The employment and unemployment indicator shows several data points. The first figure is the number of people in the labor force, which includes the number of people who are either working or looking for work. The second two figures, the number of people who are employed and the number of people who are unemployed, are the two subcategories of the labor force. The unemployment rate is a calculation of the number of people who are in the labor force and unemployed as a percentage of the total number of people in the labor force.
The unemployment rate does not include people who are not employed and not in the labor force. This includes adults who are neither working nor looking for work. For example, full-time students may choose not to seek any employment during their college career, and are thus not considered in the unemployment rate. Stay-at-home parents and other caregivers are also considered outside of the labor force, and therefore outside the scope of the unemployment rate.
The unemployment rate is a key economic indicator, and is illustrative of economic conditions in the county at the individual scale.
There are additional considerations to the unemployment rate. Because it does not count those who are outside the labor force, it can exclude individuals who were looking for a job previously, but have since given up. These data are taken from the ANNUAL datasets from the Labour Force Survey (LFS) carried out by the Office for National Statistics (ONS), providing labour market data back to 1996 for the NUTS2 areas in Wales, and back to 2001 for the local authorities in Wales. The availability of local authority data is dependent upon on an enhanced sample (around 350 per cent larger) for the annual LFS, which commenced in 2001. For years labelled 1996 to 2004 in this dataset, the actual periods covered are the 12 months running from March in the year given to February in the following year (e.g. 2001 = 1 March 2001 to 28 February 2002). Since 2004, the annual data have been produced on a rolling annual basis, updated every three months, and the dataset is now referred to as the Annual Population Survey (APS). The rolling annual averages are on a calendar basis with the first rolling annual average presented here covering the period 1 January 2004 to 31 December 2004, followed by data covering the period 1 April 2004 to 31 March 2005, with rolling quarterly updates applied thereafter. Note therefore that the consecutive rolling annual averages overlap by nine months, and there is also a two-month overlap between the last period presented on the former March to February basis, and the first period on the new basis. The population can be broken down into economically active and economically inactive populations. The economically active population is made up of persons in employment, and persons unemployed according to the International Labour Organisation (ILO) definition. This report allows the user to access these data. Although each measure is available for different population bases, there is an official standard population base used for each of the measures, as follows. The Quarterly Census of Employment and Wages (QCEW) program (also known as ES-202) collects employment and wage data from employers covered by New York State's Unemployment Insurance (UI) Law. This program is a cooperative program with the U.S. Bureau of Labor Statistics. QCEW data encompass approximately 97 percent of New York's nonfarm employment, providing a virtual census of employees and their wages as well as the most complete universe of employment and wage data, by industry, at the State, regional and county levels. "Covered" employment refers broadly to both private-sector employees as well as state, county, and municipal government employees insured under the New York State Unemployment Insurance (UI) Act. Federal employees are insured under separate laws, but are considered covered for the purposes of the program. Employee categories not covered by UI include some agricultural workers, railroad workers, private household workers, student workers, the self-employed, and unpaid family workers. QCEW data are similar to monthly Current Employment Statistics (CES) data in that they reflect jobs by place of work; therefore, if a person holds two jobs, he or she is counted twice. However, since the QCEW program, by definition, only measures employment covered by unemployment insurance laws, its totals will not be the same as CES employment totals due to the employee categories excluded by UI.

The Quarterly Census of Employment and Wages (QCEW) Program is a Federal-State cooperative program between the U.S. Department of Labor’s Bureau of Labor Statistics (BLS) and the California EDD’s Labor Market Information Division (LMID). The QCEW program produces a comprehensive tabulation of employment and wage information for workers covered by California Unemployment Insurance (UI) laws and Federal workers covered by the Unemployment Compensation for Federal Employees (UCFE) program.
