This release provides estimates on a number of measures covering social cohesion, community engagement and social action over the period of April 2020 to March 2021. The survey ran over the course of a year, recording respondents’ answers consistently over the year during different periods of lockdown measures. It is therefore likely that COVID-19 pandemic impacted respondent’s behaviours and responses, although we can not state that any change is caused purely because of this.
The Community Life Survey is a nationally representative annual survey of adults (16+) in England that aims to track the latest trends and developments across areas that are key to encouraging social action and empowering communities.
The survey moved from a face-to-face mode to an online (with paper mode for those who are not digitally engaged) in 2016/17. The results included in the release are based on online/paper completes only, covering the eight years from 2013/14, when this method was first tested, to 2020/21.
Differences between groups are only reported on in this publication where they are statistically significant i.e. where we can be confident that the differences seen in our sampled respondents reflect the population.

Estimates from the 2020/21 Community Life Survey show that among adults (16+) in England:
Most adults (95%) agreed that if they needed help there are people who would be there for them.
66% of respondents met up in person with friends or family at least once a week, a significant decrease from 2019/20 (74%).
The proportion of adults reporting they felt lonely often/always remained similar to 2019/20 at 6%.
Measures for life satisfaction, happiness and self-worth have decreased from 2019/20.
79% of respondents agree that they were satisfied with their local area as a place to live, an increase from 2019/20 (76%).
65% of respondents agreed that people in their neighbourhood pull together to improve their neighbourhood; this was higher than in 2019/20 (59%).
41% of respondents have taken part in civic participation, 19% in civic consultation, and 7% in civic activism.
27% of respondents agreed that they could personally influence decisions in their local areas.
There was a decrease in the proportion of people giving to charitable causes. 63% of respondents reported having given to charitable causes in the last 4 weeks (at the time of responding to the survey). This was lower than in 2019/20 where 75% of respondents reported doing so and the lowest since the Community Life Survey began in 2013/14.
There was a decrease in the proportion of people formally volunteering. 17% of respondents reported formally volunteering at least once a month, the lowest recorded participation rate since data collection in the Community Life Survey.
There was an increase in the proportion of people informally volunteering. 33% of respondents had volunteered informally at least once a month, the highest percentage on record in the Community Life Survey.

TwitterImage: Snapshot from the Map of Community Views To understand different communities’ experiences during the COVID-19 pandemic, Deputy Mayor for Social Integration, Social Mobility and Community Engagement, Dr Debbie Weekes-Bernard and the GLA Community Engagement Team convened a series of virtual roundtable conversations and community meetings with groups and community leaders between April and September 2020. These conversations covered a range of complex issues. We heard about the overexposure of Black and Asian Minority Ethnic communities to the pandemic because they often work in frontline roles; the upsurge in hate crime against East and South East Asian Londoners; heightened need for domestic abuse support and better community language translations including specific dialects; the deep impact the virus has had on specific groups such as Somali, Bengali and Pakistani Londoners, particularly because of challenges with housing arrangements; the challenges for families around education for many groups including Gypsy, Roma, Traveller communities; concerns for LGBT+, Younger and Older Londoners; the impact of the Black Lives Matter movement; faith communities having to adapt their services and facing loss of income as a result, and much more. It was clear throughout that grassroots Faith and Community groups have played a crucial role meeting essential needs. The Communities at Risk Register (CaRR) has been developed to provide an objective means of identifying risk and prioritising flood risk management activities at a Wales-wide, community level. It applies a standard methodology across all flood sources to calculate a theoretical ‘danger score’ that allows comparative risks to be quantified and ranked (from High to Low). The CaRR comprises a spreadsheet that identifies and ranks individual communities for, 1. a natural, ‘undefended’ scenario, and 2. a mitigated scenario (based on the presence of defences and flood warning). It is complemented by a GIS layer which defines the individual Community polygons and is attributed with danger scores, community rankings and other metric information.

