    Abstract

    The Côte d’Ivoire EHCVM 2021/22 is implemented by the National institute of Statistics (INS) with support from the World Bank and the WAEMU Commission. The objective of the program is to strengthen the capacity of its member countries (Benin, Burkina Faso, Cote d’Ivoire, Guinee Bissau, Mali, Niger, Senegal, and Togo) to conduct living conditions surveys that meet harmonized, regional standards and to make the collected micro-data publicly accessible. The EHCVM is a nationally representative survey of 13,000 households, which are also representative of the geopolitical zones (at both the urban and rural level).

    The survey uses two main survey instruments: a household/individual questionnaire, and a community-level questionnaire. The surveys took place in two waves with each wave covering half of the sample. The first wave was fielded between November 2021 and January 2022, while the second wave occurred between April 2022 and July 2022. The two-wave approach was chosen to account for seasonality of consumption.

    Sampling procedure

    The sampling frame for the 2018/19 survey was the 2014 General Population and Housing Census (RGPH). In 2021/2022, a new enumeration was conducted in the same clusters. The sample for the 2018/2019 survey was drawn using a two-stage stratified sampling plan. The stratum consisted of combinations of region and type of settlement (urban/rural). Within each stratum, at the first stage, clusters (primary sampling units) were selected with probability proportional to their size in terms of the number of households. At the second stage, 12 households were selected with equal probability within each cluster.

    In 2021/2022, the strategy involves revisiting the same clusters. This entails either surveying the same 12 households from 2018/19 if they are relocated (after the enumeration phase), or surveying relocated households and supplementing the sample to 12 households in clusters where fewer are found during the enumeration phase (either because there were fewer than 12 households in the final 2018/19 database or because some households cannot be located).

    The total survey sample size is 13,693 households - 5,675 from urban areas and 8,018 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. Finally, for various reasons, including availability and quality monitoring, the final sample size comprises slightly more households (twelve) in round 2 than in round 1. In wave one, the survey teams interviewed 6,835 households (2,936 in urban areas and 2, 3,899 in rural areas. In wave two, the teams interviewed 6,858 households (2,739 in urban areas and 4,119 in rural areas).

    The Côte d’Ivoire ECHVM 2021/22 consists of two questionnaires for each of the two visits. The Household Questionnaires was administered to all households in the sample. The Community Questionnaire was administered to the community to collect information on the socio-economic indicators of the enumeration areas where the sample households reside.

    EHCVM 2021/22 Household Questionnaire: The Households Questionnaire provides information on demographics; education; health; employment (including activity-related information, primary and secondary employments); nonjob revenues; saving and credit (including information for payments due for 15 years old members of the household); food consumption; food security; nonfood consumption; nonagricultural enterprises; housing; household’s assets; transfers (received and sent); shocks and survival strategies; safety nets; agriculture (including information on plots, costs of inputs, and crops); livestock; fishing; agricultural equipment; and a module that provides indicators to helps users situate the household on the poverty spectrum based on subjective considerations and comparative indicators.

    EHCVM 2021/22 Community Questionnaire: The Community Questionnaire solicits information on general community’s characteristics; community access to infrastructure and to social services; community agricultural activity; community participation; and local retail price information.

    Sampling procedure

    The panel sample of the EHCVM-2 2021/22 Panel Survey corresponds to half of the households interviewed in EHCVM-2 2018/19. Households were tracked within the EA. In other words, EHCVM-1 households that have left their EA of origin were not surveyed. A total of 585 EAs were selected (half (293) for the first wave and half (292) for the second wave). Within each EA, 6 households out of the 12 surveyed in 2018 were surveyed. The final size of the panel sample is 3,227 households, of which 1,647 were interviewed in the first wave and 1,580 in the second wave.

    Sampling procedure

    The 2021-2022 survey is a cluster panel survey, and the sampling plan is based on the 2018/19 survey. Upon deciding on the sample size and repartition, the survey design team implemented a 2-stage sampling methodology. At the first stage, 504 enumeration areas (EAs) were selected from the sample frame. In the second stage, 12 households were selected in each enumeration area randomly.

    The total survey sample size is 6,622 households - 2,511 from urban areas and 4,111 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. In wave one, the survey teams interviewed 3,303 households (1,177 in urban areas and 2,126 in rural areas. In wave two, the teams interviewed 3,319 households (1,334 in urban areas and 1,985 in rural areas).

    Upon deciding on the sample size and repartition, the survey design team implemented a 2-stage sampling methodology. At the first stage, 1084 enumeration areas (EAs) were selected from the sample frame. In the second stage, 12 households were selected in each enumeration area randomly.

    The total survey sample size is 12992 households - 5275 from urban areas and 7717 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. Finally, for various reasons, including availability and quality monitoring, the final sample size comprises slightly more households (twelve) in round 2 than in round 1. In wave one, the survey teams interviewed 6490 households (2744 in urban areas and 3746 in rural areas. In wave two, the teams interviewed 6502 households (2531 in urban areas and 3971 in rural areas).

