A statistical method called a dissimilarity index was used to quantify how segregated the region is among its census tracts, first by race and ethnicity, and then by income. The indices use decennial census tract data for years 1990 and 2000. The U.S. Census Bureau’s American Communities Survey (ACS) five-year period estimates. The Racial/Ethnic Segregation Index is an indicator of how segregated the region's census tracts are, relative to the regional distribution of white, non-Latinx population and people of color and Latinx populations. In a given year, values show dissimilarity in the racial and ethnic makeup of tracts across the region, and demonstrates the percentage of the population that would, theoretically, need to relocate in order to match the region's racial and ethnic makeup. Kevin ByrneDate authored: August 23, 2020Abstract: During nine successive days in 2019 Indianapolis (IN) police made arrests across six districts. Exploratory spatial data analysis (ESDA) revealed how variables of arrests, race, aggressive use of force (UOF), injuries, and their location interact with each other. Scatterplots with R-squared values > 0.6 suggested aggressive UOF contributed to injuries of arrested residents across all races, Caucasian officers may have excessively injured arrested residents, and aggressive UOF correlated with arrests of African-Americans. Findings for parallel-coordinate-plots dove deeper in terms of spatial implications and ethical considerations (e.g., by visually demonstrating presence of a cluster of observed residents’ arrests as coinciding with African-American census geodemographics). This “small-sample” can surprise the reader. My conclusion proposed two aims: 1) solidify hypotheses (for further ESDA) that may induce ethical discomfort (a good thing) pertaining to the subject of structural racism, and 2) use findings to usher civic policymakers down more strident paths to sociocultural change.A “raw” downloaded .csv file – titled uof.csv – was opened in MS Excel software. Specific columns that were deemed target variables for ESDA tasks were renamed, and counts were tabulated and aggregated into blocks of numbers that were matched to GIS-spatial boundaries named by Indianapolis (IN) police districts and zones. FIPS codes were formerly known as Federal Information Processing Standards codes, until the National Institute of Standards and Technology (NIST) announced its decision in 2005 to remove geographic entity codes from its oversight. The US Census Bureau defines White as "A person having origins in any of the original peoples of Europe, the Middle East, or North Africa. It includes people who indicate their race as "White" or report entries such as Irish, German, Italian, Lebanese, Arab, Moroccan, or Caucasian.". 2020 Census block groups for the Wichita / Sedgwick County area, clipped to the county line. Features were extracted from the 2020 State of Kansas Census Block Group shapefile provided by the State of Kansas GIS Data Access and Support Center (https://www.kansasgis.org/index.cfm).Change in Population and Housing for the Sedgwick County area from 2010 - 2020 based upon US Census. Census Blocks from 2010 were spatially joined to Census Block Groups from 2020 to compare the population and housing figures. This is not a product of the US Census Bureau and is only available through City of Wichita GIS. Please refer to Census Block Groups for 2010 and 2020 for verification of all data Standard block groups are clusters of blocks within the same census tract that have the same first digit of their 4-character census block number. For example, blocks 3001, 3002, 3003… 3999 in census tract 1210.02 belong to Block Group 3. Due to boundary and feature changes that occur throughout the decade, current block groups do not always maintain these same block number to block group relationships. For example, block 3001 might move due to a change in the census tract boundary. Even if the block is no longer in block group 3, the block number (3001) will not change. However, the identification string (GEOID20) for that block, identifying block group 3, would remain the same in the attribute information in the TIGER/Line Shapefiles because block identification strings are always built using the decennial geographic codes.Block groups delineated for the 2020 Census generally contain between 600 and 3,000 people. Local participants delineated most block groups as part of the Census Bureau's Participant Statistical Areas Program (PSAP). The Census Bureau delineated block groups only where a local or tribal government declined to participate or where the Census Bureau could not identify a potential local participant.A block group usually covers a contiguous area. What is the income gap between blacks and whites within the same metropolitan region? What variable puts individuals in greatest disadvantage: skin color or place of residence? Should mitigating policies against inequality be global or local? To answer these questions we compare the wages of blacks and whites living in the center and in the periphery of six Brazilian metropolitan regions. Results from the PNAD (2008) show that the impact of skin color on wages is larger than that of the geographic location within the city. We also show that there is substantial spatial heterogeneity in income differentials by race.

A statistical method called a dissimilarity index was used to quantify how segregated the region is among its census tracts, first by race and ethnicity, and then by income. The indices use decennial census tract data for years 1990 and 2000. The U.S. Census Bureau’s American Communities Survey (ACS) five-year period estimates. The Racial/Ethnic Segregation Index is an indicator of how segregated the region's census tracts are, relative to the regional distribution of white, non-Latinx population and people of color and Latinx populations. In a given year, values show dissimilarity in the racial and ethnic makeup of tracts across the region, and demonstrates the percentage of the population that would, theoretically, need to relocate in order to match the region's racial and ethnic makeup. The higher the index value, the higher the segregation is among white, non-Latinx and other races/ethnicities. The Income Segregation Index is an indicator of how segregated the region's census tracts are by income, relative to the regional distribution of low-income households. Low-income is defined as households below 200% of the federal poverty rate. This index shows dissimilarity in income for census tracts across the region for each year displayed, and demonstrates what percentage of the population would need to relocate to another census tract in order to match the income distribution for the entire region. The higher the index value, the greater the geographic concentration of wealth or poverty.
