Stats SA household surveys that have reasonably compatible design requirement as the QLFS. The 2013 master sample is based on information collected during the 2011 population Census conducted by Stats SA. In preparation for Census 2011, the country was divided into 103 576 enumeration areas (EAs). The census EAs, together with the auxiliary information for the EAs were used as the frame units or building blocks for the formation of primary sampling units (PSUs) for the master sample since they covered the entire country and had other information that is crucial for stratification and creation of PSUs. There are 3 324 primary sampling units (PSUs) in the master sample with an expected sample of approximately 33 000 dwelling units (DUs). The number of PSUs in the current master sample (3 324) reflects an 8,0% increase in the size of the master sample compared to the previous (2007) master sample (which had 3 080 PSUs). The larger master sample of PSUs was selected to improve the precision (smaller CVs) of the QLFS estimates.

    The master sample is designed to be representative at provincial level and within provinces at metro/non-metro levels. Within the metros, the sample is further distributed by geographical type. The three geography types are:urban, tribal and farms. This implies, for example, that within a metropolitan area, the sample is representative of the different geography types that may exist within that metro. It is divided equally into four sub-groups or panels called rotation groups. The rotation groups are designed in such a way that each of these groups has the same distribution pattern as that which is observed in the whole sample. They are numbered from one (1) to four (4) and these numbers also correspond to the quarters of the year in which the sample will be rotated for the particular group.

    There are a number of aspects in which the 2013 version of the master sample differs from the 2007 version. In particular, the number of primary sample units increased. Mining strata were also introduced which serves to improve the efficiency of estimates relating to employment in mining. The number of geo-types was reduced from 4 to 3 while the new master sample allows for the publication of estimates of the labour market at metro level. The master sample was also adjusted Given the change in the provincial distribution of the South African population between 2001 and 2011. There was also an 8% increase in the sample size of the master sample of PSUs to improve the precision of the QLFS estimates. The sample size increased most notable in Gauteng, the Eastern Cape and KwaZulu-Natal. For more details on the differences between the two master samples please consult the section 8 (technical notes) of the QLFS 2015 Q3 release document (P0211).

    From the master sample frame, the QLFS takes draws exmploying a stratified two-stage design with probability proportional to size (PPS) sampling of PSUs in the first stage, and sampling of dwelling units (DUs) with systematic sampling in the second stage. The primary stratification occurred at provincial, metro/non-metro, mining and geography type while the secondary strata were created within the primary strata based on the demographic and socio-economic characteristics of the population.

    For each quarter of the QLFS, a ÂĽ of the sampled dwellings is rotated out of the sample. These dwellings are replaced by new dwellings from the same PSU or the next PSU on the list. Thus, sampled dwellings are expected to remain in the sample for four consecutive quarters. It should be noted that the sampling unit is the dwelling, and the unit of observation is the household. Therefore, if a household moves out of a dwelling after being in the sample for, two quarters and a new household moves in, the new household will be enumerated for the next two quarters. If no household moves into the sampled dwelling, the dwelling will be classified as vacant (or unoccupied).

    The study included four separate surveys:

    1. The LSMS survey of general population of Serbia in 2002
    2. The survey of Family Income Support (MOP in Serbian) recipients in 2002 These two datasets are published together.

    3. The LSMS survey of general population of Serbia in 2003 (panel survey)

    4. The survey of Roma from Roma settlements in 2003 These two datasets are published together separately from the 2002 datasets.

    Objectives

    LSMS represents multi-topical study of household living standard and is based on international experience in designing and conducting this type of research. The basic survey was carried out in 2002 on a representative sample of households in Serbia (without Kosovo and Metohija). Its goal was to establish a poverty profile according to the comprehensive data on welfare of households and to identify vulnerable groups. Also its aim was to assess the targeting of safety net programs by collecting detailed information from individuals on participation in specific government social programs. This study was used as the basic document in developing Poverty Reduction Strategy (PRS) in Serbia which was adopted by the Government of the Republic of Serbia in October 2003.

    The survey was repeated in 2003 on a panel sample (the households which participated in 2002 survey were re-interviewed).