    The total survey sample size is 7,120 households - 3,922 from urban areas and 3,198 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. In wave one, the survey teams interviewed 3,537 households (1,946 in urban areas and 1,591 in rural areas). In wave two, the teams interviewed 3,583 households (1,976 in urban areas and 1,607 in rural areas).

    The sampling frame for the 2018/19 survey was based on the fourth general population and housing census (RGPH4) of 2013. In 2021/22, an enumeration was conducted in the same clusters and the sampling plan is based on that of the 2018/19 survey.

    The 2018/19 survey sample was drawn according to a two-stage stratified sampling plan. The stratum is the combination of department/residence area. In each stratum, clusters (primary sampling units) were chosen at the first stage with a probability proportional to their size in terms of the number of households. At the second stage, 12 households were chosen with equal probability within each cluster. This frame contains 10032 enumeration areas, is nationally representative, and covers all regions with urban and rural areas surveyed in all regions apart from Littoral, a purely urban region. In Benin, the survey design decided on the sample size using the poverty rate - obtained from the 2011 Integrated Modular Survey on living conditions of households - as a variable of interest. Then the survey design split the decided sample size among regions considering the number of households in the region and the necessity to minimize the relative error. The survey design also defined the domains as country, urban and rural areas, and each of the 12 regions. Taking this into account, 23 explicit sample strata were selected.

    Upon deciding on the sample size and repartition, the survey design team implemented a 2-stage sampling methodology. At the first stage, 670 enumeration areas (EAs) were selected with Probability Proportional to Size (PPS) using the 2013 RGPH and the number of households as a measure of size. In the second stage, 12 households were selected in each enumeration area randomly. The total estimated survey sample size was 8040 households - 3960 from urban areas and 4080 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. Finally, for various reasons, including availability and quality monitoring, the final sample size comprises 8032 households, including 3952 households from urban areas and 4080 households from rural areas. In wave one, the survey teams interviewed 4013 households (1949 in urban areas and 2064 in rural areas. In wave two, the teams interviewed 4019 households (2003 in urban areas and 2016 in rural areas).

    Upon deciding on the sample size and repartition, the survey design team implemented a 2-stage sampling methodology. At the first stage, 598 enumeration areas (EAs) were selected from the sample frame. In the second stage, 12 households were selected in each enumeration area randomly.

    The total survey sample size is 7156 households - 3941 from urban areas and 3215 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. Finally, for various reasons, including availability and quality monitoring, the final sample size comprises slightly more households (twenty) in round 2 than in round 1. In wave one, the survey teams interviewed 3568 households (1961 in urban areas and 1607 in rural areas. In wave two, the teams interviewed 3588 households (1980 in urban areas and 1608 in rural areas).

    The Senegal ECHVM 2018/19 consists of two questionnaires for each of the two visits. The Household Questionnaires was administered to all households in the sample. The Community Questionnaire was administered to the community to collect information on the socio-economic indicators of the enumeration areas where the sample households reside.

    Abstract

    The Burkina Faso EHCVM 2018/19 is implemented by the National Institute of Statistics and Demography (INSD) with support from the World Bank and the WAEMU Commission. The objective of the program is to strengthen the capacity of its member countries (Benin, Burkina Faso, Cote d’Ivoire, Guinee Bissau, Mali, Niger, Senegal, and Togo) to conduct living conditions surveys that meet harmonized, regional standards and to make the collected micro-data publicly accessible. In wave one, the survey teams interviewed 2931 households (1034 in urban areas and 1897 in rural areas. In wave two, the teams interviewed 3240 households (1236 in urban areas and 2004 in rural areas).

    The Benin EHCVM 2018/19 used the 2013 Census of Population and Housing (RGPH) as the sampling frame. This frame contains 10032 enumeration areas, is nationally representative, and covers all regions with urban and rural areas surveyed in all regions apart from Littoral, a purely urban region. In Benin, the survey design decided on the sample size using the poverty rate - obtained from the 2011 Integrated Modular Survey on living conditions of households - as a variable of interest. Then the survey design split the decided sample size among regions considering the number of households in the region and the necessity to minimize the relative error. The survey design also defined the domains as country, urban and rural areas, and each of the 12 regions. Taking this into account, 23 explicit sample strata were selected.

    Upon deciding on the sample size and repartition, the survey design team implemented a 2-stage sampling methodology. At the first stage, 670 enumeration areas (EAs) were selected with Probability Proportional to Size (PPS) using the 2013 RGPH and the number of households as a measure of size. In the second stage, 12 households were selected in each enumeration area randomly.

    The total estimated survey sample size was 8040 households - 3960 from urban areas and 4080 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. Finally, for various reasons, including availability and quality monitoring, the final sample size comprises 8012 households, including 3940 households from urban areas and 4072 households from rural areas. In wave one, the survey teams interviewed 3997 households (1940 in urban areas and 2057 in rural areas. In wave two, the teams interviewed 4015 households (2000 in urban areas and 2015 in rural areas).

