    Objective: We examined incidence of SARS-CoV-2 infection, COVID-19 vaccine uptake and factors associated with complete COVID-19 vaccine uptake among persons of migrant origin in Finland.Methods: Data on laboratory-confirmed SARS-CoV-2 infection and COVID-19 vaccine doses between March 2020 and November 2021 were linked to FinMonik register sample (n = 13,223) and MigCOVID (n = 3,668) survey data using unique personal identifier. Logistic regression was the main method of analyses.Results: Among FinMonik sample, complete COVID-19 vaccine uptake was lower among persons of Russia/former Soviet Union, Estonia, and rest of Africa and higher among persons of Southeast Asia, rest of Asia, and the Middle East/North Africa than among persons originating from Europe/North America/Oceania. Male sex, younger age, migration age (<18 years) and shorter length of residence were associated with lower vaccine uptake among FinMonik sample, whereas younger age, being economically inactive, poorer language skills, experiences of discrimination and psychological distress were associated with lower vaccine uptake among MigCOVID sub-sample.Conclusion: Our Findings point to a further need of tailored and targeted communication and community outreach strategies to increase vaccine uptake among persons of migrant origin.

    Kansalaispulssi selvittää suomalaisten korona-ajan mielipiteitä viranomaisten toiminnasta, tiedonkulusta sekä vastaajan mielialasta ja huolenaiheista. Aineisto sisältää kysymyksiä myös sosiaaliturvauudistuksesta (2020-2027). Tämän kierroksen kyselyssä kartoitettiin, kuinka luotettavina vastaajat pitävät eri ryhmien edustajien julkisuudessa antamia tietoja koronakriisistä sekä kuinka oikeudenmukaisena he pitävät suomalaista yhteiskuntaa. Vastaajien mielialaa kartoitettiin kysymällä, kuinka paljon koronaepidemia sekä erilaiset terveyteen ja hyvinvointiin (esimerkiksi oma tai läheisten riski sairastua koronaan, terveydenhuoltojärjestelmän kestokyky, oman tai läheisten alkoholinkäytön hallinta) sekä toimeentuloon ja arkeen (oman tai läheisten toimeentulon riittävyys, riski joutua lomautetuksi tai työttömäksi, lasten koulunkäynti yms.) liittyvät asiat aiheuttavat huolta tällä hetkellä. Esitettiin myös väittämiä vastaajan elämäntilanteesta, elämän merkityksellisyydestä ja yhteenkuuluvuudesta. Lisäksi kysyttiin luottamuksesta tulevaisuuteen ja koetusta stressistä. Vastaajia pyydettiin myös arvioimaan suomalaisten kriisimielialaa tällä hetkellä. Tiedonsaantiin ja viestintään liittyen tiedusteltiin edelleen, miten tasapuolista, luotettavaa, avointa ja selkeää viranomaisten viestintä on ollut. Korona-ajan toimintaa selvitettiin kysymällä, kuinka hyvin vastaaja on noudattanut koronaviruksen leviämistä ehkäiseviä suosituksia. Kysyttiin myös koronarokotteiden ottamisesta ja rajoitustoimien purkamisesta. Edelleen kartoitettiin koronaviruksen leviämisen estämiseen käytettyjen omaehtoisten suojauskeinojen, kuten kasvomaskien, kotitestien ja koronapassin hyödyllisyyttä ja hyväksyttävyyttä. Lopuksi esitettiin väittämiä mm. työnteon ja sosiaaliturvan yhteensovittamisesta muuttuvissa elämäntilanteissa. The Citizens' Pulse surveys examine Finnish attitudes and opinions in the context of the coronavirus pandemic (COVID-19). Main themes in the surveys include the activity and communication of authorities, compliance with regulations, future expectations, trust, and the respondents' own state of mind. This collection round also included questions about the social security reform (2020-2027) in Finland. The second collection round of 2022 surveyed the respondents' opinions on the reliability of the information provided by various Finnish authorities (e.g. the Finnish Institute for Health and Welfare) and members of various groups (e.g. health care employees, researchers) on the coronavirus crisis. The respondents were asked to evaluate how fair or unfair they thought Finnish society was at present, and their state of mind was examined with questions on various matters relating to health and well-being. The questions covered, for example, whether the respondents were worried about their own risk or the risk of people close to them contracting COVID-19, the availability of health care for them and people close to them for issues unrelated to COVID-19, their own mental well-being, and whether they felt their lives were meaningful. Additionally, the respondents were asked about their concerns in regard to livelihood and everyday life (e.g. whether they were worried about the adequacy of their income or the income of people close to them, the uncertainty regarding