It consists primarily of benefit programs such as: social security, Medicare, Medicaid, as well as other programs. Discretionary spending consists of spending controlled by lawmakers through annual appropriation acts. In FY 2025 it is proposed at 1.93 trillion U.S. dollars, and is divided into defense and nondefense spending. Spending for net interest is also listed, which consists of the government's interest payments on debt held by the public, offset by interest income the government receives.

The agency that had the highest amount of spending in this department in 2024 was the Centers of Medicare and Medicaid Services.

As leadership and government priorities change, the IT budgets allocated to different departments tend to follow suit. Military spending

The United States currently has the largest defense budget in the world, and is the largest employer in the world. The military budget funds the Army, Marine Corps, Navy, and Air Force. The amount of funding that goes towards the Department of Defense is heavily criticized by Democrats in the United States, because they believe that the funding should be more evenly distributed towards other social welfare programs such as public health insurance and education.

The ratio of government expenditure to GDP in the United States stood at about 37.59 percent in 2024. From 2001 to 2024, the ratio rose by approximately 4.79 percentage points, though the increase followed an uneven trajectory rather than a consistent upward trend. Between 2024 and 2030, the ratio will rise by around 0.27 percentage points, showing an overall upward trend with periodic ups and downs.Shown here is the general government expenditure as a share of the national gross domestic product. As defined by the International Monetary Fund, the general government expenditure consists of total expense and the net acquisition of nonfinancial assets. The gross domestic product represents the total value of final goods and services produced during a year.

USASpending.gov is the government's official tool for tracking spending, it shows where money goes and who benefits from federal funds.

The Federal Funding Accountability and Transparency Act of 2006 required that federal contract, grant, loan awards over $25k be searchable online to give the American public access to government spending. The data that is collected in USAspending.gov is derived from data gathered at more than a hundred agencies, as well as other government systems. Federal agencies submit contracts, grants, loans and other awards information to be uploaded on USAspending.gov at least twice a month.

Contracts are published to the GSA's Federal Procurement Data System within five days of being awarded, with contract reporting automatically getting posted on USAspending.gov by 9 AM the next day and going live at 8:00 am EST two mornings later

Data Overview

The federal government buys a lot of things, like office furniture and aircraft. It also buys services, like telephone and Internet access. The Federal Government and its sub-agencies use contracts to buy these things. They use Product and Service Codes (PSC) to classify the items and services they purchase.

An obligation is a promise to spend money. An outlay is when the government spends money. When the government enters into a contract or grant, it promises to spend all of the money. This is so it can pay people who do what they agreed to do. When the government actually pays someone, then it counts as an outlay.

There are many different variables in this database, which are spread across multiple files. The most important ones to start learning are:
