    Description

    The National Flood Hazard Layer (NFHL) is a geospatial database that contains current effective flood hazard data. FEMA provides the flood hazard data to support the National Flood Insurance Program. You can use the information to better understand your level of flood risk and type of flooding.The NFHL is made from effective flood maps and Letters of Map Change (LOMC) delivered to communities. NFHL digital data covers over 90 percent of the U.S. population. New and revised data is being added continuously. If you need information for areas not covered by the NFHL data, there may be other FEMA products which provide coverage for those areas.In the NFHL Viewer, you can use the address search or map navigation to locate an area of interest and the NFHL Print Tool to download and print a full Flood Insurance Rate Map (FIRM) or FIRMette (a smaller, printable version of a FIRM) where modernized data exists. Technical GIS users can also utilize a series of dedicated GIS web services that allow the NFHL database to be incorporated into websites and GIS applications. For more information on available services, go to the NFHL GIS Services User Guide.You can also use the address search on the FEMA Flood Map Service Center (MSC) to view the NFHL data or download a FIRMette. Using the “Search All Products” on the MSC, you can download the NFHL data for a County or State in a GIS file format. For more information, visit FEMA's Map Service Center (MSC). Base Map ConsiderationsThe default base map is from a USGS service and conforms to FEMA's specification for horizontal accuracy. This base map from The National Map (TNM) consists of National Agriculture Imagery Program (NAIP) and high resolution orthoimagery (HRO) that combine the visual attributes of an aerial photograph with the spatial accuracy and reliability of a map. This map should be considered the best online resource to use for official National Flood Insurance Program (NFIP) purposes when determining locations in relation to regulatory flood hazard information. If a different base map is used with the NFHL, the accuracy specification may not be met and the resulting map should be used for general reference only, and not official NFIP purposes.     FEMA provides access to the National Flood Hazards Layer (NFHL) through web mapping services. The maps depict effective flood hazard information and supporting data.     Description

    The Federal Emergency Management Agency (FEMA) creates and provides authoritative data related to flood insurance. Using that data, the Los Angeles County Department of Public Works has developed a public-facing web viewer for accessing flood zone information in the County of Los Angeles (Flood Zone Determination Website). Flood Zones are represented by letters for special flood hazard areas by FEMA. For example, Zone A areas have a 1 percent annual chance of flooding. This flood is also called the 100-year flood. Property owners with structures in Flood Zone A, which have a federally backed mortgage are required to obtain flood insurance.

    FEMA's Flood Insurance Rate Map (FIRM) depicts the spatial extent of Special Flood Hazard Areas (SFHAs) and other thematic features related to flood risk assessment. FIRMs also provide a basis for establishing flood insurance coverage premium rates offered through the National Flood Insurance Program (NFIP). These maps were published as paper documents, which have been scanned into image files (TIFF) as part of FEMA's FIRM modernization process. This is one of three scanned maps for the Seaside-Gearhart area - 410030 0001 D, 410032 0001 C, and 410032 0002 C - that were georeferenced for the probabilistic tsunami hazard assessment project.

    The Federal Emergency Management Agency (FEMA) produces Flood Insurance Rate maps and identifies Special Flood Hazard Areas as part of the National Flood Insurance Program's floodplain management. Special Flood Hazard Areas have regulations that include the mandatory purchase of flood insurance.

    Dataset Summary

    Phenomenon Mapped: Flood Hazard Areas
    Coordinate System: Web Mercator Auxiliary Sphere
    Extent: 50 United States plus Puerto Rico, the US Virgin Islands, Guam, the Northern Mariana Islands and American Samoa
    Visible Scale: The layer is limited to scales of 1:1,000,000 and larger. Use the USA Flood Hazard Areas imagery layer for smaller scales.
    Publication Date: April 1, 2019

    This layer is derived from the April 1, 2019 version of the National Flood Hazard Layer feature class S_Fld_Haz_Ar. The data were aggregated into eight classes to produce the Esri Symbology field based on symbology provided by FEMA. All other layer attributes are derived from the National Flood Hazard Layer. The layer was projected to Web Mercator Auxiliary Sphere and the resolution set to 1 meter.

    To improve performance Flood Zone values "Area Not Included", "Open Water", "D", "NP", and No Data were removed from the layer. Areas with Flood Zone value "X" subtype "Area of Minimal Flood Hazard" were also removed. An imagery layer created from this dataset provides access to the full set of records in the National Flood Hazard Layer.

