This paper analyzes the relationship between gasoline and ethanol markets. Previous researches emphasize on substitution effect between gasoline and ethanol. However, in Brazil gasoline and ethanol are substitutes and complementary goods. We investigate the substitution and complementarity effects between fuels by using Structural Vector Autoregressions Vector (SVAR). As a result, in the short run gasoline price shock effect in ethanol demand is greater than ethanol price shock. In the long run, however, consumers make the consumption of ethanol grow. Furthermore, the introduction of flex fuel technology in Brazil did not produce any impact on ethanol price and demand. The crisis has affected positively the biofuel price nevertheless. As an implication, due to gasoline price shock the sucroalcohol sector must guarantee the ethanol domestic supply in the long run.

In May 2025, crude oil exported from Brazil had an average price of **** U.S. dollars per kilogram, after attaining **** U.S. dollars the month prior. Global oil prices continued to fall in the first half of 2025, which is reflected in the decrease in Brazil's oil export prices. China is most important trading partner China remains the primary destination for Brazilian crude oil exports, accounting for over ** percent of shipments in 2024, followed by the United States at ** percent. This underscores the importance of these markets for Brazil's oil industry. While exports thrived, Brazil's crude oil imports saw a slight decrease in 2024, totaling nearly *** billion U.S. dollars. This decline in imports occurred alongside a drop in the average price of imported crude oil and condensate, which fell by about *** percent to ***** U.S. dollars per barrel. Natural gas imports and domestic production Similar to crude oil, Brazil's natural gas imports also experienced a decline in 2023. The country imported approximately *** billion cubic meters of natural gas, with *** billion cubic meters in gaseous form and **** billion cubic meters as liquefied natural gas (LNG). The decrease in imports can be attributed to Brazil's growing domestic natural gas production, highlighting the country's efforts to reduce dependence on foreign energy sources and strengthen its position in the global energy market.

Data extracted from FIPE.

Every observation (row) corresponds to a average car price, calculated to a month of a year of reference. In other words, in a year (year_of_reference) there are 12 observations related to the same car, however avg_price_brl might differ.

The variables fuel, gear and engine_size were extracted from values of column model, as in original there is no column dedicated to those values. Since some values for model don't contain the information of engine size, this dataset doesn't contain the whole data from FIPE's original. Additionally, if 'Aut.' is not present in model, the car is assumed to be manual.

The prices are calculated by FIPE and they're here as original (in BRL).

FIPE updates the information on a monthly basis. Here, the referred month is given as month_of_reference, as the corresponding year has variable named as year_of_reference

The FIPE codes (fipe_codes) are the model identifier used in FIPE webpage.

Variables

• year_of_reference: year of reference of the observation, i.e., the year the data corresponds to.
• moth_of_reference: month of reference of the observation, i.e., the month the data corresponds to. The average price is calculated by FIPE each month.
• fipe_code: unique id corresponding to a model for easy search on FIPE webpage.
• authentication: unique code that authenticates the consult in FIPE's site.
• brand: car's make.
• model: a description of the car containing the name and other descriptive information, as provided in FIPE table.
• fuel: fuel used by the car. Some of gas cars are actually alcohol and gas (totalflex), which is common in Brazil.
• gear: the way gears are shifted.
• engine_size: Engine size measured in cubic centimeters.
• year_model: those values corresponds to the year of reference, and may not be the same of the year of manufacture, which in case will corresponds to a year before year_model. Observations with year_model = year_of_reference mean the car is brand new for that year of reference, i.e., a 2021 car with year_of_reference = 2021 and moth_of_reference = July mean that the observation (mainly the average price) corresponds to a brand new car in the year of 2021, of the month of July. The same model may have a different average price for different month.
• avg_price_brl: average car's price, as measured by FIPE, in BRL.

ABSTRACTImpact of fuel prices containment in Brazil and pricing mechanisms options. Petrobras was severely affected by the government's fuel pricing policy. By meeting the increasing demand of LPG, diesel and gasoline, whose prices were below international reference, the company has lost R$ 98 billion in income from 2011 to 2014. In a period of high investments due the exploration of the pre-salt, this loss raised Petrobras debt and deteriorated its financial situation. Should full alignment with the international price be not politically feasible, the international experience suggests adopting stabilization fund as proper pricing mechanism. Political interferences in its management, however, should be prevented.
