METHODOLOGY NOTES (across all datasets for this indicator)
All historical data reported for Census geographies (metropolitan areas, county, city and tract) use current legal boundaries and names. A Priority Development Area (PDA) is a locally-designated area with frequent transit service, where a jurisdiction has decided to concentrate most of its housing and jobs growth for development in the foreseeable future. PDA boundaries are current as of December 2022.
Population estimates for Bay Area counties and cities are from the California Department of Finance, which are as of January 1st of each year. Population estimates for non-Bay Area regions are from the U.S. Census Bureau. Decennial Census years reflect population as of April 1st of each year whereas population estimates for intercensal estimates are as of July 1st of each year. Population estimates for Bay Area tracts are from the decennial Census (1970-2020) and the American Community Survey (2011-2021 5-year rolling average). Estimates of population density for tracts use gross acres as the denominator.
Population estimates for Bay Area tracts and PDAs are from the decennial Census (1970-2020) and the American Community Survey (2011-2021 5-year rolling average). Population estimates for PDAs are allocated from tract-level Census population counts using an area ratio. For example, if a quarter of a Census tract lies with in a PDA, a quarter of its population will be allocated to that PDA. Estimates of population density for PDAs use gross acres as the denominator. Note that the population densities between PDAs reported in previous iterations of Vital Signs are mostly not comparable due to minor differences and an updated set of PDAs (previous iterations reported Plan Bay Area 2040 PDAs, whereas current iterations report Plan Bay Area 2050 PDAs).

Neighborhood boundaries, like quadrant boundaries, police precincts, and legislative districts often change, which makes statistical analysis challenging when looking at data over time. The American Community Survey (ACS) is a nationwide survey designed to provide communities a fresh look at how they are changing. The ACS replaced the decennial census long form in 2010 and thereafter by collecting long form type information throughout the decade rather than only once every 10 years. Questionnaires are mailed to a sample of addresses to obtain information about households -- that is, about each person and the housing unit itself. The American Community Survey produces demographic, social, housing and economic estimates in the form of 1-year, 3-year and 5-year estimates based on population thresholds. The strength of the ACS is in estimating population and housing characteristics. The 3-year data provide key estimates for each of the topic areas covered by the ACS for the nation, all 50 states, the District of Columbia, Puerto Rico, every congressional district, every metropolitan area, and all counties and places with populations of 20,000 or more. Although the ACS produces population, demographic and housing unit estimates,it is the Census Bureau's Population Estimates Program that produces and disseminates the official estimates of the population for the nation, states, counties, cities and towns, and estimates of housing units for states and counties. Population from either tracts or block groups are allocated to a PDA using an area ratio. For example, if a quarter of a Census block group lies with in a PDA, a quarter of its population will be allocated to that PDA. Tract-to-PDA and block group-to-PDA area ratios are calculated using gross acres. Estimates of population density for PDAs use gross acres as the denominator.

The American Community Survey (ACS), conducted by the U.S. Census Bureau, replaced the long form of the decennial census in 2000. The ACS allows researchers, policy makers, and others access to timely information about the U.S. population to make decisions about infrastructure and distribution of federal funds. The monthly survey is sent to a sample of approximately 3.5 million U.S. addresses, including the District of Columbia and Puerto Rico. The ACS includes questions on topics not included in the decennial census, such as those about occupations and employment, education, and key areas of infrastructure like internet access and transportation. When studying large geographic areas, such as states, researchers can use a single year's worth of ACS data to create population-level estimates. A broad and generalized selection of 2011-2015 US Census Bureau 2015 5-year American Community Survey housing data estimates, obtained via Census API and joined to the appropriate geometry (in this case, New Mexico Census tracts). Each year, the Forecasting and Trends Office (FTO) publishes population estimates and future year projections. The population estimates can be used for a variety of planning studies including statewide and regional transportation plan updates, subarea and corridor studies, and funding allocations for various planning agencies.The 2020 population estimates reported are based on the US Census Bureau 2020 Decennial Census. 2020 Census data for the city of Boston, Boston neighborhoods, census tracts, block groups, and voting districts. In the 2020 Census, the U.S. Census Bureau divided Boston into 207 census tracts (~4,000 residents) made up of 581 smaller block groups. The Boston Planning and Development Agency uses the 2020 tracts to approximate Boston neighborhoods. The 2020 Census Redistricting data also identify Boston’s voting districts.
