This dataset provides Census 2021 estimates that classify households in Northern Ireland by the diversity in ethnic group of household members in different relationships. The estimates are as at census day, 21 March 2021.
The census collected information on the usually resident population of Northern Ireland on census day (21 March 2021). Initial contact letters or questionnaire packs were delivered to every household and communal establishment, and residents were asked to complete online or return the questionnaire with information as correct on census day. Special arrangements were made to enumerate special groups such as students, members of the Travellers Community, HM Forces personnel etc. The Census Coverage Survey (an independent doorstep survey) followed between 12 May and 29 June 2021 and was used to adjust the census counts for under-enumeration.
In the search for democratic solutions to global conflicts over the last two decades, one model of post-conflict governance has prevailed. power-sharing. Consociational power-sharing entails the representation and participation of major societal groups in the process of governing. Governmance based on consociational principles has facilitated war-to-peace transition in some of the world's most deeply divided places, from Burundi to Lebanon, Kosovo, Macedonia, Northern ireland, Bosnia-Herzegovina, and Iraq. Yet, while consociational power-sharing has been heralded as a democratic and inclusive approach to managing ethnic difference, it faces a significant trade-off. For the system to stabilise and pacify divided societies, it must marginalise those actors who were not directly involved in the conflict. By making inclusion of the dominant groups in society central to democratic governance, power-sharing excludes other groups who align with alternative identities.
Our project addressed this inherent dilemma in power-sharing of exclusion amid inclusion (EAI Dilemma). We have investigated the institutional bias in power-sharing systems in favour of large groups over “non-dominant minorities” who are not explicitly included in the settlement, such as non-ethnic collectives, women and migrant communities. This project sought solutions to this democratic deficit in post-conflict societies. from over 100 interviews with primarily, political elites and members of civil society across Bosnia-Herzegovina, Northern Ireland, Lebanon and North Macedonia we identifed how power-sharing arrangements can be designed, refined and improved in ways that address the EAI problem.
In 2009 the European Court of Human Rights ruled 14-3 that Bosnia-Herzegovina's election rules for its tripartite presidency, which allow only Bosniaks, Bosnian Croats, and Bosnian Serbs to stand for election, were discriminatory against other minority groups, namely the Roma and Jewish communities. This is because Bosnia's constitutional framework, alongside the presidential arrangement, is designed to accommodate and include the three constituent peoples but not members who prefer not to identify in terms of three ethnic groups. While this was thought necessary to end the 1992-5 war (Weller and Wolff 2005), it has forestalled the consolidation of democracy and has marginalised individuals and groups who do not identify with the three dominant communities. As Jakob Finci, the leader of Bosnia's Jewish community who took the case to the ECHR, noted in response to the ruling, Bosnia's institutional rules are "a problem of injustice that divides Bosnian people into first and second class citizens" (Balkanist 2015). Power-sharing, which entails the representation and participation of major societal (ethnic) actors in the process of governing, has been adopted in places as diverse as Burundi, Lebanon, Kosovo, Macedonia, Northern Ireland, Bosnia-Herzegovina, and Iraq and has facilitated a war-to-peace transition in some of the world's most deeply divided places. However, while power-sharing is often heralded as a democratic and inclusive approach to managing ethnic difference, it faces a significant trade-off. For power-sharing to create stability and pacify the divided groups, it must marginalise those actors who were not directly involved in conflict, who we refer to as non-dominant groups. As part of this project, we identify three kinds of non-dominant groups who were neglected in the original design of power-sharing institutions and remain on the sidelines of postconflict politics: non-ethnic minorities, re-aligned minorities, and micro-minorities. We refer to this institutional bias in favour of large groups as the "exclusion amid inclusion" (EAI) dilemma. We seek to answer the following research question: How can power-sharing arrangements best be implemented to account for the EAI problem? This research project is designed to confront the EAI dilemma and offer feasible and viable recommendations for its resolution. We seek to answer the following research question: How can power-sharing arrangements best be implemented to account for the EAI problem? We answer this question through a threefold methodological approach. Due to question and response category differences in the country-specific ethnic group question asked in the 2011 Censuses of the UK, some responses are not directly comparable. The UK output on ethnic group is therefore presented using a high-level classification as recommended by the ONS: Primary Standards for Harmonised Concepts and Questions for Social Data sources.
