    Description

    DWR has a long history of studying and characterizing California’s groundwater aquifers as a part of California’s Groundwater (Bulletin 118). The Basin Characterization Program provides the latest data and information about California’s groundwater basins to help local communities better understand their aquifer systems and support local and statewide groundwater management.

    Under the Basin Characterization Program, new and existing data (AEM, lithology logs, geophysical logs, etc.) will be integrated to create continuous maps and three-dimensional models. To support this effort, new data analysis tools will be developed to create texture models, hydrostratigraphic models, and aquifer flow parameters. Data collection efforts will be expanded to include advanced geologic, hydrogeologic, and geophysical data collection and data digitization and quality control efforts will continue. To continue to support data access and data equity, the Basin Characterization Program will develop new online, GIS-based, visualization tools to serve as a central hub for accessing and exploring groundwater related data in California.

    DWR's Evaluation of Groundwater Resources: Maps and Models

    DWR will undertake local, regional, and statewide investigations to evaluate California's groundwater resources and develop state-stewarded maps and models. New and existing data will be combined and integrated using the analysis tools described below to develop maps and models to be developed will describe the grain size, the hydrostratigraphic properties, and hydrogeologic conceptual properties of California’s aquifers. These maps and models help groundwater managers understand how groundwater is stored and moves within the aquifer. The models will be state-stewarded, meaning that they will be regularly updated, as new data becomes available, to ensure that up-to-date information is used for groundwater management activities. The first iterations of the following maps and models will be published as they are developed:

    • Hydrostratigraphic Models
    • Aquifer Recharge Potential Maps
    • Extent of Important Aquifer Units
    • Depth to Basement
    • Depth to Freshwater

    Data Collection

    As a part of the Basin Characterization Program, advanced geologic, hydrogeologic, and geophysical data will be collected to improve our understanding of groundwater basins. Data collected under Basin Characterization are collected at a local, regional, or statewide scale depending on the scope of the study.

    Analysis Tools and Process Documents

    To develop the state-stewarded maps and models outlined above, new tools and process documents will be created to integrate and analyze a wide range of data, including geologic, geophysical, and hydrogeologic information. By combining and assessing various datasets, these tools will help create a more complete picture of California's groundwater basins. All tools, along with guidance documents, will be made publicly available for local groundwater managers to use to support development of maps and models at a local scale. All tools and guidance will be updated as revisions to tools and process documents are made.

    Data Visualization

    Data access equity is a priority for the Basin Characterization Program. To ensure data access equity, the Basin Characterization Program has developed applications and tools to allow data to be visualized without needing access to expensive data visualization software. This list below provides links and descriptions for the Basin Characterization's suite of data viewers.

    DWR's Subsurface Viewer: Provides a map view and profile view of the Statewide AEM Survey electrical resistivity and coarse fraction data, along with lithology logs. The map view dynamically shows the exact location of AEM data displayed.

    Basin Characterization Exchange

    The Basin Characterization Exchange (BCX) is a meeting series and network space for the Basin Characterization community to exchange ideas, share lessons learned, define needed guidance, and highlight research topics. The BCX is open to federal, state, and local agencies, consultants, NGOs, academia, and interested parties who participate in Basin Characterization efforts. The BCX also plays a pivotal role in advancing the Basin Characterization Program’s activities and goals. BCX meetings will include regular updates from the Basin Characterization Program and participants can provide feedback and recommendations. Participants will also be provided with early opportunities to test data analysis tools and submit comments on draft process and guidance documents. BCX meetings are (generally) held the 3rd Tuesday of the month from 12:30 - 1:30 pm (PST).

    Description

    The State of California Department operates office buildings across the extent of the entire State. These offices include a range of building types, ranging from major offices, field support offices, visitor’s centers, labs, and warehouses. Some offices are dedicated to specific Divisions, and others include numerous DWR organizational units (e.g. “West Sacramento”). The list and locations were compiled from websites and DWR tables of buildings, and the DWR GIS workgroup was asked to provide QA/QC of completeness and accuracy of the locations. Quite a bit of feedback was offered, lending some confidence in this as a complete and accurate product. Offices do of course occasionally move, so these data could go out of date without maintenance, and use of the current version is warranted.