how long the exceptional circumstances would last, and their children's schooling). The respondents' confidence in their future and experiences of stress were surveyed, and the respondents were asked to evaluate whether an atmosphere of crisis prevailed amongst Finns. Next, the respondents opinions on the availability, reliability and accuracy of the information provided by Finnish authorities on the coronavirus crisis was charted. Compliance with coronavirus restrictions was examined by asking the respondents whether they had followed the restrictions and recommendations set by authorities for preventing transmission of the virus, including maintaining safe distances, wearing a face mask, and minimising contacts with people outside immediate family and friends. The respondents were also asked whether they had received at least one dose of the COVID-19 vaccine, and how necessary they felt that it was to follow measures such as wearing a mask and maintaining safe distances after receiving two or three doses of the COVID-19 vaccine. The respondents were surveyed on how useful they thought several measures were in preventing the spread of COVID-19 (e.g. testing yourself with rapid antigen at-home tests, avoiding public events, and using a COVID-19 certificate to enter restaurants and events), and how long they would be willing to comply with the measures. The respondents were also asked whether they thought that the current schedule for lifting COVID-19 restrictions was too soon, too late, or well-timed. Opinions on the social security reform in Finland were examined by asking the respondents how much they agreed or disagreed with several statements on the topic of social security (e.g. I trust that the majority of people participate in society according to their own abilities and the possibilities afforded by them, An unemployed jobseeker should have the right to refuse a job that creates a significant amount of CO2 emissions, and Environmentally friendly choices are not financially easy for everyone which is why social security should encourage people to make environmentally friendly choices). Background variables included the respondent's gender, age group, NUTS3 region of residence, highest level of education, household composition, and perceived financial situation of household.

The respondents' state of mind was examined with questions on various matters relating to health and well-being. The questions covered, for example, whether the respondents were worried about the risk of them or people close to them falling ill with COVID-19, the availability of health care for them and people close to them for issues unrelated to COVID-19, and their own mental well-being. Additionally, the respondents' concerns were charted with questions regarding livelihood and everyday life (e.g. whether they were worried about the adequacy of their income or the income of people close to them, the uncertainty regarding how long the exceptional circumstances would last, and their children's schooling). Next, the respondents' confidence in their future and experiences of stress were surveyed. The respondents were asked to evaluate whether an atmosphere of crisis prevailed amongst Finns. The availability and findability of relevant information on the coronavirus crisis was charted. Compliance with coronavirus restrictions was examined by asking the respondents whether they had observed the restrictions and recommendations set by authorities for preventing transmission of the virus, including maintaining safe distances, washing hands regularly, wearing a face mask, avoiding touching the eyes, nose or mouth with unwashed hands, using a hand sanitiser when it was available in public places, and minimising contacts with people outside immediate family and friends. The respondents' views on the coronavirus vaccine were also surveyed, including whether they would be willing to get a COVID-19 vaccine for themselves or for their children. Finally, some questions on the upcoming municipal elections (June 2021) were presented. The respondents were asked whether they were going to vote in the elections and if yes, whether they would vote during the advance voting period or on election day. Additionally, the respondents were asked whether they agreed or disagreed with statements regarding safe voting during COVID-19 and the postponement of the elections from April to June. Background variables included the respondent's gender, age group, NUTS3 region of residence, highest level of education, household composition, and perceived financial situation of household.

