In 2021, average price of unleaded gasoline (95 RON) in Germany stood at 1.46 euros per liter. In the period of consideration, figures presented a trend of growth despite some fluctuation. Unleaded gasoline price decreased notably in 2009 to 1.26 euros per liter. However, between 2000 and 2019, prices increased by 0.40 euros per liter, peaking at 1.64 euros per liter in 2012. In 2020, the average price for unleaded gasoline decreased due to the ongoing coronavirus pandemic, reaching the low of 1.28 euros per liter.

Over the past two decades the price of diesel fuel in Germany has fluctuated dramatically. Between 2000 and 2012, prices increased from 0.81 euros per liter to a peak of 1.49 euros. Between 2014 and 2018, the share of new passenger cars with diesel engines fell noticeably across Europe. In Germany, shares dropped by approximately 16 percent during this period to 32 percent. The price of gasoline is a frequently discussed issue, and is a part of almost everybody’s life in developed countries. Gasoline prices worldwide are dependent of a number of factors: crude oil prices, costs for processing and distribution, demand, strength of currencies, taxation, and availability. The most influential factor is the crude oil price. This price includes the costs for exploration, extraction, and transport. What the consumer pays in the end is also an issue of national oil pricing policy. Typical regions with high taxes on gasoline are European countries and Japan. Other countries keep consumer prices low by subsidizing the costs for gasoline. Among latter countries are the United States, Saudi Arabia, Iran, Venezuela, Egypt, Malaysia, Bolivia, and others. There are many other factors, however, which directly influence the price of gasoline. Wars, crises, and natural disasters in oil producing regions, for example, can obstruct the production and transportation, and thus cause higher crude oil prices. Last but not least, the end-consumer defines the price through his or her demand. A higher number of people driving cars means higher prices for gasoline, which is often the case in the summer months or holiday seasons.

Hong Kong had the highest prices for premium gasoline (95-RON) on May 12, 2025. That day, prices averaged 3.44 U.S. dollars per liter, which was notably more than in any other country. While oil-rich countries enjoy some of the lowest gasoline prices, drivers in big car markets such as Europe pay around 2 U.S. dollars per liter.

This paper investigates the price impact of the fuel discount in Germany, which was introduced between June and August 2022 to partially compensate increased energy costs. Using the augmented synthetic control method (ASCM) to construct the counterfactual, we provide quantitative evidence to the heated debate concerning the impact of this policy tool and find the fuel discount to have decreased consumer prices of petrol (diesel) by at least 0.30 euro per litre (0.10 euro per litre) on average. The results are robust to various sensitivity checks. Thus, oil companies and petrol stations decreased prices for consumers and passed on about 85% (65%) of the discount in case of petrol (diesel). Moreover, we do not find signs of excessive price increases in anticipation of the fuel discount.

The average monthly price for natural gas in the United States amounted to 4.13 nominal U.S. dollars per million British thermal units (Btu) in March 2025.
