    In 2023, the unemployment rate of persons with a disability was at 7.2 percent in the United States. This was a decrease from the previous year, when the unemployment rate was at 7.6 percent. The high unemployment among persons with disabilities may be due to the COVID-19 pandemic that has impacted everyone's employment, as can be seen in the unemployment rate of adults in the United States. The persons with a disability section of the Current Population Survey (CPS) is a set of six questions to identify persons who have physical, mental, or emotional conditions that cause serious difficulty with their daily activities. Disability in the labor force The U.S. Bureau of Labor Statistics (BLS) shows the unemployment rate of persons with a disability that have the ability to participate in the civilian labor force. In 2020 around 20.5 percent of persons with disabilities in the United States participated in the civilian labor force. Among those capable of participating in the civilian labor force, persons with a disability tend to have a higher chance of employment the higher their level of education. Persons with a disability that had a bachelor's degree or higher had the highest employment rate in 2020 at 25.7 percent. Social Security benefits Due to the inability to work, or the lack of access to suitable employment, many persons with a disability rely on government sources for financial aid. A portion of civilian paychecks are taxed to fund programs like the Old-Age, Survivors, and Disability Insurance (OASDI) and Supplemental Security Income (SSI) which provide this aid. In 2018, around 12.46 million disabled persons received OASDI or SSI benefits in the United States.

    Description

    The measure shows the proportion of all adults (aged 18-64) with a learning disability who are known to the council, who are recorded as being in paid employment. The definition of individuals 'known to the council' is restricted to those adults with a learning disability (with a primary client group of LD) who have been assessed or reviewed by the council during the year (irrespective of whether or not they receive a service) or who should have been reviewed but were not. The measure is focused on 'paid' employment, to be clear that voluntary work is to be excluded for the purposes of this measure. Paid employment is measured using the following two categories: Working as a paid employee or self-employed (16 or more hours per week); and, Working as a paid employee or self-employed (up to 16 hours per week). A 'paid employee' is one who works for a company, community or voluntary organisation, council or other organisation and is earning at or above the National Minimum Wage. This includes those who are working in supported employment (i.e. those receiving support from a specialist agency to maintain their job) who are earning at or above the National Minimum Wage. 'Self-employed' is defined as those who work for themselves and generally pay their National Insurance themselves. This should also include those who are unpaid family workers (i.e. those who do unpaid work for a business they own or for a business a relative owns). In 2014/15 the change from ASC-CAR to SALT resulted in a change to who is included in the measure. Previously, this measure included 'all adults with a learning disability who are known to the council. However, SALT table LTS001a only captures those clients who have received a long-term service in the reporting year. Furthermore, the measure now only draws on the subset of these clients who have a primary support reason of Learning Disability Support; those clients who may previously have been included in the client group Learning Disability in ASC-CAR might not have a primary support reason of Learning Disability Support, and are now excluded from the measure. Only covers people receiving partly or wholly supported care from their Local Authority and not wholly private, self-funded care. Data source: SALT. Data is Powered by LG Inform Plus and automatically checked for new data on the 3rd of each month.

    The data given for each month is a "rolling" average, which represents the average for the 12 month period ending with the reference month. For example: The July 2019 “People with Disabilities Participation Rate” is the average participation rate of August 2018 – July 2019. The August 2019 rate is the average of September 2018 – August 2019, and so on.

    Description

    The employment rate of disabled workers (direct employment rate) in the public service is derived from employers’ declarations made to the Fund for the Integration of Persons with Disabilities into the Public Service (FPIF). This rate reports the number of Employment Obligation recipients to the total paid workforce (RTS) in the community. The FIPHFP aims to help staff with disabilities stay in employment. It accompanies public employers in this regard. The Caisse des Dépôts is responsible for administrative management. The dataset presents the employment rate of disabled workers in the communities of taxable employers, depending on their location department. For employers with a national scope, their regional wording is “national employers”, with a department code left blank and a department label equal to “France”.