This statistic shows the number of racist crimes in Northern Ireland during 2017/18, by nationality of the victim. The highest number of racist crimes was recorded to be directed towards people with UK or Irish nationality, with 132 reported crimes. As for victims from outside the British islands, people of Polish nationality were the most targeted group by far, with 82 occurred crimes.
The 705 respondents to the Ethnic Minority Survey are a subset of the BRITISH GENERAL ELECTION CROSS-SECTION SURVEY, 1997 (ICPSR 2615) with an ethnic boost generated by a random screening survey. Eligible ethnic minority respondents for this survey were those who considered themselves to be Black, Indian, Pakistani, or Bangladeshi. The aims of this survey were (1) to measure the extent to which ethnic minority voters are integrated into the electoral process, (2) to evaluate, after taking into account social background, whether members of the main ethnic minorities vote differently from each other and from their white counterparts, (3) to examine whether the political attitudes of ethnic minority voters differ significantly from those of white voters, and (4) to explore whether members of ethnic minorities are influenced by different considerations than their white counterparts in deciding how to vote, and to evaluate in particular the importance of issues of race and immigration in voting behavior of ethnic minority and white voters. Fieldwork was conducted between May 1, 1997, the day of the 1997 British general election, and August 1997. Respondents were asked for their opinions on the existence of prejudice against them, recent improvements in Britain for minorities, the role of the government in improving conditions for minorities, the effectiveness of laws against racial discrimination and racial violence, school programs tailored for minority students, Britain's blasphemy law, state funding of religious schools, the stances of British political parties toward minorities, and the presence of minority figures in British politics. Additionally, topics covered in the Cross-Section Survey include the 1997 election campaign, participation in 1997 local elections, political knowledge, trust in government, images of British leadership, and views on British political parties, the European Union, Northern Ireland, nuclear weapons, unemployment, inflation, nationalization and privatization of companies, redistribution of income, women's rights, the role of government in social policy, abortion, ethnic minorities, the British economy, and the future of governmental institutions such as the House of Lords. It surveyed young people aged 12-17 living in the households of adults interviewed for NILT, and YLT ran alongside it from 1998-2000. Following an evaluation in 2001, the YLT series recommenced in 2003 (see SN 4826) using a completely different methodology and independent of the adult NILT. This new YLT survey uses Child Benefit records as a sampling frame.The aims of the YLT series are to: monitor public attitudes towards social policy and political issues in Northern Ireland; provide a time series on attitudes to key social policy areas; facilitate academic social policy analysis; provide a freely available resource on public attitudes for the wider community of users in Northern Ireland; give a voice to young people. The Northern Ireland Life and Times Survey (NILT) series began in 1998, and was the successor to the previous Northern Ireland Social Attitudes series, which was discontinued in 1996.
The main aims of the NILT series are:
NILT originally had a companion series which also began in 1998, the Young Life and Times Survey (YLT), although the YLT methodology changed in 2003 and it is conducted separately each year. The Kids' Life and Times (KLT) survey of P7 children (10-11 year olds) is also part of the same suite of surveys as YLT and NILT.
NILT also forms part of the International Social Survey Programme (ISSP), although it does not do so every year. Unfortunately, NILT did not run in 2011 due to funding issues, though YLT ran as normal that year; NILT resumed in 2012 (SN 7408). In addition, several open access teaching datasets were created by ARK (Access Research Knowledge) from various years of NILT, covering different topics such as Lesbian, Gay, Bisexual and Transgender (LGBT) issues, politics and community relations, attitudes to ageing and ageism, and dementia.

