    In September 2023, the national debt of the United States had risen up to 33.17 trillion U.S. dollars. The national debt per capita had risen to 85,552 U.S. dollars in 2021. As represented by the statistic above, the public debt of the United States has been continuously rising.

    U.S. public debt Public debt, also known as national and governmental debt, is the debt owed by a nations’ central government. In the case of the U.S., national debt is owed by the federal government to Treasury security holders. Generally speaking, government debt increases with government spending, and can be decreased through taxes. During the COVID-19 pandemic, the U.S. government increased spending significantly to finance virus infrastructure, aid, and various forms of economic relief.

    International public debt

    Venezuela leads the global ranking of the 20 countries with the highest public debt in 2021. In relation to the Gross Domestic Product (GDP), Venezuela's public debt amounted to around 306.95 percent of GDP. Eritrea was ranked fifth, with an estimated debt of 170 percent of the Gross Domestic Product.

    The national debt of the United Kingdom is forecasted to grow from 87 percent in 2022 to 70 percent in 2027, in relation to the Gross Domestic Product. These figures include England, Wales, Scotland as well as Northern Ireland.

    Greece had the highest national debt among EU countries as of the 4th quarter of 2020 in relation to the Gross Domestic Product. Germany ranked 13th in the EU, with its national debt amounting to 69 percent of GDP in the same time period.

    Tuvalu was one of the 20 countries with the lowest national debt in 2021 in relation to the GDP, while Macao had an estimated level of national debt of zero percent, the lowest of any country. The data refer to the debts of the entire state, including the central government, the provinces, municipalities, local authorities and social insurance.

    Description

    In the innovation ecosystem, the knowledge-based game behavior of each subject not only pertains to its own survival and development but also affects evolution of the innovation ecosystem. The present study investigates the choice of government’s regulation strategy, leading firms’ innovation protection strategy and following firms’ imitation strategy from the perspective of group evolutionary game. Based on the cost-benefit perspective, an asymmetric tripartite evolutionary game model and a simulation model are constructed to analyze the strategies and stability of the evolutionary equilibrium of each subject. We focus mainly on the protection intensity of innovation achievements by leading enterprises and the difficulty of imitation and substitution by following enterprises. The cost of patent operation and maintenance, government subsidies, and the relative difficulty of technology substitution and imitation were identified as the key factors affecting the evolutionary equilibrium of the system. Based on different scenarios resulting from the aforementioned factors, four equilibrium states are observed in the system, namely {no government regulation, technology secrecy, substitution}, {no government regulation, technology secrecy, imitation}, {no government regulation, patent application, imitation}, and {government regulation, patent application, imitation}. Finally, the study suggests corresponding recommendations for the three parties, which can help governments as well as the leading and following firms to choose appropriate behavioral strategies. At the same time, this study offers positive insights to participants in the global innovation ecosystem.

    Description

    Abstract Background Snakebite poisoning is a latent global public health problem. In this context, Brazil is a world reference in the treatment of this type of accident. It is important to highlight that the treatment of ophidian accidents in the country was evidenced by the studies of the sanitary veterinarian Vital Brazil, who patented the treatment and donated to the Brazilian state. But what impact did this act have on society since patent management became a state obligation? Objective Based on an analysis of the evolution of the treatment of ophidism, we aimed to verify the correlation between the investments of the Federal Government in the main institutes responsible for the production of serum and researching the treatment of ophidian accidents in Brazil, number of fatal accident victims. Method A statistical correlation analysis was performed based on accidents and deaths resulting from ophidian accidents and government investments in the main institutes producing anti-blind sera from 1998 to 2017. Results The results showed that there is a clear evolution in the number of accidents resulting from ophidian accidents in Brazil. Conclusion there is a positive correlation between the investments of the Brazilian government to control the mortality resulting from these accidents.

    Basic research is believed to be a crucial factor for building national innovation capacity and therefore was perceived as a key battleground for national technological and economic competition. Since the economic reform and opening up in the late 1970s, China has made great achievements in building up its national research system. However, the lacking capabilities to conduct ground-breaking scientific work remain one of the daunting challenges for the country.     Abstract The paper analyzes the professionalization process of Brazilian federal bureaucracy, aiming to uncover advances and persistent dilemmas that have been present in Brazil’s recent democratic period, between 1995 and 2014. Following a literature review of the historical evolution of federal bureaucracy, the paper discusses key dimensions related to the professionalization of the public service. It concludes that there was a wide range of advances with regard to recovery and diversification of the workforce, financial valuation, and training, among others. However, dilemmas and challenges remain, especially related to the historical gap between careers and positions in federal public administration.

An in-depth analysis of 358 scholarly articles, spanning from 2004 to 2023, outlines the progression of leadership from the era of e-government to the current digital epoch. Through bibliometric assessment, we illuminate influential papers, author affiliations, and shifts in academic focus. The study emphasizes the growing importance of leadership in the digital age. It culminates in the emergence of a leadership model for the digital era, encapsulating strategic leadership, transformational leadership, and digital leadership. Furthermore, the study delineates the escalating significance of digital leadership roles and competencies in global governmental structures.

    Description

    To achieve carbon peaking and carbon neutrality goals in China, green retrofitting of traditional residential buildings is the one of the important ways. Therefore, the dynamics process of the change of the resident group intention to retrofit and its impact on the behavior of the tripartite game between the government, investment retrofitting enterprises and residents needs to be analyzed. Firstly, a dissemination model of green retrofitting intentions among resident groups is constructed, and it is coupled with the tripartite game model. Then, through numerical simulation, the dissemination laws of intention for green retrofitting among resident groups and its influence on the evolution process of the tripartite game are analyzed. The results show that: (1) The rate at which the triad of government, investment retrofitting enterprises and residents reaches steady state is influenced by the impact of changes in the level of social climate on the rate of conversion of potential and participating residents to immune residents. When the rate of enterprises investment and residents participation increases, the rate of government choice of incentive strategies decreases; (2) greater government regulation and subsidies will increase the intention of residents and retrofitting enterprises to participate. The ideal steady state without government incentives can be achieved when the group size of participating residents is increased by improving the level of government publicity and education and the technology level of the enterprises; (3) the intention of enterprises to invest is closely related to the cognitive benefits and the level of risk perception of residents. The conclusions of the study can be used as a reference for the government to make green retrofitting policies for traditional residential buildings.