The QCEW program serves as a near census of monthly employment and quarterly wage information by 6-digit industry codes from the North American Industry Classification System (NAICS) at the national, state, and county levels. At the national level, the QCEW program publishes employment and wage data for nearly every NAICS industry. At the state and local area level, the QCEW program publishes employment and wage data down to the 6-digit NAICS industry level, if disclosure restrictions are met. In accordance with the BLS policy, data provided to the Bureau in confidence are used only for specified statistical purposes and are not published. The BLS withholds publication of Unemployment Insurance law-covered employment and wage data for any industry level when necessary to protect the identity of cooperating employers.
Data from the QCEW program serve as an important input to many BLS programs. The Current Employment Statistics and the Occupational Employment Statistics programs use the QCEW data as the benchmark source for employment. The UI administrative records collected under the QCEW program serve as a sampling frame for the BLS establishment surveys.
In addition, the data serve as an input to other federal and state programs. The Bureau of Economic Analysis (BEA) of the Department of Commerce uses the QCEW data as the base for developing the wage and salary component of personal income.
The U.S. Department of Labor’s Employment and Training Administration (ETA) and California's EDD use the QCEW data to administer the Unemployment Insurance program. The QCEW data accurately reflect the extent of coverage of California’s UI laws and are used to measure UI revenues; national, state and local area employment; and total and UI taxable wage trends.
The U.S. Department of Labor’s Bureau of Labor Statistics publishes new QCEW data in its County Employment and Wages news release on a quarterly basis. Following the identification of a minor error, the Economic Estimates: Employment in the Digital Sector, April 2023 to March 2024 data tables have been corrected and republished.
Employment in the Digital Sector decreased between the 2022/23 and 2023/24 financial years (between April and the following March), compared to a small amount of employment growth in the UK overall over the same period.
Employment in the Digital Sector during the 2023/24 financial year was approximately 1.8 million filled jobs. This suggests that there has been a 3.4% reduction in employment in the Digital Sector (which includes the Telecommunications Sector) since the 2022/23 financial year (1.9 million filled jobs), reducing back to levels seen in the 2021/22 financial year (1.8 million filled jobs). By comparison, employment in the UK overall increased by 0.4% between the 2022/23 and 2023/24 financial years.
Employment in the Telecommunications Sector was unchanged between the 2022/23 and 2023/24 financial years, with approximately 179,000 filled jobs in the sector in both periods.
The Digital Sector accounted for a slightly lower proportion of the UK’s filled jobs during the 2023/24 financial year (5.4%) than in the prior 2022/23 financial year (5.6%). The Telecommunications Sector accounted for a similar proportion of the UK’s filled jobs in both the 2022/23 and 2023/24 financial years (0.5%).
In the 2023/24 financial year, the ‘Computer programming, consultancy and related activities’ subsector contributed the majority of filled jobs in the Digital Sector (56.1%). In the 2023/24 financial year, the Telecommunications Sector contributed 9.8% of the filled jobs in the Digital Sector.
In the 2023/24 financial year, the proportions of filled jobs held by women (30.2%) and disabled people (14.2%) in the Digital Sector were smaller than the proportions of filled jobs held by these groups in the UK overall (48.0% and 17.4%, respectively).
In the 2023/24 financial year, the proportion of filled jobs held by individuals with degree level (or equivalent) education in the Digital Sector (63.5%) was larger than the proportion of filled jobs held by this group in the UK overall (43.6%).

Since the publication of our most recent employment statistics, the ONS has carried out analysis to assess the impact of falling sample sizes on the quality of Annual Population Survey (APS) estimates. Due to the ongoing challenges with response rates, response levels and weighting, the accreditation of ONS statistics based on the Annual Population Survey (APS) was temporarily suspended on 9 October 2024. Because of the increased volatility of both Labour Force Survey (LFS) and APS estimates, the ONS advises that estimates produced using these datasets should be treated with additional caution.
ONS statistics based on both the APS and LFS will be considered Official Statistics in Development until further review. We are reviewing the quality of our estimates and will update users about the accreditation of DSIT Digital Sector Economic Estimates for Employment if this changes.
