    Blocks are typically bounded by streets, roads or creeks. In cities, a census block may correspond to a city block, but in rural areas where there are fewer roads, blocks may be limited by other features. The Census Bureau established blocks covering the entire nation for the first time in 1990.There are less number of Census Blocks within Los Angeles County in 2020 Census TIGER/Line Shapefiles, compared in 2010.Updated:1. June 2023: This update includes 2022 November Santa Clarita City annexation and the addition of "Kinneloa Mesa" community (was a part of unincorporated East Pasadena). Added new data fields FIP_CURRENT to CITYCOMM_CURRENT to reflect new/updated city and communities. Updated city/community names and FIP codes of census blocks that are in 2022 November Santa Clarita City annexation and new Kinneloa Mesa community (look for FIP_Current, City_Current, Comm_Current field values)2. February 2023: Updated few Census Block CSA values based on Demographic Consultant inquiry/suggestions3. Similarly, "Feat_Type" field is added and populated with water, ocean and land values. Five new data fields (FIP_CURRENT to CITYCOMM_CURRENT) are added in June 2023 updates to accommodate 2022 Santa Clarita city annexation. City/community names and FIP codes of census blocks affected by 2022 November Santa Clarita City annexation are assigned based on the location of block centroids. In June 2023 update, total of 36 blocks assigned to the City of Santa Clarita that were in Unincorporated Valencia and Castaic. Note: This data includes 3 NM ocean (FEAT_TYPE field). However, user can use a definition query to remove those. Data Fields: 1. STATE (STATEFP20): State FIP, "06" for California, 2. COUNTY (COUNTYFP20): County FIP "037" for Los Angeles County, 3.     Plan Description: This is an adaptation of the People’s Bloc plan, #012.The main difference is that this plan gives some diversity of representation to the North County area, which is very large, and from which the commission heard several requests for diversity of representation. The part of North County that District 3 here includes is largely Latinx and working class, in kinship with much of the population in the rest of that District.Plan Objectives:This is an adaptation of the People’s Bloc plan, #012.The main difference is that this plan gives some diversity of representation to the North County area, which is very large, and from which the commission heard several requests for diversity of representation, particularly from unincorporated areas contained within or east-south east of Palmdale. [I have a friend in the electoral reform community who lives in a different California county, in the foothills of the Sierra Nevada. A sizeable minority of residents in the area shares her political perspective. But because of where they live, and because districts are drawn to be compact, those residents do not get representation to their liking in the State Legislature or U.S. House of Representatives. My friend often complains about that and longs to have at least one district that stretches from elsewhere to include her residence or a nearby sympatico area, and that might elect a representative to her liking. Just like with North Los Angeles County, a little diversity in representation of the Sierra foothills could be a good thing.] Now that LA County CRC software users can no longer assign official U.S. Census areas (blocks, block groups, or tracts) to districts, and are offered “RDUs” (made-up ReDistricting Units) instead, this is the best I could do. RDU3096 gets in the way of better connections from North County to the southern part of the county. And we would need to use census blocks to “break through” to the unincorporated “hole” in the incorporated city of Palmdale, from which the commission heard at least one request for separate representation (rescue from the city?), without dividing the incorporated city’s population. (RDU3006 is too big to allow that.) The software/database bait-and-switch to RDUs only from the demo version also makes it necessary to take a small part of the populated area of the City of Santa Clarita to draw District 3 here.The part of North County that District 3 here includes is, as the commission heard, largely Latinx and working class, in kinship with much of the population in the rest of District 3 here, as a community of interest. At this point, it would not be practicable for this district to be geographically compact and keep that community connected.

    The LA Promise Zone is a collective impact project involving leaders from government, local institutions, non-profits and community organizations that targets resources to create jobs, boost public safety, improve public education and stimulate better housing opportunities for our residents and neighborhoods.The Promise Zone is located within Central Los Angeles and includes the neighborhoods of Hollywood, East Hollywood, Koreatown, Pico Union and Westlake. The Zone is home to approximately 165,000 residents, of whom 35% live in poverty. Nearly one-quarter of Promise Zone households earn less than $15,000 each year, and educational attainment for adults is weak with 35% of the population 25 years of age and older having obtained less than a high school diploma. The Promise Zone also has alarming high school dropout rates, high unemployment, and a shortage of affordable housing. Large shares of recent immigrant populations hailing from Latin America, Asia and Eastern Europe live there.
