TwitterDuring my PhD I became interested in geo-spatial analysis of prices. I found out a great dataset published by the Italian Ministry of Economic Development, and I would like to share it with the data science community! I elaborated the dataset to provide an easier utilization compared to the original source, merging two csv files in a single view.
This data records prices for different type of automotive fuel (Gasoline, Diesel, Methane, GPL, Specialty fuels, ...) in all gas stations in Italy, which are required to communicate their prices to the Ministry. Prices are in Eur/liter (except Methane, which is in Eur/Kg). The "self_service" flag indicates if price is for self service pumps (flag = 0 means the price include service from an operator). Gas stations are categorized according to their location type: Motorways ("Autostrade" in Italian), Highways ("Strada Statale" in Italian), Other ("Altro"in Italian). Original data is released daily in an experimental fashion. Geographical coordinates are not systematically checked. Many records needs cleaning, as some reported price is unrealistic.

This price was caused by the cut-off of energy exports from Russia and the consequent energy crisis. Prices had decreased to 10.44 by June 2023. Italy’s dependence on gas imports The domestic production of natural gas in Italy in 2022 was just above three billion cubic meters. Natural gas consumption in Italy was over 20 times larger. This leaves Italy heavily dependent on foreign gas imports. Besides Russia, whose imports to Europe decreased sensibly in 2022 and 2023, the main natural gas importers to Italy in were Algeria and Azerbaijan. Natural gas taxation among the highest in Europe Italy had some of the highest natural gas prices in Europe. This was due to the heavy dependence on natural gas imports and on the high taxation applied to fuel consumption in this country. The value-added tax on natural gas in Italy accounted for 22 percent of the household gas price in Italy in the first semester of 2022. In Italy, consumers also pay an additional regional tax and a second tax based on the energy consumed. In 2022 and 2023, the value-added tax was decreased by the Italian government to five percent, to help the consumers face the natural gas cost increase.

Electricity has always been something that we've taken for granted, but it is precisely when something seems particularly obvious to us that it becomes important when an exogenous shock occurs.
For the last 20 years being dependent on the Russian Gas has not been a problem for Italy it has been rather advantageous because gas was pretty cheap. All this has changed in the last year (2021-2022): supply chains disruptions, government push toward green energy sources, and geopolitical tensions made the previous scenario a dream.
A more diverse energy mix has now become the top priority of Italy, both from a source of electricity point of view and from how we diversify within the source itself. Knowing how the demand and price of electricity have moved over time is a key asset. That's because the electricity production could be programmed and optimized over the day so everyone benefits from it: people and also the environment.
As a data scientist, I would like to give my contribute to tackling this problem not only by ideating forecasting machine learning models but first and foremost by providing DATA that everyone can use to look at the facts and formulate a solution to the electricity problem.

Italian data on fuel prices from January 2018 to September 2023, collected from the archives Italian Ministry of Enterprises and Made in Italy and elaborated to add information about the gas station region. The code for each individual gas station has been elaborated to reflect the changes in gas station brand over time (major oil company or independent).
There is one zip archive containing a CSV file with all daily prices for all gas stations, and also another zip archive with separate CSV files with data selected by year for convenience. A separate CSV file (anagrafica_processed.csv) contains the list of all gas stations with GPS coordinates and other information.

TwitterFor an annual consumption of less than 100,000 gigajoule, the industry prices for natural gas peaked in 2012 at 4.09 euro cents per kilowatt hour, but decreased again in the following years, reaching 3.08 euro cents per kilowatt hour in 2020. Since Italy relied on gas imports for over 90 percent of its demand, the industry price of gas was mostly dependent on the wholesale price rather than the domestic market.
Russia: the main supplier
Italy’s energy demand strongly depended on gas: in 2018, natural gas accounted for nearly 60 percent of the total amount of energy consumed in the country. Providing more than 32 billion cubic meters in 2018, Russia was the main gas supplier for Italy. Russian gas was the cheapest to import: gas came to Italy via the Tarvisio pipeline, one of the five pipeline entry points in the country. Placed at the center of the gas supply network linking Europe, North Africa, Russia, and the Caucasus, Italy was in a strategically crucial position for the gas supply in Europe.
Domestic production
In 2018, the domestic production amounted to 3.4 billion cubic meters, about a tenth of the volume imported from Gazprom. Italy’s natural gas reserves, which concentrate mostly in the Po Valley, Ionian Sea, and Adriatic Sea, are underutilized. In fact, the country emitted an 18-month ban on new oil and gas exploratory permits in January 2019. This was part of the government’s efforts to promote renewable energy sources over fossil fuels, although extraction permits were not affected by the ban.
