The State Lands Commission has prepared the Significant Lands Inventory (report) for the California Legislature as a general identification and classification of those unconveyed State school lands and tide and submerged lands which possess significant environmental values. The publication incorporates evaluated and pertinent comments received on the initial draft report which was circulated statewide in February 1975.The absence of a particular digitized waterway in the dataset does not mean that the State does not claim ownership of that parcel or waterway, or that such specific parcel or waterway has no significant environmental values. This dataset is not intended to establish ownership, only to identify those parcels which possess significant environmental values. Staff was unable to physically inventory all of the considered lands; instead, the advice and participation of those with known environmental expertise was utilized as additional to staff survey.Tide and submerged lands are digitized in the WaterBody and WaterLine feature classes; WaterLines for coastal areas, WaterBody for inland areas. Tide and submerged lands under the jurisdiction of the State Lands Commission are those sovereign lands received from the Federal Government by virtue of California's admission to the Union on an equal footing with the original States. Such lands, and State interest therein, are generally the lands waterward of the ordinary high water mark of the Pacific Ocean (seaward to a three-mile limit); tidal bays, sloughs, estuaries; and, navigable lakes and streams within the State.School Lands are digitized in the SchoolLand feature class. State school lands under the jurisdiction of the Commission are largely composed of the 16th and 36th sections of each township. The Federal Government transferred these lands to the State in 1853, in order to establish a financial foundation for a public school system. In cases where the 16th and 36th sections were mineral in character, incomplete as to acreage total, or already claimed or granted by the Federal Government, the State was permitted to select other lands "in lieu" of the specific sections.The public trust of commerce, navigation and fisheries which the State retains on patented sovereign lands should also be considered included in this inventory. Wherever a waterway, or body of water, is listed or mapped, the common trust state interest in patented sovereign lands, if any, is also included.The State Lands Commission emphasized when it adopted this report at its December 1, 1975 meeting that all tide and submerged lands are significant by the nature of their public ownership. Only because of the methodology used for this report are all of these waterways not specifically listed in this inventory.It is the intent of the State Lands Commission that the Significant Lands Inventory be periodically updated. This dataset should be considered informational, to assist the Legislature, the Commission, and the public in considering the environmental aspects of a proposed project and the significant values to be protected therein.
The Subsurface Mineral Estate (SSME) dataset depicts Federal mineral interest in the State of Wyoming and classifies these lands by subsurface mineral ownership, Federal or Indian trust, types of minerals owned, and percent ownership within the State of Wyoming. Federal Mineral Estate refers to the mineral estate reserved to the Federal government or a Federally recognized tribe. The SSME data depicts which minerals are reserved, whether they are reserved to the Federal government or held in trust for a tribe, and the percentage of said minerals reserved. The SSME data does not depict private mineral ownership patterns. This data set is a result of compiling differing source materials of various vintages. Progress Needed on Identifying Expenditures, Building and Utilizing a Data Infrastructure, and Reducing Duplicative Efforts The federal government collects, maintains, and uses geospatial information—data linked to specific geographic locations—to help support varied missions, including national security and natural resources conservation. To coordinate geospatial activities, in 1994 the President issued an executive order to develop a National Spatial Data Infrastructure—a framework for coordination that includes standards, data themes, and a clearinghouse. GAO was asked to review federal and state coordination of geospatial data. GAO’s objectives were to (1) describe the geospatial data that selected federal agencies and states use and how much is spent on geospatial data; (2) assess progress in establishing the National Spatial Data Infrastructure; and (3) determine whether selected federal agencies and states invest in duplicative geospatial data. To do so, GAO identified federal and state uses of geospatial data; evaluated available cost data from 2013 to 2015; assessed FGDC’s and selected agencies’ efforts to establish the infrastructure; and analyzed federal and state datasets to identify duplication. What GAO Found Federal agencies and state governments use a variety of geospatial datasets to support their missions. For example, after Hurricane Sandy in 2012, the Federal Emergency Management Agency used geospatial data to identify 44,000 households that were damaged and inaccessible and reported that, as a result, it was able to provide expedited assistance to area residents. Federal agencies report spending billions of dollars on geospatial investments; however, the estimates are understated because agencies do not always track geospatial investments. For example, these estimates do not include billions of dollars spent on earth-observing satellites that produce volumes of geospatial data. The Federal Geographic Data Committee (FGDC) and the Office of Management