    Abstract

    The Future of Business Survey is a new source of information on small and medium-sized enterprises (SMEs). Launched in February 2016, the monthly survey - a partnership between Facebook, OECD, and The World Bank - provides a timely pulse on the economic environment in which businesses operate and who those businesses are to help inform decision-making at all levels and to deliver insights that can help businesses grow. The Future of Business Survey provides a perspective from newer and long-standing digitalized businesses and provides a unique window into a new mobilized economy.

    Policymakers, researchers and businesses share a common interest in the environment in which SMEs operate, as well their outlook on the future, not least because young and innovative SMEs in particular are often an important source of considerable economic and employment growth. Better insights and timely information about SMEs improve our understanding of economic trends, and can provide new insights that can further stimulate and help these businesses grow.

    To help provide these insights, Facebook, OECD and The World Bank have collaborated to develop a monthly survey that attempts to improve our understanding of SMEs in a timely and forward-looking manner. The three organizations share a desire to create new ways to hear from businesses and help them succeed in the emerging digitally-connected economy. The shared goal is to help policymakers, researchers, and businesses better understand business sentiment, and to leverage a digital platform to provide a unique source of information to complement existing indicators.

    With more businesses leveraging online tools each day, the survey provides a lens into a new mobilized, digital economy and, in particular, insights on the actors: a relatively unmeasured community worthy of deeper consideration and considerable policy interest.

    Sampling procedure

    Twice a year in over 97 countries, the Facebook Survey Team sends the Future of Business to admins and owners of Facebook-designated small business pages. When we share data from this survey, we anonymize responses to all survey questions and only share country-level data publicly. To achieve better representation of the broader small business population, we also weight our results based on known characteristics of the Facebook Page admin population.

    A random sample of firms, representing the target population in each country, is selected to respond to the Future of Business Survey each month.

    The survey includes questions about perceptions of current and future economic activity, challenges, business characteristics and strategy. Custom modules include questions related to regulation, access to finance, digital payments, and digital skills. The full questionnaire is available for download.

    Response rate

    Response rates to online surveys vary widely depending on a number of factors including survey length, region, strength of the relationship with invitees, incentive mechanisms, invite copy, interest of respondents in the topic and survey design.

    Note: Response rates are calculated as the number of respondents who completed the survey divided by the total number of SMEs invited.

    Sampling error estimates

    Any survey data is prone to several forms of error and biases that need to be considered to understand how closely the results reflect the intended population. In particular, the following components of the total survey error are noteworthy:

    Sampling error is a natural characteristic of every survey based on samples and reflects the uncertainty in any survey result that is attributable to the fact that not the whole population is surveyed.

    Other factors beyond sampling error that contribute to such potential differences are frame or coverage error (sampling frame of page owners does not include all relevant businesses but also may include individuals that don't represent businesses), and nonresponse error.

    Note that the sample is meant to reflect the population of businesses on Facebook, not the population of small businesses in general. This group of digitized SMEs is itself a community worthy of deeper consideration and of considerable policy interest. However, care should be taken when extrapolating to the population of SMEs in general. Moreover, future work should evaluate the external validity of the sample. Particularly, respondents should be compared to the broader population of SMEs on Facebook, and the economy as a whole.

    The questionnaire was pretested by the target audience, as well as experts from the area of research interest. Additionally, steps were taken to translate the survey in order to reduce sensitivities to cultural response bias: - Respondents were given the option to respond to the survey in any of fifteen languages native to the countries in which it was conducted. - Translations were done only by native speakers, with two rounds of additional online checks in the context of the survey environment. - Translators were provided with context material for this survey (e.g., the Facebook for Business website) in order to understand the context of the survey. They were also instructed to take the English survey at least two times before starting with the translations. - Translations were discussed in a group in order to ensure a common understanding of questions and items. - The tone (formal vs. informal) of the survey was based on cultural conventions, e.g., Facebook usually uses an informal tone, while in cultures such as the Japanese this is very uncommon and thus a formal tone was used there.

    The data presented in this dataset is derived from the 20 years data of U.S. Census Bureau Population Estimates Program (PEP) 2000 - 2023.     About this dataset

    Context

    The dataset tabulates the San Jose population over the last 20 plus years. It lists the population for each year, along with the year on year change in population, as well as the change in percentage terms for each year. The dataset can be utilized to understand the population change of San Jose across the last two decades. For example, using this dataset, we can identify if the population is declining or increasing. If there is a change, when the population peaked, or if it is still growing and has not reached its peak. We can also compare the trend with the overall trend of United States population over the same period of time.

