As of December 2022, the average gasoline retail price in Tokyo Prefecture stood at about 169.4 Japanese yen per liter. In mid-March 2022, the gasoline price briefly hovered around 180 yen per liter in Japan's capital. At the time, energy markets were in turmoil as Russia's war on Ukraine unfolded and sanctions severed trade agreements.

 Why do gasoline prices fluctuate? Crude oil prices and changes in supply and demand are the main factors to affect gasoline prices around the world. Since crude oil is the main ingredient of gasoline, prices tend to change rapidly when something impacts crude oil supplies, refinery operations or pipeline deliveries. Furthermore, seasonal changes in demand can affect gasoline prices, even if crude oil prices remain stable. Historically, prices tend to peak in summer when the travel demand increases. Other factors are crises, wars, or natural disasters in oil-producing regions, since they can obstruct the production and transportation, and thus cause higher crude oil prices.

 Oil industry in Japan In recent years, oil made up the highest share of energy consumption in Japan. Since the country lacks domestic reserves of fossil fuels, it is heavily dependent on imports. Most of Japan’s crude oil imports came from Middle Eastern countries such as Saudi Arabia and the United Arab Emirates. Nevertheless, Japan's oil consumption has decreased significantly since 1995. It only shortly increased after the nuclear disaster in Fukushima in 2011, when nuclear energy was replaced by fossil fuels. In more recent years, the figures indicated a decline in oil consumption as Japan aims to diversify its energy mix to be less dependent on fossil fuel imports and to increase its self-sufficiency rate of primary energy.

As of January 2023, the average gasoline retail price in Japan was highest in Nagasaki Prefecture, reaching about 181.2 Japanese yen per liter. In contrast, the average gasoline retail price in Miyagi Prefecture amounted to around 160.3 Japanese yen per liter.

As of January 2024, the average gasoline retail price in Hokkaido Prefecture in Japan stood at about 174.2 Japanese yen per liter. Due to the high uncertainty in the international energy market during 2023, Japan's average gasoline price peaked at 185.6 Japanese yen per liter in August.

In 2022, liquified natural gas (LNG) cost approximately 18.4 U.S. dollars per million British thermal units in Japan. The country imported the majority of its natural gas supply from overseas.

Natural gas production in Japan

Since Japan has limited natural resources, it heavily depends on imports for its primary energy supply. Only a small amount of the total supply of natural gas energy is produced domestically in areas such as Hokkaido, Chiba, or Niigata Prefecture. The natural gas produced in the around 60 oil and natural gas mines operating in Japan is mainly wet and dry natural gas. Minami-Kanto natural gas fields dissolved in water, which lies across Chiba Prefecture and surrounding prefectures, yields close to 20 percent of the total production of natural gas in the country. The saltwater in the field also includes a great amount of iodine. Japan is hence one of the leading countries regarding iodine production.

LNG imports

Apart from the two percent of in-house natural gas production, the rest of the natural gas supply in Japan originates from liquefied natural gas (LNG) imports from countries like Australia, the state of Qatar, Malaysia, and Indonesia.

Japan imported over 71 megatons of LNG in recent years, making the country the world’s largest importer of LNG. Natural gas and LNG accounted for over 23 percent of the total primary energy supply in Japan, indicating that natural gas and LNG are some of the most essential resources the country requires.