    Analysis of the take-up and profile of the population in 2003 was the first step towards formulating the system of monitoring in the Poverty Reduction Strategy (PRS). The survey was conducted in accordance with the same methodological principles used in 2002 survey, with necessary changes referring only to the content of certain modules and the reduction in sample size. The aim of the repeated survey was to obtain panel data to enable monitoring of the change in the living standard within a period of one year, thus indicating whether there had been a decrease or increase in poverty in Serbia in the course of 2003. [Note: Panel data are the data obtained on the sample of households which participated in the both surveys. These data made possible tracking of living standard of the same persons in the period of one year.]

    Along with these two comprehensive surveys, conducted on national and regional representative samples which were to give a picture of the general population, there were also two surveys with particular emphasis on vulnerable groups. In 2002, it was the survey of living standard of Family Income Support recipients with an aim to validate this state supported program of social welfare. In 2003 the survey of Roma from Roma settlements was conducted. Since all present experiences indicated that this was one of the most vulnerable groups on the territory of Serbia and Montenegro, but with no ample research of poverty of Roma population made, the aim of the survey was to compare poverty of this group with poverty of basic population and to establish which categories of Roma population were at the greatest risk of poverty in 2003. However, it is necessary to stress that the LSMS of the Roma population comprised potentially most imperilled Roma, while the Roma integrated in the main population were not included in this study.

    Sampling procedure

    Sample frame for both surveys of general population (LSMS) in 2002 and 2003 consisted of all permanent residents of Serbia, without the population of Kosovo and Metohija, according to definition of permanently resident population contained in UN Recommendations for Population Censuses, which were applied in 2002 Census of Population in the Republic of Serbia. Therefore, permanent residents were all persons living in the territory Serbia longer than one year, with the exception of diplomatic and consular staff.

    The sample frame for the survey of Family Income Support recipients included all current recipients of this program on the territory of Serbia based on the official list of recipients given by Ministry of Social affairs.

    The definition of the Roma population from Roma settlements was faced with obstacles since precise data on the total number of Roma population in Serbia are not available. According to the last population Census from 2002 there were 108,000 Roma citizens, but the data from the Census are thought to significantly underestimate the total number of the Roma population. However, since no other more precise data were available, this number was taken as the basis for estimate on Roma population from Roma settlements. According to the 2002 Census, settlements with at least 7% of the total population who declared itself as belonging to Roma nationality were selected. A total of 83% or 90,000 self-declared Roma lived in the settlements that were defined in this way and this number was taken as the sample frame for Roma from Roma settlements.

    Planned sample: In 2002 the planned size of the sample of general population included 6.500 households. The sample was both nationally and regionally representative (representative on each individual stratum). In 2003 the planned panel sample size was 3.000 households. In order to preserve the representative quality of the sample, we kept every other census block unit of the large sample realized in 2002. This way we kept the identical allocation by strata. In selected census block unit, the same households were interviewed as in the basic survey in 2002. The planned sample of Family Income Support recipients in 2002 and Roma from Roma settlements in 2003 was 500 households for each group.

    Sample type: In both national surveys the implemented sample was a two-stage stratified sample. Units of the first stage were enumeration districts, and units of the second stage were the households. In the basic 2002 survey, enumeration districts were selected with probability proportional to number of households, so that the enumeration districts with bigger number of households have a higher probability of selection. In the repeated survey in 2003, first-stage units (census block units) were selected from the basic sample obtained in 2002 by including only even numbered census block units. In practice this meant that every second census block unit from the previous survey was included in the sample. In each selected enumeration district the same households interviewed in the previous round were included and interviewed. On finishing the survey in 2003 the cases were merged both on the level of households and members.

    Stratification: Municipalities are stratified into the following six territorial strata: Vojvodina, Belgrade, Western Serbia, Central Serbia (Ĺ umadija and Pomoravlje), Eastern Serbia and South-east Serbia. Primary units of selection are further stratified into enumeration districts which belong to urban type of settlements and enumeration districts which belong to rural type of settlement.

    The sample of Family Income Support recipients represented the cases chosen randomly from the official list of recipients provided by Ministry of Social Affairs. The sample of Roma from Roma settlements was,as in the national survey, a two-staged stratified sample, but the units in the first stage were settlements where Roma population was represented in the percentage over 7%, and the units of the second stage were Roma households. Settlements are stratified in three territorial strata: Vojvodina, Beograd and Central Serbia.

