    Description

    Since March 2020, federal departments, agencies and Crown corporations have been estimating and reporting expenditures related to the COVID-19 response. The Expenditures by Type datasets present estimated expenditures for all expenditures related to the federal government’s response to COVID-19. The Expenditures by Measure datasets present estimated expenditures that are directly linked to a response measure. Estimated expenditures represent cash payments made to suppliers for goods and services, or to recipients of grants and contributions. Reported data has not been audited. A reconciliation of the estimated expenditures will be conducted at year end to align with final expenditures reported in the Public Accounts of Canada which are tabled in Parliament on or before December 31 each year.     Description

    Part III of the Estimates consists of two documents: Departmental Plans (DPs) and Departmental Results Reports (DRRs). Departmental Plans are forward-looking documents that provide plans for each department and agency (excluding Crown corporations). Departmental Results Reports are individual department and agency accounts of actual accomplishments against plans, priorities and results set out in their respective Departmental Plans. As per the TBS Policy on Results, a new reporting format—consisting of a Departmental Results Framework and Program Inventory—was adopted in the 2018-19 fiscal year by all organizations. As a result, the datasets presented on this page start in 2018-19. Datasets corresponding to the 2017-18 Departmental Results Reports are available on a separate page.     Description

    Since April 2018, all organizations are required to use a results reporting structure based on the Policy on Results, which consists of a Departmental Results Framework (DRF) and a Program Inventory. The Policy on Results sets out the fundamental requirements for federal departmental accountability for performance information and evaluation, while highlighting the importance of results in management and spending decision making, as well as public reporting. It seeks to improve the achievement of results across government and enhancing understanding of the results the government seeks to achieve, does achieve, and the resources used to so. A Departmental Results Framework describes: - What the department does (i.e Core Responsibility) - What results the department is trying to achieve (i.e Departmental Results) and, - How progress will be assessed (i.e Departmental Indicators) This collection provides the data behind the PSC’s DRF indicators that measure if the PSC is meeting its core responsibility of Public Service Hiring and Non-partisanship.     Introduction This page provides machine-readable reference data and supplementary information in support of the Data Reference Standard on Government of Canada Organization Names and Codes. The reference data provides a list of values for all Government of Canada (GC) departments, agencies, and other institutions, together referred to as federal organizations. There are several official sources of these names and codes, such as the Financial Administration Act (FAA), Government-wide Chart of Accounts and GC Infobase. These various sources serve different purposes. However, having multiple ways of describing federal organizations makes it difficult to integrate datasets across government. Purpose The reference data provides a standard way to present federal organization names and codes in datasets and to users. This standardization improves interoperability and data quality. Application The reference data contains two main fields: 1. GC OrgID – This is a numerical primary key which is independent of existing keys from the Receiver General or Infobase. 2. Harmonized GC Name – This provides up-to-date names using the organization’s applied title when possible and legal title if there is no applied title. This gives data systems a simple list of federal organization titles to present to clients. For information on how departments are required to use the GC OrgID and Harmonized GC Name, refer to the Data Reference Standard on GC Organization Names and Codes. The reference data also contains supplementary information to provide users with further context and to allow them to filter data as needed. This includes information the following: * ministerial portfolio and relevant schedule of the Financial Administration Act * organization status (those that have a status of “t” or “d” are no longer considered active) * end date if applicable There is no requirement for existing systems and policies to be changed to align with the reference data. There are several large existing systems and policies that organize federal organizations in specific ways for financial, reporting or historical purposes. A concordance table is available to help users who are not able to incorporate the reference data into their existing systems and policies. The concordance table provides a connection between the GC OrgID and various other codes and names used in other GC systems. It combines several data sources to map values from the primary key to other enterprise lists of department names or numbers. In order to provide a more complete picture of the government’s overall planned spending, this table also contains planned spending information for organizations that are not required to provide a Departmental Plan, notably: Crown corporations; Parliamentary entities; the International Joint Commission (Canadian Section); the Office of the Governor General’s Secretary; the Canadian Security Intelligence Service; and the Communication Security Establishment. For these organizations, this table reproduces the planned spending information found in the Main Estimates. Planned spending information shown for the Canada Mortgage and Housing Corporation is provided directly by the organization to TBS for the purposes of the TBS InfoBase and is reproduced here.

Description

The financial, people management and results data presented in the GC InfoBase are periodically updated as new information becomes available. Due to the nature of varying datasets, not all datasets are updated at the same time or on the same periodic schedule. For example, the Public Accounts of Canada is published every fall, while Departmental Plans, are published on or before March 31 each year. Once published, the data must be prepared in an appropriate format to be integrated into the GC InfoBase.