    Key observations

    In 2023, the population of San Jose was 969,655, a 0.25% decrease year-by-year from 2022. Previously, in 2022, San Jose population was 972,082, a decline of 0.93% compared to a population of 981,214 in 2021. Over the last 20 plus years, between 2000 and 2023, population of San Jose increased by 63,303. In this period, the peak population was 1.04 million in the year 2017.     Abstract

    This research is an Indicator Survey conducted in Federated States of Micronesia from May 14 to Aug. 24, 2009, as part of the Enterprise Survey initiative. An Indicator Survey, which is similar to an Enterprise Survey, is implemented for smaller economies where the sampling strategies inherent in an Enterprise Survey are often not applicable due to the limited universe of firms.

    The objective of the survey is to obtain feedback from enterprises on the state of the private sector as well as to help in building a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the survey assesses the constraints to private sector growth and creates statistically significant business environment indicators that are comparable across countries.

    Questionnaire topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, land and permits, taxation, business-government relations, and performance measures.

    Analysis unit

    The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.

    Universe

    The whole population, or the universe, covered in the Enterprise Surveys is the non-agricultural economy. It comprises: all manufacturing sectors according to the ISIC Revision 3.1 group classification (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this population definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities sectors.

    Sampling procedure

    The sample for Federated States of Micronesia was selected using stratified random sampling. Two levels of stratification were used in this country: industry and establishment size.

    Industry stratification was designed in the way that follows: the universe was stratified into 23 manufacturing industries, and one services sector.

    Size stratification was defined following the standardized definition for the rollout: small (5 to 19 employees), medium (20 to 99 employees), and large (more than 99 employees). For stratification purposes, the number of employees was defined on the basis of reported permanent full-time workers. This seems to be an appropriate definition of the labor force since seasonal/casual/part-time employment is not a common practice, except in the sectors of construction and agriculture.

    Regional stratification did not take place as only the island of Pohnpei, containing the capital city of Palikir and the commercial center of Kolonia. Of the 4 islands that make up the FSM (Yap, Pohnpei, Kosrae and Chuck), Pohnpei rates second to Chuck for the largest population, represents approximately 32% of the FSM total population (FSM Division of Statistics, Population Estimates 2008), and employs 46% of the formal workforce (FSM Statistical Yearbook 2008).

    Due to limited data sources available in the FSM on registered businesses, the final sample frame was constucted from 2008 Registrars at the Social Securities Office data, the 2008 Foreign Investment Report produced by the Department of Natural Resources and Development, and 2008 Business Yellow Pages. The combined sample frame was then reviewed, and establishments with ineligible characteristics (industry sector, number of employees, geographic location) were removed from the list. The modified sample frame was used to select the sample of establishments for the full survey. This database contained the following information: -Name of the firm -Contact details -Location -ISIC code.

    Given the impact that non-eligible units included in the sample universe may have on the results, adjustments may be needed when computing the appropriate weights for individual observations. The percentage of confirmed non-eligible units as a proportion of the total number of sampled establishments contacted for the survey was 46% (87 out of 188 establishments). Breaking down by industry, the following numbers of establishments were surveyed: manufacturing - 5, services - 63.

    The Services Questionnaire is administered to the establishments in the services sector. The Manufacturing Questionnaire is built upon the Services Questionnaire and adds specific questions relevant to manufacturing.

    The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures. Over 90% of the questions objectively ascertain characteristics of a country’s business environment. The remaining questions assess the survey respondents’ opinions on what are the obstacles to firm growth and performance.

    Cleaning operations

    Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.

