Exploring and analyzing permit activity can help regional planners ensure that development occurs in accordance to the area's long-term goals. One area that has recently experienced rapid growth is Montgomery County, Maryland, a suburban county near Washington, D.C. County planners want to observe spatial and temporal growth trends, find out why certain areas are growing faster than others, and communicate key information about the county's growth to the public.

    This deep learning model is used to extract building footprints from high-resolution (10–40 cm) imagery. Building footprint layers are useful in preparing base maps and analysis workflows for urban planning and development, insurance, taxation, change detection, infrastructure planning, and a variety of other applications.Digitizing building footprints from imagery is a time-consuming task and is commonly done by digitizing features manually. Deep learning models have a high capacity to learn these complex workflow semantics and can produce superior results. Use this deep learning model to automate this process and reduce the time and effort required for acquiring building footprints.Using the modelFollow the guide to use the model. Before using this model, ensure that the supported deep learning libraries are installed. For more details, check Deep Learning Libraries Installer for ArcGIS.Fine-tuning the modelThis model can be fine-tuned using the Train Deep Learning Model tool.     The Inspectional Services Department (ISD) issues building permits for construction projects within the City of Boston. Various projects require different types of applications, and work cannot begin until a building permit card is issued. Permits are valid for six months starting on the day that they are received, and may occasionally be extended for an additional 180 days.

    The City of Saint Paul's Department of Safety and Inspections requires homeowners or licensed contractors to obtain a building permit before the following changes are made on one or two-family residences, multi-family residences, or buildings for commercial, industrial, or institutional use:Building a new structureAdding an addition to current structureRemodeling or repairing a structureFor more information about the requirements and the application process, please visit: https://www.stpaul.gov/departments/safety-inspections/building-and-construction/construction-permits-and-inspections/building-permits-inspections Note: We have identified an issue with the time-related data in our datasets. The times are displayed correctly as Central time when viewing the data in the City’s open information portal. Upon downloading or exporting the data, any date/time columns are converted to Coordinated Universal Time (UTC). This results in the times getting converted to of either 5 hours (during Daylight savings time) or 6 hours (for Standard time) ahead of our Central time.

    To correct this issue, determine if it is Standard time or Daylight Savings time. Central Daylight Time (CDT) runs from the second Sunday in March to the first Sunday in November. Central Standard Time (CST) is the remainder of the year. If it is CDT, subtract 5 hours from UTC time and if it is CST, then subtract 6 hours. This issue comes from the ESRI platform and is unable to be modified at this time.

    Description

    This is a dynamic traffic map service with capabilities for visualizing traffic speeds relative to free-flow speeds as well as traffic incidents which can be visualized and identified. The traffic data is updated every five minutes. Traffic speeds are displayed as a percentage of free-flow speeds, which is frequently the speed limit or how fast cars tend to travel when unencumbered by other vehicles. The streets are color coded as follows: Green (fast): 85 - 100% of free flow speeds Yellow (moderate): 65 - 85% Orange (slow); 45 - 65% Red (stop and go): 0 - 45%Esri's historical, live, and predictive traffic feeds come directly from TomTom (www.tomtom.com). Historical traffic is based on the average of observed speeds over the past year. The live and predictive traffic data is updated every five minutes through traffic feeds. The color coded traffic map layer can be used to represent relative traffic speeds; this is a common type of a map for online services and is used to provide context for routing, navigation and field operations. The traffic map layer contains two sublayers: Traffic and Live Traffic. The Traffic sublayer (shown by default) leverages historical, live and predictive traffic data; while the Live Traffic sublayer is calculated from just the live and predictive traffic data only. A color coded traffic map image can be requested for the current time and any time in the future. A map image for a future request might be used for planning purposes. The map layer also includes dynamic traffic incidents showing the location of accidents, construction, closures and other issues that could potentially impact the flow of traffic. Traffic incidents are commonly used to provide context for routing, navigation and field operations. Incidents are not features; they cannot be exported and stored for later use or additional analysis. The service works globally and can be used to visualize traffic speeds and incidents in many countries. Check the service coverage web map to determine availability in your area of interest. In the coverage map, the countries color coded in dark green support visualizing live traffic. The support for traffic incidents can be determined by identifying a country.     Building footprint layers are useful in preparing base maps and analysis workflows for urban planning and development. They also have use in insurance, taxation, change detection, infrastructure planning, and a variety of other applications.

    Digitizing building footprints from imagery is a time-consuming task and is commonly done by digitizing features manually. Deep learning models are highly capable of learning these complex semantics and can produce superior results. Use this deep learning model to automate the tedious manual process of extracting building footprints, reducing time and effort required significantly.Using the modelFollow the guide to use the model. Before using this model, ensure that the supported deep learning libraries are installed. For more details, check Deep Learning Libraries Installer for ArcGIS. Fine-tuning the modelThis model can be fine-tuned using the Train Deep Learning Model tool. Follow the guide to fine-tune this model.Input8-bit, 3-band high-resolution (10–40 cm) imagery.OutputFeature class containing building footprints.Applicable geographiesThe model is expected to work well in the United States.Model architectureThe model uses the MaskRCNN model architecture implemented using ArcGIS API for Python.Accuracy metricsThe model has an average precision score of 0.718.Sample resultsHere are a few results from the model. Exploring and analyzing permit activity can help regional planners ensure that development occurs in accordance to the area's long-term goals. One area that has recently experienced rapid growth is Montgomery County, Maryland, a suburban county near Washington, D.C. County planners want to observe spatial and temporal growth trends, find out why certain areas are growing faster than others, and communicate key information about the county's growth to the public.
