    Description

    The Work Program Current layer is created from an extract of the Florida Department of Transportation’s Work Program Administration system. The Department has developed the Five-Year Work Program in accordance with section 339.135 Florida Statutes. The development of this Work Program involved extensive coordination with local governments, including Metropolitan Planning Organizations and other city and county officials. Public hearings were held in each of the seven transportation districts, and a statewide public hearing was held by the Florida Transportation Commission. The Florida Transportation Commission performed an in-depth review of this Work Program, and presented the results to the Executive Office of the Governor. The Department has based this Work Program on sound, multi-modal transportation concepts and the best available forecasts of costs and funding. As such, the Department has the financial capacity to embark on projects as they are planned. However, any diversion of state revenues presently dedicated to transportation-related purposes could limit the Department's ability to finance and deliver this Work Program. Also, the following circumstances, which are beyond the control of the Department, may significantly influence the stability of this work program: • Changes in federal or state revenue estimates • Increased inflation rates • Changes in bond market conditions • Changing federal regulations • Difficulty in acquiring right of way • Ecological and environmental factors • Extraordinary increases in right of way costs • Unanticipated contract litigation • Other economic forces impacting state transportation revenues • Changes in MPO/Local priorities The Department is committed to the policy of implementing projects as scheduled in this Work Program, minimizing changes to the plan, and ensuring appropriate communication of any necessary changes as they occur.

    The FDOT GIS Access Management Roadways feature class provides spatial information on Florida Access Management Classification, as well attribute information compatible with the Roadway Characteristics Inventory (RCI) database. This classification reflects the desired access management standards to be followed in each classification. These are standards for restrictive medians, median opening separation, and driveway separation. The ranges are from 00-07 and 99. Code 01 is the highest amount of access management control (freeways) and code 07 is the lowest. Code 07 is usually found on suburban built-out corridors. A representative from each district will gather, update, and input this data into RCI as needed. For further reference, please read FAC Rule 14-97 Access Management Classification System and Standards. This can be obtained from the District Systems Planning Office.     The real_time data shows the collection of real-time traffic volumes and observed travel speeds on a selected set of roadways in the state. The real_time data is the most recent two days (maximum) of traffic volumes and traffic speeds collected from the time traffic monitors are activated and shown in the most recent 2-day intervals until the activated monitors are turned off. Therefore a single station on the map will have a number of records tied to it showing the traffic volume and speed changes for that roadway section over a two day interval. Real-time polling is activated for a hurricane or other emergencies in Florida. This dataset is maintained by the Transportation Data & Analytics office (TDA).     The FDOT GIS Preliminary Context Classification feature class provides spatial information regarding preliminary context classification on selected Florida roadways. Context classification denotes the criteria for roadway design elements for safer streets that promote safety, economic development, and quality of life. All non-limited access state highways will be evaluated and assigned a current context classification. Limited access facilities are assigned only one code - LA - Limited Access. For growth development and design purposes, a future context classification will also be assigned. The District Complete Streets Coordinator will determine the current and future context classification designation, along with the dates, and coordinate with the District RCI staff to get this information into the RCI database.     Florida Department of Transportation (FDOT) roadways are categorized as interstates, US routes, state roads (SRs) and county roads (CRs) and are collectively called the State Highway System (SHS). All roadways on the SHS have a SR number that may or may not be posted. A single route often carries a US route number and state route number, though only one number may be posted. Refer to the Transportation System Jurisdiction and Numbering Procedure, Topic No. 525-020-010. County roads are also coded under this characteristic, with a prefix of CR. If a roadway transfers from the SHS, the SR number is changed to the CR number in the database. Required for all roadways, including Active Exclusive ramps and frontage roads associated with the state and county roads designations. Do not use for County mileage calculations.     The FDOT LRS Routes with Measures feature class is a weekly snapshot of the official FDOT LRS. It provides a spatial representation of roadways in RCI.     Description

    The Shared-Use Nonmotorized (SUN) Trail dataset represents the existing, planned and conceptual paved multiuse trails for bicyclists and pedestrians, physically separated from vehicular traffic, that form a land-based statewide trail network. This map is a synthesis of trail planning efforts of municipalities, counties, transportation planning organizations, other public agencies and non-profits entities throughout Florida. This data does not include all existing, proposed and conceptual trails in Florida, but focuses on high priority linear corridors and connections of statewide and regional significance to form a comprehensive connected system. The SUN Trail data is derived from the Florida Greenways and Trails System (FGTS) Priority Land Trails Network, overseen by the Office of Greenways and Trails, modified by removal of corridors not envisioned as paved trails. FDOT defines a multiuse trail as a paved, shared use path, which is typically 12 feet wide, but may commonly vary from 10 feet to 14 or more feet depending upon physical or environmental constraints or volume of use. In some areas of extreme constraints such as at bridges or in environmentally sensitive lands where conditions require a smaller footprint, a multiuse trail may be as narrow as eight feet.

    The FDOT Maintenance Area Boundary feature class provides spatial information on which Maintenance Unit cost center has responsibility for a roadway. This information is required for Active Exclusive (ramps, frontage roads, etc.), managed lanes and State Highway Systems (SHS). Checks are continuously required to insure each roadway section/sub-section within the active milepoint limits have this characteristic validated. Any errors in this data will show up in the Consistency Edit Report that should be run each month. This characteristic must be entered by each county, section, and sub-section for each state road in the physical boundary of the maintenance cost center. This dataset is maintained by the Transportation Data & Analytics office (TDA). Description

The Work Program Current layer is created from an extract of the Florida Department of Transportation’s Work Program Administration system. The Department has developed the Five-Year Work Program in accordance with section 339.135 Florida Statutes. The development of this Work Program involved extensive coordination with local governments, including Metropolitan Planning Organizations and other city and county officials. Public hearings were held in each of the seven transportation districts, and a statewide public hearing was held by the Florida Transportation Commission. The Florida Transportation Commission performed an in-depth review of this Work Program, and presented the results to the Executive Office of the Governor. The Department has based this Work Program on sound, multi-modal transportation concepts and the best available forecasts of costs and funding. As such, the Department has the financial capacity to embark on projects as they are planned. However, any diversion of state revenues presently dedicated to transportation-related purposes could limit the Department's ability to finance and deliver this Work Program. Also, the following circumstances, which are beyond the control of the Department, may significantly influence the stability of this work program: • Changes in federal or state revenue estimates • Increased inflation rates • Changes in bond market conditions • Changing federal regulations • Difficulty in acquiring right of way • Ecological and environmental factors • Extraordinary increases in right of way costs • Unanticipated contract litigation • Other economic forces impacting state transportation revenues • Changes in MPO/Local priorities The Department is committed to the policy of implementing projects as scheduled in this Work Program, minimizing changes to the plan, and ensuring appropriate communication of any necessary changes as they occur.