    Sampling procedure

    The Mali EHCVM 2018/19 utilized the sixth edition of the 2017/18 modular and permanent household survey (EMOP) as the sampling frame. This frame comes from the 2009 Census of Population and Housing (RGPH) and contains 1153 enumeration areas, is nationally representative, and covers all ten regions and the Bamako district. The survey collected data in rural and urban areas in all regions in each of the two waves, except Kidal, Bamako, Toaudénit, and Menaka. More specifically, during the first wave, the survey did not collect data in rural Kidal. Moreover, due to Bamako's purely urban nature, no rural area data are available for this district. Likewise, concerning Taoudenit and Menaka, the survey did not collect data for those regions during the first wave. In addition, there is no urban data for Taoudenit in wave 2.

    In Mali, the survey design team implemented a 2-stage stratified sampling methodology - without replacement. At the first stage, 500 enumeration areas (EAs) were selected with Probability Proportional to Size (PPS) using the number of households as a measure of size. In the second stage, 12 households were selected in each enumeration area randomly. Furthermore, 51 additional EAs were selected from the sampling frame during the second wave to cover Menaka and Taoudenit as the wave 1 EAs did not contain those two regions.

    The total estimated survey sample size was 6603 households - 2752 from urban areas and 3851 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave one and the other in wave 2. Finally, due to the household and EA replacement strategy put in place, the final sample size was very close to the expectations, with 2752 and 3850 households surveyed respectively in urban and rural areas. For the replacement of households, households within the EA replaced vacant/refusing households. These replacement households were assigned to agents by the field team leaders and came from the list of replacement households in the enumeration file. In practice, in each EA, 18 households were selected, including 12 households to be surveyed and six replacement households. Concerning the replacement of EAs, during the first wave, seven (07) EAs could not be surveyed due to insecurity (2 in Timbuktu and 5 in Mopti). These seven EAs were replaced by the EMOP EAs and surveyed in wave 2. The survey team made those replacements considering the area of residence of the EA. In terms of detailed actual surveys, the survey teams interviewed 1338 households in urban areas and 1570 households in rural areas during wave one. In wave two, the teams interviewed 1414 households in urban areas and 2280 households in rural areas.

    The sampling frame for the 2018/2019 survey is based on the 2009 general population and housing census (RGPH). In 2021/2022, an enumeration was conducted in the same clusters. The Mali EHCVM 2018/19 utilized the sixth edition of the 2017/18 modular and permanent household survey (EMOP) as the sampling frame. This frame comes from the 2009 Census of Population and Housing (RGPH) and contains 1153 enumeration areas, is nationally representative, and covers all ten regions and the Bamako district. The survey collected data in rural and urban areas in all regions in each of the two waves, except Kidal, Bamako, Toaudénit, and Menaka. More specifically, during the first wave, the survey did not collect data in rural Kidal. Moreover, due to Bamako's purely urban nature, no rural area data are available for this district. Likewise, concerning Taoudenit and Menaka, the survey did not collect data for those regions during the first wave. In addition, there is no urban data for Taoudenit in wave 2.

    In Mali, the survey design team implemented a 2-stage stratified sampling methodology - without replacement. At the first stage, 500 enumeration areas (EAs) were selected with Probability Proportional to Size (PPS) using the number of households as a measure of size. In the second stage, 12 households were selected in each enumeration area randomly. Furthermore, 51 additional EAs were selected from the sampling frame during the second wave to cover Menaka and Taoudenit as the wave 1 EAs did not contain those two regions.

    In 2021/2022, the strategy is to revisit the same clusters. This involves either surveying the 12 households from 2018/2019 if they are found (after the enumeration phase), or surveying the found households and completing the sample to 12 in clusters where fewer households are found during the enumeration phase (either because there were fewer than 12 households in the final 2018/2019 database or because some households were not found).

    The total estimated survey sample size was 6 708 households – 3528 from urban areas and 3180 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave one and the other in wave 2. Finally, due to the household and EA replacement strategy put in place, the final sample size was very close to the expectations, with 2,732 and 3,411 households surveyed respectively in urban and rural areas. For the replacement of households, households within the EA replaced vacant/refusing households. These replacement households were assigned to agents by the field team leaders and came from the list of replacement households in the enumeration file. In practice, in each EA, 18 households were selected, including 12 households to be surveyed and six replacement households. Concerning the replacement of EAs, during the first wave, seven (07) EAs could not be surveyed due to insecurity (2 in Timbuktu and 5 in Mopti). These seven EAs were replaced by the EMOP EAs and surveyed in wave 2. The survey team made those replacements considering the area of residence of the EA. In terms of detailed actual surveys, the survey teams interviewed 1,352 households in urban areas and 1,479 households in rural areas during wave one. In wave two, the teams interviewed 1,380 households in urban areas and 1,932 households in rural areas.