    What can you do with this Feature Layer?

    Feature layers work throughout the ArcGIS system. Generally your work flow with feature layers will begin in ArcGIS Online or ArcGIS Pro. Below are just a few of the things you can do with a feature service in Online and Pro.

    ArcGIS Online
    • Add this layer to a map in the map viewer. The layer is limited to scales of approximately 1:1,000,000 or larger but an imagery layer created from the same data can be used at smaller scales to produce a webmap that displays across the full range of scales. The layer or a map containing it can be used in an application.
    • Change the layer’s transparency and set its visibility range
    • Open the layer’s attribute table and make selections and apply filters. Selections made in the map or table are reflected in the other. Center on selection allows you to zoom to features selected in the map or table and show selected records allows you to view the selected records in the table.
    • Change the layer’s style and filter the data. For example, you could change the symbology field to Special Flood Hazard Area and set a filter for = “T” to create a map of only the special flood hazard areas.
    • Add labels and set their properties
    • Customize the pop-up
    ArcGIS Pro
    • Add this layer to a 2d or 3d map. The same scale limit as Online applies in Pro
    • Use as an input to geoprocessing. For example, copy features allows you to select then export portions of the data to a new feature class. Areas up to 1,000-2,000 features can be exported successfully.

    • Open table and make interactive selections with the map
    • Modify the pop-ups
    • Apply Definition Queries to create sub-sets of the layer

    The modified BFEs and revised map panels are effective as of Sept. 29, 2017 and revise the FIRM that was in effect prior to that date. Four panels were revised Aug. 7, 2018 and have been included in the product. Four LOMR areas were included in Jan. 2020 and reflect changes ranging from Aug. 28, 2018 through Jan. 10, 2020.These files are digital copies of the flood risk maps for Volusia county in PDF file format. Flood zone boundaries and elevations depicted on these maps may be adjusted later. Additionally, FEMA may update the FIRMs at any time, which may not coincide with this file’s update cycle. To view the most up to date information, visit FEMA’s NFHL Viewer. The most recent official shapefiles can be downloaded from the FEMA Flood Map Service Center.A FIRM (also referred to as a flood map) is the official map that shows Special Flood Hazard Areas (SFHA) and the risk premium zones applicable to a community. Risk zones indicated on a FIRM provide a basis for establishing flood insurance coverage premium rates offered through the National Flood Insurance Program (NFIP).This dataset enables a visualization of the floodplain and floodway extents. Due to the nature of this data, often times ESRI generated base maps and flood data can potentially be misaligned, therefore actual flood extents may be misrepresented. This product is not intended to be used for regulatory purposes and should only be used as a planning and visualization tool.

    The Federal Emergency Management Agency (FEMA) Federal Insurance Rate Map (FIRM) guidelines do not currently exist for conducting and incorporating tsunami hazard assessments that reflect the substantial advances in tsunami research achieved in the last two decades; this conclusion is the result of two FEMA-sponsored workshops and the associated Tsunami Focused Study (Chowdhury and others, 2005). Therefore, as part of FEMA's Map Modernization Program, a Tsunami Pilot Study was carried out in the Seaside/Gearhart, Oregon, area to develop an improved Probabilistic Tsunami Hazard Analysis (PTHA) methodology and to provide recommendations for improved tsunami hazard assessment guidelines (Tsunami Pilot Study Working Group, 2006). The Seaside area was chosen because it is typical of many coastal communities in the section of the Pacific Coast from Cape Mendocino to the Strait of Juan de Fuca, and because State agencies and local stakeholders expressed considerable interest in mapping the tsunami threat to this area. The study was an interagency effort by FEMA, U.S. Geological Survey, and the National Oceanic and Atmospheric Administration (NOAA), in collaboration with the University of Southern California, Middle East Technical University, Portland State University, Horning Geoscience, Northwest Hydraulics Consultants, and the Oregon Department of Geological and Mineral Industries. We present the spatial (geographic information system, GIS) data from the pilot study in standard GIS formats and provide files for visualization in Google Earth, a global map viewer.

