    Description

    The Federal Reserve Banks provide the Fedwire Funds Service, a real-time gross settlement system that enables participants to initiate funds transfer that are immediate, final, and irrevocable once processed. Depository institutions and certain other financial institutions that hold an account with a Federal Reserve Bank are eligible to participate in the Fedwire Funds Services. In 2008, approximately 7,300 participants made Fedwire funds transfers. The Fedwire Funds Service is generally used to make large-value, time-critical payments.The Fedwire Funds Service is a credit transfer service. Participants originate funds transfers by instructing a Federal Reserve Bank to debit funds from its own account and credit funds to the account of another participant. Participants may originate funds transfers online, by initiating a secure electronic message, or off line, via telephone procedures.

    Description

    The Board would use the FR 3076 to seek input from users or potential users of the Board's public website, social media, outreach, and communication responsibilities. The survey would be conducted with a diverse audience of consumers, banks, media, government, educators, and others to gather information about their visit to the Board's public website. Responses to the survey would be used to help improve the usability and offerings on the Board's public website and other online public communications. The frequency of the survey and content of the questions would vary as needs arise for feedback on different resources and from different audiences. The Board anticipates the FR 3076 may be conducted up to 12 times per year, although the survey may not be conducted that frequently. In addition, the Board anticipates conducting up to four focus group sessions per year.

    Description

    On August 23, 2013, the Federal Reserve published a final rule in the Federal Register (78 FR 52391). This final rule implements section 318 of the Dodd-Frank Wall Street Reform and Consumer Protection Act, which directs the Federal Reserve to collect assessments, fees, or other charges equal to the total expenses the Federal Reserve estimates are necessary or appropriate to carry out the supervisory and regulatory responsibilities of the Federal Reserve for bank holding companies and savings and loan holding companies with total consolidated assets of $50 billion or more and nonbank financial companies designated for Federal Reserve supervision by the Financial Stability Oversight Council. Each assessed company would have thirty calendar days from June 30 or, for the 2012 assessment period, thirty calendar days from the Board’s issuance of a notice of assessment for that assessment period, to submit a written statement to appeal the Board’s determination (1) that the company is an assessed company or (2) of the company’s total assessable assets. These reporting requirements are found in section 246.5(b) of the final rule.

    Note: The Board of Governors has discontinued the Survey of Terms of Business Lending (STBL) and the associated E.2 release. The final STBL was conducted in May 2017, and the final E.2 was released on August 2, 2017. The STBL has been replaced by a new Small Business Lending Survey that commenced in February 2018. The new survey is being managed and administered by the Federal Reserve Bank of Kansas City. Results from this new survey can be found here.

    Description

    The market risk rule is an important component of the Board’s regulatory capital framework (12 C.F.R. part 217; Regulation Q) that instructs banks to require banking organizations to measure and hold capital to cover their exposure to market risk. On July 2, 2013, the Board adopted a revised regulatory capital framework, including the market risk rule, which was expanded to include certain savings and loan holding companies. The market risk rule contains requirements subject to the PRA. The reporting, recordkeeping, and disclosure requirements are found in sections 12 C.F.R. 217.203-217.210, and 217.212 (all references to sections hereinafter are from 12 C.F.R. part 217). These requirements enhance risk sensitivity and introduce requirements for public disclosure of certain qualitative and quantitative information about a financial institution’s market risk.

    The Agricultural Finance Databook is a compilation of various data on current developments in agricultural finance. Large portions of the data come from regular surveys conducted by the Board of Governors of the Federal Reserve System or by Federal Reserve Banks. Other portions come from the quarterly Call Report data of commercial banks or from the reports of other financial institutions involved in agricultural lending. This data is no longer published by the Federal Reserve Board. On October 1, 2010, the E.15 statistical release transitioned from the Board of Governors to the Federal Reserve Bank of Kansas City.
