    The UNIFORM CRIME REPORTING PROGRAM DATA: OFFENSES KNOWN AND CLEARANCES BY ARREST, 2022 dataset is a compilation of offenses reported to law enforcement agencies in the United States. Due to the vast number of categories of crime committed in the United States, the FBI has limited the type of crimes included in this compilation to those crimes which people are most likely to report to police and those crimes which occur frequently enough to be analyzed across time. Crimes included are criminal homicide, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft. Much information about these crimes is provided in this dataset. The number of times an offense has been reported, the number of reported offenses that have been cleared by arrests, and the number of cleared offenses which involved offenders under the age of 18 are the major items of information collected.

    ***Starting on March 7th, 2024, the Los Angeles Police Department (LAPD) will adopt a new Records Management System for reporting crimes and arrests. This new system is being implemented to comply with the FBI's mandate to collect NIBRS-only data (NIBRS — FBI - https://www.fbi.gov/how-we-can-help-you/more-fbi-services-and-information/ucr/nibrs). During this transition, users will temporarily see only incidents reported in the retiring system. However, the LAPD is actively working on generating new NIBRS datasets to ensure a smoother and more efficient reporting system. ***

    ******Update 1/18/2024 - LAPD is facing issues with posting the Crime data, but we are taking immediate action to resolve the problem. We understand the importance of providing reliable and up-to-date information and are committed to delivering it.

    This dataset reflects incidents of crime in the City of Los Angeles dating back to 2020. This data is transcribed from original crime reports that are typed on paper and therefore there may be some inaccuracies within the data. Some location fields with missing data are noted as (0°, 0°). Address fields are only provided to the nearest hundred block in order to maintain privacy. This data is as accurate as the data in the database. Please note questions or concerns in the comments.

    Crime data assembled by census block group for the MSA from the Applied Geographic Solutions' (AGS) 1999 and 2005 'CrimeRisk' databases distributed by the Tetrad Computer Applications Inc. CrimeRisk is the result of an extensive analysis of FBI crime statistics. Based on detailed modeling of the relationships between crime and demographics, CrimeRisk provides an accurate view of the relative risk of specific crime types at the block group level. Data from 1990 - 1996,1999, and 2004-2005 were used to compute the attributes, please refer to the 'Supplemental Information' section of the metadata for more details. Attributes are available for two categories of crimes, personal crimes and property crimes, along with total and personal crime indices. Attributes for personal crimes include murder, rape, robbery, and assault. Attributes for property crimes include burglary, larceny, and mother vehicle theft. 12 block groups have no attribute information. CrimeRisk is a block group and higher level geographic database consisting of a series of standardized indexes for a range of serious crimes against both persons and property. It is derived from an extensive analysis of several years of crime reports from the vast majority of law enforcement jurisdictions nationwide. The crimes included in the database are the "Part I" crimes and include murder, rape, robbery, assault, burglary, theft, and motor vehicle theft. These categories are the primary reporting categories used by the FBI in its Uniform Crime Report (UCR), with the exception of Arson, for which data is very inconsistently reported at the jurisdictional level. Part II crimes are not reported in the detail databases and are generally available only for selected areas or at high levels of geography. In accordance with the reporting procedures using in the UCR reports, aggregate indexes have been prepared for personal and property crimes separately, as well as a total index. While this provides a useful measure of the relative "overall" crime rate in an area, it must be recognized that these are unweighted indexes, in that a murder is weighted no more heavily than a purse snatching in the computation. For this reason, caution is advised when using any of the aggregate index values. The block group boundaries used in the dataset come from TeleAtlas's (formerly GDT) Dynamap data, and are consistent with all other block group boundaries in the BES geodatabase. This is part of a collection of 221 Baltimore Ecosystem Study metadata records that point to a geodatabase. The geodatabase is available online and is considerably large. Upon request, and under certain arrangements, it can be shipped on media, such as a usb hard drive. The geodatabase is roughly 51.4 Gb in size, consisting of 4,914 files in 160 folders. Although this metadata record and the others like it are not rich with attributes, it is nonetheless made available because the data that it represents could be indeed useful. The majority of the data relates to theft. Theft is divided into subcategories of theft such as shoplifting, theft of bicycle, theft from building, and purse snatching. For a number of items stolen (e.g. money, jewelry and previous metals, guns), the value of property stolen and and the value for property recovered is provided. This data set is also referred to as the Supplement to Return A (Offenses Known and Reported). All the data was received directly from the FBI as text or .DTA files. I created a setup file based on the documentation provided by the FBI and read the data into R using the package asciiSetupReader. All work to clean the data and save it in various file formats was also done in R. For the R code used to clean this data, see here: https://github.com/jacobkap/crime_data. The Word document file available for download is the guidebook the FBI provided with the raw data which I used to create the setup file to read in data.There may be inaccuracies in the data, particularly in the group of columns starting with "auto." To reduce (but certainly not eliminate) data errors, I replaced the following values with NA for the group of columns beginning with "offenses" or "auto" as they are common data entry error values (e.g. are larger than the agency's population, are much larger than other crimes or months in same agency): 1000, 2000, 3000, 4000, 5000, 6000, 7000, 8000, 9000, 10000, 20000, 30000, 40000, 50000, 60000, 70000, 80000, 90000, 100000, 99942. This cleaning was NOT done on the columns starting with "value."For every numeric column I replaced negative indicator values (e.g. "j" for -1) with the negative number they are supposed to be. These negative number indicators are not included in the FBI's codebook for this data but are present in the data. I used the values in the FBI's codebook for the Offenses Known and Clearances by Arrest data.To make it easier to merge with other data, I merged this data with the Law Enforcement Agency Identifiers Crosswalk (LEAIC) data. The data from the LEAIC add FIPS (state, county, and place) and agency type/subtype. If an agency has used a different FIPS code in the past, check to make sure the FIPS code is the same as in this data.