    The Federal Emergency Management Agency (FEMA) has broadened its delivery of flood hazard data to include a number of flood risk products. These flood risk products depict and describe the variability of flood risk in the vicinity of the 1% annual chance floodplains designated on the Flood Insurance Rate Maps (FIRMs). Flood Depth Grids are delivered to local officials during the Flood Risk Review Meetings as a part of the Flood Risk Database, prior to the preparation of the preliminary FIRMs. Flood Depth Grids allow local community officials to use technological and software advances to view and analyze hazards in their community from a new perspective.

    Description

    Understanding the relationship between flood inundation and floodplains is critical for ecosystem and community health and well-being, as well as targeting floodplain and riparian restoration. Many communities in the United States, particularly those in rural areas, lack inundation maps due to the high cost of flood modeling. Only 60% of the conterminous United States has Flood Insurance Rate Maps (FIRMs) through the U.S. Federal Emergency Management Agency (FEMA). This EnviroAtlas dataset provides an estimate of the 100-year floodplain for the conterminous United States at 30-meter resolution to fill the gaps in the FIRM. The model hit rate for the CONUS was 0.79 compared to the FIRM, indicating that the model captured 79% of the 100-year floodplain identified by FEMA. This product provides complete coverage for the CONUS by identifying floodplains in areas without FIRMs, while also identifying floodplains in tributaries sometimes excluded by FEMA. This dataset was produced by the US EPA to support research and online mapping activities related to EnviroAtlas. EnviroAtlas (https://www.epa.gov/enviroatlas) allows the user to interact with a web-based, easy-to-use, mapping application to view and analyze multiple ecosystem services for the contiguous United States. The dataset is available as downloadable data (https://edg.epa.gov/data/Public/ORD/EnviroAtlas) or as an EnviroAtlas map service. Additional descriptive information about each attribute in this dataset can be found in its associated EnviroAtlas Fact Sheet (https://www.epa.gov/enviroatlas/enviroatlas-fact-sheets) or journal article (https://doi.org/10.1016/j.scitotenv.2018.07.353). This dataset is useful for evaluating the potential value of ecosystem services provided by floodplains.     This polygon shapefile depicts Q3 Flood Data features of FEMA's Flood Insurance Rate Map (FIRM) product for the nine county San Francisco Bay Area Region, California. Digital Q3 Flood Data has been developed by scanning the existing FIRM hardcopy and vectorizing a thematic overlay of flood risks. The Federal Emergency Management Agency (FEMA) produced two flood map products using Geographic Information System (GIS) technology in support of the National Flood Insurance Program: 1) Q3 Flood Data; and 2) Digital Flood Insurance Rate Maps (DFIRMs). As part of Flood Map Modernization, FEMA will now only update or produce DFIRMs. The digital Q3 Flood Data product was designed to: 1) Serve the needs of FEMA's Response and Recovery activities after flood disaster; 2) Promote flood insurance policy marketing initiatives; and 3) Assist in floodplain management activities at the local level. The vector Q3 Flood Data files contain only certain features from the existing FIRM hardcopy. The State of California and the Resources Agency make no representations or warranties regarding the accuracy of data or maps.

The National Flood Hazard Layer (NFHL) is a geospatial database that contains current effective flood hazard data. FEMA provides the flood hazard data to support the National Flood Insurance Program. You can use the information to better understand your level of flood risk and type of flooding.The NFHL is made from effective flood maps and Letters of Map Change (LOMC) delivered to communities. NFHL digital data covers over 90 percent of the U.S. population. New and revised data is being added continuously. If you need information for areas not covered by the NFHL data, there may be other FEMA products which provide coverage for those areas.In the NFHL Viewer, you can use the address search or map navigation to locate an area of interest and the NFHL Print Tool to download and print a full Flood Insurance Rate Map (FIRM) or FIRMette (a smaller, printable version of a FIRM) where modernized data exists. Technical GIS users can also utilize a series of dedicated GIS web services that allow the NFHL database to be incorporated into websites and GIS applications. For more information on available services, go to the NFHL GIS Services User Guide.You can also use the address search on the FEMA Flood Map Service Center (MSC) to view the NFHL data or download a FIRMette. Using the “Search All Products” on the MSC, you can download the NFHL data for a County or State in a GIS file format. This data can be used in most GIS applications to perform spatial analyses and for integration into custom maps and reports. To do so, you will need GIS or mapping software that can read data in shapefile format.FEMA also offers a download of a KMZ (keyhole markup file zipped) file, which overlays the data in Google Earth™.