    The Mali ECHVM 2021/22 consists of two questionnaires for each of the two visits. The Household Questionnaires was administered to all households in the sample. The Community Questionnaire was administered to the community to collect information on the socio-economic indicators of the enumeration areas where the sample households reside.

    EHCVM 2021/22 Household Questionnaire: The Households Questionnaire provides information on demographics; education; health; employment (including activity-related information, primary and secondary employments); nonjob revenues; saving and credit (including information for payments due for 15 years old members of the household); food consumption; food security; nonfood consumption; nonagricultural enterprises; housing; household’s assets; transfers (received and sent); shocks and survival strategies; safety nets; agriculture (including information on plots, costs of inputs, and crops); livestock; fishing; agricultural equipment; and a module that provides indicators to helps users situate the household on the poverty spectrum based on subjective considerations and comparative indicators.

    EHCVM 2021/22 Community Questionnaire: The Community Questionnaire solicits information on general community’s characteristics; community access to infrastructure and to social services; community agricultural activity; community participation; and local retail price information.

    Abstract

    In the WAEMU countries, COVID-19 is expected to affect households in many ways. First, governments might reduce social transfers to households due to the decline in revenue arising from the potential COVID-19 economic recession. Second households deriving income from vulnerable sectors such as tourism and related activities will likely face risk of unemployment or loss of income. Third an increase in prices of imported goods can also negatively impact household welfare, as a direct consequence of the increase of these imported items or as indirect increase of prices of local good manufactured using imported inputs. In this context, there is a need to produce high frequency data to help policy makers in monitoring the channels by which the pandemic affects households and assessing its distributional impact. To do so, the sample of the longitudinal survey will be a sub-sample of the 2018/19 household survey in each country.

    For Mali, the survey which is implemented by the National Statistical Office (INSTAT), is conducted using cell phone numbers of household members collected during the 2018/19 survey. This has the advantage of conducting cost effectively welfare analysis without collecting new consumption data. The 35 minutes questionnaires covered 10 modules (knowledge, behaviour, access to services, food security, employment, safety nets, shocks, etc…). Data collection is planned for six months (six rounds) and the questionnaire is designed with core modules and rotating modules. Survey data collection started on May 11th, 2020 and households are expected to be called back every three to four weeks.

    The main objectives of the survey are to: • Identify type of households directly or indirectly affected by the pandemic; • Identify the main channels by which the pandemic affects households; • Provide relevant data on income and socioeconomic indicators to assess the welfare impact of the pandemic.

    SAMPLING PROCEDURE The Mali COVID-19 impact monitoring survey is a high frequency Computer Assisted Telephone Interview (CATI). The survey's sample was drawn from the population of the 2018/19 - Enquête Harmonisée des Conditions de Vie des Ménages (EHCVM) -, which was conducted between October 2018 and July 2019. EHCVM is itself a sample survey representative at national, regional and by urban/rural. For the 7,000 HHs in EHCVM, phone numbers were collected for about 90 percent of them. Each HH has between 1-4 phone numbers. The sampling, which was similar across WAEMU, aimed at having representative estimates by three zones: the capital city of Bamako, other urban areas and the rural area. The minimum sample size was 1,908 for which 1,766 were successfully interviewed, that is about 98 % of the expected minimal sample size at the national level. Given that Mali is conducting a phone survey for the first time, a total of 2,270 were drawn (25% increase) to take into account unknown non-response rates or presence of invalid numbers in the database.

    The total number of completed interviews in round one is 1,766. The total number of completed interviews in round two is 1,935. The total number of completed interviews in round three is 1,901. The total number of completed interviews in round four is 1,797. The total number of completed interviews in round five is 1,766.

    All the interview materials were translated in french for the NSO. The questionnaire was administered in local languages with about varying length (30-35 minutes) and covered the following topics:

    Cleaning operations

    At the end of data collection, the raw dateset was cleaned by the NSO. This included formatting, and correcting results based on monitoring issues, enumerator feedback and survey changes.

    Response rate

    The minimum sample expected is 1,809 households (with 603 households per domain). This sample was therefore 99% covered for Bamako, about 100% for other urban areas and 91% for rural areas. Overall, the minimum sample is 98% covered. This level of coverage provides reliable data at national level and for each domain.

    Round one response rate was 77.8%. Round two response rate was 85.2%. Round three response rate was 83.7%. Round four response rate was 79.2%. Round five response rate was 79.7%.

    Résumé

    Dans les pays en développement, l'enquête auprès des ménages est la source privilégiée pour produire des indicateurs de suivi des conditions de vie des populations. Les autres sources de données présentent en effet des challenges importants. Les statistiques de sources administratives ont souvent une couverture limitée, les recensements coûtent chers.

    Afin de fournir des statistiques de bonne qualité, pertinentes, fiables, à jour et comparables, les enquêtes doivent être conduites régulièrement, utiliser des concepts et des définitions identiques et s'appuyer sur les mêmes méthodes de collecte des données. En particulier la comparabilité des statistiques produites, soit sur le plan temporel, soit sur le plan spatial (par exemple entre le milieu urbain et rural dans un pays donné et aussi entre pays) est un aspect fondamental de la qualité. En effet un indicateur non comparable dans le temps est de peu de valeur pour le suivi des politiques publiques.

