France’s tobacco industry faces mounting challenges as the last cigarette factory, Macotab in Corsica, closed in 2023. Small, independent producers now dominate, struggling under high excise duties and rampant illicit trade. While vaping faces scrutiny over health risks, oral nicotine pouches are rising in popularity, offering a discreet alternative.