    In all surveys the same questionnaire with minimal changes was used. It included different modules, topically separate areas which had an aim of perceiving the living standard of households from different angles. Topic areas were the following: 1. Roster with demography. 2. Housing conditions and durables module with information on the age of durables owned by a household with a special block focused on collecting information on energy billing, payments, and usage. 3. Diary of food expenditures (weekly), including home production, gifts and transfers in kind. 4. Questionnaire of main expenditure-based recall periods sufficient to enable construction of annual consumption at the household level, including home production, gifts and transfers in kind. 5. Agricultural production for all households which cultivate 10+ acres of land or who breed cattle. 6. Participation and social transfers module with detailed breakdown by programs 7. Labour Market module in line with a simplified version of the Labour Force Survey (LFS), with special additional questions to capture various informal sector activities, and providing information on earnings 8. Health with a focus on utilization of services and expenditures (including informal payments) 9. Education module, which incorporated pre-school, compulsory primary education, secondary education and university education. 10. Special income block, focusing on sources of income not covered in other parts (with a focus on remittances).

    Response rate

    During field work, interviewers kept a precise diary of interviews, recording both successful and unsuccessful visits. Particular attention was paid to reasons why some households were not interviewed. Separate marks were given for households which were not interviewed due to refusal and for cases when a given household could not be found on the territory of the chosen census block.

    In 2002 a total of 7,491 households were contacted. Of this number a total of 6,386 households in 621 census rounds were interviewed. Interviewers did not manage to collect the data for 1,106 or 14.8% of selected households. Out of this number 634 households or

    This study is an experiment designed to compare the performance of three methodologies for sampling households with migrants:

    - a stratified sample using the census to sample census tracts randomly, in which each household is then listed and screened to determine whether or not it has a migrant, with the full length questionnaire then being applied in a second phase only to the households of interest;
    - a snowball survey in which households are asked to provide referrals to other households with migrant members;
    - an intercept point survey (or time-and-space sampling survey), in which individuals are sampled during set time periods at a prespecified set of locations where households in the target group are likely to congregate.

    Researchers from the World Bank applied these methods in the context of a survey of Brazilians of Japanese descent (Nikkei), requested by the World Bank. There are approximately 1.2-1.9 million Nikkei among Brazil’s 170 million population.

    The survey was designed to provide detail on the characteristics of households with and without migrants, to estimate the proportion of households receiving remittances and with migrants in Japan, and to examine the consequences of migration and remittances on the sending households.

    The same questionnaire was used for the stratified random sample and snowball surveys, and a shorter version of the questionnaire was used for the intercept surveys. Researchers can directly compare answers to the same questions across survey methodologies and determine the extent to which the intercept and snowball surveys can give similar results to the more expensive census-based survey, and test for the presence of biases.

    THE CLEANED AND HARMONIZED VERSION OF THE SURVEY DATA PRODUCED AND PUBLISHED BY THE ECONOMIC RESEARCH FORUM REPRESENTS 100% OF THE ORIGINAL SURVEY DATA COLLECTED BY THE PALESTINIAN CENTRAL BUREAU OF STATISTICS

    The Palestinian Central Bureau of Statistics (PCBS) carried out four rounds of the Labor Force Survey 2020 (LFS). The survey rounds covered a total sample of about 23,915 households (about 5,980 households per quarter).

    The main objective of collecting data on the labour force and its components, including employment, unemployment and underemployment, is to provide basic information on the size and structure of the Palestinian labour force. Data collected at different points in time provide a basis for monitoring current trends and changes in the labour market and in the employment situation. These data, supported with information on other aspects of the economy, provide a basis for the evaluation and analysis of macro-economic policies.

    The raw survey data provided by the Statistical Agency were cleaned and harmonized by the Economic Research Forum, in the context of a major project that started in 2009. During which extensive efforts have been exerted to acquire, clean, harmonize, preserve and disseminate micro data of existing labor force surveys in several Arab countries.

    The methodology was designed according to the context of the survey, international standards, data processing requirements and comparability of outputs with other related surveys.

    ---> Target Population: It consists of all individuals aged 10 years and Above and there are staying normally with their households in the state of Palestine during 2020.

    ---> Sampling Frame: The sampling frame consists of a comprehensive sample selected from the Population, Housing and Establishments Census 2017: This comprehensive sample consists of geographical areas with an average of 150 households, and these are considered as enumeration areas used in the census and these units were used as primary sampling units (PSUs).

    ---> Sampling Size: The estimated sample size is 8,040 households in each quarter of 2020.

