    Description

    WIMD is the Welsh Government’s official measure of relative deprivation for small areas in Wales. It is designed to identify those small areas where there are the highest concentrations of several different types of deprivation. As such, WIMD is a measure of multiple deprivation that is both an area-based measure and a measure of relative deprivation. WIMD ranks all small areas in Wales from 1 (most deprived) to 1,909 (least deprived). The Index has three main components: - The Index itself, which is a set of ranks; - The ranks of the eight types of deprivation, or domains, from which the overall Index is constructed; - The underlying indicators, which are directly measurable, and which are combined to create the domain ranks. Many, but not all, of the indicators are produced as rates. The units depend on what is being measured. All of these components are calculated for each of the LSOAs in Wales. The overall 2019 WIMD ranks and the ranks of the eight domains of deprivation are published on the StatsWales website. Where available, the underlying indicator data is now published annually on StatsWales.

    This dataset provides a quarterly snapshot of benefit claimants at particular points in time and are based on 100% of claimants so is not subject to any sampling error. Data are for the number of people aged 16 to 64 who are claiming one or more key DWP benefits and the combination of benefits they are claiming. The aim of the Statistical Group typology is to present each person by the main reasons why they are claiming benefit. Each client is classified just once. Benefits are arranged hierarchically and claimants are assigned to the top most benefit which they receive. Thus a person who is a lone parent and receives Incapacity Benefit would be classified as incapacity benefits. For this reason the group lone parent, for example, will not contain all lone parents claiming Income Support. Some will be included in the incapacity benefits group instead. Data are not seasonally adjusted so any comparisons should be made year on year.

    Economic activity of HRP

    Economic activity relates to whether or not a person who was aged 16 and over was working or looking for work in the week before census. Rather than a simple indicator of whether or not someone was currently in employment, it provides a measure of whether or not a person was an active participant in the labour market.

    A person's economic activity is derived from their 'activity last week'. This is an indicator of their status or availability for employment - whether employed, unemployed, or their status if not employed and not seeking employment. Additional information included in the economic activity classification is also derived from information about the number of hours a person works and their type of employment - whether employed or self-employed.

    The census concept of economic activity is compatible with the standard for economic status defined by the International Labour Organisation (ILO). It is one of a number of definitions used internationally to produce accurate and comparable statistics on employment, unemployment and economic status.

    The concept of a Household Reference Person (HRP) was introduced in the 2001 Census (in common with other government surveys in 2001/2) to replace the traditional concept of the 'head of the household'. HRPs provide an individual person within a household to act as a reference point for producing further derived statistics and for characterising a whole household according to characteristics of the chosen reference person.

    Description

    The data in this dataset relates to the economic activity of persons by disabled status. As the question on disability only covers people of working age in the survey, this dataset is restricted to analysis of the working age population. Data for the population aged 16 and over, which are also usually considered when measuring economic activity, are not available. NOTE From 2010-2020 the female state pension age is changing from 60 to 65. The ONS changed the routing of the disability questions so that from 2010 all persons aged 16-64 were asked those questions, prior to that they were only asked to those aged 16/59(f)/64(m) and to those in employment. Therefore data prior to 2010 is on a working age basis (16-59/64) and data after that is available on both a 16-64 and a working age basis. Comparisons should not be made between the working age data prior to 2010 and the 16-64 data after 2010. For a long run series the working age data should be used. In April 2013 the Office for National Statistics (ONS)’s Annual Population Survey (APS) adopted a new standardised question on individuals with health problems. This has led to a discontinuity in the series between responses for March 2013 and April 2013. This will lead to the datasets for July 2012 to June 2013, October 2012 to September 2013 and January 2013 to December 2013 containing responses on two different basis over the period of each dataset. Due to this discontinuity, WG has decided to follow ONS' approach to suspend this series until a full year’s data is available on the APS and will launch a new series based on the new questions from the April 2013 to March 2014 APS. These new series will still be discontinuous when compared with the old series but will be internally consistent.

    Economic activity status (20 categories)

    People aged 16 years and over are economically active if, between 15 March and 21 March 2021, they were:

    • in employment (an employee or self-employed)

    • unemployed, but looking for work and could start within two weeks

    • unemployed, but waiting to start a job that had been offered and accepted

    It is a measure of whether or not a person was an active participant in the labour market during this period. Economically inactive are those aged 16 years and over who did not have a job between 15 March to 21 March 2021 and had not looked for work between 22 February to 21 March 2021 or could not start work within two weeks.

    The census definition differs from International Labour Organization definition used on the Labour Force Survey, so estimates are not directly comparable.

    Area type

    Census 2021 statistics are published for a number of different geographies. These can be large, for example the whole of England, or small, for example an output area (OA), the lowest level of geography for which statistics are produced.

    For higher levels of geography, more detailed statistics can be produced. When a lower level of geography is used, such as output areas (which have a minimum of 100 persons), the statistics produced have less detail. This is to protect the confidentiality of people and ensure that individuals or their characteristics cannot be identified.

    Lower Tier Local Authorities

    Lower tier local authorities provide a range of local services. In England there are 309 lower tier local authorities. These are made up of non-metropolitan districts (181), unitary authorities (59), metropolitan districts (36) and London boroughs (33, including City of London). In Wales there are 22 local authorities made up of 22 unitary authorities. Of these local authority types, only non-metropolitan districts are not additionally classified as upper tier local authorities.