    Each year, the Forecasting and Trends Office (FTO) publishes population estimates and future year projections. The population estimates can be used for a variety of planning studies including statewide and regional transportation plan updates, subarea and corridor studies, and funding allocations for various planning agencies.The 2020 population estimates reported are based on the US Census Bureau 2020 Decennial Census. The 2021 population estimates are based on the population estimates developed by the Bureau of Economic and Business Research (BEBR) at the University of Florida. BEBR uses the decennial census count for April 1, 2020, as the starting point for state-level projections. More information is available from BEBR here.This dataset contains boundaries for all 2010 Census Urbanized Areas (UAs) in the State of Florida with 2020 census population and 2021 population estimates. It reports population by both UA and county. For example, Pensacola, FL--AL Urbanized Area is located in three counties: Escambia County, FL, Santa Rosa County, FL, and Baldwin County, AL. This dataset contains three records that report Pensacola, FL—AL UA’s population that live in each county separately. All legal boundaries and names in this dataset are from the US Census Bureau’s TIGER/Line Files (2021).BEBR provides 2021 population estimates for counties in Florida. However, UA boundaries may not coincide with the jurisdictional boundaries of counties and UAs often spread into several counties. To estimate the population for an UA, first the ratio of the subject UA that is contained within a county (or sub-area) to the area of the entire county was determined. That ratio was multiplied by the estimated county population to obtain the population for that sub-area. The population for the entire UA is the sum of all sub-area populations estimated from the counties they are located within.For the 2010 Census, urban areas comprised a “densely settled core of census tracts and/or census blocks that meet minimum population density requirements, along with adjacent territory containing non-residential urban land uses as well as territory with low population density included to link outlying densely settled territory with the densely settled core.” In 2010, the US Census Bureau identified two types of urban areas—UAs and Urban Clusters (UCs).     Abstract

    The Future of Business Survey is a new source of information on small and medium-sized enterprises (SMEs). Launched in February 2016, the monthly survey - a partnership between Facebook, OECD, and The World Bank - provides a timely pulse on the economic environment in which businesses operate and who those businesses are to help inform decision-making at all levels and to deliver insights that can help businesses grow. The Future of Business Survey provides a perspective from newer and long-standing digitalized businesses and provides a unique window into a new mobilized economy.

    Policymakers, researchers and businesses share a common interest in the environment in which SMEs operate, as well their outlook on the future, not least because young and innovative SMEs in particular are often an important source of considerable economic and employment growth. Better insights and timely information about SMEs improve our understanding of economic trends, and can provide new insights that can further stimulate and help these businesses grow.

    To help provide these insights, Facebook, OECD and The World Bank have collaborated to develop a monthly survey that attempts to improve our understanding of SMEs in a timely and forward-looking manner. The three organizations share a desire to create new ways to hear from businesses and help them succeed in the emerging digitally-connected economy. The shared goal is to help policymakers, researchers, and businesses better understand business sentiment, and to leverage a digital platform to provide a unique source of information to complement existing indicators.

    With more businesses leveraging online tools each day, the survey provides a lens into a new mobilized, digital economy and, in particular, insights on the actors: a relatively unmeasured community worthy of deeper consideration and considerable policy interest.

    Sampling procedure

    Twice a year in over 97 countries, the Facebook Survey Team sends the Future of Business to admins and owners of Facebook-designated small business pages. When we share data from this survey, we anonymize responses to all survey questions and only share country-level data publicly. To achieve better representation of the broader small business population, we also weight our results based on known characteristics of the Facebook Page admin population. A random sample of firms, representing the target population in each country, is selected to respond to the Future of Business Survey each month.

    The survey includes questions about perceptions of current and future economic activity, challenges, business characteristics and strategy. Custom modules include questions related to regulation, access to finance, digital payments, and digital skills. The full questionnaire is available for download.

    Response rate

    Response rates to online surveys vary widely depending on a number of factors including survey length, region, strength of the relationship with invitees, incentive mechanisms, invite copy, interest of respondents in the topic and survey design. Note: Response rates are calculated as the number of respondents who completed the survey divided by the total number of SMEs invited.

    Sampling error estimates

    Any survey data is prone to several forms of error and biases that need to be considered to understand how closely the results reflect the intended population. In particular, the following components of the total survey error are noteworthy: Sampling error is a natural characteristic of every survey based on samples and reflects the uncertainty in any survey result that is attributable to the fact that not the whole population is surveyed. Other factors beyond sampling error that contribute to such potential differences are frame or coverage error (sampling frame of Page owners does not include all relevant businesses but also may include individuals that don’t represent businesses), and nonresponse error. Note that the sample is meant to reflect the population of businesses on Facebook, not the population of small businesses in general. This group of digitized SMEs is itself a community worthy of deeper consideration and of considerable policy interest. However, care should be taken when extrapolating to the population of SMEs in general. Moreover, future work should evaluate the external validity of the sample. Particularly, respondents should be compared to the broader population of SMEs on Facebook, and the economy as a whole.

    Abstract

    The documented dataset covers Enterprise Survey (ES) panel data collected in Liberia in 2009 and 2017, as part of the Enterprise Survey initiative of the World Bank. An Indicator Survey is similar to an Enterprise Survey; it is implemented for smaller economies where the sampling strategies inherent in an Enterprise Survey are often not applicable due to the limited universe of firms.