    L'enquête harmonisée sur les conditions de vie des ménages est une initiative de la Commission de l'UEMOA financée par la Banque Mondiale. L'objectif général est de renforcer les capacités des Etats membres de cet espace géographique dans la conception, la mise en œuvre, le traitement et l'analyse des données des enquêtes pour l'évaluation de la pauvreté. La requête de la Commission se justifie par la faible comparabilité des indicateurs de pauvreté entre pays ; et dans certains pays, la comparabilité temporelle est sujette aux mêmes difficultés.

    L'EHCVM permettra de fournir les données pour le suivi/évaluation de la pauvreté et des conditions de vie des ménages dans chacun des pays membres de l'union. Dans un souci d'amélioration des enquêtes de pauvreté traditionnelles, à laquelle s'inscrit l'EHCVM, la Banque mondiale a proposé d'intégrer, pour cette édition, deux volets relatifs aux enquêtes sur les relevés de prix et sur les Unités Non Standards (NSU).

    L'objectif spécifique du projet est d'apporter des solutions aux divergences méthodologiques ci-dessus. Dans cette logique, les pays ont adopté une méthodologie identique, un questionnaire harmonisé et un certain nombre d'innovations dans la mise en œuvre de l'enquête. Deux questionnaires ont été élaborés : l'un(le questionnaire ménage) s'adresse au ménage et l'autre (le questionnaire communautaire) est conçu pour collecter des informations sur la localité de résidence du ménage.

    Durant cette deuxième édition de l'EHCVM, les ménages enquêtés à la première édition en 2018/2019 ont été revisités, à hauteur de 86,1%. Ce qui constitue un échantillon assez suffisant pour examiner la dynamique de la pauvreté au sein de ce groupe de ménages et mieux appréhender la transition dans la pauvreté. En ce qui concerne l'enquête ménage, la taille de l'échantillon est estimée à 7 176 ménages qui sont répartis sur 598 Districts de Recensement (DR), soit 12 ménages à interviewer par DR.

    L'approche d'un échantillon stratifié et tiré à deux degrés a été retenue pour l'enquête proprement dite. Chaque région est subdivisée en deux parties urbaine et rurale pour former les strates d'échantillonnage. Des critères ont été ajoutés pour considérer un ménage comme panel, à savoir la présence dans le ménage du CM de 2018-19 ou de son conjoint lors l'édition de 2021/2022. Cette définition exclut, ainsi, quelques ménages (4,3%), qui dans certains cas ont connu une scission ayant induit le départ du noyau (référence est fait, ici, au CM, son épouse et/ou ses enfants) du CM de 2018/2019.

    Pour l'enquête prix, 28 strates sont formées, en raison de deux strates (urbaine et rurale) par région. Dans certains cas, la strate rurale est composée d'une localité rurale et d'une localité périurbaine. Dans chaque strate, l'échantillon est composé d'au moins un marché et d'autres points de vente.La méthodologie d'échantillonnage utilisée pour leur sélection repose sur un sondage non probabiliste basé sur un choix raisonné. La sélection de la localité rurale est basée sur des critères d'accessibilité et de poids économique de son marché hebdomadaire, parfois associée à un milieu périurbain.

    L'enquête sur les Unités Non Standards (NSU) permet de convertir les unités non-standards de consommation généralement utilisées dans les ménages (tas, bol, épi) en unités standards (kilogramme, litre). Deux catégories de NSU ont été réalisées au cours de la deuxième édition de l'EHCVM, sur la période 2021/2023.

    La première NSU concerne le volet consommation (NSU consommation) dont l'essentiel des informations ont été collectées lors de l'édition de 2018/2019 et les facteurs de conversion établis pour la grande majorité des unités. Néanmoins, il y a eu une nécessité d'une deuxième collecte afin de compléter certaines unités manquantes. Cette collecte a eu lieu du 12 au 23 août 2021.

    Concernant la seconde catégorie de NSU (non incluse lors de la première édition de l'EHCVM), elle a porté sur la production (NSU production) et avait pour objectif de convertir les unités non-standards de production généralement utilisées par les producteurs (botte, charrette, sac, mbar) en unité standards (kilogramme) pour la valorisation de la production agricole.

    Les informations concernant le NSU production ont été collectées auprès des producteurs sur deux périodes (du 6 septembre au 22 octobre 2022 et du 15 mars au 14 avril 2023) suivant la disponibilité des productions des différentes spéculations.

    Les unités d'échantillonnage de l'enquête NSU production sont constituées à partir d'une liste de producteurs disposant des combinaisons produit-unité-taille spécifiées, obtenue à partir des données collectées de l'enquête ménage 2021/2022. Les localités à visiter ont été identifiées pour garantir une couverture nationale adéquate, en prenant en compte le milieu de résidence (urbain et rural) ainsi que la région.