and Budget (OMB) have started an initiative to have agencies identify and report annually on geospatial-related investments as part of the fiscal year 2017 budget process. FGDC and selected federal agencies have made progress in implementing their responsibilities for the National Spatial Data Infrastructure as outlined in OMB guidance; however, critical items remain incomplete. For example, the committee established a clearinghouse for records on geospatial data, but the clearinghouse lacks an effective search capability and performance monitoring. FGDC also initiated plans and activities for coordinating with state governments on the collection of geospatial data; however, state officials GAO contacted are generally not satisfied with the committee’s efforts to coordinate with them. Among other reasons, they feel that the committee is focused on a federal perspective rather than a national one, and that state recommendations are often ignored. In addition, selected agencies have made limited progress in their own strategic planning efforts and in using the clearinghouse to register their data to ensure they do not invest in duplicative data. For example, 8 of the committee’s 32 member agencies have begun to register their data on the clearinghouse, and they have registered 59 percent of the geospatial data they deemed critical. Part of the reason that agencies are not fulfilling their responsibilities is that OMB has not made it a priority to oversee these efforts. Until OMB ensures that FGDC and federal agencies fully implement their responsibilities, the vision of improving the coordination of geospatial information and reducing duplicative investments will not be fully realized. OMB guidance calls for agencies to eliminate duplication, avoid redundant expenditures, and improve the efficiency and effectiveness of the sharing and dissemination of geospatial data. However, some data are collected multiple times by federal, state, and local entities, resulting in duplication in effort and resources. A new initiative to create a national address database could potentially result in significant savings for federal, state, and local governments. However, agencies face challenges in effectively coordinating address data collection efforts, including statutory restrictions on sharing certain federal address data. In 2007, Washington State legislators requested a trails database, but funding to complete that statewide project was not made available at the time.In 2009, the Federal Government outlined the need for trails database schema in their Data Standards Review Committee, stressing the efficiency in management decisions that a streamlined database can provide.“The collection, storage and management of trail related data are important components of everyday business activities in many federal and state land-managing agencies, trail organizations and businesses. From a management perspective, trails data must often mesh closely with other types of infrastructure, resource and facility enterprise data.”In 2014, the Washington State Office of the Chief Information Officer's (OCIO) Geospatial Program Office acquired a Nonhighway and Off-Road Vehicle Activities (NOVA) Program grant through the Washington State Recreation and Conservation Office (RCO) giving the OCIO initial funding to develop a statewide trails database based on Federal Geographic Data Committee standards. This dataset includes mapping data to track the socio-economic metrics associated with a number of projects funded through the Hurricane Sandy Coastal Resiliency Program. Project locations are found in Delaware, Massachusetts, New Jersey, Maryland, and New York. Data was collected from 2017 to 2020. The map data shows agricultural and cropland data, the area of influence at each site, the flooded areas around project sites, area with reduced flood depth because of the project, buildings and their position above and below water, concentrated animal feeding operations, emergency facilities, schools, correction facilities, natural gas processing plants, waste treatment plants, transportation data including data came from a variety of sources, including railways and roads, and watersheds. Data sources include the Department of Homeland Society, U.S. Census Bureau, Pipeline and Hazardous Materials Safety Administration, and U.S. Government open data.

The California State Lands Commission (CSLC) was created by the California Legislature in 1938 and given the authority and responsibility to manage certain public lands within the state. The public lands under the Commission’s jurisdiction are of two distinct types—sovereign lands acquired upon California’s admission into the Union in 1850; and certain federally granted lands including school lands, and swamp and overflowed lands. For purposes of this GIS data, sovereign lands are considered to be further divided into two general categories—fixed-boundary sovereign lands and ambulatory-boundary sovereign lands. The following lands are included in this data: Portions of the ambulatory-boundary for state sovereign lands at a specific point in time, for portions of the San Joaquin River. NOT INCLUDED IN THIS DATA: School lands: These are what remains of nearly 5.5 million acres throughout the state originally granted to California by Congress in 1853 to benefit public education. Fixed-boundary sovereign lands: These are sovereign, public trust lands having fixed boundaries as the result of land exchanges, boundary line agreements or court orders. Swamps and overflowed lands: These are what remain of federal lands granted to California by Congress in 1850 to encourage reclamation and development of agricultural lands. ALSO NOT INCLUDED IN THIS DATA: Ownership details within the U.S. Government meanders of Owens Lake.