    ---> Sample Design The sample is two stage stratified cluster sample with two stages : First stage: we select a systematic random sample of 536 enumeration areas for the whole round. Second stage: we select a systematic random sample of 15 households from each enumeration area selected in the first stage.

    ---> Sample strata: The population was divided by: 1- Governorate (16 governorate) 2- Type of Locality (urban, rural, refugee camps).

    ---> Sample Rotation: Each round of the Labor Force Survey covers all of the 536 master sample enumeration areas. Basically, the areas remain fixed over time, but households in 50% of the EAs were replaced in each round. The same households remain in the sample for two consecutive rounds, left for the next two rounds, then selected for the sample for another two consecutive rounds before being dropped from the sample. An overlap of 50% is then achieved between both consecutive rounds and between consecutive years (making the sample efficient for monitoring purposes).

    The survey questionnaire was designed according to the International Labour Organization (ILO) recommendations. The questionnaire includes four main parts:

    ---> 1. Identification Data: The main objective for this part is to record the necessary information to identify the household, such as, cluster code, sector, type of locality, cell, housing number and the cell code.

    ---> 2. Quality Control: This part involves groups of controlling standards to monitor the field and office operation, to keep in order the sequence of questionnaire stages (data collection, field and office coding, data entry, editing after entry and store the data.

    ---> 3. Household Roster: This part involves demographic characteristics about the household, like number of persons in the household, date of birth, sex, educational level…etc.

    ---> 4. Employment Part: This part involves the major research indicators, where one questionnaire had been answered by every 15 years and over household member, to be able to explore their labour force status and recognize their major characteristics toward employment status, economic activity, occupation, place of work, and other employment indicators.

    Cleaning operations

    ---> Raw Data PCBS started collecting data since 1st quarter 2020 using the hand held devices in Palestine excluding Jerusalem in side boarders (J1) and Gaza Strip, the program used in HHD called Sql Server and Microsoft. Net which was developed by General Directorate of Information Systems. From the beginning of March 2020, with the spread of the COVID-19 pandemic and the home quarantine imposed by the government, the personal (face to face) interview was replaced by the phone interview for households who had phone numbers from previous rounds, and for those households that did not have phone numbers, they were referred to and interviewed in person (face to face interview). Using HHD reduced the data processing stages, the fieldworkers collect data and sending data directly to server then the project manager can withdrawal the data at any time he needs. In order to work in parallel with Gaza Strip and Jerusalem in side boarders (J1), an office program was developed using the same techniques by using the same database for the HHD.

    ---> Harmonized Data - The SPSS package is used to clean and harmonize the datasets. - The harmonization process starts with a cleaning process for all raw data files received from the Statistical Agency. - All cleaned data files are then merged to produce one data file on the individual level containing all variables subject to harmonization. - A country-specific program is generated for each dataset to generate/ compute/ recode/ rename/ format/ label harmonized variables. - A post-harmonization cleaning process is then conducted on the data. - Harmonized data is saved on the household as well as the individual level, in SPSS and then converted to STATA, to be disseminated.

    Response rate

    The survey sample consists of about 32,160 households of which 23,915 households completed the interview; whereas 15,490 households from the West Bank and 8,425 households in Gaza Strip. Weights were modified to account for non-response rate. The response rate in the West Bank reached 73.5% while in the Gaza Strip it reached 83.7%.

    Sampling error estimates

    ---> Sampling Errors Data of this survey may be affected by sampling errors due to use of a sample and not a complete enumeration. Therefore, certain differences can be expected in comparison with the real values obtained through censuses. Variances were calculated for the most important indicators: the variance table is attached with the final report. There is no problem in disseminating results at national or governorate level for the West Bank and Gaza Strip.

    ---> Non-Sampling Errors Non-statistical errors are probable in all stages of the project, during data collection or processing. This is referred to as non-response errors, response errors, interviewing errors, and data entry errors. To avoid errors and reduce their effects, great efforts were made to train the fieldworkers intensively. They were trained on how to carry out the interview, what to discuss and what to avoid, carrying out a pilot survey, as well as practical and theoretical training during the training course. Also data entry staff were trained on the data entry program that was examined before starting the data entry process. To stay in contact with progress of fieldwork activities and to limit obstacles, there was continuous contact with the fieldwork team through regular visits to the field and regular meetings with them during the different field visits. Problems faced by fieldworkers were discussed to clarify any issues. Non-sampling errors can occur at the various stages of survey implementation whether in data collection or in data processing. They are generally difficult to be evaluated statistically.

