    In 2023, the unemployment rate of persons with a disability was at 7.2 percent in the United States. This was a decrease from the previous year, when the unemployment rate was at 7.6 percent. The high unemployment among persons with disabilities may be due to the COVID-19 pandemic that has impacted everyone's employment, as can be seen in the unemployment rate of adults in the United States. The persons with a disability section of the Current Population Survey (CPS) is a set of six questions to identify persons who have physical, mental, or emotional conditions that cause serious difficulty with their daily activities. Disability in the labor force The U.S. Bureau of Labor Statistics (BLS) shows the unemployment rate of persons with a disability that have the ability to participate in the civilian labor force. In 2020 around 20.5 percent of persons with disabilities in the United States participated in the civilian labor force. Among those capable of participating in the civilian labor force, persons with a disability tend to have a higher chance of employment the higher their level of education. Persons with a disability that had a bachelor's degree or higher had the highest employment rate in 2020 at 25.7 percent. Social Security benefits Due to the inability to work, or the lack of access to suitable employment, many persons with a disability rely on government sources for financial aid. A portion of civilian paychecks are taxed to fund programs like the Old-Age, Survivors, and Disability Insurance (OASDI) and Supplemental Security Income (SSI) which provide this aid. In 2018, around 12.46 million disabled persons received OASDI or SSI benefits in the United States.

    Purpose: The purpose of this two-part study was to provide input into a strategy to improve employment opportunities for persons with disabilities in Armenia. Background: Employment rates for persons with disabilities in Armenia have been variously reported between eight and 21%, much below the general employment rate of 82%. Method: First, a Participatory Action Research process led to the development of a 15 item self-report measure - the Perceived Barriers to Employing Persons with Disabilities Scale – which was administered to 158 employers. Second, respondent data were examined to determine psychometric properties of the scale and to inform strategic recommendations for policy development. Findings: Exploratory factor analysis resulted in the removal of 6 items, leaving a 9 item scale. Responses produced a multidimensional scale clustering around 2 factors. The first of these, structural issues, was principally informed by employer perceptions of limited skill levels of persons with disabilities, high costs associated with employing persons with disabilities, and the lack of accessibility within facilities. The second factor, social issues, was informed by employers’ anticipation of negative reactions of coworkers, customers and supervisors toward persons with disabilities entering the workforce. Employers also indicated a belief that persons with disabilities with skills should be entitled to work. Discussion and Conclusion: Results of this study suggest that attitudes of Armenian employers toward people with disabilities, and subsequent hiring decisions, are partly informed by perceptions of the negative reactions of others within the workplace. This finding disagrees with studies from other jurisdictions, which generally consider that these attitudes are principally informed by perceived skills deficits on the part of people with disabilities. These results would support the development of employer-focused information and awareness campaigns designed to address both of these factors.Implications for RehabilitationEmployment rates for people with disabilities are much below those of the general population.Research indicates that employer attitudes contribute significantly to the employment success of people with disabilities.A recent employer survey in Armenia indicates that these attitudes are influenced by a perception that others within the workplace do not accept people with disabilities.Vocational counseling and training programs, and employer awareness interventions, may be more effective if this influence on employer attitudes is addressed. Employment rates for people with disabilities are much below those of the general population. Research indicates that employer attitudes contribute significantly to the employment success of people with disabilities.     This table shows working age population that has a disability and Employment, unemployment, economic activity and inactivity rates by disability (includes Equalities Act Core disabled, DDA & work-limiting disabled) The definition of ‘disability’ under the Equality Act 2010 shows a person has a disability if: they have a physical or mental impairment the impairment has a substantial and long-term adverse effect on their ability to perform normal day-to-day activities For the purposes of the Act, these words have the following meanings: 'substantial' means more than minor or trivial 'long-term' means that the effect of the impairment has lasted or is likely to last for at least twelve months (there are special rules covering recurring or fluctuating conditions) 'normal day-to-day activities' include everyday things like eating, washing, walking and going shopping There are additional provisions relating to people with progressive conditions. People with HIV, cancer or multiple sclerosis are protected by the Act from the point of diagnosis. People with some visual impairments are automatically deemed to be disabled. 18/03/2015 Data has been reweighted in line with the latest ONS estimates. 2013 data is not available for disability measures from this survey. Due to changes in the health questions on the Annual Population Survey there is quite a large discontinuity in the estimates from the Apr 2012 to Mar 2013 period onwards. These became available again from the Apr 2013 to March 2014 period as new variables. 95% confidence interval of percent figure (+/-).

    Description

    The employment rate of disabled workers (direct employment rate) in the public service is derived from employers’ declarations made to the Fund for the Integration of Persons with Disabilities into the Public Service (FPIF). This rate reports the number of Employment Obligation recipients to the total paid workforce (RTE) in the community (percentage). The FIPHFP aims to help staff with disabilities stay in employment. It accompanies public employers in this regard. The Caisse des Dépôts is responsible for administrative management. The dataset presents the employment rate of disabled workers in the communities of taxable employers, depending on their location. For employers with a national scope, their regional wording is “national employers”.
