The Work Program Current layer is created from an extract of the Florida Department of Transportation’s Work Program Administration system. The Department has developed the Five-Year Work Program in accordance with section 339.135 Florida Statutes. The development of this Work Program involved extensive coordination with local governments, including Metropolitan Planning Organizations and other city and county officials. Public hearings were held in each of the seven transportation districts, and a statewide public hearing was held by the Florida Transportation Commission. The Florida Transportation Commission performed an in-depth review of this Work Program, and presented the results to the Executive Office of the Governor. The Department has based this Work Program on sound, multi-modal transportation concepts and the best available forecasts of costs and funding. As such, the Department has the financial capacity to embark on projects as they are planned. However, any diversion of state revenues presently dedicated to transportation-related purposes could limit the Department's ability to finance and deliver this Work Program. Also, the following circumstances, which are beyond the control of the Department, may significantly influence the stability of this work program: • Changes in federal or state revenue estimates • Increased inflation rates • Changes in bond market conditions • Changing federal regulations • Difficulty in acquiring right of way • Ecological and environmental factors • Extraordinary increases in right of way costs • Unanticipated contract litigation • Other economic forces impacting state transportation revenues • Changes in MPO/Local priorities The Department is committed to the policy of implementing projects as scheduled in this Work Program, minimizing changes to the plan, and ensuring appropriate communication of any necessary changes as they occur.

This feature layer contains the Level of Service (LOS) on state roads and other facilities within the District Five, from 2002 to present. LOS is updated annually in July; this dataset will be updated accordingly. Data from the previous year is used to calculate the LOS, so there is a time lag. The currently adopted Urban and Transitioning areas are also shown.Please keep in mind that the methodology and capacities for calculating LOS has changed several times during the past 20 years. Thus, an equal comparison between and among the different years may be difficult to do. The FDOT LRS Routes with Measures feature class is a weekly snapshot of the official FDOT LRS. It provides a spatial representation of roadways in RCI. In addition, the polyline-M geometry supports creation of numerous spatial datasets from FDOT data sources like RCI and TCI. It is updated through the LRS package process between the Districts and Central Office staff. It is maintained as a versioned feature class in the Transportation Data & Analytics (TDA)'s spatial database. The FDOT GIS Highway Performance Monitoring System Roadways feature class provides spatial information on features used for the sample portion of the annual HPMS submittal to the Federal Highway Administration. The HPMSIDNO denotes the 12-digit number uniquely identifying the sample section. This number cannot be changed once assigned. Even if a roadway section that contains a sample is renumbered, the HPMS ID number will remain the same. Since when created, the HPMS ID uses the first eight digits of the roadway ID, the two numbers will no longer share those eight digits in common. Every 10 years, the U.S. Census publishes a list of qualifying urban areas based on the results of the Decennial Census (87 FR 80114). Areas with population of 5,000 or greater are extracted and sent to the FDOT Districts to coordinate the adjustment process in cooperation with local agencies and communities. The original urban area polygons are adjusted or smoothed to accommodate a simplified planning, programming, and maintenance of federal-aid eligible roadways.Maps of the adjusted boundaries are reviewed by the Central Office and FHWA Division for final approvals. To qualify a roadway as part of an urban area, the territory identified according to the criteria must encompass at least 2,000 housing units or at least 5,000 persons. Roadways in urban areas with less than 5,000 persons will be coded as rural for HPMS reporting purposes. The term rural encompasses all population, housing, and territory not included within an urban area. Urban areas are expanded to include adjacent areas as provided for by FHWA regulations.