    They cover a wide range of errors, including errors resulting from non-response, sampling frame coverage, coding and classification, data processing, and survey response (both respondent and interviewer-related). The use of effective training and supervision and the careful design of questions have direct bearing on limiting the magnitude of non-sampling errors, and hence enhancing the quality of the resulting data. The implementation of the survey encountered non-response where the case ( household was not present at home ) during the fieldwork visit and the case ( housing unit is vacant) become the high percentage of the non response cases.     Abstract

    The Millennium Challenge Corporation (MCC) funded a two-year Threshold Country Program (TCP) to increase girls' educational attainment in Burkina Faso through the construction of schools and complementary interventions. The program, locally known as BRIGHT, was implemented in 132 rural villages throughout the 10 provinces of Burkina Faso in which girls' enrollment rates were lowest. The BRIGHT program consisted of constructing primary schools with three classrooms and implementing a set of interventions that included inputs such as separate latrines for boys and girls; canteens; take-home rations and textbooks; and ?soft? components, such as a mobilization campaign, literacy training, and capacity building among local partners. The program was implemented during 2005 to 2008.

    Mathematica Policy Research was contracted to conduct a rigorous impact evaluation of the program. The evaluation assessed whether and the extent to which the program affected the school enrollment and performance of children in the 132 villages where BRIGHT was implemented. 2 As part of the Burkina Faso Girls' Education Impact Evaluation, Mathematica oversaw data collection from rural households and schools in that country.

    Overview of the Evaluation

    The impact evaluation sought to answer three key questions:

    (1) What was the impact of the program on school enrollment?

    (2) What was the impact of the program on test scores?

    (3) Were the impacts different for girls than for boys?

    Summary of Results

    In general, the main conclusions are that BRIGHT had about a 20 percentage point positive impact on girls’ primary school enrollment, and had positive impacts on Math and French test scores for both girls and boys. The evaluator was unable to separately estimate the impact of each component of the intervention (schools, textbooks, etc.)

    Sampling procedure

    The sample frame comprised all households within the 293 villages that applied to the program, including all of the villages in the study's participant and comparison groups. Data collectors, however, were unable to locate two villages, probably because the spelling of the village names on the application did not match village names found by the data collectors-perhaps due to dialect differences or misspellings. As a result, the survey included 291 villages, of which 132 were participant villages and 159 were comparison villages. [Note: The analysis file excludes four additional villages. Two were excluded because they were the only villages that applied for the program from their department and thus were not eligible for the analysis used. The other two villages were excluded because no data were reported for them. Therefore the dataset includes data on 287 villages.]

    HOUSEHOLD SAMPLING

    In each village located, interviewers conducted a census of households to develop a village-level sampling frame. Households in the study are defined as groups of people living together (in a common physical space), working together under the authority of a person called head of household, and taking their meals together or from the same supply of food. The members of a household must have lived together in this fashion during at least 9 of the previous 12 months. During the census, interviewers identified households with school-age girls (5- to 12-years old) and collected information about the household's access to beasts of burden.

    Following the census, the households with school-age girls became the sample frame, and 30 of these households were randomly selected to be surveyed in each village. The sampling frame at the village level was stratified by access to beasts of burden, a proxy for wealth. Three strata were identified: households that owned at least one beast of burden, households that did not own a beast of burden but had access to one, and households that neither owned nor had access to a beast of burden. Under the hypothesis that means of production are positively correlated with income, the University of Ouagadougou suggested the above stratification method to ensure a representative household sample. From each stratum, interviewers selected 10 households to be surveyed. For each stratum, interviewers wrote the name of each head of an eligible household on a piece of paper, placed the pieces of paper in a hat, and then drew 10 names. The process was conducted publicly in each village.

    SCHOOL SAMPLING

    School data was collected using different sampling techniques for Wave 1 and Wave 2. For Wave 1, interviewers asked village elders to name all the schools, if any, that children from that village attended regularly. Interviewers then selected the up to three schools closest to the village center, within 10 kilometers, as the schools to be surveyed for that village. [Note: This strategy could have introduced sampling bias if villages had children attending more than three schools, and different types of schools were systematically located closer to village centers; however, in 98.7% of villages with any children attending school, only one or two schools were named. ]Data were collected from more than 300 schools.

