    Description

    Local Authority is a generic term used to cover London Boroughs, Metropolitan Districts, Non-Metropolitan Districts, and Unitary Authorities in England; Unitary Authorities in Wales; Council Areas in Scotland; and Local Government Districts in Northern Ireland.

    The Local Authorities area list contains 404 areas of the following constituent geographies:

    The boundaries are available as either extent of the realm (usually this is the Mean Low Water mark but in some cases boundaries extend beyond this to include off shore islands) or

    clipped to the coastline (Mean High Water mark).

    The local authority interactive tool (LAIT) is an app that presents information in interactive tables and charts, along with local authorities’ rank positions in England and against statistical neighbours.

    It includes local authority, regional and national data on:

    • children looked after and adoption
    • child protection
    • the children’s social care workforce
    • special educational needs and disability
    • pupil attainment and attendance
    • children’s health
    • youth justice
    • post-16
    • finance

    The ‘Children’s services statistical neighbour benchmarking tool’ allows you to select a local authority and display its ‘closest statistical neighbours’ (local authorities with similar characteristics). The tool has been reviewed and rebuilt to include updated socio-economic variables from the 2021 census. More information is available in the associated update note and technical report.

    These statistics provide the most reliable and consistent breakdown of CO2 emissions across the country, using nationally available data sets going back to 2005.

    The main data sources are the UK National Atmospheric Emissions Inventory and the BEIS National Statistics of energy consumption for local authority areas. All emissions included in the national inventory are covered, except aviation, shipping and military transport, for which there is no obvious basis for allocation to local areas.

    • statistical release: summary of local authority emissions statistics including UK emissions maps
    • data tables: all data tables for local authority emissions
    • technical report: methodology adopted to estimate carbon dioxide emissions at local level
    • employment based energy consumption mapping in the UK: methodology used to map emissions from smaller industrial and commercial sources
    • mapping carbon emissions and removals for the land use, land use change and forestry (LULUCF) sector: LULUCF emissions and removals at the local authority level, prepared by the Centre for Ecology and Hydrology (CEH)
    • dataset of local authority emissions data (revised 5 August 2021: updated to fix formatting error where totals were split over multiple rows: actual figures remain the same)

    In addition, http://naei.defra.gov.uk/data/local-authority-co2-map" class="govuk-link">interactive local authority level emissions maps are published on the National Atmospheric Emissions Inventory (NAEI) website on behalf of BEIS. Users can zoom in to any UK local authority, see the emissions for the area and identify the significant point sources, such as iron and steel plants. The data can be filtered by sector, and to see how emissions have changed across the time series.

England and Wales were divided into County Boroughs, Municipal Boroughs, Urban Districts and Rural Districts. These generally functioned as sub-divisions of Administrative Counties with powers varying according to status, but County Boroughs were large cities with full independence from their County. The County of London was divided into Metropolitan Boroughs, plus the City of London which had the unique status of County Corporate. This file represents the system as it was used to report the 1911 Census of Population. To distinguish between identical place names with different administrative geographies, an Administrative County Boundaries layer may be used to add County name attributes to this layer.