    Description

    This is a point feature class of environmental monitoring stations maintained in the California Department of Water Resources’ (hereafter the Department) Water Data Library Database (WDL) for discrete “grab” water quality sampling stations. The WDL database contains DWR-collected, current and historical, chemical and physical parameters found in drinking water, groundwater, and surface waters throughout the state. This dataset is comprised of a Stations point feature class and a related “Period of Record by Station and Parameter” table. The Stations point feature class contains basic information about each station including station name, station type, latitude, longitude, and the dates of the first and last sample collection events on record. The related Period of Record Table contains the list of parameters (i.e. chemical analyte or physical parameter) collected at each station along with the start date and end date (period of record) for each parameter and the number of data points collected. The Lab and Field results data associated with this discrete grab water quality stations dataset can be accessed from the California Natural Resources Agencies Open Data Platform at https://data.cnra.ca.gov/dataset/water-quality-data or from DWR’s Water Data Library web application at https://wdl.water.ca.gov/waterdatalibrary/index.cfm.

    Description

    This polygon feature class is a data set compiled by DWR employees in 2013 and represents the statewide Groundwater Management Plan (Plan) boundaries predating the Sustainable Groundwater Management Act (SGMA) requirements. Each polygon represents the area in which a Plan is to be implemented. The boundaries were provided to DWR by the affiliated public agency and compiled into a single statewide data set. Spatial plan boundaries were provided by agencies to DWR either via shapefiles or PDFs. PDFs were georeferenced and turned into GIS layers by DWR employees. This feature class is for legacy purposes only and will not be changed nor updated. It needs to be memorialized for spatial coverage of Groundwater Management Plans prior to SGMA and because SGMA only requires medium and high priority basins to have a Groundwater Sustainability Plan. The Plans outlined in this shapefile by medium and high priority basins are in effect until SGMA goes into effect. Some low and very low priority basins will likely use the existing plans to get funding for future basin management (since it is only voluntary for them to provide a Plan under SGMA, but they already have one in place). The data set is considered complete because of its legacy status. However, anyone using the data set will notice boundary inconsistencies, agency plan overlaps, mismatches, and other topology errors. The data set is based on boundary estimations and in the cases of medium and high priority basins will be outdated with in implementation of SGMA.The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 3.1, dated September 11, 2019. This data set was not produced by DWR. Data were originally developed and supplied by each individual plan agency and compiled by DWR. DWR makes no warranties or guarantees — either expressed or implied— as to the completeness, accuracy, or correctness of the data. DWR neither accepts nor assumes liability arising from or for any incorrect, incomplete, or misleading subject data.     The Continuous Environmental Monitoring Program (CEMP) plays an instrumental role in overseeing real-time water quality in the Sacramento-San Joaquin Delta (the Delta) and Suisun Bay.     Description

    The Continuous Environmental Monitoring Program (CEMP) monitors real-time water quality conditions throughout the Sacramento-San Joaquin Delta (the Delta) and Suisun Bay. Data is transmitted to the California Data Exchange Center (CDEC) via wireless telemetry in real-time, providing pubicly available enviornmental data related to the Delta and Suisun Bay. Real- time data is continously collected at 15-minute intervals at 15 stations throughout the Delta and Suisun Bay. YSI EXO sondes are used as standalone water quality instruments at each station. The water quality data collected by CEMP guides the operations of the California State Water Project to maintain mandated water quality standards within the Delta and Suisuin Bay. Water quality standards are established for DWR by Water Right Decision 1641. All 15 of CEMP’s continuous water quality stations are included in this dataset for the calendar year of 2021. CEMP has collected water quality data in the Sacramento- San Joaquin Delta and Suisun Bay since the mid-1980s. Over the past 4 decades, CEMP’s monitoring scope has continuously increased in the number of monitoring locations and the amount of water quality analytes monitored. CEMP has strove to deploy the most up to date water quality monitoring technology at all of its monitoring stations. Currently, there are 15 water quality stations maintained by CEMP. All water quality monitoring stations collect data every 15 minutes, 365 days a year and are sent in real-time via telemetry.     Description