    L'échantillon global de l'EHCVM a été réparti entre les deux vagues, à la fois dans le temps et dans l'espace. Concernant la dimension temporelle, la collecte des données s'est déroulée tout au long des deux semestres de l'année (de janvier à juin et de juillet à décembre). L'échantillon global a été divisé en deux sous-échantillons de 299 Districts de Recensement (DR) pour chaque vague.

    Concernant l'execution de cette enquête, tous les ménages échatillonnés n'ont pas été enquêtés.Sur la taille de l'échantillon théorique de 7176 ménages, douze (12) ménages sont visités dans chaque District de Recensement (DR) ; soit un total de 598 DR.

    Cleaning operations

    Le traitement des données collectées par l'enquête prix s'est fait en différentes étapes qui sont : · le contrôle d'exhaustivité des produits par strate ; · le traitement des produits hétérogènes ; · la stabilisation de la base selon le format recommandé par l'UEMOA ; · le traitement des produits homogènes ; · l'imputation des creux selon le nombre de creux et selon que le produit soit saisonnier ou pas.

    Pour le volet ménage, la phase d'apurement vise à détecter et à corriger les erreurs liées à la collecte, qui sont généralement de deux types : · les erreurs d'observation imputables au répondant, telles que les fausses déclarations ou une mauvaise compréhension de la question ; · les erreurs imputables à l'agent enquêteur, telles que les erreurs de mesure, d'interprétation ou de transcription des réponses.

    L'apurement est réalisé à la fois pendant et après la collecte. Pendant la collecte des données, une équipe de surveillance est chargée de suivre quotidiennement les données transmises par les agents de collecte. Tout questionnaire présentant des lacunes (incohérences et/ou non-réponse) est rejeté en vue d'être corrigé. Après la collecte, les travaux d'apurement se sont concentrés sur la vérification de la couverture de l'enquête, l'exhaustivité des questionnaires, ainsi que la correction des incohérences et des valeurs aberrantes identifiées.

    À l'issue de ces travaux d'apurement, l'échantillon final comprend 7120 ménages, ce qui représente une couverture de 99,2 %.

    Abstract

    The Côte d’Ivoire EHCVM 2018/is implemented by the National institute of Statistics (INS) with support from the World Bank and the WAEMU Commission. The objective of the program is to strengthen the capacity of its member countries (Benin, Burkina Faso, Cote d’Ivoire, Guinee Bissau, Mali, Niger, Senegal, and Togo) to conduct living conditions surveys that meet harmonized, regional standards and to make the collected micro-data publicly accessible. The EHCVM is a nationally representative survey of 13,000 households, which are also representative of the geopolitical zones (at both the urban and rural level).

    The survey uses two main survey instruments: a household/individual questionnaire, and a community-level questionnaire. The surveys took place in two waves with each wave covering half of the sample. The first wave was fielded between September 2018 and December 2018, while the second wave occurred between April 2019 and July 2019. The two-wave approach was chosen to account for seasonality of consumption.

    The Cote d'Ivoire EHCVM 2018/19 sample covers all regions with urban and rural areas surveyed in all regions.

    Upon deciding on the sample size and repartition, the survey design team implemented a 2-stage sampling methodology. At the first stage, 1084 enumeration areas (EAs) were selected from the sample frame. In the second stage, 12 households were selected in each enumeration area randomly.

    The total survey sample size is 12992 households - 5275 from urban areas and 7717 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. Finally, for various reasons, including availability and quality monitoring, the final sample size comprises slightly more households (twelve) in round 2 than in round 1. In wave one, the survey teams interviewed 6490 households (2744 in urban areas and 3746 in rural areas. In wave two, the teams interviewed 6502 households (2531 in urban areas and 3971 in rural areas).

To do so, the sample of the longitudinal survey is a sub-sample of the Enquête Harmonisée sur les Conditions de Vie des Ménages (EHCVM), a harmonized household survey conducted in 2018/19 household survey in the WAEMU countries.

    For Burkina Faso, the survey, which is implemented by the Institut National de la Statistique et la Demographie (INSD), is conducted using cell phone numbers of household members collected during the 2018/19 EHCVM survey. The extensive information collected in the EHCVM provides a rich set of background information for the COVID-19 High Frequency Phone Survey of households. This background information can be leveraged to assess the differential impacts of the pandemic in the country. Every month, the sampled households will be asked a set of core questions on the key channels through which individuals and households are expected to be affected by the COVID-19-related restrictions. Employment, access to basic services, non-labor sources of income are channels likely to be impacted. The core questionnaire is complemented by questions on selected topics that rotate each month. This provides data to the government and development partners in near real-time, supporting an evidence-based response to the crisis.

    The main objectives of the survey are to: • Identify type of households directly or indirectly affected by the pandemic; • Identify the main channels by which the pandemic affects households; • Provide relevant data on income and socioeconomic indicators to assess the welfare impact of the pandemic.