    Description

    This 2019 crime data is the list of crimes that the Syracuse Police Department responded to in 2019. These records does not include rape offenses as well as any crimes that have been sealed by the court. Crimes are reported to the FBI in two major categories under the Uniform Crime Reports specification: Part 1 and Part 2 crimes. Part 1 crimes include criminal homicide, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft. In these records, rape offenses have been excluded due to victim privacy concerns.Part 2 crimes include all other offenses. A more detailed guide to Part 1 crimes is listed below. More details about Part 2 Crimes is listed in the Part 2 Crimes Dataset.When using the data, the date and time provided are when the crime was actually reported. This means that though a larceny might be reported at noon, the actual crime could have happened at 8am, but was not realized until someone noticed hours later. Similarly, if a home break-in happens during a holiday weekend when the owners are out of town, the crime report may not come in until they return home and notice the crime took place previously. The address in the dataset is where the crime occurred. The location is also anonymized to the block level, so a crime that occurred at 123 Main St. will appear as occurring on the 100 block of Main St. This is to protect the privacy of all involved. Finally, information about crimes is fluid, and details about the crime could change.Data DictionaryDR Number - Department Report (DR) number is a unique number assigned by the Records Management System, the first two numbers identify the year in which the incident was reported.Time start and time end - Listed in military time (2400) - Burglaries and larcenies are often a time frame. Address - Where the crime occurred. All addresses are in the 100’s because the Syracuse Police Department allows privacy for residents and only lists the block number.Code Defined - Offense names are listed as crime categories group for ease of understanding. There may have been other offenses also, but the one displayed is the highest Unified Crime Reporting (UCR) category.Arrest - Means that there was an arrest, but not necessarily for that crime.Larceny Code - Indicates the type of larceny (Example: From Building or From Motor Vehicle).DisclaimerData derived from the Syracuse Police Department record management system, any data not listed is not currently available.Part I Crime DefinitionsCriminal homicide—a.) Murder and non-negligent manslaughter: the willful (non-negligent) killing of one human being by another. Robbery—The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear. Aggravated assault—An unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This type of assault usually is accompanied by the use of a weapon or by means likely to produce death or great bodily harm. Simple assaults are excluded. Burglary (breaking or entering)—The unlawful entry of a structure to commit a felony or a theft. Attempted forcible entry is included. Larceny-theft (except motor vehicle theft)—The unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another. Examples are thefts of bicycles, motor vehicle parts and accessories, shoplifting, pocket picking, or the stealing of any property or article that is not taken by force and violence or by fraud. Attempted larcenies are included. Embezzlement, confidence games, forgery, check fraud, etc., are excluded. Motor vehicle theft—The theft or attempted theft of a motor vehicle. A motor vehicle is self-propelled and runs on land surface and not on rails. Motorboats, construction equipment, airplanes, and farming equipment are specifically excluded from this category.

    Description

    Illinois Uniform Crime Reporting (IUCR) codes are four digit codes that law enforcement agencies use to classify criminal incidents when taking individual reports. These codes are also used to aggregate types of cases for statistical purposes. In Illinois, the Illinois State Police establish IUCR codes, but the agencies can add codes to suit their individual needs. The Chicago Police Department currently uses more than 400 IUCR codes to classify criminal offenses, divided into “Index” and “Non-Index” offenses. Index offenses are the offenses that are collected nation-wide by the Federal Bureaus of Investigation’s Uniform Crime Reports program to document crime trends over time (data released semi-annually), and include murder, criminal sexual assault, robbery, aggravated assault & battery, burglary, theft, motor vehicle theft, and arson. Non-index offenses are all other types of criminal incidents, including vandalism, weapons violations, public peace violations, etc.

    Description

    The Division of Criminal Justice Services (DCJS) collects crime reports from more than 500 New York State police and sheriffs’ departments. DCJS compiles these reports as New York’s official crime statistics and submits them to the FBI under the National Uniform Crime Reporting (UCR) Program. UCR uses standard offense definitions to count crime in localities across America regardless of variations in crime laws from state to state. In New York State, law enforcement agencies use the UCR system to report their monthly crime totals to DCJS. The UCR reporting system collects information on seven crimes classified as Index offenses which are most commonly used to gauge overall crime volume. These include the violent crimes of murder/non-negligent manslaughter, forcible rape, robbery, and aggravated assault; and the property crimes of burglary, larceny, and motor vehicle theft. Police agencies may experience reporting problems that preclude accurate or complete reporting. The counts represent only crimes reported to the police but not total crimes that occurred.

Description

The UNIFORM CRIME REPORTING PROGRAM DATA: OFFENSES KNOWN AND CLEARANCES BY ARREST, 2022 dataset is a compilation of offenses reported to law enforcement agencies in the United States. Due to the vast number of categories of crime committed in the United States, the FBI has limited the type of crimes included in this compilation to those crimes which people are most likely to report to police and those crimes which occur frequently enough to be analyzed across time. Crimes included are criminal homicide, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft. Much information about these crimes is provided in this dataset. The number of times an offense has been reported, the number of reported offenses that have been cleared by arrests, and the number of cleared offenses which involved offenders under the age of 18 are the major items of information collected.