NILT 2021
Previous NILT surveys had been undertaken as a face-to-face interview, followed by a short self-completion questionnaire. However, due to the COVID-19 pandemic, the 2020 and 2021 surveys were undertaken online. Respondents could also request to complete the survey via a phone or video interview, if they desired.

National identity
A person's national identity is a self-determined assessment of their own identity with respect to the country or countries with which they feel an affiliation. This assessment of identity is not dependent on legal nationality or ethnic group.
The national identity question included six tick box responses:
Where a person ticked 'Other' they were asked to write in the name of the country. People were asked to tick all options that they felt applied to them. This means that in results relating to national identity people may be classified with a single national identity or a combination of identities.

General health
General health is a self-assessment of a person's general state of health. People were asked to assess whether their health was very good, good, fair, bad or very bad.
Interviews with individuals and organisations that explore the current position of the Black and Minority Ethnic voluntary and community sector (BME VCS) in relation to voice and influence in terms of policy and practice. The current climate has presented challenges for third sector organisations, such as responding to the economic downturn, the introduction of austerity measures and the impact of changing funding mechanisms. Yet research into how BME VCS organisations are faring in this changed context is limited not only in the area of understanding direct service provision for BME communities but, particularly, around the capacity of the BME VCS to play a strategic advocacy role. The research explored: (1) Whether there was a BME VCS and its characteristics; (2) The perceived voice and influence of the BME VCS within the third sector as a whole; and (3) The resilience of the BME VCS in the face of the current challenges.
The Third Sector Research Centre (TSRC) is a Venture Funded Centre, in partnership with the Office for Civil Society and the Barrow Cadbury Trust. TSRC is based at the University of Birmingham, but is a joint venture with the University of Southampton, with additional contributions from Middlesex and Kent. Research activity includes: (1) Analysis of theoretical issues and development of a critical understanding of the policy environment for the sector. (2) Securing and analysing reliable data about the size, shape, structure and dynamics of the sector - including quantitative data, drawn from administrative sources and large scale surveys, and in-depth qualitative research with a selection of sector organisations. (3) Analysis of the economic and social impact of the sector, including the role of the sector in delivering public services, the development of social enterprise, the role of organisations in the environmental field, and the mapping and analysis of smaller community organisations operating ‘below-the-radar’.
Third sector policy has now been devolved to the separate administrations in Scotland, Wales and Northern Ireland and research includes analysis of the impact of this devolution. TSRC also employs a Knowledge Exchange Team to ensure that its work has a direct impact on policy and practice.

Economic activity
Economic activity relates to whether or not a person who was aged 16 and over was working or looking for work in the week before census. Rather than a simple indicator of whether or not someone was currently in employment, it provides a measure of whether or not a person was an active participant in the labour market.
A person's economic activity is derived from their 'activity last week'. This is an indicator of their status or availability for employment - whether employed, unemployed, or their status if not employed and not seeking employment. Additional information included in the economic activity classification is also derived from information about the number of hours a person works and their type of employment - whether employed or self-employed.
The census concept of economic activity is compatible with the standard for economic status defined by the International Labour Organisation (ILO). It is one of a number of definitions used internationally to produce accurate and comparable statistics on employment, unemployment and economic status.

The Labour Force Survey (LFS) has been carried out in the UK since 1973. From 1973 until 1983 the survey was carried out biennially, and from 1984 until 1991 it was conducted annually. In 1992 the quarterly LFS was introduced. This dataset provides Census 2021 estimates that classify households in Northern Ireland by the diversity in ethnic group of household members in different relationships. The estimates are as at census day, 21 March 2021.
The census collected information on the usually resident population of Northern Ireland on census day (21 March 2021). Initial contact letters or questionnaire packs were delivered to every household and communal establishment, and residents were asked to complete online or return the questionnaire with information as correct on census day. Special arrangements were made to enumerate special groups such as students, members of the Travellers Community, HM Forces personnel etc. The Census Coverage Survey (an independent doorstep survey) followed between 12 May and 29 June 2021 and was used to adjust the census counts for under-enumeration.