    Phase 1 was conducted on a monthly basis during the period of June 2020 and July 2021 for11 Rounds. Phase 2 (starting from Round 12) was conducted on a bi-monthly basis starting in April 2022. Phase 3 (starting from Round 18) will be conducted on a bi-monthly basis, starting in July 2023.

    The survey covered a sub-sample of the households of the 2018/19 - Enquête Harmonisée sur le Conditions de Vie des Ménages (EHCVM) survey which excluded populations in prisons, hospitals, military barracks, and school dormitories.

    Sampling procedure

    The sample of the HFS is a subsample of the 2018/19 Harmonized Living Conditions Household Survey (EHCVM). The EHCVM 2018/19 is built on a nationally and regionally representative sample of households in Burkina Faso. EHCVM 2018/19 interviewed 7,010 households in urban and rural areas. In the EHCVM interview, households were asked to provide phone numbers of the household head, or a household member, or a non-household member (e.g. friends or neighbors) so that they can be contacted for follow-up questions. At least one valid phone number was obtained for 6877 households. These households established the sampling frame for the HFS. To obtain representative strata at the national, capital (Ouagadougou), urban, and rural level, the target sample size for the HFS is 1,800 household (assuming a 50% non-response rate the minimum required sample is 1479). To account for non-response and attrition, 2500 households were called in baseline round of the HFS. 1,968 households were fully interviewed during the first round of interviews. Those 1,968 households constitute the final successful sample and will be contacted in subsequent rounds of the survey.

    In addition to the 1,968 households successfully interviewed in Round 1, in Round 2, 242 additional households were sampled from the rural strata, in order to increase the representativeness in this domain. In Round 12, 231 additional households were selected from the rural stratum from the 2018/19 EHCVM sample. In Round 18, 858 additional households were selected from panel component of the 2021/22 EHCVM sample.

    Résumé

    L' Enquête Harmonisée sur les Conditions de Vie des Ménages ( EHCVM_2021/2022) est réalisée dans le cadre du Programme d'Harmonisation et de Modernisation des Enquêtes sur les Conditions de Vie des ménages (PHMECV) que la Commission de l'UEMOA a mis en oeuvre, avec l'appui technique et financier de la Banque Mondiale, dans ses Etats membres. Ce programme vise principalement à renforcer la capacité des Instituts Nationaux de Statistique (INS) de ces pays de façon à produire régulièrement des données pertinentes, fiables et comparables entre les pays, dans le domaine des conditions de vie des ménages et de la pauvreté. Il vise également à fournir les données pour l'évaluation des politiques publiques. La conception et la mise en oeuvre d'un tel programme se justifient par la faible comparabilité des indicateurs de pauvreté. De même, dans certains de ces pays, les comparaisons dans le temps ne se font pas sans difficultés. La principale cause de ces problèmes de comparaison tient aux différences méthodologiques tant sur l'aspect échantillonnage que sur l'aspect collecte des données. C'est partant de ce constat que la Commission de l'UEMOA a sollicité et obtenu l'appui technique et financier de la Banque Mondiale pour la conception et la mise en oeuvre du PHMECV qui s'est donné comme mission de corriger les insuffisances ci-dessus énumérées. Ainsi, tous les pays membres de l'UEMOA ont adapté un questionnaire commun (aux spécificités près) et un plan de sondage commun. Ce dernier est basé sur une taille d'échantillon conduisant à l'obtention d'indicateurs représentatifs au niveau national et au niveau région. En outre, tous les pays ont convenu de réaliser les opérations de collecte en deux vagues et au cours de la même période. A chaque vague, la moitié des ménages échantillons est enquêtée.

    L'objectif global des EHCVMs est de permettre la mise à jour des indicateurs de suivi de la pauvreté au Niger. De manière spécifique, elles visent à atteindre les objectifs suivants : • contribuer à mesurer les progrès réalisés vers l'atteinte des Objectifs de Développement Durables (ODD) ; • permettre la mise à jour des indicateurs sociaux utilisés dans la formulation des politiques publiques visant à améliorer les conditions de vie des populations ; • fournir des renseignements sur l'organisation et la structure du secteur de l'agriculture et de l'élevage ainsi que l'utilisation des ressources entrant dans les activités de production agricole ; • fournir des données pour l'analyse de l'évaluation des politiques publiques relatives à plusieurs domaines importants (éducation, santé, emploi, vulnérabilité aux chocs, dynamique de la pauvreté, etc.) sans nécessairement avoir à mettre en oeuvre d'autres enquêtes spécifiques.

    A l'issue de la réalisation des EHCVMs , les résultats attendus sont les suivants : • la mise à jour des indicateurs de pauvreté et du profil de pauvreté est réalisée; • les informations statistiques contribuant à la mesure des progrès vers l'atteinte des ODD sont collectées et analysées ; • la mise à jour des indicateurs sociaux utilisés dans la formulation des politiques publiques visant à améliorer les conditions de vie des populations est effectuée ; • des informations statistiques sur l'organisation et la structure des secteurs de l'agriculture et de l'élevage sont collectées et analysées ; • des données statistiques nécessaires pour l'analyse de l'évaluation des politiques publiques relatives à plusieurs domaines importants (éducation, emploi, vulnérabilité aux chocs, dynamique de la pauvreté, etc.) sont collectées et analysées.