This is a monthly report on publicly funded community services for people of all ages using data from the Community Services Data Set (CSDS) reported in England for November 2023. It has been developed to help achieve better outcomes and provide data that will be used to commission services in a way that improves health, reduces inequalities, and supports service improvement and clinical quality. These statistics are classified as experimental and should be used with caution. Experimental statistics are new official statistics undergoing evaluation. More information about experimental statistics can be found on the UK Statistics Authority website (linked at the bottom of this page). A provisional data file for December 2023 is now included in this publication. Data collection on the Community Life Survey commenced in 2012/13 using a face-to-face format. During the survey years from 2013/14 to 2015/16 a push-to-web format was tested, which included collecting online/paper data alongside the face-to-face data, before moving fully to a push-to-web format in 2016/17. The results included in this release are based on online/paper completes only, covering the ten survey years from 2013/14, when this method was first tested, to 2023/24.
In 2023/24, DCMS partnered with the Ministry of Housing, Communities and Local Government (MHCLG) to boost the Community Life Survey to be able to produce meaningful estimates at the local authority level. This has enabled us to have the most granular data we have ever had. The questionnaire for 2023/24 has been developed collaboratively to adapt to the needs and interests of both DCMS and MHCLG, and there were some new questions and changes to existing questions, response options and definitions in the 23/24 survey.
In 2023/24 we collected data on the respondent’s sex and gender identity. This release is the second and final quarterly publication from the 2023/24 Community Life Survey, providing estimates reported during the period of January to March 2024. The quarterly releases contain headline findings only and do not contain geographical or demographic breakdowns – this detail is published through the 2023/24 annual publication.

Racism in the United Kingdom Though it has decreased in comparison to the previous century, the UK has seen an increase in racial prejudice during the first decade and a half of this century. Racism and discrimination continues to be part of daily life for Britain’s ethnic minorities, especially in terms of work, housing, and health issues. Moreover, the number of hate crimes motivated by race reported since 2012 has increased, and in 2017/18, there were 3,368 recorded offenses of racially or religiously aggravated assault with injury, almost a thousand more than in 2013/14.

The Community Life Survey Experimental Online Data, 2013-2014 includes the Special Licence data from a project testing the viability of an online alternative to the face-to-face survey. This dataset covers the 2013-2014 online survey, with a sample size of 10,215 adults (aged 16 years and over) in England, which ran from June 2013 to March 2014. Data from a postal version of the questionnaire, which was available on request, is also included in the dataset. This questionnaire covered the same topics as the online survey but was reduced in length. Full details can be found in the Web Survey Technical Report which is available in the Documentation section below.
End User Licence and Special Licence data Users should note that there are two versions of each Community Life Survey Experimental Online Data experimental online dataset. One is available under the standard End User Licence (EUL) agreement, and the other is a Special Licence (SL) version. The SL version contains more detailed variables relating to: social class; ethnicity; religion; sexual identity and lower level geographical classifications.
The SL data have more restrictive access conditions than those made available under the standard EUL. Prospective users of the SL version will need to complete an extra application form and demonstrate to the data owners exactly why they need access to the additional variables in order to get permission to use that version. Therefore, users are strongly advised to order the standard version of the data.
The standard EUL version of the Community Life Survey Experimental Online Data, 2013-2014 is held under SN 7737.