    The dataset is a feature class showing the boundaries of 517 groundwater basins and subbasins as defined by the California Department of Water Resources as last modified by the Basin Boundary Emergency Regulation adopted on October 21, 2015. The file is in ESRI geodatabase format and is intended for use with compatible GIS software. Groundwater basins are represented as polygon features and designated on the basis of geological and hydrological conditions - usually the occurrence of alluvial or unconsolidated deposits. When practical, large basins are also subdivided by political boundaries, as in the Central Valley. Basins are named and numbered per the convention of the Department of Water Resources. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR GIS Spatial Data Standards.     Description

    This dataset represents the cadastral maps created by the Geomatics branch in support of real property acquisitions within the Department of Water Resources. The geographic extent of each map frame was created after using all the spatial attributes available in each map to appropriately georeference it and create the extents from the outer frame of the map. The maps were digitally scanned from the original paper format that were archived after moving to the new resources building. As new maps are created by the branch for real property acquisition services, they will be georeference, attributed and updated into this dataset. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 3.6, dated September 27, 2023. DWR makes no warranties or guarantees either expressed or implied as to the completeness, accuracy, or correctness of the data. DWR neither accepts nor assumes liability arising from or for any incorrect, incomplete, or misleading subject data. Original internal source projection for this dataset was Teale Albers/NAD83.     🇺🇸 미국 English The Central Valley Flood Protection Plan (CVFPP) recommends that the California Department of Water Resources (DWR) develop a system for tracking performance of the flood system, including the following actions:• Track the outcomes from flood investments to demonstrate value.• Monitor and track outcomes of multi-benefit projects over time.• Create a tracking system of operations and maintenance investments and outcomes to demonstrate the value that Local Maintaining Agencies attain for their investments.• Track and report changes in the hydrologic and sea level rise conditions and subsidence over time through updates to the Flood System Status Report (FSSR)These recommendations stem from progressive work during the development of the 2012 CVFPP and subsequent 2017 CVFPP update. The DWR Flood Performance Tracking System tracks the CVFPP outcomes related to: (1) improving flood risk management and (2) enhancing ecosystem vitality.     This point dataset represents the location of gaging stations in the Sacramento-San Joaquin Delta and Suisun Marsh that have historic and statistical hydrologic data, specifically various river stage data. Stages are given in NAVD88, units feet. Specific stages are given for peak stages, 100-year stages produced under 2 separate US Army Corps of Engineers hydrology reports from 1976 and 1992, the year of previous peak stages cited by the 1976 and 1992 reports, and approximate typical tidal values as approximately estimated based on long term data records. This 2023 version of this datset replaces the prior 2020 version, and should be used as a complete replacement. The underlying analyses did not change, but the USACE peak observed stage field names from the prior version were corrected and supplemental USACE 50- and 100-year stages were added accordingly. In addition, the vertical datum conversion used at specific gages was added. The vertical datum conversion is based on DWR survey and North Central Regional Office information that is maintained for each gage station. The stage data was compiled by Karen Tolentino, engineer with Delta Levees, and by Joel Dudas, Senior Engineer in DWR's Division of Engineering, based on a wide variety of sources, including the HYDSTRA database, various historic bulletins, raw data, station histories, and other information provided by DWR's North Central Region Office, USGS, and other misc sources. They also adjusted all data to approximate NAVD88-related stages. Observed data periods of record varied widely by station, but go back as far as 1905. All peak values were derived from start of records until up to May, 2017.The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 3.5, dated April 12, 2023.     Description