    The objective of the 2009-2017 Enterprise Survey is to obtain feedback from enterprises in client countries on the state of the private sector as well as to build a panel of enterprise data that will make it possible to track changes in the business environment over time and allow, for example, impact assessments of reforms. Through interviews with firms in the manufacturing and services sectors, the Indicator Survey data provides information on the constraints to private sector growth and is used to create statistically significant business environment indicators that are comparable across countries.

    As part of its strategic goal of building a climate for investment, job creation, and sustainable growth, the World Bank has promoted improving the business environment as a key strategy for development, which has led to a systematic effort in collecting enterprise data across countries. The Enterprise Surveys (ES) are an ongoing World Bank project in collecting both objective data based on firms' experiences and enterprises' perception of the environment in which they operate.

    The primary sampling unit of the study is the establishment. An establishment is a physical location where business is carried out and where industrial operations take place or services are provided. A firm may be composed of one or more establishments. For example, a brewery may have several bottling plants and several establishments for distribution. For the purposes of this survey an establishment must make its own financial decisions and have its own financial statements separate from those of the firm. An establishment must also have its own management and control over its payroll.

    Universe

    The whole population, or the universe, covered in the Enterprise Surveys is the non-agricultural economy. It comprises: all manufacturing sectors according to the ISIC Revision 3.1 group classification (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this population definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except sub-sector 72, IT, which was added to the population under study), and all public or utilities sectors.

    Sampling procedure

    The sample for the 2009-2017 Liberia Enterprise Survey (ES) was selected using stratified random sampling, following the methodology explained in the Sampling Note. Stratified random was preferred over simple random sampling for several reasons: - To obtain unbiased estimates for different subdivisions of the population with some known level of precision. - To obtain unbiased estimates for the whole population. The whole population, or universe of the study, is the non-agricultural economy. It comprises: all manufacturing sectors according to the group classification of ISIC Revision 3.1: (group D), construction sector (group F), services sector (groups G and H), and transport, storage, and communications sector (group I). Note that this definition excludes the following sectors: financial intermediation (group J), real estate and renting activities (group K, except subsector 72, IT, which was added to the population under study), and all public or utilities sectors.

    • To make sure that the final total sample includes establishments from all different sectors and that it is not concentrated in one or two of industries/sizes/regions.
    • To exploit the benefits of stratified sampling where population estimates, in most cases, will be more precise than using a simple random sampling method (i.e., lower standard errors, other things being equal.)
    • Stratification may produce a smaller bound on the error of estimation than would be produced by a simple random sample of the same size. This result is particularly true if measurements within strata are homogeneous.
    • The cost per observation in the survey may be reduced by stratification of the population elements into convenient groupings.

      Three levels of stratification were used in this country: industry, establishment size, and region. Industry stratification was designed as follows: the universe was stratified as into manufacturing and services industries. Manufacturing (ISIC Rev. 3.1 codes 15 - 37), and Services (ISIC codes 45, 50-52, 55, 60-64, and 72). For the Liberia ES, size stratification was defined as follows: small (5 to 19 employees), medium (20 to 99 employees), and large (100 or more employees).
      Regional stratification for the Liberia ES was done across three regions: Montserrado, Margibi, and Nimba.

    The current survey instruments are available: - Services and Manufacturing Questionnaire - Screener Questionnaire.

    The standard Enterprise Survey topics include firm characteristics, gender participation, access to finance, annual sales, costs of inputs/labor, workforce composition, bribery, licensing, infrastructure, trade, crime, competition, capacity utilization, land and permits, taxation, informality, business-government relations, innovation and technology, and performance measures. Over 90% of the questions objectively ascertain characteristics of a country's business environment. The remaining questions assess the survey respondents' opinions on what are the obstacles to firm growth and performance.

    Cleaning operations

    Data entry and quality controls are implemented by the contractor and data is delivered to the World Bank in batches (typically 10%, 50% and 100%). These data deliveries are checked for logical consistency, out of range values, skip patterns, and duplicate entries. Problems are flagged by the World Bank and corrected by the implementing contractor through data checks, callbacks, and revisiting establishments.

    Response rate

    There was a high response rate especially as a result of positive attitude towards the international community in collaboration with the government in their reconstruction efforts after a period of civil strife.There was also very positive attitude towards World Bank initiatives.