    Pour ce qui est du choix de l'échantillon de ménages à enquêter, la méthode stratifiée et à deux degrés a été retenue et les résultats seront ainsi représentatifs au niveau national, au niveau du milieu de résidence (urbain et rural) et au niveau de chacune des strates identifiées. Pour le cas du Niger, le champ de l'enquête était constitué de l'ensemble du territoire national à l'exclusion des départements de Bosso (Région de diffa) et celui de Banibangou (Région de Tillabéri). Une taille d'échantillon d'environ 6960 ménages répartis dans 580 Unités Primaires (UP) a été retenue. Ainsi, au premier degré de tirage, l'on a procédé à la sélection de 580 Zones de Dénombrements (ZD=UP) proportionnellement à leurs tailles (en termes de nombre de ménages) et au second degré, 12 ménages ont été tirés de manière aléatoire dans chaque ZD échantillon. Les huit (8) régions administratives constituent des strates explicites. Toutefois, compte tenue de la situation sécuritaire critique dans certaines zones du pays, 25 grappes n'ont pas pu être enquêtées. Cependant, ces pertes de grappes n'entravent pas la représentativité de l'échantillon dont le processus de détermination a pris en compte cette possibilité de ne pas pouvoir accéder à certaines localités situées en zones d'insécurité.

Abstract

The Côte d’Ivoire EHCVM 2021/22 is implemented by the National institute of Statistics (INS) with support from the World Bank and the WAEMU Commission. The objective of the program is to strengthen the capacity of its member countries (Benin, Burkina Faso, Cote d’Ivoire, Guinee Bissau, Mali, Niger, Senegal, and Togo) to conduct living conditions surveys that meet harmonized, regional standards and to make the collected micro-data publicly accessible. The EHCVM is a nationally representative survey of 13,000 households, which are also representative of the geopolitical zones (at both the urban and rural level).

The survey uses two main survey instruments: a household/individual questionnaire, and a community-level questionnaire. The surveys took place in two waves with each wave covering half of the sample. The first wave was fielded between November 2021 and January 2022, while the second wave occurred between April 2022 and July 2022. The two-wave approach was chosen to account for seasonality of consumption.

Sampling procedure

The sampling frame for the 2018/19 survey was the 2014 General Population and Housing Census (RGPH). In 2021/2022, a new enumeration was conducted in the same clusters. The sample for the 2018/2019 survey was drawn using a two-stage stratified sampling plan. The stratum consisted of combinations of region and type of settlement (urban/rural). Within each stratum, at the first stage, clusters (primary sampling units) were selected with probability proportional to their size in terms of the number of households. At the second stage, 12 households were selected with equal probability within each cluster.

In 2021/2022, the strategy involves revisiting the same clusters. This entails either surveying the same 12 households from 2018/19 if they are relocated (after the enumeration phase), or surveying relocated households and supplementing the sample to 12 households in clusters where fewer are found during the enumeration phase (either because there were fewer than 12 households in the final 2018/19 database or because some households cannot be located).

The total survey sample size is 13,693 households - 5,675 from urban areas and 8,018 from rural areas. After that, the survey design randomly divided each enumeration area into two equal groups. The survey team interrogated the first group in wave 1 and the other in wave 2. Finally, for various reasons, including availability and quality monitoring, the final sample size comprises slightly more households (twelve) in round 2 than in round 1. In wave one, the survey teams interviewed 6,835 households (2,936 in urban areas and 2, 3,899 in rural areas. In wave two, the teams interviewed 6,858 households (2,739 in urban areas and 4,119 in rural areas).

The Côte d’Ivoire ECHVM 2021/22 consists of two questionnaires for each of the two visits. The Household Questionnaires was administered to all households in the sample. The Community Questionnaire was administered to the community to collect information on the socio-economic indicators of the enumeration areas where the sample households reside.

EHCVM 2021/22 Household Questionnaire: The Households Questionnaire provides information on demographics; education; health; employment (including activity-related information, primary and secondary employments); nonjob revenues; saving and credit (including information for payments due for 15 years old members of the household); food consumption; food security; nonfood consumption; nonagricultural enterprises; housing; household’s assets; transfers (received and sent); shocks and survival strategies; safety nets; agriculture (including information on plots, costs of inputs, and crops); livestock; fishing; agricultural equipment; and a module that provides indicators to helps users situate the household on the poverty spectrum based on subjective considerations and comparative indicators.

EHCVM 2021/22 Community Questionnaire: The Community Questionnaire solicits information on general community’s characteristics; community access to infrastructure and to social services; community agricultural activity; community participation; and local retail price information.