    Description

    Kyselyssä kartoitettiin suomenruotsalaisten asenteita ja mielipiteitä koronaviruspandemiaan liittyen. Kysely on jatkoa aikaisemmalle Suomenruotsalainen barometri B2/2020 aineistolle. Aineisto on kerätty osana Suomenruotsalaista barometriä (Barometern), joka kuuluu kansalliseen yleisen mielipiteen mittaamisen infrastruktuuriin (The Finnish Research Infrastructure for Public Opinion, FIRIPO). Aluksi vastaajilta tiedusteltiin kuinka huolissaan he ovat omasta ja läheistensä terveydestä COVID-19-taudin vuoksi. Tämän jälkeen kysyttiin mielipiteitä ja pyydettiin arvioimaan Suomen hallituksen sekä muiden yhteiskunnan instituutioiden toimenpiteitä koronavirustaudin leviämisen ehkäisemiseksi sekä sitä, miten hyvin eri toimijat ovat vastaajien mielestä onnistuneet. Toimenpiteisiin liittyen kysyttiin myös mitä hallituksen suosituksia on itse noudattanut tai toteuttanut. Edelleen kysyttiin, miten koronaviruspandemia on vaikuttanut elämään sekä kuinka usein on matkustanut joko ulkomaille tai Suomessa. Lopuksi kysyttiin vielä vastaajien ajatuksia ja mielipiteitä kuntavaalien siirtämiseen, koronavirusrokotteisiin sekä yhteiskunnan avautumiseen liittyen. The questionnaire surveyed the attitudes and opinions of Swedish-speaking Finns regarding the COVID-19 pandemic. The survey is a continuation of the earlier Barometer for Swedish-speaking Finns B2/2020. The data was collected as part of the Citizen Panel of Swedish-speaking Finns (Barometern), which is part of The Finnish Research Infrastructure for Public Opinion (FIRIPO). First, respondents were asked how worried they were about their own health and the health of their loved ones because of COVID-19. They were then asked to rate the measures taken by the Finnish government and other institutions in society to prevent the spread of the coronavirus disease and how well the different actors have succeeded in doing so. In relation to these measures, respondents were also asked which government recommendations they had followed or implemented. They were also asked how the coronavirus pandemic has affected their lives and how often they have travelled either abroad or in Finland. Finally, respondents were asked about their thoughts and opinions on the postponement of municipal elections, the COVID-19 vaccines and the opening up of society.     Tutkimuksessa kartoitettiin suomalaisten arvoja ja asenteita. Tällä kertaa teemoina ovat luottamus yhteiskunnallisia vaikuttajia kohtaan, koronapandemia, koronarokotteet ja julkinen talous. Aluksi vastaajille esitettiin väittämiä yhteiskunnan eri osa-alueilta. Ne käsittelivät muiden muassa hallituksen toimia koronavirusepidemian torjumiseksi, kuntien päätöksentekoa, julkisten palveluiden hoitamista, Suomen suhteita Venäjään ja maahanmuuttoa. Seuraavaksi kysyttiin, kuinka suurta luottamusta vastaaja tuntee yhteiskunnassa vaikuttavia eri toimijoita kohtaan. Koronaepidemiaa tarkasteltiin useilla eri kysymyksillä. Kysyttiin, ovatko koronaviruksen leviämisen ehkäisemiseksi annetut suositukset ja rajoitukset olleet liian tiukkoja, sopivia vai liian lieviä. Kysyttiin myös vastaajan työnteon tavoista viime aikoina. Edelleen tiedusteltiin, kuinka uhkaavana terveyden, talouden ja toimeentulon kannalta vastaajat pitävät koronavirusepidemiaa. Kartoitettiin myös, onko vastaaja tai joku lähipiiristä saanut koronavirustartunnan tai joutunut sairaalaan sen takia. Lisäksi vastaajat arvioivat, milloin koronarajoituksia voidaan purkaa. Vastaajat kertoivat suhtautumisestaan koronarokotteeseen, rokotteisiin yleensä sekä koronarokotteen ottamiseen. Heitä pyydettiin arvioimaan koronarokotusten etenemistä omassa kunnassa sekä oman kunnan tiedottamista koronarokotuksista. Lisäksi esitettiin väittämiä siitä, toimiko Suomi oikein koronarokotteiden hankinnassa. Suomen julkisen sektorin talouteen liittyen kysyttiin kunnallisveron tasosta nyt ja tulevaisuudessa sekä julkisen talouden tasapainottamisesta. Lopuksi vastaajia pyydettiin arvioimaan nykyistä Venäjä-kuvaa maassamme. Kartoitettiin myös, miten vastaajat suhtautuvat Suomen EU-jäsenyyteen ja euroon. The study charted Finnish people's values and attitudes. The themes of the Spring 2021 survey included the coronavirus (COVID-19) pandemic, COVID-19 vaccines, public finance, and trust in various influencing bodies in Finnish society. First, the respondents were presented with a variety of attitudinal statements concerning, among other topics, the Government's actions to combat COVID-19, municipal decision-making, public services, Finland's relations with Russia, and immigration. The respondents were also asked how much they trusted various influencing bodies in Finnish society (e.g. the church, the justice system, political parties, the EU, social media). Various questions examined the COVID-19 pandemic. The respondents were asked whether they thought different measures and restrictions imposed for the purpose of preventing the spread of COVID-19 had been or would be too strict when considering the situation at the time of the survey. Remote working was also surveyed, and the respondents were asked whether they thought the COVID-19 epidemic was threatening to their own health and livelihood as well as the health and livelihood of Finns in general. The survey charted whether the respondents had contracted COVID-19 themselves, whether