    For Wave 2, interviewers used the household data as the starting point. From the 8,491 completed household surveys, children were identified as currently attending 367 schools. Of those, 316 were attended by three or more children in the sample. Of those, schools that were within 10 kilometers of the children's village were targeted for interview. Data from more than 280 schools were obtained, and matched with 7,316 of the children in the sample.

    Wave 1 school data were also matched with children in the household sample. Data from 270 schools were matched with more than 7,400 children in the sample. Only data from the matched schools are found in the dataset.

    Sampling deviation

    As described above, we were unable to survey four of the 293 applicant villages in our household survey. In addition, two villages were the only villages in their department, making it impossible to create the relative score variable needed for the RD design. As a result, we dropped these six villages from consideration in our analysis and focused on the 287 villages for which we had meaningful applicant and household survey data.

    Research instrument

    Mathematica developed two questionnaires: a household questionnaire and a school questionnaire. The household questionnaire asked about household demographics, children's educational outcomes (enrollment and attendance), and parents' perceptions of education. The school survey asked about schools' characteristics and children's attendance and enrollment.

    The household questionnaire drew heavily from several existing questionnaires used widely in developing countries, including the Demographic and Health Survey (USAID), the Multiple Indicator Cluster Survey (UNICEF), and the Living Standards Measurement Study (World Bank). Reliance on these questionnaires provided two important benefits. First, given their wide and successful use in developing countries, including Burkina Faso, they enhanced our confidence in the validity and reliability of the questions in the household questionnaire. Second, reliance on the existing questionnaires allows researchers to compare our results with results from the earlier surveys in both Burkina Faso and other countries. Where necessary, we adapted or added survey questions to yield detailed information to answer the research questions. The household survey included the following modules:

    • Household characteristics. This module asked for information about the head of household, such as religion, ethnicity, and education; information about the household itself, including GPS coordinates, construction materials, and water source; and intervention-specific information, such as whether any children were attending preschool (Bisongo) or whether any women were participating in literacy training.

    • Household listing form. This module asked the respondent to provide a complete list of all children between 5- and 12-years-old residing in the household. Basic information collected on these children included relationship to the head of household, sex, age, and whether the child had attended school at any time during the 2007-2008 school year.

    • Education. This module was administered for all children 5- to 12-years-old who attended school at any time during the 2007-2008 school year. Questions addressed access to textbooks; information about the school attended, including specific interventions such as separate latrines, participation in feeding programs, and attendance; and reasons the parents sent the child to school.

    • Child labor. This module was administered for all children 5- to 12-years-old, and asked whether the children were engaged in work for persons outside the household (for pay or in-kind) and whether they performed various chores.

    • Mathematics assessment. This module was administered to all children 5- to 12-years-old. Children were shown pre-printed cards and asked to identify numbers, count items, indicate which number was the greater of a pair of numbers, and perform simple addition and subtraction.

    • French assessment. This module was administered to all children 5- to 12-years-old. Abstract

The main objective of the HEIS survey is to obtain detailed data on household expenditure and income, linked to various demographic and socio-economic variables, to enable computation of poverty indices and determine the characteristics of the poor and prepare poverty maps. Therefore, to achieve these goals, the sample had to be representative on the sub-district level. The raw survey data provided by the Statistical Office was cleaned and harmonized by the Economic Research Forum, in the context of a major research project to develop and expand knowledge on equity and inequality in the Arab region. The main focus of the project is to measure the magnitude and direction of change in inequality and to understand the complex contributing social, political and economic forces influencing its levels. However, the measurement and analysis of the magnitude and direction of change in this inequality cannot be consistently carried out without harmonized and comparable micro-level data on income and expenditures. Therefore, one important component of this research project is securing and harmonizing household surveys from as many countries in the region as possible, adhering to international statistics on household living standards distribution. Once the dataset has been compiled, the Economic Research Forum makes it available, subject to confidentiality agreements, to all researchers and institutions concerned with data collection and issues of inequality.

