    Layer that combines permit boundary polygons with database info from the WVDEP ERIS sprec database table. For older permits without a boundary, we create a circular polygon that has the same area as the disturbed acres value from the sprec table, or original acres if disturbed acres is not available, or a fixed 2 acres if neither is available.This layer is updated routinely by an update script.