they knew someone who had contracted COVID-19, and whether they or someone they knew had been hospitalised because of COVID-19. The respondents' estimates of when coronavirus restrictions would be lifted in Finland were also examined. Attitudes towards the coronavirus vaccine were surveyed with questions on, for example, whether the respondents thought that the vaccine was safe or that it had been developed and tested too quickly and whether they felt they had received enough information on the vaccine. The respondents were asked whether they had already been vaccinated against COVID-19 or were planning to get the vaccine, whether they thought that other people in their municipality would get vaccinated, and whether they had received enough information about vaccinations from their municipality. Additionally, the respondents' opinions were examined on whether Finland's approach to procuring the coronavirus vaccines had been appropriate. Views on Finland's public sector finances were charted with questions on local taxation and the rebalancing of public finance. Finally, the respondents were asked about their current views on Russia and their attitudes towards Finland's EU membership and the euro as Finland's currency. Background variables included gender, age group, size of the respondent's municipality of residence, region of residence, level of education, employer type, employment status, type of employment contract, occupational group, employment sector, trade union membership, political party preference (which party the respondent would vote for), self-perceived social class, and annual income of the respondent's household. The Citizens' Pulse surveys examine Finnish attitudes and opinions in the context of the coronavirus pandemic (COVID-19). Main themes in the surveys include the activity and communication of authorities, compliance with regulations, future expectations, trust, and the respondents' own state of mind. This collection round also included questions on the Russian invasion of Ukraine and energy conservation. The eleventh collection round of 2022 surveyed the respondents' trust in other people and various institutions (e.g. the Finnish Government, the health care system, the media, and the Finnish Defence Forces). The respondents were asked to evaluate how fair or unfair they thought Finnish society was at present, and their state of mind was examined with questions on various matters relating to health, well-being, and their situation in life. The questions covered, for example, the respondents' own mental well-being, whether they were worried about the adequacy of their income, their confidence in their future, experiences of stress and togetherness, and whether they felt their lives were meaningful and safe. Additionally, the respondents were asked to evaluate whether an atmosphere of crisis prevailed amongst Finns. The next set of questions focused on the Russian invasion of Ukraine. The respondents were asked how concerned they were about the crisis in Ukraine and its effects, whether they were concerned about the possible impact of the war on the Finnish economy and the safety of Finland and Europe, and whether they were concerned that the war might expand beyond Ukraine. Opinions on the economic sanctions imposed on Russia by the EU, whether Finland should be ready to receive significant numbers of refugees from Ukraine if necessary, and whether the uncertainty caused by the Ukraine crisis had impacted the respondents' consumer behaviour were charted. Additionally, the respondents were asked how well they personally had prepared for crisis situations (e.g. by stockpiling food and medicine). Those who indicated that they had not made preparations were asked to identify the reasons they had not prepared (e.g. lack of time, feeling that stockpiling was not necessary, lack of information, limited financial resources). On the topic of energy conservation, the respondents were asked how concerned they were about the changes in energy prices, whether they felt they had enough information about ways to conserve energy in their everyday lives, whether they believed that by taking energy-saving measures they could make a difference in the availability of energy during the coming months, and whether they had taken certain measures to lower their energy consumption during the past month (e.g. lowered the room temperature at home, driven less, reduced the use of electronic appliances at home, taken shorter showers). Concern over the coronavirus pandemic and its effects were surveyed. Compliance with coronavirus restrictions was examined by asking the respondents whether in the past week they had followed the restrictions and recommendations set by authorities for preventing transmission of the virus, including maintaining safe distances, wearing a face mask, and minimising contact with other people. The respondents were also asked how necessary they felt it was to follow measures such as wearing a mask and maintaining safe distances after receiving two or three doses of the COVID-19 vaccine. Background variables included the respondent's gender, age group, NUTS3 region of residence, highest level of education, household composition, perceived financial situation of household, type of accommodation, and type of domestic heating system.