TwitterThe Citizenship Survey (known in the field as the Communities Study) ran from 2001 to 2010-2011. It began as the 'Home Office Citizenship Survey' (HOCS) before the responsibility moved to the new Communities and Local Government department (DCLG) in May 2006. The survey provided an evidence base for the work of DCLG, principally on the issues of community cohesion, civic engagement, race and faith, and volunteering. The survey was used extensively for developing policy and for performance measurement. It was also used more widely, by other government departments and external stakeholders to help inform their work around the issues covered in the survey. The survey was conducted on a biennial basis from 2001-2007. It moved to a continuous design in 2007 which means that data became available on a quarterly basis from April of that year. Quarter one data were collected between April and June; quarter two between July and September; quarter three between October and December and quarter four between January and March. Once collection for the four quarters was completed, a full aggregated dataset was made available, and the larger sample size allowed more detailed analysis.
In January 2011, the DCLG announced that the Citizenship Survey was to close. As part of the drive to deliver cost savings across government and to reduce the fiscal deficit, research budgets were closely scrutinised to identify where savings can be made. For this reason, and the belief that priority data from this survey could either be dropped; collected less frequently; or collected via other means, the survey was cancelled. Fieldwork concluded on 31 March 2011, followed by publication of reports in the months after analysis of that data. The Consultation outcome: the future of the citizenship survey statement can be viewed on the gov.uk website. The Community Life Survey, (held under GN 33475), which began in 2012-2013 and is conducted by the Cabinet Office, incorporates a small number of priority measures from the Citizenship Survey, in order that trends in these issues
can continue to be tracked over time. For these measures the Community Life Survey findings are comparable to the Citizenship Survey findings.
UK Data Archive holdings: End User Licence and Secure Access
The Archive holds standard End User Licence (EUL) versions of the complete Citizenship Survey series from 2001-2011, held under SNs 4754, 5087, 5367, 5739, 6388, 6733 and 7111, and Secure Access versions of the 2005, 2007-2008, 2008-2009 and 2009-2010 and 2010-2011 waves (all held under SN 7403). The Secure Access datasets include extra variables that are not available in the standard EUL versions. They cover: more detailed and extensive household and demographic information; more detailed geographies, including Police Force Area, Local Authority Districts, Wards, Middle Layer Super Output Areas (MSOA) and Lower Layer Super Output Areas (LSOA); more detailed responses to questions covering violent extremism, immigration, and religion; and more detailed administrative variables. Prospective users of the Secure Access version of the Citizenship Survey will need to agree to rigorous Terms and Conditions, including applying for ESRC Accredited Researcher Status and attending a training session, in order to obtain permission to use that version Therefore, users are encouraged to download and inspect the EUL versions of the data prior to ordering the Secure Access versions.
The Citizenship Survey, 2008-2009 dataset includes a total sample of 14,917 people aged 16 and over, resident in England and Wales. This comprised a core sample of 9,335 people and a minority ethnic boost of 5,582.

Publication of this dataset began in August 2012. The choice of which indicators are included in this dataset may be subject to revision, but the intention is to update the dataset regularly as new data become available.
Historical time series have been added for some (but not yet all) of the indicators.

This release provides estimates on a number of measures covering social cohesion, community engagement and social action over the period of April 2020 to March 2021. The survey ran over the course of a year, recording respondents’ answers consistently over the year during different periods of lockdown measures. It is therefore likely that COVID-19 pandemic impacted respondent’s behaviours and responses, although we can not state that any change is caused purely because of this.
The Community Life Survey is a nationally representative annual survey of adults (16+) in England that aims to track the latest trends and developments across areas that are key to encouraging social action and empowering communities.
The survey moved from a face-to-face mode to an online (with paper mode for those who are not digitally engaged) in 2016/17. The results included in the release are based on online/paper completes only, covering the eight years from 2013/14, when this method was first tested, to 2020/21.
Differences between groups are only reported on in this publication where they are statistically significant i.e. where we can be confident that the differences seen in our sampled respondents reflect the population.

Estimates from the 2020/21 Community Life Survey show that among adults (16+) in England:
Most adults (95%) agreed that if they needed help there are people who would be there for them.
66% of respondents met up in person with friends or family at least once a week, a significant decrease from 2019/20 (74%).
The proportion of adults reporting they felt lonely often/always remained similar to 2019/20 at 6%.
Measures for life satisfaction, happiness and self-worth have decreased from 2019/20.
79% of respondents agree that they were satisfied with their local area as a place to live, an increase from 2019/20 (76%).
65% of respondents agreed that people in their neighbourhood pull together to improve their neighbourhood; this was higher than in 2019/20 (59%).
41% of respondents have taken part in civic participation, 19% in civic consultation, and 7% in civic activism.
27% of respondents agreed that they could personally influence decisions in their local areas.
There was a decrease in the proportion of people giving to charitable causes. 63% of respondents reported having given to charitable causes in the last 4 weeks (at the time of responding to the survey). This was lower than in 2019/20 where 75% of respondents reported doing so and the lowest since the Community Life Survey began in 2013/14.
There was a decrease in the proportion of people formally volunteering. 17% of respondents reported formally volunteering at least once a month, the lowest recorded participation rate since data collection in the Community Life Survey.
There was an increase in the proportion of people informally volunteering. 33% of respondents had volunteered informally at least once a month, the highest percentage on record in the Community Life Survey.
