The Comprehensive Capital Analysis and Review (CCAR) is an annual exercise by the Federal Reserve to assess whether the largest bank holding companies operating in the U.S. have sufficient capital to continue operations throughout times of economic and financial stress and that they have robust, forward-looking capital-planning processes that account for their unique risks. We use natural language processing methods on the Beige Books to produce US and Federal Reserve District-level economic sentiment indices.The Beige Book provides a description of economic activity in each of the 12 Districts, as prepared by the respective regional Reserve Bank, and a national summary that is prepared by one of the regional Reserve Banks on a rotating basis. The FR 2046 report is primarily used to assess appropriate use of seasonal credit. Certain depository institutions that borrow from the discount window report on the FR 2046 certain balance sheet data for a period that encompasses the dates of borrowing.

A primary purpose of the Federal Reserve Act of 1913 was to prevent banking panics by establishing the Federal Reserve System to function as a lender of last resort. Other types of financial crisis require a similar response, however, and the Federal Reserve has repeatedly used its capacity to generate liquidity to insulate the economy from crises in financial markets. The Fed's response to the terrorist attacks of September 11, 2001, is the most recent example of this. This paper reviews the Fed's responses to crises and potential crises in financial markets: the stock market crash of 1987, the Russian default, and the September 11th attacks.