Data collected through the survey helped in achieving the following objectives: 1. Provide data weights that reflect the relative importance of consumer expenditure items used in the preparation of the consumer price index 2. Study the consumer expenditure pattern prevailing in the society and the impact of demographic and socio-economic variables on those patterns 3. Calculate the average annual income of the household and the individual, and assess the relationship between income and different economic and social factors, such as profession and educational level of the head of the household and other indicators 4. Study the distribution of individuals and households by income and expenditure categories and analyze the factors associated with it 5. Provide the necessary data for the national accounts related to overall consumption and income of the household sector 6. Provide the necessary income data to serve in calculating poverty indices and identifying the poor characteristics as well as drawing poverty maps 7. Provide the data necessary for the formulation, follow-up and evaluation of economic and social development programs, including those addressed to eradicate poverty

Sampling procedure

The Household Expenditure and Income survey sample for 2010, was designed to serve the basic objectives of the survey through providing a relatively large sample in each sub-district to enable drawing a poverty map in Jordan. The General Census of Population and Housing in 2004 provided a detailed framework for housing and households for different administrative levels in the country. Jordan is administratively divided into 12 governorates, each governorate is composed of a number of districts, each district (Liwa) includes one or more sub-district (Qada). In each sub-district, there are a number of communities (cities and villages). Each community was divided into a number of blocks. Where in each block, the number of houses ranged between 60 and 100 houses. Nomads, persons living in collective dwellings such as hotels, hospitals and prison were excluded from the survey framework.

A two stage stratified cluster sampling technique was used. In the first stage, a cluster sample proportional to the size was uniformly selected, where the number of households in each cluster was considered the weight of the cluster. At the second stage, a sample of 8 households was selected from each cluster, in addition to another 4 households selected as a backup for the basic sample, using a systematic sampling technique. Those 4 households were sampled to be used during the first visit to the block in case the visit to the original household selected is not possible for any reason. For the purposes of this survey, each sub-district was considered a separate stratum to ensure the possibility of producing results on the sub-district level. In this respect, the survey framework adopted that provided by the General Census of Population and Housing Census in dividing the sample strata. To estimate the sample size, the coefficient of variation and the design effect of the expenditure variable provided in the Household Expenditure and Income Survey for the year 2008 was calculated for each sub-district. These results were used to estimate the sample size on the sub-district level so that the coefficient of variation for the expenditure variable in each sub-district is less than 10%, at a minimum, of the number of clusters in the same sub-district (6 clusters). This is to ensure adequate presentation of clusters in different administrative areas to enable drawing an indicative poverty map.

It should be noted that in addition to the standard non response rate assumed, higher rates were expected in areas where poor households are concentrated in major cities. Therefore, those were taken into consideration during the sampling design phase, and a higher number of households were selected from those areas, aiming at well covering all regions where poverty spreads.

Cleaning operations

Raw Data: - Organizing forms/questionnaires: A compatible archive system was used to classify the forms according to different rounds throughout the year. A registry was prepared to indicate different stages of the process of data checking, coding and entry till forms were back to the archive system. - Data office checking: This phase was achieved concurrently with the data collection phase in the field where questionnaires completed in the field were immediately sent to data office checking phase. - Data coding: A team was trained to work on the data coding phase, which in this survey is only limited to education specialization, profession and economic activity. In this respect, international classifications were used, while for the rest of the questions, coding was predefined during the design phase. - Data entry/validation: A team consisting of system analysts, programmers and data entry personnel were working on the data at this stage. System analysts and programmers started by identifying the survey framework and questionnaire fields to help build computerized data entry forms. A set of validation rules were added to the entry form to ensure accuracy of data entered. A team was then trained to complete the data entry process. Forms prepared for data entry were provided by the archive department to ensure forms are correctly extracted and put back in the archive system. A data validation process was run on the data to ensure the data entered is free of errors. - Results tabulation and dissemination: After the completion of all data processing operations, ORACLE was used to tabulate the survey final results. Those results were further checked using similar outputs from SPSS to ensure that tabulations produced were correct. A check was also run on each table to guarantee consistency of figures presented, together with required editing for tables' titles and report formatting.

Harmonized Data: - The Statistical Package for Social Science (SPSS) was used to clean and harmonize the datasets. - The harmonization process started with cleaning all raw data files received from the Statistical Office. - Cleaned data files were then merged to produce one data file on the individual level containing all variables subject to harmonization. - A country-specific program was generated for each dataset to generate/compute/recode/rename/format/label harmonized variables. - A post-harmonization cleaning process was run on the data. - Harmonized data was saved on the household as well as the individual level, in SPSS and converted to STATA format.
