This dataset contains data collected during a study "Smarter open government data for Society 5.0: are your open data smart enough" (Sensors. 2021; 21(15):5204) conducted by Anastasija Nikiforova (University of Latvia). It being made public both to act as supplementary data for "Smarter open government data for Society 5.0: are your open data smart enough" paper and in order for other researchers to use these data in their own work.
The data in this dataset were collected in the result of the inspection of 60 countries and their OGD portals (total of 51 OGD portal in May 2021) to find out whether they meet the trends of Society 5.0 and Industry 4.0 obtained by conducting an analysis of relevant OGD portals.
Each portal has been studied starting with a search for a data set of interest, i.e. “real-time”, “sensor” and “covid-19”, follwing by asking a list of additional questions. These questions were formulated on the basis of combination of (1) crucial open (government) data-related aspects, including open data principles, success factors, recent studies on the topic, PSI Directive etc., (2) trends and features of Society 5.0 and Industry 4.0, (3) elements of the Technology Acceptance Model (TAM) and the Unified Theory of Acceptance and Use Model (UTAUT).
The method used belongs to typical / daily tasks of open data portals sometimes called “usability test” – keywords related to a research question are used to filter data sets, i.e. “real-time”, “real time” and “real time”, “sensor”, covid”, “covid-19”, “corona”, “coronavirus”, “virus”. In most cases, “real-time”, “sensor” and “covid” keywords were sufficient.
The examination of the respective aspects for less user-friendly portals was adapted to particular case based on the portal or data set specifics, by checking:
1. are the open data related to the topic under question ({sensor; real-time; Covid-19}) published, i.e. available?
2. are these data available in a machine-readable format?
3. are these data current, i.e. regularly updated? Where the criteria on the currency depends on the nature of data, i.e. Covid-19 data on the number of cases per day is expected to be updated daily, which won’t be sufficient for real-time data as the title supposes etc.
4. is API ensured for these data? having most importance for real-time and sensor data;
5. have they been published in a timely manner? which was verified mainly for Covid-19 related data. The timeliness is assessed by comparing the dates of the first case identified in a given country and the first release of open data on this topic.
6. what is the total number of available data sets?
7. does the open government data portal provides use-cases / showcases?
8. does the open government portal provide an opportunity to gain insight into the popularity of the data, i.e. does the portal provide statistics of this nature, such as the number of views, downloads, reuses, rating etc.?

Abstract Open Government Data is the data made available free of charge by government entities and can be freely used, reused and redistributed by any person. Open Government Data Portals need to address a number of mechanisms so that society can effectively discover, extract, and utilize the data. The research focus is the identification of mechanisms that can increase transparency in Brazilian Open Government Data Portals. Through the use of scientific literature and the data collection with experts and users, 18 mechanisms have been proposed to increase the degree of transparency in Open Government Data Portals. The results showed that the evolution of the use and research on open data allowed the authenticity, irrefutability, integrity, compliance, breadth, reliability, comprehensibility, citizen participation, referential integrity, and connected data mechanisms to be added to the eight original mechanisms defined by the Open Government Working Group. The classification of these mechanisms and the definition of identifiers made it possible to evaluate the main Brazilian Open Data Portal (dados.gov.br). The criteria and ease of future reapplication will allow comparison with other national portals, serving as a benchmarking to public managers, stakeholders and researchers in the area.

This study inspects smart cities’ data portals and assesses their compliance with transparency requirements for open (government) data by means of the expert assessment of 34 portals representing 22 smart cities, with 36 features.
It being made public both to act as supplementary data for the paper and in order for other researchers to use these data in their own work potentially contributing to the improvement of current data ecosystems and build sustainable, transparent, citizen-centered, and socially resilient open data-driven smart cities.
Purpose of the expert assessment The data in this dataset were collected in the result of the applying the developed benchmarking framework for assessing the compliance of open (government) data portals with the principles of transparency-by-design proposed by Lněnička and Nikiforova (2021)* to 34 portals that can be considered to be part of open data ecosystems in smart cities, thereby carrying out their assessment by experts in 36 features context, which allows to rank them and discuss their maturity levels and (4) based on the results of the assessment, defining the components and unique models that form the open data ecosystem in the smart city context.
Methodology Sample selection: the capitals of the Member States of the European Union and countries of the European Economic Area were selected to ensure a more coherent political and legal framework. They were mapped/cross-referenced with their rank in 5 smart city rankings: IESE Cities in Motion Index, Top 50 smart city governments (SCG), IMD smart city index (SCI), global cities index (GCI), and sustainable cities index (SCI). A purposive sampling method and systematic search for portals was then carried out to identify relevant websites for each city using two complementary techniques: browsing and searching. To evaluate the transparency maturity of data ecosystems in smart cities, we have used the transparency-by-design framework (Lněnička & Nikiforova, 2021)*. The benchmarking supposes the collection of quantitative data, which makes this task an acceptability task. A six-point Likert scale was applied for evaluating the portals. Each sub-dimension was supplied with its description to ensure the common understanding, a drop-down list to select the level at which the respondent (dis)agree, and a comment to be provided, which has not been mandatory. This formed a protocol to be fulfilled on every portal. Each sub-dimension/feature was assessed using a six-point Likert scale, where strong agreement is assessed with 6 points, while strong disagreement is represented by 1 point. Each website (portal) was evaluated by experts, where a person is considered to be an expert if a person works with open (government) data and data portals daily, i.e., it is the key part of their job, which can be public officials, researchers, and independent organizations. In other words, compliance with the expert profile according to the International Certification of Digital Literacy (ICDL) and its derivation proposed in Lněnička et al. (2021)* is expected to be met.
