The latest edition of the TE-SAT (European Union Terrorism Situation and Trend Report) has become available online. This strategic document has been prepared by experts at Europol and is based on contributions from EU Member States and Europol partners. The TE-SAT presents an overview of terrorist attacks in the European Union and outlines main trends related to terrorism. It informs, among others, that Islamic State (IS) affiliated groups have the intent, capability and resources to carry out terrorist attacks against the EU and acts of violence by IS have the potential to increase in number and intensity

The EU Terrorism Situation and Trend Report (TE-SAT) has been produced by analysts and experts at Europol, drawing on contributions from EU Member States and external partners.
This 2016 edition of the EU Terrorism Situation and Trend Report (TE-SAT) provides an overview of the failed, foiled and completed terrorist attacks that took place in the EU during 2015, and of arrests, convictions and penalties issued.
From 2007 to 2022, the Middle East and North Africa (MENA) suffered from the highest number of terrorist attacks, reaching over 23,000 incidents as of 2022. The region with the second highest number of attacks, South Asia, recorded nearly 18,000 attacks during the same period.
Recent developments
While Afghanistan remains the country most impacted by terrorism in the world, there has been a global shift in the patterns of terrorist attacks since 2019. After the Islamic State in Iraq and Syria was defeated, the number of deaths from terrorist attacks in Middle East and North Africa as well as South Asia has been decreasing, whereas it has been increasing in Sub-Saharan Africa, with the Sahel region especially affected. In the Western World, much of the attention on terrorism has been on Islamist groups such as the Islamic State and Al-Qaida since 9/11. In the decades before, attacks conducted by nationalist groups such as ETA in Spain or IRA in Norther Ireland received much attention. While some saw these as brutal terrorists, other saw them as freedom fighters battling for their cause. Debate still exists over the labeling of certain groups fighting for political or religious reasons as terrorist organizations. This debate is reflected in the Kurdistan Workers’ Party, also known as the PKK, who operate in Iraq and Turkey are considered a terrorist group by NATO and the European Union, but not the United Nations and states such as China and Switzerland.

The TE-SAT 2007 is an EU report and as such aims at providing an overview of the situation in the EU instead of describing the situation in single Member States as was the case in earlier editions of the TE-SAT. It seeks to establish basic facts and figures regarding terrorist attacks and activities in the EU.

More than 3600 organised crime groups are active in the EU. To combat this ever increasing and global criminal activity, European law enforcement authorities joined forces for operation Archimedes. Some of the results of the largest operation ever organised in the EU were: more than 1000 arrests, the seizure of two tonnes of drugs, one million euros confiscated and 30 children saved from trafficking. But this operation was only one of the many investigations that Europol staff support on a daily basis.

The priorities for Europol are determined on a yearly basis (by the Member States) through the drafting of the Work Programme. The five priority crime areas identified in the Work Programme 2004 for Europol were based on the dominant trends identified within organised crime1 at the time of planning and within the framework of Europol’s mandate according to the Europol Convention. The approach focusing on criminal organisations taken by Europol, as in 2003, was target group orientated and successfully implemented across each of the following five priority crime areas: - Drugs trafficking - Illegal immigration and trafficking in human beings (THB) - Counter terrorism - Forgery of money (Euro) - Financial and property crimes including money laundering