    The passage of the Sustainable Groundwater Management Act (SGMA) in 2014 set forth a statewide framework to help protect groundwater resources over the long-term. SGMA requires local agencies to form groundwater sustainability agencies (GSAs) for the high and medium priority basins. GSAs develop and implement groundwater sustainability plans (GSPs) to avoid undesirable results and mitigate overdraft within 20 years. GSP boundaries are managed through the SGMA Portal. This dataset represents the current GSP boundaries and includes attributes such as GSP manager contacts and GSP status. The GSP submission process is completed via the SGMA Portal and includes two primary steps: 1) a GSA(s) submits a GSP, and all associated documents and data, to the SGMA Portal’s GSP Reporting System; and 2) the Department conducts an acceptance review and posts accepted GSPs to the SGMA Portal. A single GSP, or multiple GSPs with a Coordination Agreement, must cover an entire basin or subbasin, and can only be submitted once adopted by the underlying GSA(s). GSPs are submitted in the format required by 23 CCR §353.2 and 23 CCR §353.4 of the GSP Regulations and includes the shapefiles associated with this dataset. The Department of Water Resources (DWR) must complete the acceptance review within 20-days following the submission of a GSP. During the acceptance review, DWR verifies that the GSP submission demonstrates that the GSP was adopted, covers the entire basin or subbasin, and contains all required documents and data. If DWR accepts the submitted GSP, it is then posted to the SGMA Portal, and then a public comment period is opened.

Description

DWR has a long history of studying and characterizing California’s groundwater aquifers as a part of California’s Groundwater (Bulletin 118). The Basin Characterization Program provides the latest data and information about California’s groundwater basins to help local communities better understand their aquifer systems and support local and statewide groundwater management.

Under the Basin Characterization Program, new and existing data (AEM, lithology logs, geophysical logs, etc.) will be integrated to create continuous maps and three-dimensional models. To support this effort, new data analysis tools will be developed to create texture models, hydrostratigraphic models, and aquifer flow parameters. Data collection efforts will be expanded to include advanced geologic, hydrogeologic, and geophysical data collection and data digitization and quality control efforts will continue. To continue to support data access and data equity, the Basin Characterization Program will develop new online, GIS-based, visualization tools to serve as a central hub for accessing and exploring groundwater related data in California.

DWR's Evaluation of Groundwater Resources: Maps and Models

DWR will undertake local, regional, and statewide investigations to evaluate California's groundwater resources and develop state-stewarded maps and models. New and existing data will be combined and integrated using the analysis tools described below to develop maps and models to be developed will describe the grain size, the hydrostratigraphic properties, and hydrogeologic conceptual properties of California’s aquifers. These maps and models help groundwater managers understand how groundwater is stored and moves within the aquifer. The models will be state-stewarded, meaning that they will be regularly updated, as new data becomes available, to ensure that up-to-date information is used for groundwater management activities. The first iterations of the following maps and models will be published as they are developed:

  • Texture Models
  • Hydrostratigraphic Models
  • Aquifer Recharge Potential Maps
  • Extent of Important Aquifer Units
  • Depth to Basement
  • Depth to Freshwater

Data Collection

As a part of the Basin Characterization Program, advanced geologic, hydrogeologic, and geophysical data will be collected to improve our understanding of groundwater basins. Data collected under Basin Characterization are collected at a local, regional, or statewide scale depending on the scope of the study.

Analysis Tools and Process Documents

To develop the state-stewarded maps and models outlined above, new tools and process documents will be created to integrate and analyze a wide range of data, including geologic, geophysical, and hydrogeologic information. By combining and assessing various datasets, these tools will help create a more complete picture of California's groundwater basins. All tools, along with guidance documents, will be made publicly available for local groundwater managers to use to support development of maps and models at a local scale. All tools and guidance will be updated as revisions to tools and process documents are made.

Data Visualization

Data access equity is a priority for the Basin Characterization Program. To ensure data access equity, the Basin Characterization Program has developed applications and tools to allow data to be visualized without needing access to expensive data visualization software. Basin Characterization Exchange

The Basin Characterization Exchange (BCX) is a meeting series and network space for the Basin Characterization community to exchange ideas, share lessons learned, define needed guidance, and highlight research topics. The BCX is open to federal, state, and local agencies, consultants, NGOs, academia, and interested parties who participate in Basin Characterization efforts. The BCX also plays a pivotal role in advancing the Basin Characterization Program’s activities and goals. BCX meetings will include regular updates from the Basin Characterization Program and participants can provide feedback and recommendations. Participants will also be provided with early opportunities to test data analysis tools and submit comments on draft process and guidance documents. BCX meetings are (generally) held the 3rd Tuesday of the month from 12:30 - 1:30 pm (PST).
